본 논문에서는 국제기술협력 관계 프로세스 모형이 개발되었다. 모델은 5단계로 구성되어있다: 시작단계 파트너 탐색단계, 계약단계, 실행단계 그리고 종료단계. 시작단계에서 산업체들은 자신이 필요한 것을 잘 인지하지 못하는 경향이 있었으며 파트너 탐색단계에서는 자신에게 필요한 파트너 탐색에 어려움을 가지고 있었다. 계약단계에서는 국제법에 대한 어려움과 실행단계에서는 문화적 어려움을 가지고 있었다. 따라서 정부는 각 단계별 지원책을 모색할 필요가 있다.

본 성공적인 국제기술협력을 위해서 정부는 많은 대안을 통해서 시도하고 있다. 그러나 해외전시회를 통해서 국제기술협력 활성화 방안은 아직 우리나라에서 이루어지지 않았다. 본 논문에서는 독일이 2009년도 동반 국가 "한국의 해"를 통해서 국제기술협력 활성화 정책을 실행한 사례분석을 통해서 우리정부에 시사점을 찾는데 연구의 목적을 두었다. 본 논문을 위해서 연구자가 직접 2009년도 4월 20일부터 30일까지 독일 하노버 메쎄를 방문, 관계자들과 심충인터뷰를 실시하였다. 본 논문의 구성은 총 5장으로 되어있다. 제 2장에서는 독일하노버 메쎄와 이론적 배경을 살펴보았고 제 3장에서는 문화적 갭을 줄일 수 있는 메쎄에서의 동반국가 "2009년도 "한국의 해"를 통해서 사례분석을 도출 하였다. 제 4장에서는 사례분석을 통해서 살펴본 메쎄와 국제기술협력 성과를 살펴보았고 제 5장에서는 정책적 시사점을 도출하였다.

Korea has good mutual relations with Russia and China in many fields, not just in science and technology, but also in trade. That is, it stands on a point of time in which an epoch-making turning point for mutual interests could be realized depending on how to join Russia's high technology with Korea's industrial technology with capital, or how to connect Korean -Chinese mutual concern and each other's advanced technology. The purpose of this study is to present scientific and technical information management policy for efficient su n.0, pport for technical cooperation with Russia and China. Bearing this purpose in mind, the concept of technical cooperation along with scientific and technical information management policy was closely examined. The correlation between the progress of technology and the type of scientific and technical information was examined, while the flow of scientific and technical information accompanying technical cooperation was studied. The methodology adopted for this study includes document research, empirical analysis and fact-finding survey. For document research, the writer analyzed the contents of scientific and technical information managing operations and the types of information to be utilized in the course of technical cooperation by examining domestic and foreign documents on international technical cooperation. For empirical analysis, the contents of actual results of scientific and technical information managing operations for technical cooperation with Russia and China were put in order and analyzed, while contents of survey conducted by organizations related to these countries for technical cooperation were synthesized and examined for fact -finding survey.

This study examines the technical level of North Korea's S&T and identifies areas for potential North-South cooperation. First, North Korean media is analyzed for situations and trends from 2010 to 2015. Despite some commendable achievements, North Korean S&T remains lacking in basic science and commercialization potential. Despite an awareness of the importance of international cooperation, North Korea is hampered by international sanctions and their own caution, consequently concentrating their efforts on China. Details of their cooperation reflect their interests and needs to a certain extent, although their collaborations were mainly in the form of meetings and conferences rather than active joint research. To assess the potential areas of cooperation with South Korea, this study also draws on interviews with NGOs and professionals working with North Korea. The country's present situation is analyzed and some practical examples of possible cooperation is suggested. North Korea has the potential to expand its cooperation not only with South Korea but with many other countries. North Korea also promisingly expresses interest in cooperation.

국제기술협력은 각 국가를 위해서 중요한 정책이며 이러한 과정은 특히 복잡하다고 할수 있다. 이러한 국제기술협력의 모든 복잡한 과정을 국제기술협력을 실행하는 실무진들, 기관과 정부 등을 위해서 간단하게 볼수 있는 모형개발은 중요하다고 할수 있다. 그 중 특히 평가단계는 국제기술협력 실행하는 사람들에게 투명하게 내다 볼수 있는 것은 성공적인 협력을 위해서 필요하지만, 여기에 대한 모형은 아직 없다. 본 논문의 목적은 국제기술협력 평가단계에서 하부프로세스 모형을 개발하는데에 있다. 제 2장에서는 프로세스모형을 개발하기 위한 이론적 배경으로 되어있고, 제 3장에서는 평가단계의 특징 및 실질적인 모형이 개발되었다. 제 4장에서는 개발된 모형이 실행되고 있는 EU FP7차 국제기술협력 평가과정을 살펴보면서 개발된 모형을 실증분석 하였다. 이어서 제 5장에서는 결론 분야로서 연구의 한계점 및 향후 연구방향을 제시하였다. 본 연구의 결과로는 기존에 평가단계에서 새로운 단계가 개발될수 있다는 것을 실증분석하였다는 것과, 본 연구의 한계점으로는 하나의 사례분석을 통해서 실증분석이 이루어졌다는 것을 들수 있다. 향후에는 다른 단계들도 하부 단계를 연구할 필요가 있다.

While North-South cooperation (NSC) continues to play a considerably dominant role in international development cooperation efforts, there is growing criticisms across the world as to the role and effectiveness of the NSC to support the developing countries to meet their development needs. As such, South-South cooperation (SSC) has become a subject of discussion in recent years across the world in international development and has increasingly become popular as an effective aid modality. However, there is unavailability of sufficient empirical studies about the efficacy of the SSC in the context of Bangladesh. The present paper attempts to examine two KOICA's projects to facilitate HRD in ICT in Bangladesh taking into consideration of Korea as a southern country. The study revealed that Korea's bilateral development cooperation efforts have been effective so far to fulfill their objectives. The findings of the study put forward that SSC may work in the form of technical cooperation to support the developing countries, provided that technical cooperation is demand-driven, and that there is sufficient level of absorptive capacity and supportive policy as well on the part of developing partner country to utilize external skills and technology.

중소기업들은 일반적으로 여러 가지 재정적 제약을 가지고 있다. 이러한 재정적 제약을 극복하는 한 방안으로서 중소기업이 성공적으로 존속하기 위해서는 무엇보다 뛰어난 기술 혁신력을 가지는 것이 중요하다고 할수 있다. 중소기업들은 대기업에 비해 기술혁신력이 부족한 것으로 알고 있지만, 중소기업의 강점을 활용하여 오히려 기술혁신력을 지닐 수 도 있다. 본 연구에서는 우리나라 중소기업들의 기술혁신력 강화를 위해서 EU권과의 국제기술협력을 활용하는 방안을 찾는데 연구목적을 둔다. 본 연구는 6장으로 되어 있다. 제 2장에서는 중소기업 기술혁신력에 대한 이론적 배경을 살펴보았으며 제 3장에서는 중소기업 기술혁신력과 국제기술협력에 대해서 알아보았다. 제 4장에서는 연구배경 그리고 제 5장에서는 EU권 중소기업들의 EUREKA를 통한 기술혁신력 강화 사례분석이 이루어졌다. 마지막 6장에서는 결론 및 시사점을 도출하였다.

기후변화로 인한 자연재해의 증가에 관한 정부간 협의체를 중심으로 국제적인 기후변화 예측에 대한 연구 및 자연재해 저감에 관한 논의들이 활발하게 이루어지고 있다. 본 연구에서는 기후변화에 의해 자연재해가 더욱 심화됨에 따라 재해에 취약하게 노출되어 있는 방글라데시를 사례지역으로 재해의 유형을 파악하고, 우리나라의 재해저감 기술과 방재관련 기법 등을 응용하여 국제원조의 지원 방안을 모색하였다. 방글라데시는 국토의 1/3이 해수면보다 낮기 때문에 배수가 어려우며, 조수 파동과 해수 침투, 사이클론의 위험이 복합적으로 나타나는 지리적인 특성을 지니고 기후변화로 인한 자연재해의 피해가 매년 증가하고 있는 추세이다. 특히 피해가 집중되는 해안지역은 해수면상승의 위협과 3년 주기로 심각한 사이클론의 피해가 일어나며, 상대적으로 빈곤한 사람들이 거주하는 지역으로 인명피해가 크게 일어나는 지역으로써, 재난의 피해를 저감하기 위해 국제적 원조를 필요로 하고 있다. 우리나라의 선진화된 기술과 자연재해저감 기법을 지원함으로써 개도국의 자연재난에 의한 피해를 감소시키는 데 일조를 하는 것은 국제사회에서 협력 구도를 정립하는 데 중요한 역할을 할 것이다.

유럽은 산업기술진보가 가까운 장래에 고용을 창출한다면 과학기술연구는 먼 장래의 고용을 창출한다는 관점에서, 미국이나 일본에 비해 열세인 현재의 과학기술연구 추세가 미래 유럽의 고용창출에 부정적 영향을 미칠 것이라는 인식 아래 새로운 정책 방향을 모색하고 있다. 특히 유럽연합은 2020전략을 발표하여 세계에서 최고의 지식사회가 되기를 겨냥하고자 노력하고 있다. 본 논문에서는 EU의 2020전략을 살펴보고 한국 국제기술협력 정책방안을 찾도록 하는데 연구의 목적을 둔다. 제 2장에서는 EU의 국제기술협력 정책을 살펴보았고 제 3장에서는 EU의 2020 발전전략에 대한 배경 및 내용을 알아보고 제 4장에서 EU 2020 발전전략을 우리나라 국제기술협력 정책대안을 살펴보았고 제 5장은 결론부분으로 되어있다.
