The Study of the Distribution and Maintenance System of the KOLAS for Public Libraries (공공도서관 KOLAS 보급 및 유지 보수체계에 대한 연구)

  • The purpose of this study is to identify the problems of the distribution and maintenance of the KOLAS, and provide the developmental direction of the KOLAS. The research methods for this study are both survey and field interview. The results show that first, the National Library of Korea should continue to distribute the KOLAS to public libraries, and second, there are a lot of problems for maintenance of the KOLAS. However, some of the problems of KOLAS could be resolved, but not all of them. Thus, this study proposes the developmental plan of the KOLAS for future. The National Library of Korea should open the KOLAS to open source software for public, so that libraries and vendors may develop new ILS based upon the KOLAS.

  • Purpose: This paper aims to explore approaches for obtaining KOLAS certification for masks developed as protective equipment for use during evacuation processes in the event of a radiation disaster involving residents within a radiation emergency planning zone. Method: Various reports, papers, and data from the KOLAS accreditation bodies' websites were examined for this study. Result: Although domestic radiation disaster preparedness measures have been established to enhance resident protection, the distribution of protective equipment is limited to thyroid protection drugs. Supplementary support items like masks are necessary to prepare for radiation disasters. Currently, there is no KOLAS-accredited certification body for radiation protection masks. Conclusion: For masks that have established performance certification criteria, a dual process is required for KOLAS certification. This involves obtaining an official test report as an industrial respirator mask, receiving certification, and then obtaining a general test report based on internal standards.

Relative Humidity Transducer Proficiency Test for KOLAS Humidity Calibration Laboratories (KOLAS 교정기관 간 측정 동등성 확립을 위한 상대습도 변환기 숙련도 시험)

  • The Korea Laboratory Accreditation Scheme (KOLAS) operates accreditation programs for ensuring measurement traceability with the International System (SI) of Units - the highest calibration standard that measurements can be tested against. As of September 2023, there are 70 KOLAS-accredited laboratories in the Republic of Korea that specialize in humidity calibration. Among them, 32 KOLAS laboratories, along with one laboratory not affiliated with KOLAS, participated in the proficiency test (PM 2023-11) for relative humidity transducers in 2023. This proficiency test was conducted within a relative humidity range of 20-90% at a temperature of approximately 20 ℃, taking into consideration the calibration and measurement capability (CMC) of the participating laboratories. The primary objective of the proficiency test was to establish the measurement equivalence between each participating laboratory and the reference laboratory, by calculating the number of equivalence (En). When |En| was less than 1, the measurements from the participating and reference laboratory were equivalent. Out of the 33 participating laboratories, 32 successfully met this criterion and passed the proficiency test.

  • Korea Laboratory Accreditation Scheme (KOLAS) introduces a new standard for test and calibration laboratories to operate management system and to produce valid results in accordance with the requirements of KS Q ISO/IEC 17025. The standard is based on the national standard law for the accreditation of test, inspection and calibration laboratories. International Laboratory Accreditation Cooperation (ILAC) has recently established its new criteria. The accredited test and calibration laboratories should complete the transition of their management system by November 2020 following KS Q ISO/IEC 17025:2017. A total of 899 of test, inspection and calibration laboratories in Korea are influenced by the transition policy. This paper summarized general requirements for a competence of laboratory management system.

  • KOLAS (KOrea Laboratory Accreditation Scheme) belongs to APLAC (Asia Pacific Laboratory Accreditation Cooperation). KOLAS manages the accreditation scheme for measurement traceability to SI units. As per June 2016, there are 22 KOLAS laboratories for liquid flow metering. Among them, 12 laboratories participated in the proficiency test (PM2015-08) for water flow metering, organized by KASTO (Korea Association of Standards and Testing Organizations). This proficiency test was performed with three kinds of flow ranges ($3.6m^3/h{\sim}12m^3/h$, $40m^3/h{\sim}80m^3/h$, $40m^3/h{\sim}200m^3/h$) considering the CMC (calibration and measurement capability) of the participating laboratories. The purpose of the proficiency test was to find out measurement equivalence of the CMC's between each participating laboratory and the reference testing laboratory (KRISS). The measurement equivalence was tested by the number of equivalence ($E_n$). If ${\mid}E_n{\mid}$ < 1, the measurement equivalence was established. All the participating laboratories passed this proficiency test.

  • Actively in progress in the field of general industrial KOLAS (Korea Laboratory Accreditation Scheme) accreditation test the switch, router, network equipment, such as accreditation status in the field can not be found. Company's self-tsting or BMT (Bench Marking Test) through the evaluation process for network equipment, but the test reports issued by accredited laboratories with quality differences. Requested by public institutions or other providers of accredited test reports increasing demand for network equipment in Korea accredited testing laboratory shall be made as soon as possible. In this paper, as required by KOLAS in the field of network equipment testing laboratory accreditation program in the process acquired through the analysis of measurement uncertainty and, to propose effective direction.

An Analysis of Children's OPAC Displays in Public Libraries in Korea (우리나라 공공도서관 어린이용 OPAC 디스플레이의 분석)

  • The purpose of this study is to analyze the characteristics of OPAC displays of three children's libraries in Korea: Seoul Children's Library, Cheongju Miracle Library, and Yongsan Public Library. 'OPAC Display Guidelines( Draft)' Published by IFLA is used to examine the details of OPAC displays, and to suggest their improvement. Discussed are such topics as the features of basic and detailed search screens, the brief display of search results, the arrangement and full display of bibliographic records, and the use of terms and labels. All three libraries offer their users the same KOLAS' OPAC, only designed to serve general users rather than children, i.e., their primary user group. They show some weakness, and much improvement is urgently required to satisfy specifically the needs and information seeking behavior of children.

  • The purpose of this study is to build outcomes evaluation system for measuring outcomes of programs provided by a public library. For the study, we constructed outcomes evaluation system(LibOutcomes system) that applied library outcome measurement framework based on the logic model and this system made librarians to measure outcome directly import data from the KOLAS and upload it. As a result, LibOutcomes system was useful for verifying outcomes as visual result. In addition, since the system was built a web-based system, it is possible to secure accessibility and ease of use. Finally, we suggested possibility to expand the system as a function of KOLAS in the future.
