Paddy rice is semi-tropical crop and requires warmirrigation water. If mean water temperature at the water source during the growing period is below 18$^{\circ}C$, sime kinds of water warming mechanism should be taken. In this study irrigation water temperature is measured and preventive measures to cold water damage on paddy rice are suggested. Field observations were performed at 100ha field area downtream of the Unmoon reservoir during the growing season of 1997. Land use, canal system, water temperature at irrigation canals. reservoir, and paddy fields were observed. In addition, growth and yield of the rice at selected plots were observed. Accordingly to the record, cold water damage occurred in this area due to the cold irrigation water supply in 1996. It did not occur because of the effective irrigation water management practice in 1997. However, several preventive measures such as pontoon intake system, using existing weir and construting a new warming pond, are suggested to prevent cold water damage in the future. If a new warming pond is construted to raise irrigation water temperature by 2 $^{\circ}C$, a pond area of 2.94 ha is required.

KRC (Korea Rural Community Corporation) is in charge of about 3,400 agricultural reservoirs out of 17,240 agricultural reservoirs, and automatic water level gauges in reservoirs and canals were installed to collect reservoir and canal water level data from 2010. In this study, 10-minute water level data of 173 reservoir irrigation canals from 2016 to 2018 are collected, and discharge during irrigation season was calculated using rating curves. For estimation of water supply, irrigation water requirement was calculated with HOMWRS (Hydrological Operation Model for Water Resources System), and the summation of reservoir water storage decrease was calculated with daily reservoir storage data from RAWRIS (Rural Agricultural Water Resource Information System). From the results, the total yearly amount of irrigation water supply showed less than 10% difference than the irrigation water requirement. The regional analysis revealed that reservoirs in Jeollanam-do and Chungcheongnam-do supply greater irrigation water than average. On the contrary, reservoirs in Gyeongsangnam-do and Chungcheongbuk-do supply less than others. This study was conducted with a limited number of reservoirs compared to total agricultural reservoirs. Nevertheless, it can indicate irrigation water supply from agricultural reservoirs to provide information about agricultural water use for irrigation.

A system reliability method is proposed to decide reliable serviceability of agricultural irrigation system. Even though reliability method is applied to real engineering situations involving actual life environments and maintaining costs, a number of Issues arise as a modeling and analysis level. This article use concepts that can be described the probability of failure with time variant and series-parallel system reliability analysis model. A proposed method use survivor function that can simulate a time-variant performance function for a lifetime before it is required essential maintenance or replacement to define a target probability of failure in agricultural irrigation canal. In the further study, it is required a relationship between a state of probability of failure and current serviceability to make the optimum repair strategy to maintain appropriate serviceability of an irrigation system.

Agricultural areas in the north region of Bangladesh suffer from water shortages during the dry season as well as dry spells in the monsoon period. The Teesta Barrage was constructed in 1990 to provide supplemental irrigation water during the monsoon period. After completion of the project high yielding variety of crops were introduced more in the project area. Due to this reason unforeseen needs of irrigation water during the dry season has emerged. This study reviews the current irrigation status and related constraints to a full development of the project and provides suggestions for future improvement of the project. Also suggested is to apply remote sensing technique for the management of the system as a whole. Use of remote sensing technique for the management of irrigation water resources is a new approach in Bangladesh. Application of such a powerful tool will provide better management options for large-scale irrigation projects in the country.

It is important to build new irrigation facilities as a countermeasure against new water demand, however the effective use of existing facilities is rather advantageous economi cally and socially.Since many irrigation facilities were constructed before 1960's, the functions of them have been declined and rehabilitation of deteriorated facilities needs great expenses. To operate the irrigation facilities efficiently, the criteria for the maintenance and repair of irrigation facilities should be established according to the importance of structures. for the reasonable evaluation of the irrigation facilities, the Irrigation Facility Inquiry System(IFIS) was developed. The present status of the irrigation facilities are grouped by the type and scale of structures, and the characteristics of irrigation facilities under control of Farmland Improvement Association(FIA) were analysed.

During the past decades in South Korea, there have been several projects to reduce water demand and save water for paddy irrigation system by automation. This is called as intensive water management system by telemetering of paddy ponding depth and canal water level and telecontrol of water supply facilities. This study suggests a method of constructing topology-based irrigation network system using GIS tools. For the network modeling, a typical agricultural watershed included reservoirs, irrigation and drainage canals, pumping stations was selected. ArcHydro tools composed of edge, junction, waterbody and watershed were used to construct hydro-network. ArcHydro Model was then designed and the network was successfully built using the HydroID. Visualization using ArcHydro tools could display table property of each object. ArcHydro Model was linked to Agricultural Water Demamd and Supply Estimation System (AWDS) which developed by Korea Rural Community and Agriculture Corporation (KRC) to extract information of the study area. And menu of supply facilities information, demand analysis and supply analysis constructed for information acquisition and visualization of acquired informations.

Recently irrigation reservoir has been developed to perform multipurpose function. To get a maximum effect it requires to establish optimal management system for irrigation reservoir in drought and flood season. Especially we dealt with optimal flood control system for irrigation reservoir in this study. This system consists of real-time rainfall data via online system, real-time flood forecasted by SCS method in hourly basis, storage volume by water balance equation, optimal releasing discharge from the gate, the water level in right downstream, and calculation of innundated area, depth, and time using GIS, and amount of flood damages. If we consider the relation of these sub module reasonably, we can reach the optimal flood control to minimize flood damage

There was a transition from participatory irrigation management (PIM) to public irrigation management (PubIM) in Korea when Korea Rural corporation and Community (KRC) merged with Farm Land Improvement Associations (FLIAs), which had managed 60 % of irrigation areas. While making a number of achievements, some problems occurred in the public irrigation management, such as lack of farmers' participation, increased amount of water usage, and elevating operating costs. Accordingly, this paper suggested ways to increase efficiency in water usage and reduce operating costs under the public management through the motive power of farmers participation. First, WUGs replaced the discarded water management committee should be reorganized to revive the concept of PIM in the form of autonomously reinforced one and the roles and functions of WUGs and the board of representatives should be strengthened. The member of new type of WUGs should participate in the national and regional water management committees as a stakeholder of irrigation water user. And also new type of WUGs initiates not only the management of irrigation water but also the management of irrigation water quality and non-point source pollution in the watersheds. Those additional activities of WUGs should be properly compensated. Second, subsidies (direct payments) should be provided to faithful farmers as an incentive for their labor supply. Third, water fees could be charged to large scale agriculture companies. Fourth, professional managers could be hired, management targets would be adjusted, and incentives should be offered. These efforts are expected to improve the irrigation management by encouraging farmers' participation under public system.

Regulated Deficit Irrigation (RDI) is one of the most important measures for the water-saving and high yield of crops. RDI is based on the crop and water relations. The theories of RDI were analyzed using the experiment data in Shaanxi and Gansu Province. There are several problems of RDI in practical use, which include; the uncertainty of crop-water relations, the proper growth stages and water deficit degree of RDI applied, and the requirements of RDI to irrigation system and irrigation techniques.
