  • Quality Assurance of Deep Mixing to fulfill the requirements of geotechnical design cannot be achieved only by the process control During production conducted by the deep mixing contractor but it should involve relevant activities that are carried out prior to, during and after the construction by all the parties involved in a deep mixing project. The requirement is different for different application, and hence, QA/QC method/procedure and verification technique may be different for different application. In order to maintain the high quality of deep mixing work in the global market, it is necessary to conduct a research project, such as investigation of illustrations, the variety of existing QA/QC methods/procedures, the correlation between the outcomes of different QA/QC methods. In these reason, it has been held the international meeting to discuss them, in that kind of activities in 2009 it will be held Symposium. Also Collaborative study for QA/QC is on goin, and conduction by all participated members. The subject for collaborative study are, task 1 : investigation of laboratory tests procedures, task 2 : comparing of different laboratory tests procedures, task 3 : QA/QC method/procedures, task 4 : integrated Task1 ~task 3. The discussion of the results in all task will be held in the Symposium separately. In this paper, it was presented four tasks. Also the results in task 1 and 2 conducting domestically until now, such as investigation of laboratory test procedures, effect on the unconfined compressive strength by aging temperature and by delayed time.

A Case Study of Site Investigation on OO Gas Station (국내토양오염 유발시설별 오염현황 조사 I -OO인근주유소 오염현황조사-)

  • The purpose of this study is to assess contaminant transfer and environmental impacts to the surroundings by inadequate control of USTs. Several methodologies can be used in sampling procedure for the site assessment depending on the appearance of contaminants on the site and their types. In this case study because of site contaminants, randomized and/or triangle matrix techniques were used. As a result, the composition of materials in OO gas station were appeared in several status. From 1 to 2.5m depth, the soil was composed of silty sand and gravel, around 4m depth, weathered rock was appeared. Based on the preliminary and actual site investigation by DPT methodologies on the width and depth of the site with analysis of BTEX and TPH, no contamination was found in OO gas station, however, in one point because of careless dumping after refill by oil company, about 1731. 5 ppm of TPH appeared.

A Study on the Analysis of Human-errors in Major Chemical Accidents in Korea (국내 화학사고의 휴먼에러 기반 분석에 관한 연구)

  • This study analyses the types, related operations, facilities, and causes of chemical accidents in Korea based on the RISCAD classification taxonomy. In addition, human error analysis was carried out employing different human error classification criteria. Explosion and fire were major accident types, and nearly half of the accidents occurred during maintenance operation. In terms of related facility, storage devices and separators were the two most frequently involved ones. Results of the human error-based analysis showed that latent human errors in management level are involved in many accidents as well as active errors in the field level. Action errors related to unsafe behavior leads to accidents more often compared with the checking behavior. In particular, actions missed and inappropriate actions were major problems among the unsafe behaviors, which implicates that the compliance with the work procedure should be emphasized through education/training for the workers and the establishment of safety culture. According to the analysis of the causes of the human error, the frequency of skill-based mistakes leading to accidents were significantly lower than that of rule-based and knowledge based mistakes. However, there was limitation in the analysis of the root causes due to limited information in the accident investigation report. To solve this, it is suggested to adopt advanced accident investigation system including the establishment of independent organization and improvement in regulation.

Accuracy Improvement for Building Inundation Trace Map using Accurate DEM Data and Flood Damage Information (정밀지형자료와 과거 침수피해정보를 활용한 침수흔적도 구축 정확도 개선)

  • With increasing astronomically damage costs caused by frequent and large-sized flood, a hazard map containing comprehensive analysis results such as inundation trace investigation, flood possibility analysis, and evacuation plan establishment for flooded regions is a fundamental measure of non-structural flood prevention. Though an inundation trace map containing flood investigation results occurred by typhoon, rainfall and tsunami is a basic hazard map having close relationship with a flood possibility map as well as a hazard information map, it is often impossible to be produced because of financial deficiency, time delay of investigation, and the lack of maintenance for flood traces. Therefore, this study proposes the accuracy enhancement procedure of inundation trace map with flood damage information and three-dimensional Digital Elevation Model (DEM) for the past frequent flooded regions according to a guideline for inundation trace map of National Emergency Management Agency (NEMA).

Evaluation of Caisson Quay Wall Behavior during the 1995 Kobe Earthquake by Nonlinear Effective Stress Analysis (비선형 유효응력해석을 이용한 1995 Kobe 지진시 케이슨 안벽의 거동 평가)

  • On Tuesday, January 17, 1995, an earthquake of magnitude 7.2 struck the Port of Kobe. In effect, the port was practically destroyed. After a hazard investigation, researchers reached a consensus to adopt a performance-based design in port and harbor structures in Japan. A residual displacement of geotechnical structures after an earthquake is one of the most important engineering demands in performance-based earthquake-resistant design. Thus, it is essential to provide reliable responses of geotechnical structures after an earthquake through various techniques. Today, a nonlinear explicit response history analysis(NERHA) of geotechnical structures is the most efficient way to achieve this goal. However, verification of the effective stress analysis, including post liquefaction behavior, is difficult to perform at a laboratory scale. This study aims to rigorously verify the NERHA by using well-defined field measurements, existing numerical tools, and constitutive models. The man-made, Port Island, in Kobe provides intensive hazard investigation data, strong motion records of 1995 Kobe earthquake, and sufficient engineering parameters of the soil. Two dimensional numerical analysis was conducted on the caisson quay wall section at Port Island subjected to the 1995 Kobe earthquake. The analysis result matches very well with the hazard investigation data. The NERHA procedure presented in this paper can be used in further studies to explain and examine the effects of other factors on the seismic behavior of gravity quay walls in liquefiable soil areas.

Preliminary Investigation for Feasibility of Wave Energy Converters and the Surrounding Sea as Test-site for Marine Equipment

  • Of late, demand for test sites for marine equipment such as ASV, AUV, ROV, and various underwater sensors is increasing. The authors have focused on an oscillating water column (OWC), which is being constructed near Chagwido Island Jeju, as one of the test-sites. The main objective of the OWC is to produce wave energy and develop technologies. It has been built in the sea approximately 1 km off the coast. It has berth accommodation and some rooms that can be used as laboratories. To investigate the feasibility of its usage as a test site for marine equipment, we acquired bathymetric data around the OWC by using a multi-beam echo sounder and a single-beam scanning sonar. The accessibility of the OWC from nearby ports and the use of support vessels or ships were also investigated. 3D point cloud data from the multi-beam echo sounder and 2D acoustic images from the scanning sonar are expected to be used as references for identifying changes over time. In addition, through these experiments, we derived a procedure to use this facility as a test site by using the IDEF0 functional modelling method. Based on this preliminary investigation and previously reported examples, we determined the general conditions and preferences for evaluating the performance of various marine equipment heuristically. Finally, we developed five applications that were derived from this investigation.

Full scale tests of RC joints with minor to moderate seismic damage repaired using C-FRP sheets

  • After earthquakes FRP sheets are often used for the rehabilitation of damaged Reinforced Concrete (RC) beamcolumn connections. Connections with minor to moderate damage are often dealt with by applying FRP sheets after a superficial repair of the cracks using resin paste or high strength mortar but without infusion of thin resin solution under pressure into the cracking system. This technique is usually adopted in these cases due to the fast and easy-to-apply procedure. The experimental investigation reported herein aims at evaluating the effectiveness of repairing the damaged beam-column connections using FRP sheets after a meticulous but superficial repair of their cracking system using resin paste. The investigation comprises experimental results of 10 full scale beam-column joint specimens; five original joints and the corresponding retrofitted ones. The repair technique has been applied to RC joints with different joint reinforcement arrangements with minor to severe damage brought about by cyclic loading for the purposes of this work. Aiming at quantitative concluding remarks about the effectiveness of the repair technique, data concerning response loads, loading stiffness and energy absorption values have been acquired and commented upon. Furthermore, comparisons of damage index values and values of equivalent viscous damping, as obtained during the test of the original specimens, with the corresponding ones observed in the loading of the repaired ones have also been evaluated and commented. Based on these comparisons, it is deduced that the technique under investigation can be considered to be a rather satisfactory repair technique for joints with minor to moderate damage taking into account the rapid, convenient and easy-to-apply character of its application.

Root Causes and Characteristics of Occupational Incidents by Cause Investigation - Focusing on Maintenance and Repair Work - (사고 원인조사를 통한 농작업 안전사고 특성 연구 - 유지, 보수 작업을 중심으로 -)

  • This study aims to identify the types of safety accidents that occur during maintenance and repair operations and analyze the root causes. We used the logic tree diagramming to extract the root causes of 65 safety incidents specifically related to maintenance and repair work out of a total of 1,024 agricultural safety incidents that occurred between 2007 and 2020 collected by investigation with interviews. The extracted root causes were analyzed by categorizing them into six different safety system classifications. The results of the analysis and suggestions are as follows. Incidents related to maintenance and repair work, which can lead to irreversible safety hazards, have occurred frequently. These incidents were found to be occurring due to the overlapping of various safety system errors such as personal protective system and safety operation procedure. In the short term, it is necessary to emphasize compliance with the use of personal protective equipment, and enhancement of maintenance training. In the long term, it is necessary to establish a legal distinction for maintenance and repair work and clarify the responsible parties. Introducing a maintenance system is also crucial to prevent occupational injuries during maintenance and repair in agriculture.

A Study on Improvement of the investigation procedure for the National Security Violators - Focused on the Rights to Counsel - (안보사범에 대한 수사절차 개선방안 검토 - 피의자 신문시 변호인 참여권 문제를 중심으로 -)

  • Right to counsel means a defendant has a right to have the assistance of counsel (i.e., lawyers), and if the defendant cannot afford a lawyer, requires that the government appoint one or pay the defendant's legal expenses. The right to counsel is generally regarded as a constituent of the right to a fair trial. Historically, however, not all countries have always recognized the right to counsel. The right is often included in criminal law and constitutional law etc. First, any person who is arrested or detained shall have the right to prompt assistance of counsel. When a criminal defendant is unable to secure counsel by his own efforts, the State shall assign counsel for the defendant as prescribed by act in article 12(4) of the constitutional law. Second, the defense counsel or a person who desires to be a defense counsel may have an interview with the defendant or the suspect who is placed under physical restraint, deliver or receive any documents or things and have any doctor examine and treat the defendant or the suspect in article 34 of the criminal law. Nonetheless, problems about guarantee of the rights to counsel to the national security violators like spy terrorist and etc will be important for Koreans to consider. That is because national security violators's cases are qualitatively different from general criminal offense's cases and historically, lawyer obstruct a investigation in the process of examination of a suspect for national security violators. Therefore, this study suggest a way that a restriction the rights to counsel with an attorney in cases of the national security violators. To this end, in this paper, I touch on restriction of right to counsel during interrogation in the England and Germany etc in comparison to that of Korea and review Korea's Supreme Court decision and Constitution Court decision to understand the prospective and trends for Korean investigation procedure improvement.

Uterine Arterial Embolization for the Treatment of Leiomyomas Accompanying with Adenomyosis (자궁선종을 동반한 자궁근종에서 자궁동맥 색전술을 이용한 치료의 효과)

  • Objective: The purpose of this study was to make a guideline of uterine artery embolization for the treatment of uterine leiomyomas accompanying with adenomyosis in Korea. Materials and Methods : We performed the retrospective study for 37 women who had uterine leiomyomas accompanying with adenomyosis. Bilateral uterine artery embolization was performed in 37 patients (age range 25-65) during 17 months with pain, hypermenorrhea, urinary frequency etc due to leiomyomas. Ultrasound imaging was performed before the procedure and at mean 6.9 months after the procedure. Results: All procedures were technically successful. Mean clinical follow-up was 12.8 months. Minor complication occurred in 82% patients after the procedure. After imaging follow-up (mean, 6.9 months postprocedure), median uterine volume decreased 34.4%, and dominant myoma volume decreased 86%. There was no statistical difference in uterine volume reduction and dominant myoma size reduction whether occluding agents was polyvinyl alcohol, polyvinyl alcohol plus gelfoam, and gelfoam, and whether ultrasound measured Resistance Index value before the procedure was low or high. Conclusion: Primary candidates for uterine artery embolization include those with symptomatic uterine leiomyomas who no longer des ire fertility but wish to avoid surgery or are poor surgical risks. To our study, uterine volume reduction and dominant myoma size reduction in patients who had adenomyosis were similar to previous other studies in patients who had not adenomyosis. Therefore adenomyosis should not be considered as a contraindication for uterine artery embolization. Because there is little data about subsequent reproductive potential after this procedure, it should not be routinely advocated for infertile women. Further investigation is warranted for occluding agents and Resistance Index.
