선원 교육의 국제적 동향과 우리의 대책 - 어선원을 중심으로 - (International Tendency of Seamen's Education and our Counter-plan for it - with fishing vessel personnel as the central figure -)

  • Since the STCW-F convention was adopted, The states concerned, has been investigated in many ways to adopt the prevailing circumstance and condition, accordingly, all preparation will be provided to accept the STCW-F convention to promote the safety of life and prevention of pollution. Prior to enter into force of this convention, we have to investigate the matter of policies, and must have great international concern to the seamen's education. Especially, we should discuss functional skill and knowledge matrix of fishing vessel seamen's education with the supplementary studies, and therefore, we should reflect to the contents, methods of education, inducement of advanced technics, application of education all aids to meet the acceptance of STCW-F convention. Also, we are attempt to implement to accept high quality of fishing vessel seamen's education as the application of simulator and any other advanced devices in future.

  • As we know, D-terms which are constituted with DAF delivered the goods in a border place, DES delivered the goods on board a vessel at a vessel specified port on the buyer's side, DEQ delivered the goods on the quay on the buyer's side as the specified place, DDU and DDP delivered the good at the stipulated place at the agreed place or point, mean arrival contracts. DAF is designed mainly for railway carriage, DES and DEQ are designed mainly for vessel shipment, DDU and DDP are designed mainly for multimodal transportation. In spite of their original purpose of revision. They have in themselves many problems on notable points on application in practice. Therefore, in order to magnify their use, through revision of Incoterms, DAF is restricted to railway carriage, DES and DEQ are restricted to be used only for charter shipments. Particularly transport documents which seller should supply the buyer with under DDU and DDP are documents for ownership and possession rights to the goods loaded when executed in negotiable form like as CIF.

  • In relation to the determination of the appropriate choice of law in most of the maritime law issues, 'the law of the flag' or 'the law of the ship's nationality' is commonly used to apply to several provisions which is imposed in Korean Private International Law. But the theory of the law of the flag or ship's nationality suffers from serious problems in case of flag of convenience which is a flag flown by a vessel registered in one state, with which the vessel has few or no connections, while in reality the vessel is owned in or operated from another state. In this case, the article 8 of Korean Private International Law which stipulates the Exception of Choice of Law Clause can be applied to this matter, and thus it is essential to consider many factors which can be used in determining the applicable law through the most significant relationship or genuine link theory.

A Systems Engineering Approach to Ex-Vessel Cooling Strategy for APR1400 under Extended Station Blackout Conditions

  • Implementing Severe Accident Management (SAM) strategies is crucial for enhancing a nuclear power plant's resilience and safety against severe accidents conditions represented in the analysis of Station Blackout (SBO) event. Among these critical approaches, the In-Vessel Retention (IVR) through External Reactor Vessel Cooling (IVR-ERVC) strategy plays a key role in preventing vessel failure. This work is designed to evaluate the efficacy of the IVR strategy for a high-power density reactor APR1400. The APR1400's plant is represented and simulated under steady-state and transient conditions for a station blackout (SBO) accident scenario using the computer code, ASYST. The APR1400's thermal-hydraulic response is analyzed to assess its performance as it progresses toward a severe accident scenario during an extended SBO. The effectiveness of emergency operating procedures (EOPs) and severe accident management guidelines (SAMGs) are systematically examined to assess their ability to mitigate the accident. A group of associated key phenomena selected based on Phenomenon Identification and Ranking Tables (PIRT) and uncertain parameters are identified accordingly and then propagated within DAKOTA Uncertainty Quantification (UQ) framework until a statistically representative sample is obtained and hence determine the uncertainty bands of key system parameters. The Systems Engineering methodology is applied to direct the progression of work, ensuring systematic and efficient execution.

5,000톤급 대형 해양과학연구선 설계 특성 (Key Layouts of the 5,000 ton' New Scientific Research Vessel of KIOST)

  • The main purpose of procuring the oceanographic research vessel with state-of-the-art technology is to provide a floating laboratory to conduct field work on the global oceans. The vessel should be properly utilized to locate and evaluate unexplored natural resources as well as to contribute international efforts to better understand and manage global environmental issues. Top priorities in the vessel design are high safety standards, noise and vibration control efficiency, and effective application of research equipment. For the accomplishment of all activities, the vessel length over all should be extended ~100 m with a gross tonnage of ~5,900 ton. In particular, the dynamic positioning system II will essentially operate at sea state 6. The high efficiency emissions reduction system will also be adopted in preparation for entry into force of 3rd exhaust emission control (Tier III). About 130 navigational and scientific instruments will be installed. The final design and model test of the new research vessel were reviewed and completed, respectively, in 2014. Currently, the ship is being built on schedule and expected to be delivered in December 2015. Within the near future, the new vessel will assume the role of carrying out multidisciplinary oceanographic researches of the highest standards in a technologically advanced and environment friendly manner.

Enabling Vessel Collision-Avoidance Expert Systems to Negotiate

  • Automatic vessel collision-avoidance systems have been studied in the fields of artificial intelligence and navigation for decades. And to facilitate automatic collision-avoidance decision-making in two-vessel-encounter situation, several expert and fuzzy expert systems have been developed. However, none of them can negotiate with each other as seafarers usually do when they intend to make a more economic overall plan of collision avoidance in the COLREGS-COST-HIGH situations where collision avoidance following the International Regulations for Preventing Collisions at Sea(COLREGS) costs too much. Automatic Identification System(AIS) makes data communication between two vessels possible, and negotiation methods can be used to optimize vessel collision avoidance. In this paper, a negotiation framework is put forward to enable vessels to negotiate to optimize collision avoidance in the COLREGS-COST-HIGH situations at open sea. A vessel vector space is defined and therewith a cost model is put forward to evaluate the cost of collision-avoidance actions. Negotiations between a give-way vessel and a stand-on vessel and between two give-way vessels are considered respectively to reach overall low cost agreements. With the framework proposed in this paper, two vessels involved in a COLREGS-COST-HIGH situation can negotiate with each other to get a more economic overall plan of collision avoidance than that suggested by the traditional collision-avoidance expert systems.

An auto weather-vaning system for a DP vessel that uses a nonlinear controller and a disturbance observer

  • An auto weather-vaning system for a Dynamic Positioning (DP) vessel is proposed. When a DP vessel is operating, its position keeping is hindered by ocean environmental disturbances which include the ocean current, wave and wind. Generally, most ocean vessels have a longitudinal length that is larger than the transverse width. The largest load acts on the DP vessel by ocean disturbances, when the disturbances are incoming in the transverse direction. Weather-vaning is the concept of making the heading angle of the DP vessel head toward (or sway from) the disturbance direction. This enables the DP vessel to not only perform marine operations stably and safely, but also to maintain its position with minimum control forces (surge & sway components). To implement auto weather-vaning, a nonlinear controller and a disturbance observer are used. The disturbance observer transforms a real plant to the nominal model without disturbance to enhance the control performance. And the nonlinear controller deals with the kinematic nonlinearity. The auto weather-vaning system is completed by adding a weather-vaning algorithm to disturbance based controller. Numerical simulations of a semi-submersible type vessel were performed for the validation. The results show that the proposed method enables a DP vessel to maintain its position with minimum control force.

A Feasibility Study on In-Vessel Core Debris Cooling through Lower Cavity Flooding

  • Feasibility study has been accomplished to evaluate the effectiveness of the in-vessel core debris cooling through lower cavity flooding using two dimensional finite difference scheme. The volume of cerium pool and decay power rate generated in corium pool were evaluated as important parameters to the temperature distribution on the reactor vessel lower head through previous works. In this study, the corium volume based on the System 80+ core structure and time dependent decay power rate are considered for feasibility evaluation. In addition, preliminary plans for the in-vessel core debris cooling through lower cavity flooding as severe accident management strategy, i.e. flooding timing, method and capacity, are suggested based on the result of the numerical study, international tendency related to in-vessel core debris cooling through lower cavity flooding.

Development of Manufacturing Method of Vessel for Keeping Warm by Hydraulic Bulging

  • Bulging is a forming method to shape die cavity by using hydraulic pressure in tube or vessel. Bulging machine and die were developed in order to produce vessel for keeping warm. Bulging machine is a double type with two horizontal cylinders for bulging of two pieces at the same time. The developed die system has one bulging die and two drawing dies for necking at both ends of the tube. The diameter of tube expands by hydraulic pressure in tube. At the same time, thrust at both ends of the tube pushes tube in the direction of expansion to obtain high expansion rate with no crack. In this study, the bulging properties were investigated to solve tube crack and necking in manufacturing vessel by combining bulging and drawing. As a result, high expanding rate of tube radius without crack, precision necking and high productivity were obtained.

Psycho-acoustic evaluation of the indoor noise in cabins of a naval vessel using a back-propagation neural network algorithm

  • The indoor noise of a ship is usually determined using the A-weighted sound pressure level. However, in order to better understand this phenomenon, evaluation parameters that more accurately reflect the human sense of hearing are required. To find the level of the satisfaction index of the noise inside a naval vessel such as "Loudness" and "Annoyance", psycho-acoustic evaluation of various sound recordings from the naval vessel was performed in a laboratory. The objective of this paper is to develop a single index of "Loudness" and "Annoyance" for noise inside a naval vessel according to a psycho-acoustic evaluation by using psychological responses such as Noise Rating (NR), Noise Criterion (NC), Room Criterion (RC), Preferred Speech Interference Level (PSIL) and loudness level. Additionally, in order to determine a single index of satisfaction for noise such as "Loudness" and "Annoyance", with respect to a human's sense of hearing, a back-propagation neural network is applied.
