High Efficiency Video Coding (HEVC) is the most recent video codec standard of the ITU-T Video Coding Experts Group and the ISO/IEC Moving Picture Experts Group. The main goal of this newly introduced standard is for catering to high-resolution video in low bandwidth environments with a higher compression ratio. This paper provides a performance comparison between HEVC and H.264/AVC video compression standards in terms of objective quality, delay, and complexity in the broadcasting environment. The experimental investigation was carried out using six test sequences in the random access configuration of the HEVC test model (HM), the HEVC reference software. This was also carried out in similar configuration settings of the Joint Scalable Video Module (JSVM), the official scalable H.264/AVC reference implementation, running on a single layer mode. According to the results obtained, the HM achieves more than double the compression ratio compared to that of JSVM and delivers the same video quality at half the bitrate. Yet, the HM encodes two times slower (at most) than JSVM. Hence, it can be concluded that the application scenarios of HM and JSVM should be judiciously selected considering the availability of system resources. For instance, HM is not suitable for low delay applications, but it can be used effectively in low bandwidth environments.

In this paper, we propose a new functionality to Scalable Video Coding (SVC), which is the support of multiple ROIs for heterogeneous display resolution. Scalable video coding is targeted at giving temporal, spatial, and quality scalability for the encoded bit stream. Region of interest (ROI) is an area that is semantically important to a particular user, especially users with heterogeneous display resolutions. The bitstream containing the ROIs could to be extracted without any transcoding operations, which may be one of way to satisfy QoS. To define multiple ROI in SVC, we adapted FMO, a tool defined in H.264, and based on it, we propose a way to encode and decode ROIs. The proposed method is implemented on the JSVM1.0 and the functionality is verified using it.

Quantization in video coding plays an important role in controlling the bit-rate of compressed video bit-streams. It has been used as an important control means to adjust the amount of bit-streams to at]owed bandwidth of delivery networks and storage. Due to the dependent nature of video coding, dependent quantization has been proposed and applied for MPEG-2 video coding to better maintain the quality of reconstructed frame for given constraints of target bit-rate. Since Scalable Video Coding (SVC) being currently standardized exhibits highly dependent coding nature not only between frames but also lower and higher scalability layers where the dependent quantization can be effectively applied, in this paper, we propose a dependent quantization scheme for SVC and compare its performance in visual qualities and bit-rates with the current JSVM reference software for SVC. The proposed technique exploits the frame dependences within each GOP of SVC scalability layers to formulate dependent quantization. We utilize Lagrange optimization, which is widely accepted in R-D (rate-distortion) based optimization, and construct trellis graph to find the optimal cost path in the trellis by minimizing the R-D cost. The optimal cost path in the trellis graph is the optimal set of quantization parameters (QP) for frames within a GOP. In order to reduce the complexity, we employ pruning procedure using monotonicity property in the trellis optimization and cut the frame dependency into one GOP to decrease dependency depth. The optimal Lagrange multiplier that is used for SVC is equal to H.264/AVC which is also used in the mode prediction of the JSVM reference software. The experimental result shows that the dependent quantization outperforms the current JSVM reference software encoder which actually takes a linear increasing QP in temporal scalability layers. The superiority of the dependent quantization is achieved up to 1.25 dB increment in PSNR values and 20% bits saving for the enhancement layer of SVC.
In this paper, we propose a new bitrate control scheme to improve the quality of image encoded by SVC and to resolve the problems of conventional scheme. In JSVM2.0, bitrate of a frame is controlled by an initial quantization parameter and scaling factor that it hasdifferent value according to frame. Itis difficult to get the best of video quality at arbitrary bitrate because the conventional scheme has two defects. One is that we have to know proper initial QP's fur all sequences. Another is that QP's control skill for macroblocks is very inefficient. In this paper, we propose an efficient bit allocation algorithm to reduce the effect of the initial QP and to increase the efficiency of bit allocation by using proper QP's for macroblocks. In simulation results, it can be seen that using the proposed scheme enables the SVC encoder to control the bitrate by the macroblock unit and outperforms the conventional schemes in the respect of rate-distortion.
H.264 SVC(Scalable Video Coding) provides the advantages of low disk storage requirement and high scalability. However, a streaming server or a user terminal has to extract a bit stream from SVC file. This paper proposes a bit stream extraction method which can get the maximum PSNR value while date bit rate does not exceed the available network bandwidth. To do this, this paper obtains the information about extraction points which can get the maximum PSNR value offline and decides the spatial/temporal resolution of a bit stream at run-time. This resolution information along with available network bandwidth is used as the parameters to a bit stream extractor. Through experiment with JSVM reference software, we proved that proposed bit stream extraction method can get a higher PSNR value.
Recently, a need to encode a depth image has been raising with the deployment of 3D video services. The 3DV/FTV group in the MPEG has standardized the compression method of depth map image. Because conventional depth map coding methods are independently encoded without referencing the color image, coding performance of conventional algorithms is poor. In this letter, we proposed a novel method which rearranged modes of depth blocks according to modes of corresponding color blocks by using a correlation between color and depth images. In experimental results, the proposed method achieves bits reduction of 2.2% compared with coding method based on JSVM.
In wireless network, the amount of video streaming packet information in receiver replay buffer can be varied according tothe wireless network condition. By the effect, unforeseeable delay and jitter are generated and then busty video traffics can be made. If the amount of buffer information coming in receiver replay buffer is larger than the amount of a specific buffer information, buffer overflow is generated. Such a problem makes the image skip effect and packet loss, and then causes the quality degradation and replay discontinuity of the video streaming service in destination receiver. To solve the buffer overflow problem, this paper applies the token bucket for the busty traffic to the receiver terminal and analyzes the effect of the token bucket. The simulation result using NS-2 and JSVM shows that the proposed scheme with the token bucket has significantly better performance than the conventional scheme without the token bucket in terms of overflow generation number, packet loss rate and PSNR.

This paper introduces an implementation of SVC player which runs on Android platform and can play SVC video stream on line from SVC video server. SVC(Scalable Video Coding) is a scalable video encoding technique which supports three scalability such as temporal scalability, spatial scalability, and quality scalability. To implement the SVC player on Android, we implemented a SVC decoder using JSVM open source written in C/C++ as a native part on Android and developed Android UI in Java. Also we built an SVC encoding system off line and an SVC streaming server to conduct on-line SVC streaming experiments. Finally, after we installed the SVC player developed in this paper on Motoroi mobile phone, we evaluated and analyzed on-line streaming performance of the SVC player. The result showed that the player worked well and it had no jitter in streaming with the size of QCIF and 10fps from a fully encoded SVC video source.
