The core competence of the library originates from the huge analog collections and the high-quality digital contents. And when the interaction between two entities strengthens, it will be able to secure the identity as the time capsule and the gateway of knowledge information. Based on these prerequisites, this research analyzed the spectra of digital collection development and presented the various strategies about license of the electronic journals, internet collection development, institutional repository. When the library does not concentrate in digital collection development, the position as information common will be under losing.

In this paper, we have studied the technical contribution of internet as a computer mediated communication(CMC) tool for collection management. A new communication process is appearing due to the development of information technology and telecommunications technology which enable users to have an access to information without the help of librarian. Also, internet makes collection management possible in the absence of vendors. This study found out that internet reinforces the traditional functions of collection management and enables librarians to better perform their roles. The future library manager should become actively involved in the development of technology in order to manage resources of internet focusing on the needs of user. Also, we have concluded that collection management should be modernized and transformed with its emphasis on the new evaluation method and assessment of quality when offering resources of internet in the communication process using computers.

A study was undertaken to identify variations in the level of awareness, the information collection status, the level of acceptance, and the characteristics of information collection as it pertains to agricultural biotechnology based on information collection in the field of agricultural biotechnology. When examining subjective awareness, objective awareness, and interest in agricultural biotechnology, the results showed that the levels of all three variables were higher in cases where information exploration of agricultural biotechnology had been experienced. Among the participants who have experience in voluntarily collecting information about agricultural biotechnology, helpful information at a rate of 51.6% and harmful information at a rate of 42.0% were acquired, values much higher than the 37% and 30% corresponding rates for participants who had no experience. However, it was also found that harmful information has a significantly greater impact on perceptions of the future. The characteristics of information collection for agricultural biotechnology indicated that those with experience in voluntary information collection particularly preferred the Internet, whereas those without any experience showed little difference with regard to television and/or the internet. According to a survey of participants' interest areas in agricultural biotechnology and their level of information acquisition, "Safety of human bodies" was rated the top interest area at 36.9%, which also had the highest level of information acquisition at 30.0%. In providing and sharing information in the future, this is a direct reference to the priorities and proportions of each field.

The collection management paradigm has drastically changed since the emergence of collection management activities on the internet. Due to the technological development of web, web has become the newly open field as a useful tool to facilitate collection management transactions. The purpose of this study is, by evaluating web sites of the university library’s collection management in United States, to construct the contents of collection management web site. To fulfill the purpose, 6 categories for the contents of the collection management web site are suggested. The result of this study can be used as the basic data for researching of collection management web site. Web site is playing a role of stepping up its activities and informing useful information on its selection tool and collection development policy.

Today, with the development of the internet of things, wearable devices related to personal health care have become widespread. Various global information and communication technology companies are developing various wearable health devices, which can collect personal health information such as heart rate, steps, and calories, using sensors built into the device. However, since individual health data includes sensitive information, the collection of irrelevant health data can lead to personal privacy issue. Therefore, there is a growing need to develop technology for collecting sensitive health data from wearable health devices, while preserving privacy. In recent years, local differential privacy (LDP), which enables sensitive data collection while preserving privacy, has attracted much attention. In this paper, we develop a technology for collecting vast amount of health data from a smartwatch device, which is one of popular wearable health devices, using local difference privacy. Experiment results with real data show that the proposed method is able to effectively collect sensitive health data from smartwatch users, while preserving privacy.

The Internet of Things (IoT) technology allows devices connected to the Internet to exchange information without human intervention, and to provide useful services to people. Currently, garbage trucks are regularly dispatched to collect garbage. In such a case, garbage may be less than half of the garbage collection capacity in some area, and garbage may be exceeded in another area so that garbage trucks can not collect all at once. In this paper, we have studied the method of estimating the amount of garbage to be collected and describe the development contents of the product and management system. The prediction of garbage volume was made possible by using IoT technology to measure the volume of garbage in real time. In addition, the measurement values are visibly displayed through the dashboard, so that the amount of garbage generated can be predicted and managed. This will allow IoT technology to help keep street hygiene.

Recently, the quantity of information that is accessible from the Internet is being dramatically increased. Searching the Web for useful information has therefore become increasingly difficult. Thus, much research has been done on web robots which perform internet information filtering based on user interest. If a web site which users want to visit is found, its content is searched by following the searching list or Web sites links in order. This search process takes a long time according as the number of page or site increases so that its performance need to be improved. In order to minimize unnecessary search with web robots, this paper proposes an efficient information collection system based on compare and merge method. In the proposed system, a web robot initially collects information from web sites which users register. From the next visit to the web sites, the web robot compares what it collected with what the web sites have currently. If they are different, the web robot updates what it collected. Only updated web page information is classified according to subject and provided to users so that users can access the updated information quickly.

In recent days, Internet advertising effects are expanded by the steep increase of the Internet users and the extension of the advertising market will be accelerated through Internet. This paper indicates the importance of Internet advertising and suggests the solution of a network advertising service. The system is divided into an Advertise Server, an Advertiser and a Web Publisher. This study proposes both the collection and the analysis of traffic data in real time. Also, the banner advertising frames not for sale purpose are levelled for the impression using the solution for the banner exchange engine. In addition, with developing the advertising service system by using Active Server Pages, the newest language of server side script will be able to lead the additional supplement of more various profitable functions when it is considered the rapid increment of Active Server Pages.

The acquisition of foreign government documents by exchange or gift is problematic in the electronic government era because the pattern of distributing system is changed. The alternatives for the collection development are developing the meta-site and establishing the subject gateways for the foreign government information as the resource discovery tools. The anchor and link functions of the AltaVista are used to evaluate a meta-site. The Scout Project Isaac is suggested as the model of interoperating resource discovery services for the geographically distributed metadata databases.

Recently electronic journal articles prevail throughout researchers because of the development of internet and electronic publishing technology. It is caused by limited collection development budget, lack of physical storage space for printed journals in libraries, and the user convenience of web services. But from the view of ownership, electronic journals can be unfavorable to information users or libraries who cannot have the permanent right to access all the subscribed journals. Actually the libraries only have right to access journals for subscription periods in using electronic journals. So the users and libraries are willing to purchase printed journals in spite of high cost. As an basis for collaborative collection development and sharing preservation of Korean libraries for the foreign journals, the data analysis is carried out for the journals collection in terms of regional distribution, overlapping status, and journal subject. And the considerables are discussed for collaborative strategic collection development, which means the reduction of overlapped subscription and maximization of utilization in a national standpoint.
