Tour Program in Archives: Case Study for the Presidential Archives (기록관의 견학 프로그램 - 대통령기록관을 사례로 -)

  • Archives should promote services to users using various outreach service methods. Although the archives' tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries' tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.

The Analysis of Educational Effectiveness on Archival Contents for History Education (역사교육용 기록정보 콘텐츠의 교육적 효용성 분석)

  • The main purpose of this study is to analyze the educational effectiveness of historical thinking contents through the experimentation methodology. The procedures of this study will review foreign and domestic historical thinking cases of archival contents for history education; derive some implications from the review; and apply the implications to classes targeted for first year high school students. It can be said that classes utilizing historical thinking contents have beneficial effects on the subcategories of historical thinking, that is, chronology comprehension ability, historical inquiry ability, historical imagination, and historical judgment ability. The average between before and after examination results shows a statistically meaningful difference. In addition, this study shows that students obtain better scores after examination than before.

  • This study aims to propose an education program using the records and archives of the May 18th Democratic Uprising, which are large in number and have diverse provenance. The PBL model, which is a basic model for this program, is appropriate for suggesting a number of records and inducing the use of archives. This program is based on the rule of PBL but is divided into two parts: a pre-class level and an in-class level. The archives list for this program is selected from the archives map, which consists of a horizontal axis of provenance and a vertical axis of creation time. The expected effects of this program is to vitalize and expand the use of archives and to inspire a student's historical thinking. This program is meaningful in proposing a proposed education program using the records and archives of a historical event and the probability to use in a real class.

  • The Presidential Archives collects and manages both the presidential records and historical archives related to the president which it subsequent provides to the people. Regardless of these special duties that meet the people's right to know, its awareness and study on the Presidential Archives has not been thoroughly satisfied. It is time to focus on providing service to share and utilize records and archives, as well as for preservation and management purposes. Therefore, this study proposes exhibition methods through storytelling, which is well-known, as it pursues the importance of developing various services for a more efficient usage and promotion of the Presidential Archives. This helps raise awareness about the Presidential Archives, attract group visits of children, and provides a good example for collecting archives and planing exhibitions.

A Study on the Enhanced Strategies for Information Disclosure Deliberative Committees (중앙행정기관 정보공개심의회 운영 개선방안 연구)

  • This study aims to provide enhanced management strategies for information disclosure deliberative committees in the Government 3.0 era. It confirms that there has been no progress on the committees' management since the implementation of the Government 3.0 policies. On the contrary, certain retrogression aspect on the committees have been discussed. The study suggests the four alternative strategies as follows: First, the committees should be held regularly and exercise their authority for referring to discussion. Second, it must be configured that outside committee members are more than internal committee members. Also, there should not be any restriction so that external members can be a chairman. Third, the committee meetings should be in the face-to-face form in principle. The documentary deliberation could only be allowed if issues are repeated and they are similar. For this type of deliberation, the procedure and schedule should be established and complied to. Fourth, for the effective operation of the information disclosure system, department and staffing in charge are required.

A Study on Activating of the Protestant Church Archives: Focused on Saemoonan Presbyterian Church (개신교 기록관 운영 활성화 방안에 관한 연구 - 새문안교회를 중심으로 -)

  • For the efficient management of church documentary for religious reasons, including their historical and cultural values, the church archives should be excellently managed. However, the lack of understanding and consideration of the church records and archives makes it very difficult to have an actual grasp of its status and practical supports, such as budget and personnel, for records management. In this study, literature reviews and current status of domestic Protestant church archives, user survey of Saemoonan Presbyterian church and interviews of church archives records officer were carried out. Based on the results of the study, three parts of the proposed plan of the Saemoonan Presbyterian Archives were suggested. Education, exhibition, publication, and promotion of the church's archival services will help redirect the roles and values of the archives, which will make it an essential part of the church.

A Study on the Extension of Archival Information Service Based on Linked Open Data in the Presidential Archives (Linked Open Data기반 대통령기록관 기록정보 서비스 확장에 관한 연구)

  • The Presidential Archives preserve and manage the president's records and archives, which accounts for the social and governmental operations during the president's term of office. However, search systems and online contents provided by the Presidential Archives are difficult to use. This study proposed an LOD-based archival information service for the comfort of users. The proposed service has a better extension of archival information service contents from President Roh's term. The provision of details is divided into three steps: first step sets up the establishment methods, second step creates ontological design, and third step converts it to RDF and connects to other institutions. Through the process, this study suggests an extension of archival information service in the Presidential Archives.

Research on the Current Status of and the Improvement Plan for Information Services in Records and Archives Centers (기록관의 정보서비스 현황 조사 및 서비스 개선 방안에 관한 연구)

  • This study investigated the status of information services in records and archives centers using the Web to survey and by interviewing archivists and professionals. Services offered are not various, but some actives services including offering records via SNS and provising exibitions using records are offered. Many of the requested records are for evidence and reference for works, and the finding aids are limited in their functions. Also, the barriers in offering services were mostly due to the fact that the duties of managing records are mostly performed by one profession, and they have not enough time to provide services with the lack of manpower. Also the arrangement and description level is not enough and the records systems have limitations including lack of search functions. For better services, improvement of the systems and the supplement of manpower is considered to be most urgent.

A Study on Creation Improvement Approaches for Meeting Minutes as Public Records (공공기관의 회의록 생산 활성화 방안에 관한 연구)

  • Meeting minutes in public organizations are crucial in the process of decision making in terms of accountability of records. The purpose of this study aims to provide a set of solutions in terms of improving the creation and management of meeting minutes in context of public records. For the case studies, Government in the Sunshine Act in the United States of America, Cabinet Handbook in Australia, and the law on Public Records in Korea are comparatively analyzed. As of 2012, fifty four designated meetings for minutes are administrated with a questionnaire survey. Based on the data analyses on the case studies and responses from designated meetings, three apsects in the creation and management of minutes are proposed: appropriate laws and regulations reflecting the characteristics of meeting minutes, best practices and manuals, and training for creation.

Analyzing User Satisfaction of the Standard Records Management System (표준 기록관리시스템에 대한 사용자 만족도 분석)

  • It is necessary to diagnose the standard record management system when the system is being spread out to entire public organization and institutions. This study aims to analyze the standard record management system for improving system and revising the related standards in the future. This study evaluates the satisfaction on the interface and functional quality of the system through questionnaire survey on records managers. It is found that the satisfaction of functional quality is just above the line, but the interface fails to satisfy records managers. Also the reliability of the system appears to be higher satisfaction than efficiency and usability. Therefore, the study suggests that the standard records management systems should try to improve 'easy of use' and effectiveness and efficiency by implementing heavy batch job and promoting modulation of key function. And the study emphasizes that the standards will be revised with the long-term plan in order to develop standard records management system systematically and continuously.
