This study aims to determine the awareness and perceptions of Korean researchers regarding mandatory open access (OA) and OA publishing of publicly-funded research papers. In July 2019, Korean researchers who had published in Science Citation Index Expanded journals as first authors and corresponding authors participated in an online survey distributed via e-mail. A total of 1,172 valid responses were collected and analyzed using SPSS 18. The results indicated that the level of awareness of OA differed significantly based on occupation and research experience (p<0.001). Although 52.56% of the respondents had experienced OA publishing, only 22.35% had self-archiving experience. Regardless of the amount of publishing cost support, researchers showed a high level of willingness to publish OA articles. Yet, since the importance of impact factor was evaluated to be very high, at present OA publication might have a limited role as a publication platform.

This study aims to investigate the awareness and experiences of domestic researchers regarding data publishing, which has been recognized as a new channel of data sharing as scholarly communication evolves in the open science environment. A survey is conducted among researchers from five government-funded research institutes in the field of science and technology and members of the GeoAI Data Society to confirm the awareness of data publishing. As a result of the study, domestic researchers recognized providing explanations for data, stable access to data, citation, and quality assurance through peer review as the advantages of data journals. On the contrary, a low level of recognition for data paper as one of the research outputs was presented. With regard to the properties of data publication, the respondents answered that the data description, metadata description, and permanent identifiers are highly related, however, their recognition of the relation between the properties of data publication and the data submission to a repository and data peer review was relatively low. Finally, to expand the data publication, the need for the development of an editorial system that supports data paper peer review and cross-linking to a data repository as well as the development of a repository that supports data citation was identified. This study on the domestic researchers' experience and awareness of data publishing can provide insights for the implementation of data publishing services and infrastructure in the future.

This paper explores the opportunities for scholarly publishing as part of the educational activities of the system of extracurricular research and experimental education, UNESCO Category 2 Centre, "Junior Academy of Sciences of Ukraine" (hereinafter referred to as the JASU), using Open Journal Systems (hereinafter referred to as OJS) publishing platform. The purpose of the study was to identify and select a publishing model and substantiate the procedures for the launch of an OJS-based open-access student scholarly e-journal with a view of improving scholarly communication between gifted children from Ukraine and other countries.

Plan S is a policy that mandates research papers supported by specific funders such as the European Community be published in open access journals. The funder supports APC to researchers, providing a chance to advance the era of gold open access, and is expected to bring significant changes to the scholarly publishing ecosystem. This study explored the impact of Plan S from the perspective of each stakeholder of the scholarly publishing ecosystem, such as funders, academic societies or publishers, authors, and libraries, through a review of previous studies. In addition, the status of Korean gold open access publishing and position for each stakeholder were identified through the collected data analysis. As a result of the analysis, the share of publishing gold open access journals in Korea was 22%, which was less than 26% worldwide. Korean funding agencies were predicting and preparing for the impact of Plan S. On the other hand, Korean academic societies produce about 70% of all papers, but there are not many open access papers except medicine (51%). The response of the Korean library was not sufficient, and it contrasted with the activities of librarians in the U.S. that actively provide research support services based on the research lifecycle. It was suggested that Korean libraries should also actively try to change the role of librarians; advising researchers to plan open access publishing in grant project applications, consulting on copyrights, and so on. This study identified the background, principles, and impact of Plan S policy that would be effective in 2021 and examined the response situation in Korea. This study is valuable in that it served as the necessary basis for revitalizing the academic publishing ecosystem in Korea.

In recent years, data are actively exploited in various fields. Hence, there is a strong demand for sharing and publishing data. However, sensitive information regarding people can breach the privacy of an individual. To publish data while protecting an individual's privacy with minimal information distortion, the privacy- preserving data publishing(PPDP) has been explored. PPDP assumes various attacker models and has been developed according to privacy models which are principles to protect against privacy breaching attacks. In this paper, we first present the concept of privacy breaching attacks. Subsequently, we classify the privacy models according to the privacy breaching attacks. We further clarify the differences and requirements of each privacy model.

This study aims to assure the positive influence of publishing English newspapers on improving English communicative ability and explores possibilities of enforcing an explicitly collaborative and independent learning atmosphere through a cooperative project-based publishing process. The project of publishing first KSA English newspapers has completed with a series of processes adopted from project-based learning and teaching strategies. The project involves the initiative process of selecting student editors based on their English abilities and commitment levels followed by planning subjects, themes and materials, distributing tasks and articles, and integrating and editing the outcome. Throughout the whole process volunteers participated independently and collaboratively with minimum supervision. The survey shows that the successfully published English Newspaper resulted in facilitating volunteers' positive self awareness and independent learning attitude as well as improving general English ability. The study discusses possibilities and advantages of publishing newspapers and magazines not for limited language education only, but for integrated project-based learning and teaching with suggestions for further related studies.

This study investigates the various statistical data and measures of coauthorship network in the Korean LIS Research Community such as patterns of coauthorship, structural properties, types of cluster, centrality & impact analysis. This issues are mostly addressed through a Social Network Analysis of articles published from 2000 to 2009(10 years) in Korean Library & Information Science major four Journals. The coauthorship network was constructed and various measures of four centralities, PageRank, Effect size were calculated. The results show three implications. 1) There presents a phenomenon of Pareto's law in the articles publishing counts. 2) The top authors based on publishing counts prefer co-work publishing than solo-publishing. 3) The counts of article publishing are significantly correlated with five measures of network and not correlated with the case of power centrality.

In this paper, We describe the XML-based Web content management system that supports the efficient dynamic content publishing environment. EasyCM is designed based on Cocoon2 that is the XML publishing framework. We propose the publishing mechanism to support the efficient dynamic content publishing environment to expand into the available dynamic content caching to Cocoon2. Publishing mechanism of EasyCM draws XML object from content repository, associates XML with XSLT, creates and caches content components preprocessing HTML transformation process, and publish web pages constructed into cached content component. For supporting more efficient caching, EasyCM supports also content component update, two update method that is immediately-update and delay-update for updated content component.

The prototype of a library is analysed upon the facts that are generalized and recognized as commonsense. On the extension of the prototype, a digital library is considered. Ultimately the libraries' prototype should be steady at any time. A library which is being a digital library to which the best technology at that time applies, should function as the creator of the value by publishing, circulating, and re-production of the information resources.

Government agency information has steadily increased as the role of government has expanded, and information provided by the government is increasingly a significant source for the public's understanding of government policy. Further, this information is an important resource for academic research oriented toward national development. However, in South Korea the distribution system for government information is far from ideal. This paper critiques that system It begins with a short history of Korean government Publishing policy, followed by a more detailed look at recent publishing trends. It then goes on to describe the legal, institutional, and technical aspects of Korean government's distribution of its information, focusing on weaknesses that prevent information from reaching those who desire or need it.
