학회는 학술지식정보자원의 최신정보에 대한 접근 점이지만, 대규모 학회를 제외하고는 정보 수집과 서비스 면에서 재래식 방법을 벗어나지 못하고 있다. 더구나, 최근에는 각 학회 자체 업무 중 발생하는 회원관리, 논문투고, 심사와 같은 제반업무와, 발간되는 학술정보에 대한 정보화를 수행하고자 하는 학회의 열의가 급격히 증가하고 있는 추세이나, 학회의 재정상 적극적으로 이행하지 못하고 있는 실정이다. 이에 KISTI는 한국과학기술정보연구원은 국가차원의 학회 정보화 사업의 일환으로 학회정보 유통체제 전 과정을 온라인화하고 쉽게 관리할 수 있도록 한 $\boxDr$KISTI-ACOMS(KISTI-Article Contribution Management System: KISTI-학회논문투고관리시스템) $\boxDr$KISTI-ACOMS(KISTI-Article Contribution Management System)$\boxUl$ 을 개발하여 2001년부터 학회에 무상으로 보급하여 왔다. 최근에는 학회의 KISTI-ACOMS를 이용하고자 하는 요청이 더욱 확대되고 있어, KISTI는 많은 학회 특성을 의견수렴하여, KISTI-ACOMS의 표준화를 목표로 보완해 나가고 있다.

이머징 시그널은 그 자체가 중요한 정보이기 때문에 세계의 많은 국가, 기업, 연구소들은 다양한 방법을 구사하며 이머징 시그널을 발굴하기 위해 노력한다. 한국과학기술정보연구원(KISTI)은 자체 개발한 이머징 시그널 발굴체계를 통해 2008년에 43개의 후보 주제를 발굴하였다. 본 논문에서는 KISTI의 이머징 시그널 발굴체계인 NEST를 소개하였으며, 이를 통해 도출된 43개의 후보 주제 중 온라인 델파이를 진행하여 최종 35개를 선정하였다.

KISTI는 기관의 역할을 만들기 위한 노력이나 비즈니스 모델의 개발을 위한 노력은 상대적으로 덜 필요한 기관이다. 그만큼 하는 일이 선명하다. 슈퍼컴센터와 정보서비스를 한 기관에서 제공하는 것에 대한 이견은 아직도 있을 수 있으나 KISTI의 역할은 이제 굳건히 정립되었다고 볼 수 있다. 이제 KISTI의 본연의 업무 이외의 오버헤드에 들이는 시간을 줄이고 정말 해야할 작업에 집중할 수 있는 환경을 확보하는 노력을 해야할 시점이다. 작년 하반기와 올 상반기는 기관평가에 대한 부담으로 KISTI본연의 작업에 써야할 시간을 많이 빼앗기고 있는 인상을 받았다. 이것은 KISTI 내부의 구성원들과 KISTI를 평가하는 상위기관에서 같이 노력을 해야할 일이다.

Recently, as diffusing knowledge-based information society, creation and information literacy of knowledge information is being important factor. For this, creation, practice, diffusion activity of various forms information innovation through organize regional cluster is actively carrying. So, The purpose of this paper is to analyze and describe the characteristics of information seeking behavior of science-technology information of KISTI regional cluster which consisted of professor, researcher and executive.

This is a preliminary study on establishing the optimized strategic plan for KISTI's collection. In this paper, major foreign and domestic information centers and the current status and usage of KISTI's collection are analyzed. Also included are the suggestion of a strategic solution for optimizing KISTI's collection and the discussion regarding KISTI's roles and strategies.

한국과학기술정보연구원(KISTI)은 2007년부터 국내학술논문의 국제적 영향력제고를 위해 DOI 등록관리기관 (DOI RA, Digital Object Identifier Register Agency)인 Crossref의 DOI 대행 등록 지원사업을 추진하였다. 그러나 2016년 KISTI가 전세계 10번째 DOI등록관리기관이 되면서 KISTI에 DOI를 직접 등록할 수 있는 체제로 변화되었다. 하지만, DOI Name은 접두사를 관리하는 등록관리기관에 종속되어, KISTI 관리주체가 아닌 접두사를 KISTI에서 등록할 수 없는 문제가 있어 지속적으로 기존의 Crossref를 통해 등록해야 하는 문제가 발생했다. KISTI DOI를 신청한 학술단체를 대상으로 접두사 관리주체를 Crossref에서 KISTI로 해석(resolution)의 중단 없이 변경 하고 DOI 검색 서비스를 위해 Crossref에 등록된 DOI를 KISTI로 이전해야 하는 과업을 해결하기 위해 기존에 등록된 Crossref를 KISTI DOI로 변경하는 연구가 진행되었다.

KISTI(Korea Institute of Science and Technology Information) has developed the ${\ulcorner}$KITTI­ACOMS (KISTI-Article COntribution Management System)${\lrcorner}$ as part of the national project for automating the process of processing academic information by societies, in order to convert journals published by academic societies in Korea into an electronic form and make them accessible on the Internet. This system has been developed in the year 2001 and has since been distributed to societies free of charge. The number of societies requesting the service has risen recently, which prompted us to take more recommendations of the societies that adopt this system into account in expanding and standardizing the area of service being provided by the system. This paper will investigate the functions of KISTI-ACOMS constructed for use in the Korean Society of Crop Science and list the functions and requirements for the next system to enhance the on-line paper management system.
