This paper, according to modern theories of investment decision, designed physical investment decision system. The design of this system, mainly on the basis of both the evaluation of investment proposal and the procurement of fund, consists of the designs of input/output system, the evaluation system of investment proposal, the calculating system of capital cost, and the investment system integrated all the above systems. This system premised the use of computer intended to transform the unreasonable methods of present investment decision making into more reasonable one.

The controversies that have surrounded the negotiation of both the Comprehensive Economic and Trade Agreement (CETA) and the Transatlantic Trade and Investment Partnership (TTIP) have underlined the difficulties arising out from the adoption of a truly common EU investment policy. Non-governmental organizations have called into question transparency and legitimacy of international investment arbitration during the negotiations. The article presents a reflection about current developments of the EU investment policy addressing, in particular, the criticisms towards the whole investor-to-State system and the EU's efforts in developing a "tailor-made" investment agreement and Investor-to-State Dispute resolution system. Along these lines, the article critically assesses the recently announced proposal for the establishment of an 'Investment Court System' put forward by the EU during the TTIP negotiations.

This paper shows the recent changes of national transportation policies in some developed countries and argues that the evaluation method of the effect of transportation investment on national economy should be improved to reveal real impact of the investment. The evaluation method should develope effective performance indicators of the goals set in national transportation policy. To estimate correctly the magnitude of transportation services in national economy, the evaluation method also provides a way to measure in-house transportation services and to overcome the limits of marginal effect equal equation.

Urban public service is goods and activities which satisfy public demands for the political, social, economic, cultural activity and household affairs of individual or groups and which urban government supply with free of charge. In view of government, in addition to fairness of facilities location, location of such facilities are to be determined the respect to cost of locating facilities and developmental direction in the future. Therefore, it is necessary to study on feasibility. A feasibility study Is an effective tool in determining the decision of investment or not and the level of investment priority on Projects requiring a sizeable investment and the feasibility of a project. The first, it is to select reasonable location. It was selected four and two by consideration of facilities distribution and connection with others. Six proposal selected was estimated by five element of approach, demand, symbol, reality, environment. In result proposal I was chosen. The next, it is to estimate scales. The finally, it is to study on economical efficiency. Net Present Value was came out ￦4.4billion by 20years and Inter Rate of Return showed up 11%. in addition, it offer various benefit by public facilities. In conclusion, this project is reasonable.

As the size and scope of R&D investment explodes, the strategic and managerial importance of R&D proposal screening becomes highlighted. This point is particularly true for a large-scale research center that deals with multi-product and multi-technology R&D projects. Despite the importance, however, previous research has focused on project evaluation and selection stage. In this research, we propose a R&D proposal screening system. The main objective of the system is to filter R&D proposals that are identified to be duplications of past or existing projects. To this end, the algorithm of the system employs text mining, multivariate statistical method, and case-based reasoning.

This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

In planning and evaluating government R&D programs, one of the first steps is to understand the government's current R&D investment portfolio - which fields or topics the government is now investing in in R&D. Analysis methods of an investment portfolio of government R&D tend traditionally to rely on keyword searches or ad-hoc two-dimensional classifications. The main drawback of these approaches is their limited ability to account for the characteristics of the whole government investment in R&D and the role of individual R&D program in it, which tends to depend on the relationship with other programs. This paper suggests a new method for mapping and analyzing government investment in R&D using a combination of methods from natural language processing (NLP) and network analysis. The NLP enables us to build a network of government R&D programs whose links are defined as similarity in R&D topics. Then methods from network analysis show the characteristics of government investment in R&D, including major investment fields, unexplored topics, and key R&D programs which play a role like a hub or a bridge in the network of R&D programs, which are difficult to be identified by conventional methods. These insights can be utilized in planning a new R&D program, in reviewing its proposal, or in evaluating the performance of R&D programs. The utilized (filtered) Korean text corpus consists of hundreds of R&D program descriptions in the budget requests for fiscal year 2017 submitted by government departments to the Korean Ministry of Strategy and Finance.
