The Determinants of Distribution of Credit: Evidence from Vietnam

  • Purpose: The issue of access to credit for private enterprises has been given an increased amount of attention given their crucial role in fueling economic growth. Vietnamese small and medium-sized businesses, however, face many obstacles in accessing financing for profitable investment opportunities, with up to 70% unable to access or obtain bank loans. This paper aims to address the factors affecting the credit accessibility of Vietnamese enterprises, and provide further insights of this issue under the new context of Basel II. Research design, data and methodology: We adopt a pooled sections approach to construct a sample of 155 firm observations before and after the implementation of Basel II accord in Vietnam and employing binary logistic regression and interaction terms for data analysis. Results: We find that firm characteristics (export participation, female ownership) and proxies for bank-borrower relationship (deposit, overdraft facility) have significant and positive effects on firm's access to credit. Notably, the sign of interaction coefficient shows that the implementation of Basel II tends to benefit small-sized firms in terms of credit accessibility. Conclusions: The finding further emphasizes the important role of relationship lending in Vietnam's credit market, which is even more critical for small firms when Basel II is universally applied as the new banking standards in the coming years.

  • The production process of the compound-curved hull plates includes hull design, definition, fairing, modeling, lofting, cutting, and forming in sequence. Traditional fabrication methods and shop environment caused low level to productivity in medium and small sized shipyards. The most effective solution to solve those problems is to rationalize the layout of facilities. For the well-balanced development of domestic shipbuilding industry, it is urgently required to reduce the gap between modernized large sized shipyards and traditional small and medium sized shipyards in production technologies and efficiencies. For the efficient and accurate hull piece forming, all information from design to forming should be clarified and organized in a systematic manner. Thus, management of the information plays an important role in the computerized and automated of hull piece forming. The object of this paper is to survey the status of the field, to find out the feasibility and to introduce a draft of hull piece fabrication line for small and medium sized shipyards. The development of required system follows the object oriented technology to extend to simulation based system for carrying out physical product flow and facilities layout analysis. It is feasible to operate such a modernized facility for a group of small and medium shipyards who are unable to have each of their own facility because of its large amount of initial investment and insufficient work load.

  • In recent years, interest in various virtual currencies has been increasing, starting with bit coin, and investment and trading of virtual currencies are being activated. However, since the price of virtual money is unstable and the rate of change of the price is very large, frequent confirmation of the amount of money is required, so that virtual money investors often have to check the virtual money market. Therefore, in this paper, we expect that it will reduce the wasted time on the exchange by using the price information guidance system that collects the virtual currency price information data and express it in RGB, and only the system user can understand the data expression and support the confidentiality.

A Critique of Designing Resource Adequacy Markets to Meet Loss of Load Probability Criterion

  • To ensure resource adequacy in restructured electricity markets, policymakers have adopted installed capacity (ICAP) markets in some regions of the United States. These markets ensure that adequate generation exists to satisfy regional Loss of Load Probability(LOLP) criterion. Since the incentives created through ICAP mechanisms directly impact new generation and transmission investment decisions we examine one important factor that links ICAP markets with LOLP calculations;, determining the amount of ICAP credit assigned to particular generation units. First, we review and critique the literature on electric power systems' market failure resulting from demand exceeding supply. We then summarize the method of computing (the LOLP) as a means of assessing reliability and relate this method to ICAP markets. We find that only the expected value of available generation is used In current ICAP markets while ignoring the second and higher order moments, which tends to mis-state the ICAP value of a specific resource. We then consider a proposal whose purpose is to avoid this ICAP assignment issue by switching from ICAP obligations to options. We find that such a proposal may fail to not provide the benefits claimed and suffers from several practical difficulties. Finally, we conclude with some policy recommendations and areas for future research.

Object-oriented Modeling for Broadband Network Simulation (광대역 통신망 시뮬레이션을 위한 객체지향 모델링)

  • Broadband network based on the Asynchronous Transfer Mode(ATM) concept are becoming the target technology for the emerging Broadband Integrated Services Digital Network(B-ISDN). Since B-ISDN is very complex and requites a great amount of investment, optimum design and performance analysis of such systems are very important. Simulation can be widely used to analyze and examine the broadband network behavior. However, for the complicated system like broadband networks it is extremely difficult and time-consuming to develop a complete model for simulation. In this paper, an object-oriented modeling approach for the broadband network simulation is presented for the effective and efficient modeling. Object-oriented approaches can provide a good structuring capability for complicated simulation models and facilitate the development of reusable and extensible simulation models. We have developed an object-oriented model which consists of object model and behavior model. In the object mode., the components of the broadband network and both constant bit rate(CBR) and variable bit rate(VBR) traffic types of call level, burst level, and cell level are modeled as object classes. In the behavior model, the dynamic features for each object class are represented using the state transition diagram. It has been shown by illustration that objectoriented modeling is an effective tool for modeling the complicated B-ISDN.

Survey of Peat Deposits in Skhalin Island (사할린도(島)의 PEAT 현황조사)

  • This survey report introduced briefly peat deposits in SAKHALIN island of eastern SIBERIA continent. Peat industry was promoted as leading resources for development in this island by national control economic plan of central government before CIS. But development of deposit was left suspension of operation due to investment now. In southern area, about 10km from Yuzunosakhalinsk, two deposits of peat field were explored. One of them (Troisk) was suspended at begining stage of peat harvest from 300ha field and the other(Missilop) was producing the compact peat through drying and pulverizing from 350ha peat field which showed long run harvest activities. There are plenty of peat deposits near the Polonai Reika (river) in the central area of this island, At Zbaikaritz, 40km nothern area from Polonaisk, 135ha of peat field was developed. This field was left without working but established field preparation and could be able to be harvested any time if machines and utlities were settled. At southern suburb 10km from Polonaisk, about 40ha field of virgin deposit has been established planning for development. The plan involved estimated amount of peat, deposit depth, water level, drainage and leading road. The most of peat deposits accumulated from sphagnum moss. Texture is coarse but it contains more than 95% of organic carbon near to 0.5% of total nitrogen and acidity showed pH4-5.

  • This paper considers the alternative way to mitigate cost for REC instead of Photovoltaic (PV) panels with Energy Storage System (ESS). This study starts from an economic analysis of a 1 megawatt PV system without ESS. Several assumptions have been applied in consideration of the current domestic situation. Based on this result, the economic efficiency of PV with ESS improved. However, the reliance on government subsidies was very high. The alternative way to cover the fluctuation power from renewable energy was reviewed with economical and technical way. In case the natural gas engine applied to PV, the IRR and Levelized Cost of Electricity (LCOE) can be improved without ESS. And if small amount of additional REC, the IRR can be improved up to investment level.

  • In order to prevent the global warming, Korea has had a ratification to the Kyoto Protocol which is specified the air pollution level should be lower the condition of the year 1990 until the year 2012, in hence the traffic system produced mostly the air pollution has been faced to big change. According to the reinforcement of higher level for environmental condition, alternative way to the conventional traffic system is required, so that is fuel cell technology of commercialized R&D program used by hydrogen fuel, and further for the optimized high energy efficiency it has been considered the advanced development of traffic system used the conventional railroad system. But it is moreover expected the huge amount of initial investment, so at the current, next new traffic system is needed. This study is for the improvement of urban traffic system in domestic which should be seriously changed for environmental friendly through the reduction of air pollution by fuel gases of vehicle and human convenience to be easily approached. In hence it is proposed the development of superior high efficiency-'Fuel-cell Rubber-tired Tram' system manufactured by the composite car-body.

Development of Hospice Model Networked with the Existing Welfare Systems in Gimhae City (김해지역 호스피스 보건복지연계 모형개발에 관한 연구)

  • Purpose : With the elongation of the average life span, the main causes of death are chronicle illness including cancers resulting in a large amount of medical resources. And there are still many patients to whom a sufficient medical care is not given. All these bring on the uneven distribution of medical resources together with the increase of medical cost. Hence, an efficient system should be set up to solve these problems. Methods : The hospice draws a great attention as a resolution of high medical cost and uneven medical resource distribution, and has been proved to be an alternative to the existing medical system. So, the characteristics of the hospice has been reviewed, particularly with respect to its scopes and related resources. And by tracking the actual cases, the necessary services and supports are investigated. Results : The intrinsic characteristics of hospice is that it executes not only the medical exercise but also all the subjects related with patients and their families. And the hospice is performed not only by the medical experts but also by all the disciplines including social and spiritual affairs. This indicates that the hospice requires the integrated system comprised of medical, social and other welfare entities. Conclusion : To establish the actual hospice, an efficient and systematic integration of all the existing medical and other welfare resources in the local society is necessary. The most practical way is the networking of resources, which practices the hospice more efficiently without additional investment.

Fielding a Structural Health Monitoring System on Legacy Military Aircraft: a Business Perspective

  • An important trend in the sustainment of military aircraft is the transition from preventative maintenance to condition based maintenance (CBM). For CBM, it is essential that the actual system condition can be measured and the measured condition can be reliably extrapolated to a convenient moment in the future in order to facilitate the planning process while maintaining flight safety. Much research effort is currently being made for the development of technologies that enable CBM, including structural health monitoring (SHM) systems. Great progress has already been made in sensors, sensor networks, data acquisition, models and algorithms, data fusion/mining techniques, etc. However, the transition of these technologies into service is very slow. This is because business cases are difficult to define and the certification of the SHM systems is very challenging. This paper describes a possibility for fielding a SHM system on legacy military aircraft with a minimum amount of certification issues and with a good prospect of a positive return on investment. For appropriate areas in the airframe the application of SHM will reconcile the fail-safety and slow crack growth damage tolerance approaches that can be used for safeguarding the continuing airworthiness of these areas, combining the benefits of both approaches and eliminating the drawbacks.
