Development of integrated disaster mapping method (II) : disaster mapping with risk analysis (통합 재해지도 작성 기법 개발(II) : 리스크 분석을 적용한 재해지도 작성)

  • In this study, a method for an integrated flood risk mapping was proposed that simultaneously considers the flood inundation map indicating the degree of risk and the disaster vulnerability index. This method creates a new disaster map that can be used in actual situations by providing various and specific information on a single map. In order to consider the human, social and economic factors in the disaster map, the study area was divided into exposure, vulnerability, responsiveness, and recovery factors. Then, 7 indicators for each factor were extracted using the GIS tool. The data extracted by each indicator was classified into grades 1 to 5, and the data was selected as a disaster vulnerability index and used for integrated risk mapping by factor. The risk map for each factor, which overlaps the flood inundatoin map and the disaster vulnerability index factor, was used to establish an evacuation plan by considering regional conditions including population, assets, and buildings. In addition, an integrated risk analysis method that considers risks while converting to a single vulnerability through standardization of the disaster vulnerability index was proposed. This is expected to contribute to the establishment of preparedness, response and recovery plans for providing detailed and diverse information that simultaneously considers the flood risk including social, humanistic, and economic factors.

  • We live in the inundation of information. Information of telecommunication standardization is also overflowing. Accordingly it is not easy to search information front web sites scattered all over the world and to find information which we want to use from the result of searching. For instance, none the less most of standardization organization provides their own search facilities on specification, it is difficult to find specification without information about the specification such as number or title of that specification. In this paper, we introduce Standards Knowledge Management System(SKMS) which provide the easy way of finding information using knowledge map. The SKMS collects information from the standardization-related web sites and categorizes information according to keyword. And users can easily find information with the pre-defined knowledge map.

Real-Time Forecast of Rainfall Impact on Urban Inundation (강우자료와 연계한 도시 침수지역의 사전 영향예보)

  • This study aimed to establish database of rainfall inundation area by rainfall scenarios and conduct a real time prediction for urban flood mitigation. the data leaded model was developed for the mapping of inundated area with rainfall forecast data provided by korea meteorological agency. for the construction of data leaded model, 1d-2d modeling was applied to Gangnam area, where suffered from severe flooding event including september, 2010. 1d-2d analysis result agree with observed in term of flood depth. flood area and flood occurring report which maintained by NDMS(national disaster management system). The fitness ratio of the NDMS reporting point and 2D flood analysis results was revealed to be 69.5%. Flood forecast chart was created using pre-flooding database. It was analyzed to have 70.3% of fitness in case of flood forecast chart of 70mm, and 72.0% in case of 80mm flood forecast chart. Using the constructed pre-flood area database, it is possible to present flood forecast chart information with rainfall forecast, and it can be used to secure the leading time during flood predictions and warning.

The Applicability of Metaverse for Urban Inundation Response (도시 침수 대응을 위한 메타버스의 활용 가능성 고찰)

  • Public consent is essential to proceed with large-scale projects such as dam and hydroelectric power plant in the Carbon Neutral Era. In general, when designing facilities such as dams and river facilities, the impact due to constructing them is analyzed through numerical simulation in advance. Those facilities are built to cope with floods and usually HEC-RAS is used for numerical simulation in this process. The numerical simulation provides accurate data, but it is very difficult to persuade the public only with the data. Therefore, this study intends to consider the utilization of metaverse in the field of urban flooding and flood response. The applicability of metaverse was confirmed by emphasizing visual effects and providing easy-to-see data, using a kind of metaverse platform called Cities: Skylines. The functions and limitations of this platform were reviewed. A virtual flood scenario was applied after implementing real cities on a metaverse. The hazard map established in Korea and the results of applying the scenario of metaverse platform were compared. On the metaverse, not only the disaster situation caused by realizing the city and society as it is, but also the spread of social disasters after the disaster can be confirmed. Through this, countermeasures can be virtually implemented. If these social and humanistic data are also verified in the future, it is expected that the overall process for responding to urban flooding can be modeled.

Two-dimensional Inundation Analysis Using Stochastic Rainfall Variation and Geographic Information System (추계학적 강우변동생성 기법과 GIS를 연계한 2차원 침수해석)

  • Recently actual rainfall pattern is decreasing rainy days and increasing in rainfall intensity and the frequency of flood occurrence is also increased. To consider recent situation, Engineers use deterministic methods like a PMP(Probable Maximum Precipitation). If design storm wouldn't occur, increasing of design criteria is extravagant. In addition, the biggest structure cause trouble with residents and environmental problem. And then it is necessary to study considering probability of rainfall parameter in each sub-basin for design of water structure. In this study, stochastic rainfall patterns are generated by using log-ratio method, Johnson system and multivariate Monte Carlo simulation. Using the stochastic rainfall patterns, hydrological analysis, hydraulic analysis and 2nd flooding analysis were performed based on GIS for their applicability. The results of simulations are similar to the actual damage area so the methodology of this study should be used about making a flood risk map or regidental shunting rout map against the region.

  • The damages from the natural disasters, especially from the floods, have been increasing. Therefore, it is imperative to establish a BMP to diminish the damages from the floods and to enhance the welfare of the nation. Developed countries have been generating and utilizing flood risk maps to raise the alertness of the residents, and thereby achieving efficient flood management. The major objectives of this research were to develop a prototype management system for flood risk map to forecast the boundaries oi the inundation and to plot them through the integration of geographic and hydrologic database. For more efficient system development, the user requirement analysis was made. The GIS database design was done based on the results from the research work of river information standardization. A GIS database for the study area was built by using topographic information to support the hydrologic modeling. The developed prototype include several modules; river information edition module, map plotting module, and hydrologic modeling support module. Each module enabled the user to edit graphic and attribute data, to analyze and to represent the modeling results visually. Subjects such as utilization of the system and suggestions for future development were discussed.

A Study on Variation of Land-use in River Area caused by Levee Construction (제방 축조에 따른 하천공간 토지이용 변화에 관한 연구)

  • This paper defines the hydro-geomorphological river area to estimate the change of the river function before/after levee construction, and proposes the methodology that calculates the river area by using GIS. The boundary of river area is determined by the 100-year potential flood inundation area without the levee effect of the flood protection. Firstly, 1918' land-use map was digitized and the changes were analyzed by comparing with 2007' digitized map. The result shows that urban/farmland zone in Mankyung river area were increased by 0.4%/11.6% and bare ground was decreased by 10.0% so that the effective use of floodplain due to levee construction leaded to better productivity, but the decrease of the environment function of the river was predicted as result of the reduction of the river area.

Analysis of Urban Infrastructure Risk Areas to Flooding using Neural Network in Seoul (인공신경망을 활용한 서울시 도시기반시설 침수위험지역 분석)

  • This study analyzed urban infrastructure risk to flooding based on the possibility map of flooding calculated by neural network model focusing on Seoul. This study found that Gangnam-gu, Songpa-gu, Seocho-gu and Seodaemun-gu contained relatively large high-risk areas to flooding. Over $4.17km^2$ of transportation facilities were located in high-risk area to flooding and Gangnam-gu included over $0.85km^2$ of infrastructures exposed to high inundation risk. This study is meaningful in that it first applied the neural network modeling to flooding risk assesment and results of risk assessment can be incorporated into various planning process.

Flood Simulation by using High Quality Geo-spatial Information (고품질 지형공간정보를 이용한 홍수 시뮬레이션)

  • The important factors in a flood simulation are hydrologic data (such as the rainfall and intensity), a threedimensional terrain model, and the hydrologic inundation calculation matrix. Should any of these factors lack accuracy, flood prediction data becomes unreliable and imprecise. The three-dimensional terrain model is constructed based on existing digital maps, current map updates, and airborne LiDAR data. This research analyzes and offers ways to improve the model's accuracy by comparing flood weakness areas selected according to the existing data on flood locations and design frequency.

Simulation of 1993 East Sea Tsunami by Parallel FEM Model (병렬 FEM 모형을 이용한 1993년 동해 지진해일 시뮬레이션)

  • The simulation of tsunami using detailed bathymetry and topography is required to establish the countermeasure of disaster mitigation and the tsunami hazard map. In this study, a simulation of the 1993 tsunami event in the East Sea using parallel finite element model, which is possible to simulate with suitable accuracy by the Beowulf parallel computation method, is performed to produce detailed features of coastal inundation. Results of simulation are compared with measured data. The evolution of statistic distribution of tsunami heights is studied numerically and the distribution functions of tsunami heights show a tendency to the log-normal curve along coastal area.
