우리나라 선박평형수처리시스템(BWMS) 산업의 경쟁력 분석에 관한 연구 (A Study on the Industrial Competitiveness of Ballast Water Management System in Compliance with the International Maritime Organization Ballast Water Management Convention in Korea)

  • 본 연구는 IMO 선박평형수관리협약과 관련하여 선박평형수처리시스템(BWMS) 산업에 대한 한국의 산업경쟁력 현황과 향후 발전방향을 제언하기 위하여, BWMS 관련 무역데이터를 기반으로 현시비교우위지수와 무역특화지수로 비교·분석하였다. 친환경선박에 대한 국제적 관심이 확대됨에 따라 IMO는 선박기인 오염물질 해양배출과 관련된 논의 및 협정 체결이 지속적으로 증가하고 있다. 동 협약의 이행국가들은 BWMS 산업이 높은 시장진입 장벽과 선도 시장진입자의 시장점유율 확대를 위해 경쟁하고 있으며 BWMS는 친환경선박 분야의 주요산업으로서 각 국가는 기술개발 및 산업경쟁력확보를 위해 노력하고 있다. 한국은 2019년 10월 기준(BWM.2/Circ.34/Rev.8) 최종 승인 받은 BWMS 전체 45개 중 17개(약 38 %)를 차지하고 있다. 동 산업의 시장점유 현황을 파악하기 위하여 상품코드 HS842219, HS84212, HS89가 부여된 무역데이터를 기반으로 현시비교우위지수와 무역특화지수를 산출 및 비교한 결과, 한국은 전 세계 대상으로 BWMS 시장점유가 비교우위이나 독일, 덴마크 등의 국가에 비해서는 상대적 열위인 것으로 분석되었다. 그럼에도 불구하고 다수의 IMO 승인기술 건수, 국내 승인기관 보유 등의 산업생태계가 조성되어 있어 향후 BWMS 시장 경쟁력이 강화될 가능성이 높은 것으로 분석되었다.

  • 국내외 환경규제는 무역규제 형태로 나타나고 있으며, 이에 대비하기 위하여 오염원에 대한 원천적인 제거와 오염물질 감량을 위한 청정기술의 개발 및 도입이 시급하다. 최근에 들어서는 환경의 복원 및 재생을 도모하는 환경경영기술 개발의 필요성도 대두되고 있다. 이러한 청정기술의 도입과 효율적인 관리를 위해서는 '지속가능한 개발'이라는 개념에 기반하는 환경경영시스템이 정착되어야 한다. 본 논고에서는 청정기술 도입을 통한 환경경영시스템의 효율성과 해결해야할 문제점을 살펴보고자 한다.

  • After contracting of Korea-China FTA, we have expected the trade volume has mutually been increasing a lot. If we are using this contract, we would make an activation of Korea economy. Especially, Korea youngman has been caught a big chance to make a business in Korea & China. For example, Xian, which is one of center of silk road, has become big strategy area. As we need to focus on this area, we will be expected to indirect influences of consumer's industries like cosmetic, fishery products, food service, eco-friendly items. Recently, the youngman starting up a business has become a trend of kinds of alternative new job. Then, we have to provide practical solution for young man. One of this solution is 'starting up a business'. In this study, I empirically investigated the relation between Korea-China FTA and the youth starting up a business. So, I believe that this study can light up on the direction of effective starting up for making & success a business in China.

  • At present, the scale of Electronic Commerce through internet has been rapidly increasing due to the development of information & communication technology, and aggregated to 2.4 billion dollar in America last year (1998). The market scale of worldwide electronic commerce is also presumed to be about 130 billion dollar in 2000, and to occupy more than 20% of the whole world trade in world 2020. Since the right of trademark, despite of being effective only in registered nations on the principle of territorialism, is unified on the cyber space of internet without domestic barrier or local limitation which make it easier to conduct the distribution of information rapidly through the address-internet domain name, those are very important that the systematic dispute-solving plan on problems such as decision of its Act and international jurisdiction to be established, in an effort to prevent the newly emerging dispute instances such as trademark infringement and improper competitiveness. In addition, it is natural that on the threshold of the electronic commerce age which formed with an unified area without the worldwide specific regulation, each country including us makes haste with the enactment of "electronic commerce Act" aiming at coming into force in 1999, in keeping with getting through "non-tariff law on electronic commerce" by U. S. parliament on May, 1998. In view of the properties of electronic commerce transactions through internet, there are the large curtailment of distributive channel, surmounting of restrictions on transaction area, space and time and the easy feedback with consumer and the cheap-required capital, from which the problems may arise - registration of trademark, the trademark infringement of domain name and the protection of prestigious trademark. Therefore, it is necessary to take the counter-measure, with a view of reviewing the infringement of trademark and domain name and the instances of each national precedent and to preventing the disputes. The improvement of the persistent system should be needed to propel the harmonious protection of those holding trademark right's credit and demanders' expectant profit by way of the righteous use of trademark.

Development of a Self-Diagnostic Measurement Index for ISO 26000 Social Responsibility

  • On November 1, 2010, the release of ISO 26000 was announced. ISO 26000 does not require 3rd party verification. But even though it is a standard that is voluntarily adopted, because the international standard for social responsibility can be applied as a trade barrier or business condition between countries, it cannot be ignored. So it is clear that we need to be alerted and prepared for this. This paper offers to help with such needs through organizations by developing an index that organizations can use to understand their current situation and diagnose themselves. This paper conducts a comparative analysis between the 7 core subjects and issues of ISO 26000, the existing indexes used by national institutions and the guideline for sustainable management report, the GRI, with the goal of developing a self-diagnostic index that organizations can utilize in order to diagnose their level of social responsibility. It is divided into the 7 core subjects with 181 measurement issues. There are 7 quantitative issues and 164 qualitative issues. The core subjects, excluding governance, are each alloted 14 points, while governance is alloted with 16 points, for a total score of 100 points. This paper is significant in that it is the first index to make self-diagnostic possible.

환태평양 시대의 부산항 물류산업 합리화 (The Rationalization of PDM in Pusan Port for the Period of Round Pacific Area)

  • The most change in this century is supposed to be declination of ideology, and block of world economy. Addition to down full of cold war atmosphere around Northeast Asia, not only economic and social mood in this region is dramatically changed, but also it gave birth to the block of Northeast economy that accerlated new hub of world economy. According to dramatic change of economic surroundings the dynamic potential of growth in this region will be guided to enlarge inter-regional trade and increase volume of trade, thus suggests to grow steadily transportation. cargos in this region will have to arrange the system of delivery and inner transportation, accessary facilities, inter-regional harbors if North America and EC has connected easily. As have accerlated GATT and UR represented multilateralism and regionalism, it has regulated to increase trades of region due to relief of the trade barrier through specific areas has agreed with separately. The flow of regionalism of world economy has appeared to realize EC and NAFTA centered U.S.A, and also has presented to free trade region or one-size market agreement in Asia as APEC, EAEG in Malaysia, and etc. In defense to this block and internationalism of world economy, Pusan has to come forward to the hub of Northeast others has proposed a project to dominate the Northeast, Economy Association Agreement as Far East comprehensive development project in USSR, Hunchun development project in NK, and East Sea development project in PRC, Niigate regional development in Japan, Duman River development project in NK, and East Sea development project in Korea. As this exercise has proceed, Pusan also have arranged development strategy definitely and prepared provisions systematically. Engaging to participate center of delivery system is meant to be completed complex functions, namely the transfer storage processing & assembly function of international commodity. Pusan has ability to be terminal point of TSR. it had been connected to EC as the biggest economy block and TKR as complex transportation root to Far East, it would be the center of inground and seabase delivery terminal to Rotterdom as the biggest container pier and major piers to North-East and South East Asia. In order to provide a Role of 21 century's internationalization, Pusan has appealed to participate in management information research and development connected to Pohang-Ulsan-Changwon-Masan, and has utilized efficiently the resources such as man, material, money and information.

한국섬유기업의 해외직접투자에 관한 연구 (A Study on the Foreign Direct Investment of Korean Textile Enterprises)

  • 본 연구의 목적은 다음과 같이 다섯 가지로 요약할 수 있다. 첫째로 기존의 해외직접투자 이론을 문헌적으로 고찰하여 종합평가 정리하고자 한다. 둘째로 한국 섬유산업의 해외직접투자동기를 이론적으로 해석해 본다. 셋째로 한국 섬유산업의 해외직접투자 현황을 토대로 투자성과 및 문제점을 파악한다. 다섯째로 향후 투자기업에 대한 투자방향 및 전략적 대응방안을 제시하고자 한다. 이러한 연구목적에 따라 미주 및 동남아에 투자한 섬유기업을 대상으로 문헌 및 심층적인 면담조사한 결과 다음과 같은 결론을 도출하였다. 첫째로 해외직접투자를 성공적으로 이끌기 위해서는 무엇보다도 먼저 다양하고도 효율적인 정보제공이 선행되어야 한다. 둘째로 한국기업의 해외직접투자가 주로 아시아와 중남미에 편중되어 있어 많은 부작용이 나타나고 있으므로 지역다변화를 통한 투자전략의 수립이 요구된다. 셋째로 투자의 효율성을 위해 의사결정의 현지화를 과감히 시도해야 한다. 넷째로 바람직한 해외직접투자를 위해 세계적인 네트워크의 형성이 요망된다. 다섯째로 현지의 저임금 확보나 수입규제 회피와 같은 소극적인 투자동기에서 이제는 현지시장 진출이나 고도의 기술획득 등을 위한 공격적이고도 적극적인 투자가 절실히 요구된다.

한국의 카보타지를 위한 선원양성에 관한 연구 (A Study on the Seafarers Education for Cabotage in KOREA)

  • 무역장벽의 일종인 카보타지는 자국내 내항해운업을 보호하여 왔다. 자국에서 건조한 선박으로 자국 선원이 승선하여 자국의 화물을 운송한다는 카보타지를 운영한 미국은 조선산업과 해운 연관산업이 유지되어 왔다. 그리고 대부분의 국가는 경제적 이유와 유사시 대처라는 이유 때문에 자국적 선박을 통해 저탄소 운송인 내항해운을 담당하는 카보타지를 운영하고 있다. 카보타지를 유지하기 위해서는 선원의 안정적인 공급이 필요하다. 선원의 안정적인 공급은 선원양성 교육기관의 안정적인 운영에 달려있기 때문에 법률적인 검토가 필요하다. 본 연구에서는 내항해운의 안정적 선원공급을 통한 카보타지 확립에 관련하여 우리나라 내항해운의 문제점과 선원 실태를 분석하였다. 분석결과 미국과 같은 선원양성에 관련한 법률을 제정하거나 정비할 필요가 있음을 확인하였다.

CONSTRUCTION FINANCING AND INDUSTRY DEVELOPMENT

  • The market of building construction has been competitive in Hong Kong, perhaps as anywhere else in the world. The barrier to entry is low because there are relatively low requirements on the three factors of production - technology, manpower and finance. The prevailing building technology is traditional and labour-intensive. There is also not much need of capital because clients' periodic payments have been the main source of project finance. Further, capitalizing on trade sub-contracting, contractors have been able to keep their direct labour-force small and to transfer much of their business risk to the sub-contractors. Based on interviews to solicit the perception of a sample of building contractors on the particular issues of construction finance, we present the findings in this paper and discuss the various implications. We believe that the current practice of construction financing is both the cause and effect of the competition within, and the competitiveness of, the building construction sector in Hong Kong. We conclude that the building construction sector is "locked or stuck" in this "equilibrium" of traditional technology, reliance on clients' finance and exploitation of sub-contracting. In this "equilibrium" state, there is hardly any motivation for contractors to engage themselves in product or process innovation. Consequently, any talk of industry reform or innovation could only remain just that. We believe that this problem is not unique in Hong Kong. The building construction sector in many other developed and developing economies is posed with similar if not the same problems and constraints. We conclude that there has to be some "external forces" to bring this "equilibrium" state to a higher level "equilibrium" one where higher value-added building construction services are supplied and demanded. This is a state where building contractors possessing innovative technology, better financial and manpower resources could thrive to build better buildings with innovative building methods and processes.
