In a competitive environment of electric power industy, the level of uncertainty increase due to generation investment decisions creating new challenge to transmission system planner. The use of a locational signal and the provision of a indicative plan to control the generation investment reasonably is very important in the viewpoint of a regulator. The main target of this stuty is to emphasize on the necessity for considering simultaneously both generation and transmission expansion plan. This paper demonstrate the many case studies to make certain of the necessity for the interconnection between generation and transmission planning. In addition to, the planning in Korea power industry is considerd.

Today, as power trades between generators and loads are liberalized, the uncertainty level of power systems is rapidly increasing. Therefore, transmission operators are required to incorporate these uncertainties when establishing an investment plan for effective operation of transmission facilities. This paper proposes the methodology for an optimal solution of transmission expansion plans for the long-term in a deregulated power system. The proposed model uses the probabilistic cost of transmission congestion for various scenarios and the annual increasing rates of loads. The locations and the installation times of expanded transmissions lines with minimum cost are acquired by the model. To minimize the investment risk, the Mean-Variance Markowitz portfolio theory is applied to the model. In a case study, the optimal solution of a transmission expansion plan is obtained considering the uncertain power market.

Today, as the power trades between generation companies and power customer are liberalized, the uncertainty level of operated power system is rapidly increased. Therefore, transmission operators as decision makers for transmission expansion are required to establish a deliberate investment plan for effective operations of transmission facilities considering forecasted conditions of power system. This paper proposes the methodology for the optimal solution of transmission expansion in deregulated power system. The paper obtains the expected value of transmission congestion cost for various scenarios by using occurrence probability. In addition, the paper assumes that increasing rates of loads are the probability distribution and indicates the location of expanded transmission line, the time for transmission expansion with the minimum cost for the future by performing the Montecarlo simulation. To minimize the investment risk as the variance of the congestion cost, Mean-Variance Markowitz portfolio theory is applied to the optimization model by the penalty factor of the variance. By the case study, the optimal solution for transmission expansion plan considering the feature of market participants is obtained.

This paper presents an in-depth review for current status for demand-side management (DSM) investment of energy supplier and an useful prospect on the introduction of Energy Efficiency Resource Standards (EERS). According to the Article 9 of Rational Energy Utilization Act, Energy suppliers-Korea Electric Power Corporation (KEPCO), Korea Gas Corporation (KOGAS) and Korea District Heat Corporation (KDHC) prescribed by Presidential Decree-must establish and implement annual demand-side management investment plan to improve energy efficiency in production, transformation, transportation, storage and usage of corresponding energy and to reduce demand and green house gas emissions. In this paper, we examine the DSM programs of energy suppliers and the results of DSM investment in 2009, then we propose a reasonable solution for the development of DSM investment. Furthermore, in order to compare our situation, the case studies were conducted on EERS issues in England, Italy, France and U.S, such as establishing the energy saving target, selecting the target energy supplier, and penalty and incentive mechanisms. Throughout the case studies, this paper suggests the directions to the DSM investment planning of energy suppliers and the major issues to prepare EERS in Korea.

This study discusses the prior researches on concepts regarding the analysis of IT investment effect in an organization as proposed from academic and professional perspectives. In addition, we looked at the possible issues that fan arise from implementation stage based on the example of development of IT investment management process at Company A. This study makes contribution in examining the potential issues and their relevant solutions when implementing the management process/system of If investment based on the case of Company A. At Company A, there is much knowledge that Is being adopted directly from suggested principles of the academic and professional fields as employee needs and requirements are met in advance. But, there is customized knowledge as well in order to best describe the specific situation. We partly try to distinguish the concepts and realities by understanding the core issues involving the IT investment management process/system and make practical suggestions for the companies that plan to implement the efficient IT investment management process/system in the future.

Fourth, to make global strategy for venture business 1) To furnish oversea venture chances for globaligation to venture business. 2) To operate information network. 3) To establish integrating system of oversea support offices. Fifth, to support capital and tax 1) To activate functions of investment organs. 2) To increase the number of venture investment company. 3) To permanently organige angel capitalists. 4) To reduce and exampt the corporation tax, and the like. Above mentioned results of this study have to be practiced, and in future, subdivided studies will be needed.

The purpose of this study is to identify the trend of the contents of the plan that was implemented through contents analysis on the master plan project of rural village development projects that began in 2004. Contents analysis is based on the classification of business in the detailed enforcement regulations of rural village development project. Analysis on the project contents was conducted for 30 days from June 20 to July 20 for the 132 regions established in the master plan during the period from 2004 to 2007. The results of the analysis showed the following. First, scenery facilities, rural tourism, cultural welfare and income basis projects accounted for 76.5% of the total projects. Second, with regard to investment costs depending on the contents of the projects, cultural welfare, rural tourism and income basis projects accounted for 66.3% of the total investment costs. Third, it was found out that, with regard to the trend of change in the project contents by year, income basis projects were sharply reduced whereas cultural welfare and scenery facilities projects were increased. Finally, with regard to the analysis on the projects by region, it was found that Gangwon, Gyeonggi and Chungnam gave high weight on rural tourism, whereas Gyeongbuk, Jeonnam and Jeonbuk gave low weight on rural tourism. Particularly, Gyeongnam was found to have given low weight on income basis project.

This study aims to make a contribution to the promotion of trade and economic development of South Korea, and, at the same time, call attention to the increasing trend of investment agreements concluded within Free Trade Agreements (FTA) by examining theoretically FTAs and dispute resolution and investigating systematically the conclusion procedure of agreements, and the system, institutions, and jurisdiction of dispute resolution, and presenting these findings to the government and investors involved. The most problematic aspect in the legal process of arbitration involving disputes over investment is that of arguments concerning the right of jurisdiction. When a dispute arises, even though an investor files for arbitration at an ICSID institution, the parties become involved in another energy-consuming argument even before proceeding to the hearing and decision of the original plan in cases in which the respondent of the dispute files an objection to the decision rights of the arbitral tribunal. As the main basis for this type of plea, the point of non-existence of jurisdiction is first raised where the applicable dispute does not fall under the range of investments defined in individual investment contracts or investment agreements such as a Bilateral Investment Treaty (BIT). To avoid an open-ended definition of investment for the range of investments, articles concerning investments in the FTA and NAFTA between Canada and the USA adopt the limited closed-list method. Article 96 of the FTA between Japan and Mexico applied the same abovementioned method of limited form of definition regarding range of investments and concluded BITs between member countries of APEC applied a similar method as well. Instead of employing the previously used inclusive definition, the BITs concluded between countries of Latin America and the USA are equipped with limited characteristics of an investment. Furthermore, to correspond with this necessary condition the three following requirements are needed : 1) fixed investment funding; 2) expected profits resulting from such investments; 3) and the existence of fixed risk bearing.

본 연구에서는 우리나라에 진출한 외국인투자기업의 투자지분율차이와 CEO국적별차이가 고용에 어떠한 차이를 미치는지 보기 위해서 실증분석을 하였다. 실증분석을 하기위해, 투자비중, CEO국적, 설립시기, 기업규모등을 독립변수로 사용하였다. 고용증가율(EMPG)을 종속변수로 하여 일원분산분석을 실시하고 회귀분석하였다. INVRATIO는 투자비중을 나타내는 변수로서 1-0%<투자비중<50%, 2-투자비중=50%, 3-50%<투자비중${\leq}100%$을 나타내는 변수이며 CEO국적은 1-한국, 2-공동, 3-외국인을 나타내는 변수이다. 실증분석 결과 투자비중=50%, 50%<투자비중${\leq}100%$에서 0%<투자비중<50%보다 고용을 더 낮게 하는 것으로 나타났다. 그리고 CEO국적에 따른 고용행태를 실증 분석한 결과 차이가 없는 것으로 나타났다. 본 연구의 시사점은 투자지분율형태와 CEO국적별에 따른 고용분석을 이론적 검토와 통계적 분석을 함으로써 대한(對韓) 외국인직접투자에서 고용에 미칠 수 있는 영향과 그에 대한 대처방안을 검토할 수 있다는 것이다. 또한 고용에 있어서 향후 투자지분율을 현재보다 더욱 중요하게 고려해야 할 요인이라는 점을 제공했다는 것이다.
