The Effects and Implications of Africa ODA Projects on Agricultural Outputs: Application of KOPIA Practices (아프리카 농업분야 ODA 사업 성과분석 및 시사점: KOPIA 사례를 중심으로)

  • This study analyzed investment effects for Practical Field Studies conducted by the KOPIA (Korea Program on International Agriculture) centers, which are part of the ODA project operated by the Rural Development Administration. Focusing on the productivity and effectiveness factors of each project, a questionnaire survey was sent to each KOPIA center associated with each project. The results demonstrated the production and profitability of farms participating in the pilot project were significantly improved compared to those of farms that did not participate in the project. Also, in the satisfaction results of taste, nutrition, and freshness, the participating firms could significantly improve them when being compared to those of non-participating farms. It is highly expected to contribute to improving the operational effectiveness of Practical Field Projects conducted in Africa based on the results of each project's performance and economic feasibility. This study also can lead to a change in the social perception of ODA projects by raising people's awareness of ODA projects.

Economic Value Estimation of Agricultural ODA Projects Using Contingent Valuation Method : Focused on the KOPIA of Rural Development Administration (조건부가치측정법을 활용한 공적개발원조의 경제적 가치 추정: 농촌진흥청 해외농업기술개발사업(KOPIA)을 중심으로)

  • This study estimates the amount of willingness to pay of the general public by applying the contingent value method to the Korea Program for International cooperation in Agricultural technology(KOPIA), a representative project of the Rural Development Administration. Prior to measuring the amount of willingness to pay for the KOPIA project, a survey of the perception of agriculture and rural areas and respondents' basic perception of public development assistance showed a positive perception of official development assistance in general. In particular, many respondents said that aid from the international community in the past contributed to Korea's economic and social development along with the importance of the international community helping the poor in underdeveloped countries. As a result of estimating the acceptance probability regression model by including the public awareness as a variable, the higher the income of the respondents and the more positive the perception of public development aid, the higher the amount of willingness to pay. The average annual payment amount per household derived from the acceptance probability regression model was estimated to be about 30,729 won.Based on the results of this analysis, several policy implications related to the public development aid policy of Korea were presented.

  • The choice of strain, substrate, and environmental conditions are fundamental factors that determine the ability of a fungus to develop and produce mushrooms with high quality. The objective of this study was to compare the strains of Lentinula edodes and Ganoderma lucidum originated from South Korea and Brazil in relation to their vegetative development in different culture media, to obtain isolates with high quality. The strains of the two mushroom species from Brazil and South Korea grew slowly, possibly because of abiotic factors or storage technique used. However, it may be concluded that temperature, humidity, light, pH, and nutrients from the substrate, if not regulated appropriately may affect the vegetative species.

  • In the present study, twelve bivoltine silkworm races were evaluated for its performance based on quantitative and qualitative traits. Seven oval and five peanut cocoon shaped races were reared in different seasons of the year. By using evaluation index method, the results showed that six races were identified as potential parental races. Among oval races, 75xin, KoC, KoZ and among peanut races An 902, 7532 and QD7 were selected as base material. The identified high yielding races will be used in various breeding programs as initial parents for the production of superior bivoltine breeds/hybrids in Vietnam

  • International price of cereal has been dramatically increasing for the past few years. This price hike amplified the importance of food self-sufficiency in numerous countries due to the fact that food security is directly proportional to food self-sufficiency. In this study, we conducted a survey to provide useful information of Cambodia's agricultural environment to possible Korean agricultural investors and as to highlight Cambodia as a strong candidate for the establishment of Korea's foreign base for cereal production. The survey conducted includes information regarding Cambodia's agricultural environment and investment circumstances including the political, economical and other contributing factors affecting agricultural investment in Cambodia. Seventy percent of the Cambodia's total population engage in agriculture and this comprises about 30% of the country's GDP. This statistics reflects the possibility of Cambodia's poverty alleviation which proves that agriculture in Cambodia is the driving force for the improvement of the country's economy. In addition, low labor cost, fertile land, abundant water resources, like the Tonle sap lake and the Mekong river, and unreclaimed lands are the strong points that could attract agricultural investors to Cambodia. Poor infrastructure, irrigation systems, law reforms, including social and cultural differences may be the biggest setbacks for the acceleration of Cambodia's agriculture development. However, the Cambodian government is open and willing to make adjustments for Cambodia to be both foreign and domestic agricultural investor-friendly, expecting that it will boost its country's agricultural development. Making the best out of this opportunity, the coordination of KOICA with Korean agricultural investors in building infrastructures and with the help of the KOPIA program for the transfer of agricultural technology will benefit both countries and will play an important role in Cambodia's agriculture.

The Status of Maize Production and Distribution in Cambodia (캄보디아 옥수수 생산 및 유통현황 연구)

  • In recent, the cultivation of maize in the world is being increased as a feed for the animal due to the increase of the large amount of meat consumption. However, reduction of supply for the feeding maize by the natural disaster such as drought, flooding, and demanding materials for bioenergy are attributed to increase the cereal price of the world that caused for the fluctuation of prices. The research has been done to provide useful information to the Korean agricultural investor regarding the current status of maize production and distribution in Cambodia. The maize cultivation of Cambodia in 2009 presented as a second major crop at the area of 6.8% in the total crop production area, and it continuously increased maize production yearly basis for the internal uses as well as for the exportation. The total amount of production showed by amount of 0.92 million tons due to the increased production of unit area. The yield production of unit area in current shows about 4 tones per hectare. About 90% of total production produced during August to September at wet season, and area of Batambang province produced about 70% of the total production. The production of feeding maize cultivated about 70% of the total cultivation area, and the exportation have done around 60% and remains were consumed as a domestic uses. The prospects of maize production in Cambodia will be increased due to the acceleration of livestock industry as 8.7% of annual growth rate.

A Quantitative Performance Analysis of Foreign Internship System for Plant Industry (플랜트 해외인턴 지원사업의 정량적 성과분석)

  • Korean government have supported the foreign internship system for plant industry to bring up the professional personnel for this industry. The Korea Plant Industry Association(KOPIA) has sent 400 interns each year to the foreign plant construction field since 2009. The purpose of this study is to analyze this foreign internship system in quantitative aspects and to suggest the several improvements on this system. In 2010, 402 interns, which exeeds the primary object 400, were sent to the foreign field and this study analyzed the 2010 results by monthly, by major of participating interns, and by the business type of participating company. Finally, this study suggests several improvements for this internship system as follows : 1) the enlargement of the internship system into employement, 2) the need for the public relations(PR) of this systems, 3) the establishment of cooperating network among participating universities, and 4) the enforcement of network among participating company, KOPIA, and paricipating interns.

The Study on Soil Classification in Sri Lanka

  • Land information is important for the international agricultural companies. This study investigated the agriculture and soil information in Sri Lanka. This study is the results from investigation of soil properties and agricultural properties determined by the Soil Taxonomy classification system for the soils in Sri Lanka. The order of the main agricultural imports in Sri Lanka was wheat > refined Sugar > dry Onion > Rice > Lentils. The climate of Sri Lanka is divided into three climatic zones. There are a wet zone, an intermediate zone, and a dry zone. Rainfall of the wet zone was $3,000-5,000mm\;year^{-1}$. The rainfall of the dry zone was less than $1,000m^{-1}$. The intermediate zone was in the middle area. Soil series of Sri Lanka were 109 in total. Detailed information of soil series was: 6 of soil Orders, 15 of Suborders, 39 of Great groups, and 56 of Subgroups. Soil texture of topsoil was much more coarse, but subsoil was gravelly coarse soil. Soil of Sri Lanka was classified as a Soil Order. The orders were Entisols > Alfisols > Ultisols > Inceptisols > Histosols > Vertisols.

  • 전 산업분야의 변화 사이클이 짧은 격변의 시대에 공공부문의 IT는 "정보시스템의 효율적 도입 및 운영 등에 관한 법률"에 따라 구축되고 운영되고 있으며, 정부의 국정기조 아래 각 기관 조직의 전략실행 수단으로 활용되고 있으며 조직목표 달성에 기여하고자 EA를 구축하고 있다. 또한 조직의 통 폐합 등 변화에 따라 기존에 운영되고 있는 시스템 및 서비스들을 효율적으로 관리하기 위해서는 작은 예산을 통하여 적기에 빠르게 모형이 표준화되고 EA 지원시스템에 목표 아키텍처로 등록되며 현행화 되는 구조개선 작업이 필요하다. 본 연구에서는 새 정부 출범시마다 변화되는 주변 환경에 따라 해당조직의 통 폐합 과정에서 추진한 지난 정부에서의 사례 제시를 통하여, 민간과 다른 특성을 가지고 프로세스의 변화에 능동적으로 대응이 어려우며 현업의 참여가 소극적인 특성을 가진 공공기관에 적합한 EA 현행화와 구조개선 사례를 제공하고 이것을 바탕으로 다른 유사 공공기관들의 업무에 활용이 가능하도록 제안 한다.

Comparison of Main Chracteristics of Buckwheat (Fagopyrum esculentum Moench) Cultivars Grown in Korea (메밀 육성 품종의 주요 농업특성 비교)

  • 메밀(Fagopyrum esculentum Moench)은 마디풀과(Polygonaceae) 메밀속 (Fagopyrum)으로 약 20종이 있으며, 전 세계 인류 역사와 함께해 왔으며, 오랫동안 사랑을 받아 온 작물이다. 메밀 생태형 분류는 늦게 파종할수록 종실 수량이 떨어지는 여름메밀, 반대로 늦게 파종할수록 종실 수량이 증가하는 가을메밀과 중간형 메밀이 있다. 여름메밀 대표품종은 양절메밀, 양절메밀2호가 있다. '양절메밀'은 춘파·하파 재배가 가능한 여름메밀 품종으로, 1994년 육성되어 장려 품종으로 결정되었다. '양절메밀'의 특성은 유한생육 초형으로, 조숙·단간·다수성 이며, 꽃색은 흰색이며 종자는 흑색이다. 성숙일수는 60-64일로 짧으며, 성숙 후에도 탈립이 강하고, 경장은 단간으로, 도복에 강한 편이다. 그 후 수량성이 증가된 '양절메밀 2호'가 육성되었다. 양절메밀2호는 대립종자로 종자가 흑갈색이며 천립중도 29.5g으로 양절메밀보다 무겁다. 가을메밀로는 대산메밀, 다원 및 순백이 육성되었다. 싹용인 '대산메밀'은 줄기가 연홍색이고 종자가 갈색이었다. '대산메밀'은 가을메밀 품종으로 가을 재배에 적합하다. 경장은 중장간종이며, 생육 일수는 양절메밀보다 약간 늦은 중생종이다. 메밀싹 수율이 높아 새싹 재배에 적합한 것으로 나타났다.
