본 자료는 벤처생태계에 대한 정책적 제안을 중심으로 작성되었다. 첫째, 미국 벤처생태계의 3대 비밀 중 하나가 50:50의 법칙이다. 벤처 캐피털 투자와 대등하게 엔젤캐피털 투자가 뒷받침 되어야 한다. 엔젤캐피털에 해당하는 전문엔젤투자자와 엑셀러레이터가 벤처 생태계에서 차지하는 비중이 VC에 비해 낮지 않음에도 불구하고 정책적 배려에서 소외되어 있다. 관련 법령의 개정이 시급한 것으로 생각한다. 둘째, 미국 대기업은 내부 R&D보다 M&A에 더 많이 투자한다. 따라서 엑셀러레이터·전문엔젤투자자들은 창업 기업에 투자한 후 효과적으로 투자금 회수를 하게 된다. 즉 중간회수시장의 발달 없이는 엔젤캐피털이 들어오지 않는다. 엔젤캐피털과 중간회수시장은 벤처생태계를 갖추기 위한 양대 축이라고 생각한다. 이를 활성화시키기 위해서는 정부의 역할만으로는 어렵다. 민간이 들어와야 하며, 기업주도형 벤처캐피털(CVC)을 도입해야 하는 이유이다. 셋째, 국가 경제 성장을 위한 정책방향을 기존 스타트업에서 스케일업까지 확대해야 한다고 생각한다. 기업의 매출액과 고용창출은 5년 후부터 본격화되기 때문이다. 기존 연구가 자금 공급, 즉 벤처금융에 초점을 맞췄다면, 본 연구는 벤처기업 또는 벤처투자의 수명 주기라 할 수 있는 창업, 성장, 회수의 세 단계를 균형 있게 전부 다루고자 했다. 특히 실무적 완성도를 높이기 위해 챕터별 구체적인 정책을 제시했다.

최근 우리정부를 상대로 제기되고 있는 ISD 소송이 갑자기 증가하면서 소송의 진행상황에 따라 국내적으로 큰 혼란이 초래될 가능성이 크다. 이는 ISD 소송에서 외국인 투자자가 우리나라를 상대로 청구한 손해배상액이 수조원에 이른 경우가 대부분이기 때문이다. 심리가 이미 완료된 '론 스타사건'이나 최근 중재신청을 한 '엘리엇/메이슨 사건'의 소송결과가 나오면 소송의 승패에 따라 국제투자협정에 포함된 ISD 소송제도 자체의 폐기를 주장하는 여론도 분명히 생겨날 것이다. 전 세계적으로 체결되고 있는 대부분의 BIT, FTA에 일반적으로 포함되고 있는 ISD조항은 다수의 투자분쟁사례에서 보여주듯이 우리 정부의 공공정책을 제한하는 요소가 될 수 있다는 점은 분명하다. 하지만 이 제도가 반대로 우리나라의 해외투자자들을 현지국의 위법 부당한 조치로부터 보호할 수 있는 장치라는 점에서 ISD라는 소송제도 자체를 부정적인 시각으로만 볼 필요는 없는 것으로 판단된다. 우리나라는 이미 많은 국가들과 FTA와 BIT를 통해 ISD 소송제도를 허용하고 있고, 또한 새로운 국가들과도 FTA를 체결하기 위한 협상이 진행되는 상황이므로 향후 우리 정부의 공공정책에 대해 외국인 투자자가 ISD 소송절차에 회부할 가능성은 더 크게 증가할 것이다. 우리정부는 ISD 소송에 대비하기 위하여 중앙정부의 소관 부처에 정부 실무가와 민간 학자, 법조인 등 전문가 그룹으로 구성된 대응팀을 발족하여 ISD 소송에서 이슈가 되는 주요 법적 쟁점들을 검토하여 법리를 구축하고, 분쟁이 발생하면 동 대응팀을 가동하여 법리적으로 소송을 지원하고 소송의 증가에 대응할 수 있는 시스템을 갖출 필요가 있다. 특히 국제투자규범과 ISD 제도의 중요성을 인식하지 못하고 있는 지방자치단체 및 각종 공공기관들이 공공정책을 입안하고 시행하는 전 과정이 BIT, FTA 등 국제투자규범에 부합할 수 있도록 관련 정보를 공유하고, 교육함으로써 사전에 ISD 소송을 예방하기 위한 대책을 마련할 필요가 있다.

토지는 중국 정부의 중요한 자원이다. 부동산 토지 개발은 도시경제 발전의 중요한 부분이다. 이 논문은 중국 임기시를 중심으로 정부 개발 정책이 토지개발 및 토지 가격에 어떤 영향을 주는지 연구하였다. 정부는 도시계획, 신도시 개발, 경제 개발 특별구 설립하는 여러 가지 개발 정책을 통해서 토지개발 및 토지가격에 큰 영향을 준다. 이 논문은 린이 시에 있는 196개 토지개발 프로젝트과 관련 있는 데이터를 수집하였다. 수집한 프로젝트들은 세 가지 지역에 위치한다(린이시의 옛 구역, 신도시 지역, 경제 개발 특별구). 논문에 활용한 데이터는 개발토지의 투자액, 토지가격, 토지면적, 건설면적, 건설밀도, 토지위치 등이다. 부동산 개발의 투자액 및 토지가격은 종속변수로서 회귀 모형을 만든다. 토지개발 및 토지가격에 대한 영향 변수를 분석한다. 정부 개발 정책은 토지개발 및 토지가격에 미치는 영향의 합리성을 찾아서 향후의 개발 정책에 반영할 수 있는 의견을 제공할 수 있다.

There are found rare specific alternatives for sustainable rural development although sustainable development has become popular common concept in international development arena. Korea is trying to reform rural development by introducing a block grants system since 2009 expecting for the efficiency of development investment. However, it seems that such new rural development system is far from realizing the sustainable development. The objectives of the study are to identify the roles and issues of the sustainable development policy and to suggest a policy model for realizing sustainable rural development. Based on the policy model hypothetically established, some policy alternatives were suggested: (i) the establishment of land use system considering sustainability perspectives; (ii) the preparation of environment management measures considering topographical traits; (iii) the improvement of landscape support scheme toward increasing biodiversity; (iv) the systematic implementation of agriculture-environment measures; (v) the implementation of sustainable development projects linking production to housing; (vi) the inclusion of sustainability indicators in rural development evaluation system.

As industrialized countries transition into knowledge economies, there is a rising demand for talent and innovation. Support for start-ups through incubation, acceleration, and venture capital has turned into a key area of investment, with public and private actors searching for the next unicorn. This article examines start-up visas as an emerging policy tool in the global competition for highly innovative entrepreneurs. The study builds on a sample of eight national start-up immigration programs and applies human-capital citizenship (Ellermann, 2020) as a guiding framework. The article first proposes a conceptualization of start-up visas, suggesting that innovation and entrepreneurship also be considered in the theorization of skills. Second, the study examines the implications of start-up visas for international mobility. By focusing on the logic of entry requirements and subsequent benefits accrued through the status as a start-up founder, the findings of this study highlight the role of start-up visas in expanding privileged pathways to cross-border mobility. The article concludes with a discussion of implications for policy and research concerned with the international mobility of start-ups

The purpose of this study is to develop the decision support model for the investment in the operation and maintenance in telecommunication networks. First, we analyze the relation between the cost of quality and the quality of service, and then establish and analysis tool of the investment alternatives for the improvement of the quality of service. This study will offer a decision tool to enhance an efficiency of the operation and maintenance for telecommunication facilities, and will contribute to shaping a policy of network performance management.

This study is try to do the empirical tests on the relationship among innovation cycle, investment cycle, and business cycle suggested in recent economic growth models. We apply co-spectra analysis to estimate dynamic correlations in the extraction HP filtered variables and first difference filtered variables in our data set. Our empirical results are; (i) an existing asynchronization between innovation cycle and investment cycle, (ii) in the long frequency, an existing positive correlation between innovation cycle and business cycle, (iii) in the short frequency, however, a finding the high negative correlation between the two cycle. Our empirical findings support the recent growth through cycle models and suggest some economic policy implementations for economic stabilization during a severe business cycle.

This paper attempts to analyze the strategies that Korean enterprise have taken to respond to China's rapidly changing foreign direct investment policies, especially after China's participation in the WTO. China's logistics industry has entered a stage of fast growth and the demand of logistics infrastructure Korea which is trying to be a logistics hub in Northeast Asia has to pay attention to the logistics of China. This paper provides the basic information for enhancing global logistics to logistics enterprise. Korean logistics enterprises analyze problem of China's policy and will have to cope political change spontaneously.

This paper suggests several strategies for promoting Trade and Foreign Direct Investment cooperation to the Korean government and companies as follows ; For Korean government, its trade policy would be given much weight on the import from the Vietnam in the early developing stage. This import could be compensated and increased with the counter export of Korean products like the industrial goods. For Korean companies, they would make haste to invest and develop the abundant energy and natural resources in Vietnam. Their desirable strategies would be moving small scale projects into large ones, production partnerships with the foreign developed and experienced companies, and international joint ventures for using inward FDI incentives. The long range vision and perseverance are indispensable for promoting trade and foreign direct investments between and Korea and Vietnam and both parties' win-win results and development in the end.

This study investigates how and through which channels R&D activities influences the national economy, using a macro-econometric model. The macro-econometric model in this study includes 24 behavioral equations and 25 identities and was estimated using the annual data. From a simulation analysis, it is shown that the R&D investment has a permanent effect on real variables; lowering prices, wages and interest rates, and increasing potential and real GDP in the long run. It is noted that the national account was recalculated to avoid double-counting in estimation of R&D stocks.
