제주국제자유도시는 세계화 시대 경제위기 극복과 새로운 국가경쟁력 확보 등의 당위성을 바탕으로 지방의 적극적인 추진의지와 중앙의 정책적 제도적 지원을 통해 '21세기 동북아 중심도시'를 목표로 야심차게 출범하였다. 그러나 국제자유도시 추진이 결정된지 약 20년이 지난 현 시점에서 이러한 발전 비전은 사실상 상실되었다. 이 논문에서는 '이상적 자유시장 경제모델'을 표방한 제주국제자유도시가 발전주의 국가모델의 유산이 여전히 작동하는 한국 경제체제에서 예외적으로 급진적인 신자유주의 개방경제공간을 지향하였고 각종 신자유주의 탈규제 정책의 실험장으로서의 역할을 자임하였지만, 환경과 사회경제적 모순 격화로 인한 지역사회 갈등의 심화, 중앙정부의 형평성 논리 및 제한된 자치권으로 인하여 사실상 실패하였다고 주장한다. 이를 위해 예외공간으로서의 경제특구에 대한 이론적 논의를 기반으로 제주국제자유도시 발전 비전의 변화과정을 분석하고, 다양한 예외적 제도와 공간적 장치들이 제주를 어떻게 예외공간화하고 있는지 살펴보았다.

In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations : Building up security system along with operational expansion, building up a system for emergency medical treatment, buliding up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119, we can review the following considerations : Improving the education for fire fighting trainging corps under Jeju Provicial Fire and disaster management department, providing rescue members with more opportunity for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. Provide little more superior quality high fire fighting service to jeju islander, and need long-term and elaborate research to correspond in rising fire fighting man-power demand newly and investment. Construction of well-matched disaster administration system is assignment that must hurry in international free city. That jejudo receives time factor about that is received for another thing area's number of persons or equipment when regional special quality large scale or disaster happens is that of course the support receives limitation immediately. Jeju fire fighting services is one story reform, specialization taking into account particular situation of jeju area to grow as sightseeing and center of culture intending international free city, should be upgraded. So, it may do big contribution naturally in jeju international free city phase that coincide jeju islander's social welfare promotion and safety desire.

The purpose of this research is to investigate the characteristics of Jeju recreational pension. This research is carried out by on site inspection and the survey on management of the recreation facilities. A target of research is sixteen facilities of recreation pension in Jeju-do. Recreational pension was created by Jeju Free International City of special law in 2000. Jeju Recreational pension has characteristics as follows : The land area of that is $1300m^{2}{\sim}6300m^{2}$, the number of guest rooms are 10, and the area of guest rooms are $29m^{2}{\sim}100m^{2}$. Especially most of them are in Namjeju-gun. Also, they mostly have R.C. structure, and materials of exterior are artificiality stone. The color of an outer walls are mostly white and light-beige and that of the roofs are mainly dark-brown. On plot plan, it has 4type of prototype; type of outbuilding, arranging in a row, corridor, hall and composition of three types with public area. The outside facilities are equipped by handy golf courses and outdoor barbecue cooking sites. Unfortunately, most of pensions don't reflect the characteristics of architecture factors in Jeju.

Jeju Special Self-Governing Province are trying every effort to be presented as an International Free City with unique combination of history, culture and landscape, This research focuses on the analysis of characteristics we can find in buildings in Jeju province. The main purpose is to provide basic and informative materials for the landscape formation of Jeju by investigating current status of buildings in Jeju province. This research divides Jeju province into 34 areas and categorizes buildings by use. 2,973 cases in total are collected and analyzed their architectural features. A basic analysis of the collected data is conducted in the first and the second stages. And In the third stage, 505 cases whose addresses can be identified are selected for the in-depth analysis of the registered building data on architecture year, building area, and total area. These data are analyzed by the categories of region, year, and size for the study of general characteristics of buildings in Jeju. The results show that territoriality is weak because of the simplicity of building layout on the streets. Exterior form of buildings, streetscape image, and overall city image are tedious and boring because of the lack of the variety of facade and exterior finishing materials.

The purpose of this study is to prepare desirable recreational pension facilities system in compliance with various characteristics of each region and to help establish policies regarding recreational pension facilities. This research is carried out by an on site inspection and the survey of the management of the recreation facilities. Jeju recreational pensions have the following characteristics : The site area is $1305{\sim}7850\;m^2$, the number of guest rooms are $8{\sim}10$, and the area of the guest rooms are $33{\sim}99\;m^2$. In addition, most of them are built with R.C. structure and the exteriors are made of artificial stones. As for plot plan, it has 5 types of prototype : type of outbuilding, arranging in a row, corridor, hall, and the composition of the other types. Although Jeju recreational pension were institutionalized to satisfy the functions as tourism recreations, they don't reflect the unique characteristics of Jeju province.

제주특별자치도는 2005년 1월 27일 정부로부터 세계평화의 섬으로 지정을 받았고, 2007년 7월 세계보건기구(WHO)에서 안전도시로 인증을 받았다. 최근 몇 년 동안 제주에서 발생한 각종 산업재해를 보면, 세계평화의 섬과 국제안전도시와는 어울리지 않는 안전사고가 많이 발생하고 있다. 특히 건설현장에서는 미숙련자가 늘어나면서 후진국형의 안전사고는 계속해서 발생하고 있다. 더불어 제주 지역의 건설현장은 다른 지방과 지역적으로 분리되어 있어서 일정 수준의 근로자를 채용하기가 어렵다. 이로 인하여 건설현장의 안전사고의 위험이 높은 편이라고 할 수 있다. 본 연구에서는 제주지역 건설현장의 안전관리 수준과 사고발생시 응급처치 현황 등에 대한 실태조사를 실시하여 개선방안을 제시하였다.

우리나라는 1997년 외국에 편의치적하는 선박을 방지하고 우리나라로 재이적을 유도하기 위하여 국제선박등록제도를 제정하였으나 그 효과가 기대에 미치지 못하고 있다. 이에 우리나라는 제주도에 국제자유도시 특별법을 제정하고 제주도를 특별선박등록지역으로 지정하는 국제선박등록특구제도를 시행하였다. 본 연구는 편의치적제도, 국제선박등록제도 및 제주국제선박등록특구에 대한 현황을 파악하고 국제선박등록제도의 활성화 전략 수립에 필요한 평가요인을 도출하고 평가요인간의 중요도를 측정하는 것을 목적으로 하며 AHP 분석을 실시하였다. 선행연구를 통하여 우리나라, 중국, 홍콩, 대만, 일본의 선박등록제도 상의 특징을 분석하였고 전문가의 자문을 거쳐 상위기준 4개 항목, 하위기준 21개 항목을 도출하였다. 상위기준 4개 항목에 대하여 제주국제선박등록특구의 활성화를 위해서 가장 중요한 요인은 제도운영의 개선으로 나타났다. 두 번째로는 선박등록시의 행정적인 지원이 중요한 것으로 분석되었으며 제주해양관리단의 조직관리와 선원복지에 대한 측면은 사실상 중요도가 상대적으로 낮게 파악되었다. 제주국제선박등록 특구의 경쟁력 강화 및 활성화를 위해서는 선박의 톤세제도 유지 및 관련 제비용과 세금에 대한 면세제도의 확대가 필요한 것으로 분석되었고, 외국인 관련 제도와 관리가 필요한 것으로 분석되었다. 우리나라에 선박의 등록을 기피하는 우리나라의 선사 및 외국인 선사들을 적극 유치하기 위해서는 전담조직의 마케팅 활동도 필요하지만 근본적으로 선원에 대한 국적 제한을 완화하여 선원비절감을 가져올 수 있도록 제도개선이 필요하다. 선원측면에서 선원노조와 화합하여 국제선박등록제도를 확대하여야 하며 조직관리측면에서 제주국제선박등록특구의 활성화를 위해서는 제주해양관리단 내에 홍보와 마케팅을 전담하는 조직의 신설이 필요한 것으로 평가되었으며 특히 외국인 선주를 전담하여 유치하는 조직이 필요한 것으로 평가되었다.

The purpose of this study is to develop cultural tourism products of Jeju Free International City, utilizing the images of its blessed natural environment listed on the UNESCO World (Natural) Heritage Site. To do this, the concept of cultural tourism products is defined, and the current situation and features of Jeju cultural tourism products are closely researched and examined, and then through survey study, responded by Jeju residents and tourists, purchasing behaviors, consumer preferences of Jeju tourists, and improvement plans for tourism products are examined in detail. According to the survey, the important elements for cultural tourism products of Jeju are extracted and employed in the development of tourism T-shirts, and the developing process of souvenir shirt designs using the unique images of Jeju are presented. Five textile pattern designs, based on the nature images of Jeju 'gotjawal' forests, are created and employed in 5 souvenir shirt designs, and this led to the development of 10 styles of tourism souvenir shirts. With their trendy design embodying unique images of Jeju, practicality, and functionality, these shirts are not just for tourists visiting Jeju but also for everybody, any age, and anywhere. The suitability and validity of the designs as the cultural tourism products representing Jeju are evaluated by consumer preference survey. Through this study, the infinite possibility of developing cultural tourism products utilizing unique natural environments of Jeju are confirmed. Development of tourism souvenir shirts reflecting the current fashion trends and tourists' tastes can be led to the construction of positive images of Jeju, the success in attracting tourists, and, eventually, market extension for cultural tourism products.

본 논문에서는 제주국제자유도시 및 경제자유구역의 경제적 성과를 외국인직접투자(FDI), 지역내총생산(GRDP), 고용률(EPR) 데이터를 이용하여 통계적 검정과 패널분석의 이중차분모형(Difference-In-Difference model)으로 살펴보고, 세 변수의 관계를 지역별 데이터 및 패널 벡터오차수정모형(PVECM: Panel Vector Error Correction Model)을 이용하여 살펴보았다. FDI 신고액 대비 도착액의 비율인 실투자율 연평균증가율의 경우 수도권이 비수도권보다 높게 나타났다. FDI 도착액의 성장과 상대적 규모를 살펴보면 16개 지역 중 7개 지역이 성장도 낮고, 규모도 작은 것으로 나타났다. 통계적 분석 결과 지구지정 전후의 변화에서 2개 지역을 제외하고는 일부 변수에서 통계적으로 유의한 차이가 나타났으나 순수한 지구지정 정책효과인 지를 판단할 수 있는 이중차분 추정치는 통계적 유의성이 없는 것으로 나타났다. 한편, PVECM을 이용하여 세 변수의 상호 관계를 분석해 본 결과 상호 설명력은 상당히 제한적이었으나 수도권 지역보다는 비수도권 지역에서, 광역지역 보다는 시도지역에서 크게 나타났다. 이상의 결과를 종합해 볼 때, FDI 유입이 GRDP 증가 및 고용률 상승 등 지역경제 활성화로 연결될 수 있는 FDI 유치 메커니즘을 구축하는 것이 필요하다고 하겠다.
