  • The warrants to install traffic signals used in U.S.A. are well specified comparing to those in other countries. Among the eleven warrants of the U.S.A., the Warrant 9, 10, and 11 are especially fit in practice. The warrant relaxed to traffic volumes used presently in Korea have been adopted from the U.S.A. Those may not have been reliable in the traffic situation of Korea. The rules required passing through intersections are not kept well at intersections controlled without signals. The purposes of this study are to test and evaluate the reliability of the Warrant 9 and 11 adopted form U.S.A.n Korean traffic situation and to propose new traffic signal warrants related to traffic volumes fitted in here. The traffic volume warrants are proposed considering the situation of rules not being kept well(current situation) and that of vice versa(ideal situation). The results of this study are following; 1) The total volumes warranted to traffic signals are 1600vph, 1700vph, and 1800vph at 4-legs intersection having 1 by 1 lane, 1 by 2 lanes, and 2 by 2 lanes respectively. The total volumes warranted are 1400vph and 1600vph at 3-legs intersection haying 1 by 2 1anes, and 2 by 2 lanes respectively. 2) Another traffic warrants proposed are transformed from the currant warrants 9 and 11. These warrants are composed of the total volumes and the ratio of the volume of the minor street to that of the major street.

  • This study analyzed the characteristics of traffic accidents among elderly drivers according to area type in Gyeonggido(urban areas, urban-rural complex areas, and rural areas). Traffic accidents caused by unsafe driving are common in all three types of areas. In urban areas and urban-rural complex areas, traffic accidents were more frequent due to traffic violations and intersection accidents, while rural areas were more affected by central lines. Urban areas and urban-rural complex areas require simpler signal exposures, such as a simple straight line, left turn, or straight line and left turn signal rather than complex signal operations, such as overlaps in a signal operation. Improvement of non-signal intersections and unprotected traffic signal processing is also needed. In order to prevent the intrusion of the central line in rural areas, the center line guard rail should be prevented from penetrating the center line, and the influence of the vehicle headlamp should be reduced in the opposite direction. It is necessary to improve the visibility by using fluorescent letters to enlarge the font size of traffic signs and road signs, particularly to increase visibility at night and prevent traffic accidents at sunset. Minimal, simplified should be provided rather than complex phrases and information.

  • While most or fixed-time control systems such as UTCS produce the signal timing plans that either maximizing bandwidth or minimizing a disutility index of delay and stops, cannot consider the fluctuation of traffic flow. One category of the traffic-response control systems, which make small changes on a predefined signal plan such as SCOOT, cannot be easily modified for feedback real-time control schemes based on observation of variables other than traffic flow. The other category, which decide to whether switch the traffic lights or not at each step of time as in PRODYN, does not adequately consider the relations between traffic flows and traffic lights at each step of time. In this paper we present a complete formulation that adequately consider the relations between traffic flows and traffic lights at each step of time. The formulation is a binary mixed integer linear programing (BMILP) that obtain traffic lights at each step for minimizing delay. Since numarical examples for application of the proposed model illustrated that the model adequately produced dynamic traffic signal plans minimizing delay at each step, the model may be expected to contribute to advanced transportation management systems (ATMS) for dynamic traffic signal control.

  • Roundabouts have been operated in Europe, America and Australia since the 1970s, and many relevant researches continually was carried out. Though many studies regarding roundabout have been recently conducted in korea, most of them have focused on its operational safety and efficiency. Moreover, roundabout design guideline did not define a clear criteria related to pedestrian in roundabout, but seldom investigate the influences of pedestrian on crosswalk. In this study, we seek ways to operate the pedestrian crosswalk signal on roundabout maximizing their operational effects in exceptional case such as rush hour or intersection near the special facilities. We proved that roundabout signal operation is effective under certain circumstances in according to the number of pedestrian, and suggested the optimal signal timing plan for signalized roundabouts. For pursuing the above, we conducted the simulation test using the VISSIM model. The results show that the operational effectiveness of signalized roundabout was evaluated to be better than non-signalized roundabout in specific pedestrian volume condition. In addition, those results are confirmed using simulation analysis conducted on the real roundabout.

  • The performance of the National Highway is raised, but the capacity of the signalized intersection on the National Highway is low. It's operated by TOD(Time Of Day) mode. To evaluate of the performance of COSMOS(Cycle, Offset, Split Model for Seoul), a real time traffic adaptive signal control system, on the National Highway, studied volume, travel time and queuing length at TOD control and TRC(Traffic responsive Control). Consequently, the average travel speed at TRC is high $2.9\~16.7$km/h then the average travel speed at TOD control. And te queuing length at TRC is low $15\~196m$ then the queuing length at TOD control.

  • PURPOSES : This study evaluated the feasibility of implementing protected-permissive left-turn (PPLT) signals at three-leg signalized intersections. METHODS: A three-leg signalized intersection with permissive left-turn was first selected. A VISSIM simulation model was constructed using data collected from the test site. The VISSIM network was calibrated by adjusting related parameter values in order to minimize the difference between the simulated and surveyed critical gap. The calibrated network was validated by the number of waiting left-turning vehicles per cycle. Finally, the mobility and safety measures were extracted from simulation runs in which permissive, protected left turns as well as PPLTs were realized based on diverse traffic volume scenarios. RESULTS : The mobility-related measures of effectiveness (MOEs) of the case with PPLT outperformed the other two left-turn treatment scenarios. In particular, the average waiting time per cycle for the left-turn vehicles in the case with PPLT was reduced by 30 s. The safety-related MOEs of the case with PPLT were somewhat higher than those in the case with protected left-turns and much higher than those in the case with permissive left-turns. CONCLUSIONS : Based on the mobility- and safety-related MOEs generated from the VISSIM simulation runs, the use of PPLT seems to be feasible at three-leg signalized intersections where the left-turn is permissive and a pedestrian signal exists at the conflicting approach. However, in order to use the PPLT in earnest, it is necessary to revise the road traffic act, traffic signs, and related manuals.

  • Two fuzzy travel time estimators for interrupted traffic flow were developed based on field survey data and simulation data 7hat is collected from DETSIM, which is microscopic traffic simulation model that car-following theory is applied. One is FETTOS(Fuzzy Estimator of Travel Time using Occupancy and Spot speed) and the other is FETTOS(Fuzzy Estimator of Travel Speed using Volume and Occupancy). Fuzzy logic controller was applied to the estimators to deal with non-linear relationship between traffic variables and travel time. According to results of simulation and field survey. estimation of travel time can be modeled by using percent occupancy better than any other traffic variables. Detector location from storyline and signal timing Plan of intersection are affected to estimate travel time. With a few findings, the estimator was constructed and its performance was tested for observed travel time data and simulated data. FETTOS which needs signal timing plan and detector location estimates travel time with accurate better than FETSVO does. However. FETSVO has excellent transferability because the estimator needs set of input data only; volume and time mean speed.

  • The national police agency has executed the project for the advancement of traffic control and operation systems in order to mitigate chronic traffic problems and to meet the global standards regarding the traffic control and operation systems. This study effort was initiated to evaluate the effects of various policies proposed for the advancement of traffic control and operation systems. The evaluation results indicated that the policies proposed for the advancement of traffic control and operation systems showed apparent and positive effects in terms of transportation mobility and safety. However, there have been many difficulties to overcome in order to settle down the policies proposed for the advancement of traffic control and operation systems as smooth as possible. For example, the violation of intersection passing method has been increased after the implementation of the advancement of traffic control and operation systems in majority of evaluation sites. In addition, lacks of awareness as well as improper operations of the advancement of traffic control and operation systems have caused drivers' confusions, which generated more traffic congestion and risks. Currently, the policies for the advancement of traffic control and operation systems focused on the improvements of traffic signal operations, including leading through movements and permissive left-turns. However, synergy effects may be expected if all of the policies including the improvements of traffic signal operations are executed together.

  • In this paper, we have developed the system of emergency vehicle preemption signal control based on UTIS(Urban Traffic Information System) which have been deployed and operated in the national capital area. It considered the turning direction(through or left turn) of emergency vehicle at the signalized intersection in order to provide the consecutive progression of emergency vehicle and minimize the control delay of passenger cars. we adopted several EVP control modes such as phase insertion and phase adjustment mode. Also, we evaluated the possibility of field implementation via simulation analysis using CORSIM RTE(Run Time Extension) based HILS(Hardware In the Loop Simulation). We expect that the result of this research contribute to providing the right-of-way to emergency vehicle in this country.

  • Korea have experienced a very rapid increase in police-reported collisions between bicycle and motor vehicles over the past decade. Even though cycling accidents are increasing, efforts to make urban areas more accomodating to cyclists are seldom formed. Clearance intervals(including both the yellow change and all-red clearance intervals) at signalized intersections that are of inadequate lengths for bicycles may cause accidents. Data on bicycling speed, acceleration and deceleration were tested and analyzed on the flat. Using the results of the analysis and based on the AASHTO's equation of the bicycle clearance interval, a methodology is got for calculation safe clearance intervals for bicycle riders. The clearance interval call for bicycles will be larger or same than for vehicles because of the speed, acceleration and deceleration difference. Adequate bicycle speed, acceleration and deceleration for korean bicycle users is presented in this paper. It is hoped that traffic engineers to provide safe intersection clearance time for bicycles use the results of this paper.
