R&D Policy of the Korean Government for Aging Society

  • The $1^{st}$ National Plan for Aging Society with Low Fertility, which the Korean government announced in 2006, caused the gradual increase of R&D investment in order to prepare for an aging society in Korea. This study explores if the directions and strategies of R&D projects related to aging are suitable to improve the quality of life for elderly people and establish a sustainable aging society by analyzing the features of R&D investment from 2004 to 2010. The results show that most R&D projects conducted by departments focus on the development of assistive devices for the elderly to support everyday lives. The Korean government's R&D policy to prepare for an aging society is based on the narrow interpretation of Quality of Life (QoL) in an aging society that tries to resolve the socioeconomic problems of the elderly; however, the policies have ignored the independence of active elderly individuals and the social integration of the young and elderly generations. The research shows that a paradigm shift is required from a 'Senior' to 'Aging Society' because almost 1/3 of the Korean population is over 65 years old and the expansion of the research embraces from assistive technologies for the elderly to the design of social infrastructure such as transportation, education and work.

Determinants of energy efficiency in Sub-Saharan Africa

  • Sub Saharan Africa (SSA) is receiving increased investments in the energy sector under the belt and road initiative (BRI) project since its inception in 2013. SSA has a worse energy efficiency ratio coupled with deficient electricity access, through analysis showed varied impacts on the SSA countries due to the BRI initiative. This study dilves into the influencing factors for Energy Efficiency (EE) in 38 SSA countries, applying the probit and logit approach for 2000-2018. The Multiple-regression model shows significant results of some variables such as foreign direct investment, gross domestic product, and port infrastructure quality being significant on EE under BRI initiative countries. However, the logit and probit models produce similar results and the marginal effect for the entire variable, except energy imports that do not likely impact EE. Furthermore, the interaction of quality of port infrastructure and foreign direct investment variables produces significant results, highlighting the increased investments SSA receives under the BRI initiative in the energy and transport sectors. The model Percent correctly predicted (PCP) value was about 84%, indicating it correctly classified the variables and about 16% not classified. The study recommends EE performance standards should be incorporated on energy projects in SSA to ensure that these projects are energy efficient and decouple SSA's energy demand from economic growth. The research proffers suggestions for policy regarding the BRI initiative in SSA and the implications on sustainable energy and building a community with a shared future.

  • The demand for super tall building construction is increasing worldwide. There has been a constant request for achieving early payback on investment by shortening the construction time. This pertains especially for the case of huge investment projects such as super tall building construction. It is very important to shorten the construction time for the building framework, which requires substantial construction time and cost, and this is directly related to the establishment of an optimum lift plan for construction. When there is a problem in the selection of the lift equipment, it is almost impossible to revise the selection, resulting in a possible failure of the project. Thus, the purpose of this study is to analyze the function and logic for the development of the process for the selection of lift equipment for super tall building projects and further development of making the analyzed process into a system. In line with this research objective, the process of selecting the optimum lift equipment by domestic construction company was investigated and analyzed as well as collecting the actual field data. The actual data were obtained by sensors installed on tower cranes at three construction sites with the help from the construction company.

Analysis of Industrial Linkage Effects for Farm Land Base Development Project -With respect to the Hwangrak Benefited Area with Reservoir - (농업생산기반 정비사업의 산업연관효과분석 -황락 저수지지구를 중심으로-)

  • This study is aiming at identifying the foreward and backward lingkage effects of the farm land base development project. Korean Government has continuously carried out farmland base development projets including the integrated agricultural development projects. large and medium scale irrigation projects and the comprehensive development of the four big river basin including tidal land reclamation and estuary dam construction for the all weather farming since 1962. the starting year of the five year economic development plans. Consequently the irrigation rate of paddy fields in Korea reached to 75% in 1998 and to escalate the irrigation rate, the Government had procured heavy investment fund from IBRD. IMF and OECF etc. To cope with the agricultural problems like trade liberalization in accordance with WTO policy, the government has tried to solve such problems as new farmland base development policy, preservation of the farmland and expansion of farmland to meet self-sufficiency of foods in the future. Especially, farmland base development projects have been challanged to environmental and ecological problems in evaluating economic benefits and costs where the value of non-market goods have not been included in those. Up to data, in evaluating benefits and costs of the projects, farmland base development projects have been confined to direct incremental value of farm products and it's related costs. Therefore the projects'efficiency as a decision making criteria has shown the low level of economic efficiencies. In estimating economic efficiencies including Leontiefs input-output analysis of the projects could not be founded in Korea at present. Accordingly this study is aimed at achieving and identifying the following objectives. (1) To identify the problems related to the financial supports of the Government in implementing the proposed projects. (2) To estimated backward and foreward linkage effects of the proposed project from the view point of national economy as a whole. To achieve the objectives, Hwangrak benefited area with reservoir which is located in Seosan-haemi Disticts, Chungnam Province were selected as a case study. The main results of the study are summarized as follows : a. The present value of investment and O & M cost were amounted to 3,510million won and the present value of the value added in related industries was estimated at 5.913million won for the period of economic life of 70 years. b. The total discounted value of farm products in the concerned industries derived by the project was estimated at 10,495million won and the foreward and backward linkage effects of the project were amounted to 6,760 and 5,126million won respectively. c. The total number of employment opportunities derived from the related industries for the period of project life were 3,136 man/year. d. Farmland base development projects were showed that the backward linkage effects estimated by index of the sensitivity dispersion were larger than the forward linkage effect estimated by index of the power of dispersion. On the other hand, the forward linkage effect of rice production value during project life was larger than the backward linkage effect e. The rate of creation of new job opportunity by means of implementing civil engineering works were shown high in itself rather than any other fields. and the linkage effects of production of the project investment were mainly derived from the metal and non-metal fields. f. According to the industrial linkage effect analysis, farmland base development projects were identified economically feasible from the view point of national economy as a whole even though the economic efficiencies of the project was outstandingly decreased owing to delaying construction period and increasing project costs.

On Efficient Implementation of the Regeneration Projects for the Zones Vulnerable to Natural Disasters (자연재해위험지구 정비사업의 효율적인 추진방안 연구)

  • The purpose of this study is to suggest some effective ways to implement the regeneration projects for the zones vulnerable to natural disasters which have been delayed due to shortage of the financial resources, and thereby complete the disaster prevention projects as early as possible and thus secure the financial resources for the projects continuously. For this purpose, the researcher reviewed the statutory grounds and designation procedures or the zones vulnerable to natural disasters, and thereupon, examined and analyzed the regeneration projects being implemented in Gyeonggi-do in view of contents by zone, history of damages, annual investment plans and financial resources for investments. In addition, the researcher examined the criteria for reserve of the disaster management fund and its uses and investigated the fund sources and expenditures and thereby, addressed the problems of the statutory reserve and suggested their solutions. All in all, the researcher suggested that the disaster management fund should be invested in regeneration projects for the zones vulnerable to natural disasters in order to remove the disaster risks earlier and that the uses of the fund should be adequately deregulated with a reserve fund ceiling system to secure the financial resources for the disaster prevention projects continuously.

Sustainability Appraisal of Chinese Railway Projects In Nigeria: Afoot

  • It is no news that Nigeria's infrastructure challenge is enormous. In the global ranking, Nigeria ranked low in quantity and quality of its infrastructural provision which has a great impact on the ease of business transaction. Low investments in transportation have brought about the current infrastructural deficit. Recently, the Nigerian government has made effort to address at least to some extent the infrastructural deficit through Public-Private Partnership, but this has not yielded the desired result. Moreover, the sustainability issues relating to railway projects such as, emissions, noise pollution, ecosystem, and other environmental issues calls for urgent attention. Hence, this necessitated consideration on sustainability appraisal for the Chinese rail project in Nigeria. This study reviews sustainability of railway projects built by the Chinese firm in Nigeria with particular emphasis on the environmental and social impact of these projects. The study further identified issues and challenges in project implementation with a particular focus on civil dialogue and community engagements. A detailed literature search was conducted on railway projects and infrastructure by systematically reviewing selected published articles.The analysis of the selected articles identified sustainability issues and potential for improvement of Chinese railway projects and how they contribute to or inhibit competitiveness in the Nigerian railway market. From the literature searched, some of the projects constructed by Chinese firm revealed that there is economic and social impact of railway projects delivered by the Chinese firm in terms of capacity development and knowledge transfer potentiality. For instance, in the just concluded Lagos-Ibadan railway projects, the study gathered that the project brought about 5000 jobs and local staff were trained by the Chinese company, this will boost man power and local content capability. Also, it will significantly improve Nigeria's infrastructure and boost its economic development. The study suggests that Nigerian government should ensure and provide an enabling environment that is conducive for investment on the continent. Peace, improved security, and decent governance are the best conditions for sustainable transportation growth.

  • Recently, foreign direct investment of Korea has increased significantly. Foreign direct investment is motivated by various reasons and renewable energy investments in foreign countries can be performed by many causes. Korean companies can enjoy the export of products, related EPC contracts, acquisition of the knowledge of the project management technique, pre-occupying effect of the market and profit itself. Wind power projects have biggest share in the investment amounts among the renewable energy business. So, in this study, one wind farm project was selected and supposed to be invested in China, USA, Germany and UK at the same time and the effect of electricity price, corporate income tax, inflation rate and interest rate of debt were analyzed. The result showed that investing in Germany is most profitable because of the highest electricity price and electricity price and debt interest rate are the most sensitive factors for IRR. This approach would be helpful to make decisions in investing foreign wind power projects.

A Research on the Construction Market of the Democratic Republic of the Congo(DRC) and Investment Strategy of Korean Construction Enterprise (콩고민주공화국 건설시장 현황과 진출방안)

  • The promotion of overseas projects by construction enterprises has appeared as a way to overcome the current business difficulties of the Korean construction industry, which largely caused by the slow growth of the domestic market and the intensified competition among construction companies. The government has also shown considerable interests in the strategic approach of promoting construction projects by private companies in natural resource-rich countries, which helps the internationalization of Korean companies and the acouisition of natural resources. In this regard, this research examines the status of the construction market in the Democratic Republic of the Congo(DRC) whose potential economic growth is considered as significant, while exploring the appropriate Investment strategies of Korean construction enterprise. Since little appears to be known about the construction market and economic conditions of the DRC, after a documented review of the development trajectory of the country, a field investigation was preformed in June 2008 for obtaining information on the subjects. This research finds that the road construction is the area to fulfill the several important criteria of implementing construction projects in developing regions, including the safety/reliability for gaining investment profits, the possibility of implementing construction projects on the gradual basis, the possibility of using the facilities after the project completion, and the linkage between payment and the construction stages. In regard to the current economic situation of the DRC and the policies of the DRC government, a package deal approach, which contains the exchange of the infrastructure construction by the Korean companies and the provision of natural resources by the DRC government, is the most feasible method for Korean companies to promote their businesses in the DRC's construction market.

Emergence of New Business Mode in the Chinese Water Market - Hefei Wangxiaoying Wastewater TOT Project -

  • The purpose of this research aims to evaluate the emergence of new business mode in the Chinese water market since the mid-2000s - Transfer-Operate-Transfer(TOT) Projects. The study pays special attention to the case of the Hefei Wangxiaoying Wastewater Treatment TOT Project, which was awarded to the consortium of Berlin Water International and its Chinese partner in late 2004. The consortium secured an exclusive operating right for 23 years on the basis of a TOT scheme and would take responsibility of all the profits and losses in the operation of the plant. The total investment for the transfer amounted to RMB 491 million(US$70 million). The price was more than 288% of the original value, RMB 170 million (US$24 million). The project can be regarded as a successful case because of the following three causes. First, the Hefei government followed a series of standardized procedures in the international bidding, which ignited best-performed international players' competition for the project. Second, the project will bring in cutting-edge operation skills and management know-how. Third, the government succeeded in raising public asset values, and thanks to this, the government is able to consider other similar projects not only in the water sector but also other sectors in public utility services. Nevertheless, Berlin Water's point of view, there are several challenges. First, the company took a risk to pay such a large amount of cash to the Hefei government. Although such premium can be recouped in the operation period of 23 years, whether or not the company would be able to recover the initial investment and realize profits is in question due to an uncertainty of socio-political circumstances in China. Second, Berlin Water should expect a steep rise of water tariffs over the contract period in order to get the investment back. Water pricing is still a sensible matter to Chinese authorities, and therefore, it is uncertain if such rise of water tariffs would be possible. Third, the TOT mode leads to creation of a large amount of cash to government officials, which might have caused corruption between those who are involved in TOT deals. Then, the final contract fee would soar, which often results in the burden of normal customers. As discussed, the TOT mode has drawn much attention of foreign investors as a new alternative to enter into the Chinese water market. But it is important to note that foreign investors should be aware of possible risks in water TOT projects, which reflects some features of the Chinese political economy landscape and social norms. The Hefei case indicates that benefits can overshadow risks in TOT projects, which will continue to attract foreign investors that are dedicated to establishing their strongholds in the Chinese water market.

A Case Study on Investment Evaluation of Hadong T/P(Thermal Power) Port

  • Until recently, thermal power plants have used high-rank coals to generate electricity. The switched to low-rank coals, primarily because of the rising coal price and the advancement of combustion technology. Therefore the thermal power plants need more fuels aspect of quantity and they are going to build extra infrastructure to deal with the increased fuel demand in their specialized ports. This paper introduces the process of the economic analysis as a case study for Hadong T/P(Thermal Power) Port. This study also evaluates investment for mew projects in ports. We analyze the costs and benefits of the port investment project using various information. And then we conduct the economic analysis using NPV(net present value), B/C ratio and IRR grounded in a financial theory. Out result of the economic feasibility shows that the new project of constructing a third berth in Hadong T/P Port has positive economic value. Additionally, this study conducts the sensitivity analysis of the major variables like cost, benefit and discount rate.
