  • The introduction of invasive marine species into new environments by ship's ballast water, attached to ships' hulls and via other vectors has been identified as one of the four greatest threats to the world's oceans by Global Environment Facility (GEF). EMO (International Maritime Organization) is carrying out the international restriction of the effluence suppression and treatment of Ship's ballast water by Ballast Water Management Convention. In this paper, to deal with this international restriction convention and to consider economic potential of ship's ballaster treatment market near future, the equipment and technology of ship's ballaster water treatment was studied.

  • The targets of cyber-attacks are not limited to the websites and internal IT systems of shipping agencies. Ships and ports have become important targets for cyber attackers. This paper examines the current state of ship network security, introduces the International Maritime Organization's resolution on ship network security management, and summarizing the cyber-attacks in maritime so the readers can have a general understanding of maritime environment.

Technological and economic study of ship recycling in Egypt

  • The ship recycling industry is growing rapidly. It is estimated that the International Maritime Organization's (IMO) decision to phase-out single hull tankers by 2015 will result in hundreds of ships requiring disposal. At present, the ship recycling industry is predominantly based in South Asia. Due to the bad practice of current scrapping procedure, the paper will highlight the harm occurring to health, safety and environment. The efforts of the Marine Environment Protection Committee (MEPC) which led to the signing of the Hong Kong International Convention are also reviewed. The criteria and standards required to reduce the risk and damage to the environment are discussed and a proposed plan for the safe scrapping of ships is then presented. A technological and economic study for the ship recycling in Egypt is carried out as a case study. This includes the ship recycling facility size and layout. The equipment and staff required to operate the facility are also evaluated. A cost analysis is then carried out. This includes site development, human resources, machineries and equipment. A fuzzy logic approach is used to assess the benefits of the ship breaking yard. The use of the fuzzy logic approach is found suitable to make decisions for the ship breaking industry. Based on given constraints, the proposed model has proved capable of assessing the profit and the internal rate of return.

  • In 2017, the International Maritime Organization (IMO) adopted MSC.428 (98), which recommends establishing a cyber-risk management system in Ship Safety Management Systems (SMSs) from January 2021. The 27th International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) also discussed prioritizing cyber-security (cyber-risk management) in developing systems to support Maritime Autonomous Surface Ship (MASS) operations (IALA guideline on developments in maritime autonomous surface ships). In response to these international discussions, Korea initiated the Korea Autonomous Surface Ship technology development project (KASS project) in 2020. Korea has been carrying out detailed tasks for cybersecurity technology development since 2021. This paper outlines the basic concept of ship network security equipment for supporting MASS ship operation in detailed task of cybersecurity technology development and defines ship network security equipment interface for MASS ship applications.

A Relative Importance of Jeju International Ship Register System by the AHP - Primarily on the Activation Factor - (AHP를 활용한 제주선박등록특구제도의 상대적 중요도 평가 -활성화 요인을 중심으로-)

  • Although 'the International Ship Registration Act' has been enacted in Korea as of 1997, its effect is still in question to make shipowners and operators flag in or reflag because of insufficient incentives for them. Therefore, 'the Special Law for Jeju Free International City' has been established and the system of 'Special Ship Registration Zone' has also been enforced. Despite this, few studies were carried out to measure the relative importance of factors for Jeju International Ship Register yet. Against this backdrop, the purposes of this study are firstly, to investigate a relative importance of Jeju International Ship Registration System using AHP(Analytic Hierarchy Process) and secondly, to compare the characteristics of Flags of Convenience(FOC) with International Ship Register(ISR) which was adopted by several Far East Asia Countries(e.g., China, Hong Kong, Chinese Taipei and Japan). Moreover, this study aims to compare FOC with ISR in terms of shipping policy, ship management, and expenses and tax policy. In this paper, the factors were constructed with four high levels consisting of twenty one low levels to evaluate Jeju International Ship Register by utilizing Expert's brainstorming and AHP. According to the results, it is critical to expand the exemption and tax-related expenses, and also manage foreign-related systems systemically. This study provides important implications to maintain the tonnage tax system for ships effectively as well as to intensify the competitiveness of Jeju International Ship Register System.

  • As recently, ' International convention for the control and management of ship's ballast water and sediments ' was adopted, it is necessary to accept the international convention in Korea. The systems of foreign countries for ship's ballast water control and management were investigated, and domestic environment-related laws were reviewed and compared regarding the discharge of industrial wastewater and ship's ballast water. Alternative measures of domestic legislation were suggested for acceptance of the international convention.

A Study on the Development of Educational Programs for LNG Bunkering in Consideration of the Safety System

  • This paper aims at presenting bunkering educational programs for LNG fueled ship taking into consideration existing similar education programs and safety systems at the international level in order to enhance both seafarers' and vessels' safety. Heavy fuel oil has typically been used as fuel of ship propulsion. The competitiveness of the fuel oil is recently getting weak in terms of cost and environmental aspects. Liquefied natural gas is introduced for ship propulsion in the maritime field as a new energy source replacing heavy fuel oil. In order to prepare for installation and operation of LNG fueled propulsion ship on board, International Maritime Organization has discussed this subject for about 10 years. As a result of the discussion on such ships in IMO, the International Code of Safety for Ships Using Gases or Other Low-Flash-Point Fuels entered into force on the year 2015. International organizations and several countries therefore drives actively entire researches and other businesses with a view to providing equipment and system of LNG bunkering. The systems are divided into ship-to-ship transfer, terminal / pipeline-to-ship transfer and truck-to-ship transfer. By adopting transfer system of LNG bunkering, many human resources will be needed in these areas on scene as well as on managing, operating, trading, finance, design of LNG bunkering industries. LNG bunkering is just in the beginning stage. Hence, this paper reviews and proposes professional educational programs of LNG bunkering in consideration of technical aspects of the safety system of LNG bunkering based on the types of bunkering systems.

  • The traditional approaches to determine the flag of convenience and second register of flagging-out in Korea international ship register and investigater and weakness of those approaches are revealed. A realistic approach to determine the paper company of shipping and sub-standard vessel of shipbuilding is suggested by introducing register factors obtained from Norwegian and Denish international ship register experiment for the new register.

A Study on the Ship Design of a new ICLL for the 21st Century (21세기 국제만재흘수선협약에 따른 선박설계의 연구)

  • ICLL 66 is the most widely ratified instrument of the IMO and is, along with the International Convention on Safety of life at Sea (SOLAS), the primary document setting forth internationally agreed ship safety standards. ICLL 66 set freeboard requirement based on experience gained from the first Load Line Convention in 1930 and on contemporary developments in ship design. Reexamination of ICLL 66 is indicated by the proliferation of novel ship designs for which it lacks adequate regulations and by significant advancements in analytical seakeeping and deck wetness prediction techniques now available to the designer. In this paper, the Freeboard Advisory Group reviews these issues against the changing climate of the marine industry and maritime administrations, discusses the state of the art in analytical seakeeping programs, and outlines a series of recommendations for the establishment of a new international load line convention for the next century. The steps needs for an international program at IMO are discussed and a new convention is proposed.
