  • 이 연구에서는 세월호 사고를 계기로 선박의 구조가 인명 생존율에 미치는 영향에 대해 분석하고자 한다. 분석 기법은 피난전용시뮬레이터를 이용하여 선박의 다양한 구조 및 상황을 적용하여 분석한다. 향후 정확한 선박의 도면 및 실제 상황을 적용하여 정확하고 세밀한 분석 결과를 도출하면 승객 및 선박 승무원의 생존율 향상에 필요한 여러 가지 조건 중 하나로 사용될 수 있을 것으로 본다.

Propensity Analysis for Oral Exam Candidates of Sixth Class Engineer Officer's License using Questionnaire (설문에 의한 6급 기관사 면허 면접시험 응시자의 성향 분석)

  • The propensity analysis for oral exam candidates of sixth class engineer officer's license was conducted to serve as a basic data for improving the ability of seamanship and a stable workforce supply using a questionnaire. A general information of them was identified as 62.1% of offshore fishing, 59.3% of over 50, 59.4% of less middle school education, 52.4% of under 100 gross tonnage, 75.2% of under 1,500kW engine output, 72.5% of over 10 years experience, 72.4% of engine department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the engine job. The reason why they took the test was mainly due to their will (51.7%). And 45.5% of them took the test for the first time, 45.5% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 35.9%. Given the fact that 74.5% of respondents experienced marine accidents with engine damage on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.4% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.

  • The pilot GOBT program was carried out from November 17th - December 17th 2021 at KIMFT; self-isolation for 10 days, Basic Safety Training(BST) for 5 days and 2 weeks of on-board training(OBT) were conducted during the period. Total 20 cadets from 5 different Countries were participated under the financial support of IMO ITCP and Korean ODA program. The program aims to provide capacity-building courses focusing on on-board training and assisting future maritime officers in meeting the minimum standard of seagoing experience in accordance with the STCW Convention. In the meantime, the program itself can serve as a platform to share best practices of how the training including the curriculum can be organized on specialized training vessels. The questionnaire survey was carried out to evaluate the GOBT program, and the overall average score was 96.4 points which seems that the cadets were very satisfied with the Global On-Board Training program provided by KIMFT in 2021.

A Study on the Occupational Orientation of the Junior Ship Officer in Fishing Vessel (어선에 종사하는 초급 해기사의 직업 지향에 관한 연구)

  • In contemporary society, many fishery industries face a serious problem of having an insufficient number of junior ship officers and engineers. Even though many fishery high schools in Korea made significant effort to produce many talented junior officers and engineers, but after graduation, the students are reluctant to get a job on the fishing vessels. Furthermore, Korean government also invested a large amount of money to train students for ocean-going and costal & near-ocean fishing vessels. However, despite the government's great effort on the training program and education, only a few students wish to work on the fishing vessels. In this article, the author tried to find answers for various questions such as what are the factors that the student prefer, where the student to want to get a job in fishery industries, and how student feel about working at fishing vessels. Furthermore, the author also analyzed the differences between high school student group and Korea Institute of Maritime and Fisheries Technology(KIMFT) student group about occupational orientation by utilizing SPSS statistical program. Additionally, the author surveyed the current onboard status of job position of the high school and KIMFT alumni. This study's results and data will be used for aiding further stimulation and advertisement of job position in fishing vessels and continued daily lives on board.

A general information of them was identified as 64.4% of offshore fishing, 56.8% of over 50, 56.6% of less middle school education, 55.6% of under 100 gross tonnage, 81.2% of over 10 years experience, 85.6% of deck department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the deck job. The reason why they took the test was mainly due to their will (71.1%). And 52.7% of them took the test for the first time, 52.7% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 23.3%. Given the fact that 83.3% of respondents experienced marine accidents on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.7% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20, 2008, the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1, 2011. The present state of the education and training for marine pollution prevention managers on board ships was surveyed and analyzed In order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of KIMFT for marine pollution prevention manager on board ships are classified into a regular course of 21 classes for 3 days, a reeducation course of 18 classes for 2 days and a NLS course of 17 classes for 2days. The annual numbers of trainees in 2008 were 516 persons for regular course, 1085 persons for reeducation course and 135 persons for NLS course in KIMFT. The trainee demands for the education and training were attempted to be predicted on a basis on annual increase rate of ships. The predicted demands for the education and training are changeable depending on the major factors such shipping market, naval architecture industry, etc.

Economic Validation of Maritime Safety Center in Case of Yeong-Nam Province

  • After the Ferry Sewol accident, public interest in marine safety has increased. However, as the marine leisure tourism population increases, the number of casualties caused by marine accidents is increasing, so marine safety education is urgently needed. Since facilities related to marine safety education in Korea are geographically biased to the west, regional imbalances in education are significant. Therefore, this study suggested solutions to the problems of developing educational contents and securing budgets and professionals by using idle facilities of the Korea Institute of Maritime and Fisheries Technology(KIMFT) located in Busan as a maritime safety education center. In addition, as a result of estimating demand using the gravity model, it was estimated that the demand would range from 150,000 to 130,000 per year. This study sufficiently proved social policy validity for policy suggestions using existing idle sites as maritime safety education centers based on objective verification methods and is expected to contribute substantially to policy promotion in the future.
