  • Hydrofluoric acid leakage accident was occurred on Dec. 2012 in Hube Global. That accident has bought many changes of response in national organizations. Chemical companies respond quickly even when small quantities leakage of chemicals and response agencies were put a lot of manpower and equipment in incident response. Incident response to the response activities of the agents is difficult if the accident substance was not identified. Unknown chemicals can be generated by the water for fire-fighting during the emergency response process. In this case, an additional information was needed for response of chemical accident to prevent of great damage. In this study, we investigated the improvement of chemical accident information by extraordinary chemical accident.

  • At present, the Colombian government shares information on threats or vulnerabilities in the area of cybersecurity and cyberdefense, from other government agencies or departments, on an ad-hoc basis but not in real time, with the surveillance entities of the Government of the Republic of Colombia such as the Joint Command of Cybernetic Operations (CCOCI) and the Cybernetic Emergencies Response Team of Colombia (ColCERT). This research presents the MS-CSIRT (Management System Computer Security Incident Response Teams) methodology, that is used to unify the guidelines of a CSIRT towards a joint communication command in cybersecurity for the surveillance of Information Technology (IT), Technological Operations (TO), Internet Connection Sharing (ICS) or Internet of Things (IoT) infrastructures. This methodology evaluates the level of maturity, by means of a roadmap, to establish a CSIRT as a reference framework for government entities and as a guide for the areas of information security, IT and TO to strengthen the growth of the industry 4.0. This allows the organizations to draw a line of cybersecurity policy with scope, objectives, controls, metrics, procedures and use cases for the correct coordination between ColCERT and CCOCI, as support entities in cybersecurity, and the different companies (ICS, IoT, gas and energy, mining, maritime, agro-industrial, among others) or government agencies that use this methodology.

Analysis of the Lower Extremity's Coupling Angles During Forward and Backward Running (앞으로 달리기와 뒤로 달리기 시 하지 커플링각 분석)

  • The purpose of this study was to compare the lower extremity's joint and segment coupling patterns between forward and backward running in subjects who were twelve healthy males. Three-dimensional kinematic data were collected with Qualisys system while subjects ran to forward and backward. The thigh internal/external rotation and tibia internal/external rotation, thigh flexion/extension and tibia flexion/extension, tibia internal/external rotation and foot inversion/eversion, knee internal/external rotation and ankle inversion/eversion, knee flexion/extension and ankle inversion/eversion, knee flexion/extension and ankle flexion/extension, and knee flexion/extension and tibia internal/external rotation coupling patterns were determined using a vector coding technique. The comparison for each coupling between forward and backward running were conducted using a dependent, two-tailed t-test at a significant level of .05 for the mean of each of five stride regions, midstance(1l-30%), toe-off(31-50%), swing acceleration(51-70%), swing deceleration(71-90), and heel-strike(91-10%), respectively. 1. The knee flexion/extension and ankle flexion/extension coupling pattern of both foreward and backward running over the stride was converged on a complete coordination. However, the ankle flexion/extension to knee flexion/extension was relatively greater at heel-strike in backward running compared with forward running. At the swing deceleration, backward running was dominantly led by the ankle flexion/extension, but forward running done by the knee flexion/extension. 2. The knee flexion/extension and ankle inversion/eversion coupling pattern for both running was also converged on a complete coordination. At the mid-stance. the ankle movement in the frontal plane was large during forward running, but the knee movement in the sagital plane was large during backward running and vice versa at the swing deceleration. 3. The knee flexion/extension and tibia internal/external rotation coupling while forward and backward run was also centered on the angle of 45 degrees, which indicate a complete coordination. However, tibia internal/external rotation dominated the knee flexion/extension at heel strike phase in forward running and vice versa in backward running. It was diametrically opposed to the swing deceleration for each running. 4. Both running was governed by the ankle movement in the frontal plane across the stride cycle within the knee internal/external rotation and tibia internal/external rotation. The knee internal/external rotation of backward running was greater than that of forward running at the swing deceleration. 5. The tibia internal/external rotation in coupling between the tibia internal/external rotation and foot inversion/eversion was relatively great compared with the foot inversion/eversion over a stride for both running. At heel strike, the tibia internal/external rotation of backward running was shown greater than that of forward(p<.05). 6. The thigh internal/external rotation took the lead for both running in the thigh internal/external rotation and tibia internal/external rotation coupling. In comparison of phase, the thigh internal/external rotation movement at the swing acceleration phase in backward running worked greater in comparison with forward running(p<.05). However, it was greater at the swing deceleration in forward running(p<.05). 7. With the exception of the swing deceleration phase in forward running, the tibia flexion/extension surpassed the thigh flexion/extension across the stride cycle in both running. Analysis of the specific stride phases revealed the forward running had greater tibia flexion/extension movement at the heel strike than backward running(p<.05). In addition, the thigh flexion/extension and tibia flexion/extension coupling displayed almost coordination at the heel strike phase in backward running. On the other hand the thigh flexion/extension of forward running at the swing deceleration phase was greater than the tibia flexion/extension, but it was opposite from backward running. In summary, coupling which were the knee flexion/extension and ankle flexion/extension, the knee flexion/extension and ankle inversion/eversion, the knee internal/external rotation and ankle inversion/eversion, the tibia internal/external rotation and foot inversion/eversion, the thigh internal/external rotation and tibia internal/external rotation, and the thigh flexion/extension and tibia flexion/extension patterns were most similar across the strike cycle in both running, but it showed that coupling patterns in the specific stride phases were different from average point of view between two running types.

Characteristics of the Organizational Structures of Free Meal Service Centers and Cooperation with Community (노인 무료습식소 기관의 운영 현황 조사 및 지역 사회와의 협력 강도)

  • The purpose of this research was to observe the management system of 18 free meal service centers for the low-income homebound elderly in Chungcheongbuk-Do In order researchers interviewed staff members of the free meal service centers. Based on the results of interviews with staff members of the meal service organization. only two centers used a standard recipe. and most of the meal preparation was controlled under the experience of volunteers. Only two meal service centers employed dietitians due to the lak of budgets. The cost of a meal per day ranged from ₩ 556 to ₩2,750 and the number of attendants at meal service ranged from 35 to 350 persons. The budget for most of the meal service centers is not enough to provide meals for the elderly who want to participated in free meal service programs. Home delivery meal service was not considered due to the lake of manpower and areal dispersion in rural ares. Most meal service organizations did not cooperate with other community service organizations. Several improvement strategies are recommended for the effective running of the free meal service centers. First, a nutrition specialist should be included in the staff members of the service organization to provide nutritious meal service to the elderly Second, a joint control system might be introduced into the present system to reduced the cost and the recover the limitations of areal dispersion. Third, service, coordination should be considered to overcome the problem of lake resources.

Designing a Supply Chain Coordinating Returns Policies for a Risk Sensitive Manufacturer

  • In this article we consider a supply chain consisting of a risk-sensitive manufacturer and a riskneutral retailer. The manufacturer maximizes her individual expected profit by designing a supply chain coordinating returns contract (SCRC) that consists of (i) a channel coordinating returns policy that maximizes the supply chain joint expected profit, and (ii) a profit sharing arrangement that gives the retailer an expected profit only slightly higher than that in the no returns case so that it is just enough to induce the retailer to accept the SCRC. Thus, the manufacturer captures as high a percentage as possible of the jointly maximum supply chain profit. However, this contract can sometimes lead to the manufacturer's resulting realized profit being lower than that in the no returns case when demand is lower than expected. In this context, even though profit is sufficiently attractive on average, will the risk-sensitive manufacturer ever consider applying a SCRC? Our research raises this question and focuses on designing a SCRC that can significantly increase the probability of the manufacturer's resulting realized profit being at least higher than that in the no returns case.

As part of an improvement plan, while strengthening investment in education training infrastructure for the suppliers of social services, cooperation and coordination by the public and private sectors is necessary. Also necessary are identifying model social enterprises that are based upon joint efforts for success of social enterprises and publicity efforts necessary.

Inter-Cell Interference Management for Next-Generation Wireless Communication Systems

  • In this paper, we examine what changes the next-generation wireless communication systems will experience in terms of the technologies, services, and networks and, based on that, we investigate how the inter-cell interference management should evolve in various aspects. We identify that the main driving forces of the future changes involve the data-centric services, new dynamic service scenarios, all-IP core access networks, new physical-layer technologies, and heavy upload traffic. We establish that in order to cope with the changes, the next-generation inter-cell interference management should evolve to 1) set the objective of providing a maximal data rate, 2) take the form of joint management of power allocation and user scheduling, 3) operate in a fully distributed manner, 4) handle the time-varying channel conditions in mobile environment, 5) deal with the changes in interference mechanism triggered by the new physical-layer technologies, and 6) increase the spectral efficiency while avoiding centralized coordination of resource allocation of the users in the uplink channel.

  • Purpose : The purpose of this study was investigated to find the approach in the PNF and TC for frail elder Method : This is a literature study with books, articles, seminal note and books for PNF and TC international course. Result : Neural mechanisms contribute significantly to the gains that occur in the range of motion about a joint with stretching exercises. The participation in a stretch-training program decreases tonic reflex activity and increases flexibility and decreases in force production and muscle activation. Also the stretching-induced decreases may be due to a central nervous system inhibitory mechanism. PNF stretch techniques can increase ROM in older adults. These results may differ from those of studies performed with younger populations because of age-related physiologic changes. TC exercise improves balance control and muscle strength and were associated with reorganized lower extremity neuromuscular patterns. Conclusions : The stretch training program of the PNF and TC contribute to increase the balance and coordination for frail elder. Therefore, The frail elder prevent falling. Further study, The PNF and TC be introduced as the new therapeutic intervention for frail elder.

A study on the Improvement of Work Environment System of interior Architecture (실내건축 업역의 업무환경 제도 개선에 관한 연구)

  • The study Is Intended to investigate and analyze the system and practice that have been applied to Interior Architecture, comparing with a number of similar foreign cases, in an attempt to seek the way toward its development as well as to come up with the solution for enhancing the competitiveness, thereby making a recommendation on how to create the desirable work environment of Interior Architecture down the road. The conclusion and recommendation we have made is highlighted as follow. Among the practical or procedural challenges in the process of improving work environment of Interior Architecture, development of current national technical qualification system in a way of further detailing the categories of Ki-sul-sa(highest engineer grade) or Ki-neung-jang(highest technician grade) as part of measures aimed at gradual approaching for improvement of design fees and rates or supervision fees will be very crucial, that calls for close coordination with the Ministry of Labor and Human Resources Development Service of Korea. In a bid to upgrade the Interior Architecture to become the part of knowledge-based industry, amendment to Korean Standard Industrial Classification along with Standard Classification of Occupations and Academic Classification will be essential, and moreover with the attitude of reflection and self-improvement, the endeavors to be able to deal with the revision of existing laws and regulations in a consistent way and manner, by forming a joint committee among the three Interior Architecture-related organizations(KOSID, ICC, KlID), will be more than important.
