This paper examines the increasingly popular belief that higher holding tax will be the ultimate solution for Korea's land problems which include excessive concentration of ownership, high and rapidly increasing land prices, and rampant speculation. In principle, land holding tax can supplement capital gains tax in recapturing capital gains from land or suppress returns from land investment returns in line with other forms of asset. This paper shows, however, that the tax burden must be drastically increased for the tax to achieve such goals, and the resistance from tax payers is sure to be intense. As long as the price expectation remains high, as in Korea where land prices have increased 19% annually during the past 18 years, even such increase in the tax may have little impact on landlords' behaviors, the price trend, or the ownership structure. More effective solutions for Korea's land problems are relaxing land use regulations to encourage the supply for urban land and improving the performance of capital gains tax to recapture windfall gains from land. This paper also notes that the so-called "lock-in effect" of the capital gains tax seems to be exaggerated. Land holding tax should be viewed as a revenue raiser for local governments rather than an anti-speculative policy tool. Abandoning unattainable policy goals and adhering to the general principles of taxation, will make land holding tax much simpler, and will better function as a local revenue source.
Recently, EA has been introduced in the Korean government as a tool for improving both IT management and IT investment. However, EA has been superficially used at the conceptual level without any efforts for facilitating it. As a result, it seems that any substantial outcomes from using EA could be hardly realized. This study suggests EA Service Model as a framework for facilitating the use of EA and then generating benefits. The purpose of EA Service Model is to provide a framework with which information and data can be linked, interconnected and shared in the whole process of IT management. It is expected that EA Service Model will possibly make a contribution to improving IT management. Empirical Analysis shows that key factors of EA Service Model make significant effects on improving the IT management, proving practical value and the validity of the model.

The construction engineering field is less than $3\~5\%$ of the gross construction cost but engineering's role is very important because the performance of final facility is decided in the engineering stage. Nevertheless, before now government and private compares are more concentrated on construction works than making strategy to strengthen the competitiveness and technical development of investment in construction engineering sectors. Therefore this research have compared and analyzed the competitiveness of domestic construction engineering companies throughout analytic method 'SWOT' to those developing countries, which are potential big market objects, such as Russia Libya and Indonesia Such research was obtained through business trip & consultation with related specialists for the difficulties of domestic companies in advancing into overseas market. Moreover this research have analyzed the technical improvement of construction engineering companies and reason for competitiveness weaken by various aspects, it provides governmental and private plans to advance into overseas market Especially, to strengthen domestic companies into advancing overseas market it has suggested that tax & subsidy privileges, supporting plans for obtaining information of overseas and strategies cooperation with other organizations.
Recently, Investment on HRM, particularly, on training and development, in companies has been increased. Therefore, HR managers pay attention to action learning that has the practical effect on performance. The purpose of this study is to introduce action learning as an efficient training method and simultaneously to raise operational issues from the case study. This study analyses a training and development program applying action learning for team manager candidates in corporate Hyosung from September, 2005 to January, 2006. The findings are as follows: First, inefficient processes are thrown out by the process reengineering applying action learning. Second, the training and development activity is maximized by the integrated use of internal and external facilitators. Third, the steady support of executives and the driving force of HRD managers are considered as main success factors.
Recently, in the global financial transaction field, global transactions using computer systems and server hubs between foreign exchanges beyond the one-dimensional offline transactions and two-dimensional online transactions have been actively conducted. In the previous research by Lee Hyung-wook and Lee Min-jae (2018), as the globalization has accelerated following the development of digital technology and the expansion of ubiquitous communication network, the role of companies, the attribute of economic value creation and economic structure are being reorganized. It is said that O2O (Online to Offline) transactions are increasing due to the development. As a result, a new financial transaction paradigm is emerging that solves the inconveniences of existing financial services and enhances speed and convenience. Considering the global network trend and the rapidly developing and evolving digital bank environment, the necessity of utilizing the business platform model is emerging. However, despite this necessity, there are very limited cases in which such an attempt has been applied in practice. Accordingly, this study seeks to explore the business platform of the new financial transaction system. Specifically, the case study systematically examines the actual implementation of a unique network connection model with Koscom's global investment bank, which is currently in charge of the domestic financial transaction system, and improves ICT innovation performance and process through this. I would like to suggest a solution. In particular, this study analyzed a variety of business model construction and use cases by pursuing a platform connection with digital banks, which has recently been increasingly in demand. Therefore, this study intends to pursue the original and long-term profitability of the company by utilizing ICT innovation and platform business model, and also analyzes the convenience and excellence of trading for institutional and individual investors using the platform of digital bank. The implications of this study are significant in that it explores and explores the actual cases of ICT innovation and additional digital bank platform-connected business models based on this, and suggests a unique and preemptive business strategy of the company in the future.
The striking characteristic of the contemporary global security environment is that the nature of threats has become diverse and complex. For example, transnational and non-military threats including terrorism and proliferation of weapon of mass destruction has increased. In this security environment, Advanced countries funnel their investments for defense budgets into the assurance of key force capability and R&D of cutting-edge core technologies, in consideration of future battlefield environments so as to get an edge on not only defense science and technology but also intelligence capabilities. As shown by past practices of the korea's defense acquisition, the ministry of national defense has tried to enhance its force capabilities in the short-term by purchasing foreign weapon systems rather than by investing in domestic R&D. Accordingly, the technological gaps between the korea and advanced countries were widened due to both insufficient investment in development of domestic technologies and avoidance of technological transfer by advanced countries. Thus, for the effective execution of the R&D budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. So, The objective of this study is that the analysis of the proposal-selection evaluation system for the realization of the successful defense core technology R&D projects. This study focused on the improvement of the proposal-selection evaluation model which can be applicable to the national defense core R&D projects. Using the improved proposal-selection evaluation system, we propose a model to enhance the reliability of the national defense core technology R&D project evaluation system.

The development and evolution of near infra-red spectroscopic (NIS) calibrations for high-moisture materials is an expensive proposition. Such investment is suspect unless the instrument, or instruments, on which calibrations were developed can be preserved intact or re-standardized as component replacements occurs. The objective of this paper is to detail the changes in performance of a six-year old instrument after maintenance in years five and six resulted in collection of spectral data that was increasingly removed from the calibration population. Calibrations for the analysis of mature sugarcane stalks, a high-moisture material, were developed successfully in 1995 using a broad sample population in terms of genetics, and spectral and temporal variation. The spectral library was further broadened in 1996. In 1997, 1999, 1999, and 2000, additional samples constituting 10% of the laboratories throughput were subjected to full component analyses using routine laboratory techniques. These samples were primarily random samples, but were complemented with samples that were significant for the spectral H statistic or for the component t statistic. In 1998, an additional calibration was developed for populations consisting of samples of either mature stalks (culms) or sucker culms. Substantial additional samples numbers were collected for this calibration in 1999 and 2000. Attempts to standardize the scanning spectrophotometer used for these calibrations with a second similar instrument in 1999 failed because the instruments were optically different, and standardization could not account for this. Maintenance adjustments were made to the remote reflectance probe of the original instrument in 1999, and replacement of its PbS detectors was done in 2000. Spectral data collected in 1999 and 2000 yielded spectral populations that were increasingly removed from the respective spectral populations on which the calibrations were developed. The mature stalk calibrations benefited marginally from evolutionary calib.

Some two years ago our company undertook a project on manufacturing network rationalization to maximize competitiveness through continuous improvement in manufacturing efficiency. One key outcome was the recognition of the benefits that could be derived from timely application of new technology or novel use of existing technologies and even more importantly the need to develop company wide strategies to maximize the impact of such applications. As a direct result an exercise was undertaken to identify the ten most promising technologies from a list of literally hundreds seen as having the capability of making a rapid impact on the manufacturing initiative. One of the outcomes of this exercise was the identification of Near Infrared Spectroscopy as a pivotal technology for improving process understanding, performance, and control to deliver consistent product quality cost effectively with broad applicability across our product range. While NIR had been in use in targeted areas on some of our sites for some years our new challenge was to develop a strategy to extend NIRs application, initially over 17 manufacturing sites, while concurrently expanding the NIR skill base company wide to ensure that the return on initial investment could be further maximized as shared applications across the remaining sites as required. This presentation will provide an overview of how life cycle based user requirement specifications were developed covering: ㆍSpectrophotometers ㆍSample interfaces ㆍSoftware ㆍEquipment and Software qualification ㆍCalibration transfer ㆍ Ease of developing effective user interfaces and control for applications transferred to a production area ㆍUser training ㆍWorld wide support The presentation will also describe the process adopted for vendor selection to ensure maximum utilization of the existing company wide NIR skill base and its future development to expedite applications of the technology in development, quality control and production areas.

Increasing energy costs have caused profitability problems for paper suppliers. Therefore unprofitable lines are being closed down. The actions aiming for improved profits are focused either on cost savings or on increasing the capacity of the remaining machines. The runnability of a paper machine and its total efficiency have a significant effect on energy consumption. Producing one ton of waste paper consumes at least as much energy as producing the same amount of sellable end product. New automation solutions enable significant cost-effective improvements to the total efficiency of a line without large investment projects. The measures focus on minimizing changes, interruptions, interruption recovery times and grade change times. Newest actuators, online quality measurements and wet end analysators create an improvement potential, which can be optimally implemented with the latest machine direction control solutions, based on model predictive control concepts. Equally, drying management is significant to the energy consumption. The newest control strategies optimize the use of various drying actuators for different situations; either by responding to changes as efficiently as possible or by using only the cheapest energy sources in stable situations. An even steam supply, which is vital for paper machines, is achieved with control for the power plant steam network. This makes possible to avoid the delays upon starting the paper machine and assure an even steam supply for the drying section and the actuators. This document describes means which have brought significant energy and raw material savings for paper machines. Metso Automation has provided efficiency improvement packages, which are usually based on optimized control of dry weight and drying in all running conditions. The solutions are based on performance analysis, on which the estimations for improvement potential and the necessary actions are based on. Typically benefits on an annual level have been from hundreds of thousands of euros to over one million euro. For example, variations in dry weight have been decreased more than 50%. The results are presented with a few examples. Additionally, the analysis models, adjustment solutions and the changes in running methods with which the results were achieved, are presented.
Innovative technical process for Energy Storage System (ESS), Liquid Air Energy Storage system (LAES) is mature technologies based on the gas liquefaction process. In spite of many advantages such as high energy density, no geographical constraints, low investment costs and long useful life, the system has not yet widely commercialized due to low round trip efficiency. To improve RTE and acquire high yield of liquid air, various configurations of LAES process have been considered. In this research, dual refrigerants cycle (R-600a and methanol) for air liquefaction and thermal oil circulation for power generation via liquid air gasification have been applied to improve cycle performance significantly using Aspen HYSYS simulator.
