Trends in US Nursing Research: Links to Global Healthcare Issues

  • Nursing research in the United States (US) spans several decades. Many of the priorities/trends have stayed through the years. Today, the goal of producing evidence to support nursing care interventions coupled with the drive for Magnet Recognition has encouraged academic nurses (faculty) to work with nurse clinicians to form research teams. Interdisciplinary research teams have also formed to address growing concerns over patient safety and quality care. These issues are not just US issues but global ones. This article addresses US trends with the link to global research trends. The role that organizations such as the International Council of Nurses (ICN), the World Health Organization (WHO), and the Council of International Neonatal Nurses, Inc. (COINN) pay in shaping research agendas and promoting nursing research is highlighted. It emphasizes the key role that nurses, especially nurse leaders/administrators play in changing health outcomes through support of nursing research.

  • There is increasing consensus that global warming is seriously affecting the Arctic region. Sea Ice decreases and sea level rise have led to environmental change in Arctic Ecosystems, while also making the Arctic sea route more accessible to humans. There are complicated international governance dynamics in play, in addition to commercial and scientific interests in the Arctic region. This provides a unique opportunity for Korea to lead the future direction of Arctic policy in response to the global issues such as climate change and economic or scientific interests. Korea acquired Ad-hoc Observer status of the Arctic Council(AC) in 2008, which is the only pan-Arctic intergovernmental organization. It consists of six working groups: ACAP, AMAP, CAFF, PAME, EPPR, SDWG that implement research, survey, and monitoring. AC's Observer country has the opportunity to participate in a diverse range of activities such technical and expertise support, research and monitoring, financial support and conference organization. In order for Korea to expand its activities in the Arctic region, we suggest the following approach: First, Korea should become more actively engaged with the Arctic Council and its activities; Second, Korea should construct organized collaborative networks of national experts to respond to Arctic issues; Third, Korea should develop collaborations with Arctic states; Finally, Korea should intensify its research on international relations and international laws related to the Arctic region.

AAALAC International Standards and Accreditation Process

  • AAALAC International is a private, nonprofit organization that promotes humane treatment of animals in science through a voluntary international accreditation program. AAALAC International accreditation is recognized around the world as a symbol of high quality animal care and use for research, teaching and testing, as well as promoting animal welfare. Animals owned by the institution that are used for research, teaching and testing are included as part of an accredited program. More than 990 animal care and use institutions in 42 countries around the world (more than 170 programs in 13 countries in the Pacific Rim region) have earned AAALAC International accreditation. The AAALAC International Council on Accreditation evaluates overall performance and all aspects of an animal care and use program, involving an in-depth, multilayered, confidential peer-review process. The evaluators (site visitors) consider compliance with applicable local animal legislation of the host country, institutional policies, and employ a customized approach for evaluating overall program performance using a series of primary standards that include the Guide for the Care and Use of Laboratory Animals, the Guide for the Care and Use of Agricultural Animals in Research and Teaching, or the European Convention for the Protection of Vertebrate Animals Used for Experimental and Other Purposes, Council of Europe (ETS 123), and supplemental Reference Resources, as applicable.

국제사회와 독자제재에 따른 경제적 영향 분석 (An Analysis of the Economic Impact of International Society and Unilateral Sanctions)

  • Sanctions by the international community can increase their effectiveness with the participation of major countries with global economic influence, and can lead to efficient sanctions against the target countries when different sanctions procedures and methods can be operated in an integrated manner. To this end, it is being carried out with the aim of maximizing the performance of sanctions through collective economic solidarity by inducing international participation centered on the joint agenda, such as drawing up a resolution for sanctions. In this study, the definition and purpose of sanctions imposed by the international community and by major specific countries were explained and an empirical analysis was conducted on the economic impact of each sanctions, focusing on the United Nations Security Council and the United States, which directly implement them. Based on the selected research model, the effects of economic sanctions on the international community and countries subject to sanctions by certain countries were mutually compared and analyzed in the data. Finally, the conclusion obtained from this study was stated and the implications were derived and the possibility of further research expansion was described.

IMU탄생에서 해체까지의 ICM (ICM from the foundation to the suspension of the old IMU)

  • 1914년에서 1918년까지 일어났던 제1차 세계대전은 유럽사회의 모든 부분에 지대한 영향을 끼쳤다. 학술분야에서도 갈등이 나타났고 수학도 예외는 아니었다. 전쟁에서 독일, 오스트리아-헝가리제국, 불가리아, 터어키를 비롯한 강대국이 패전한 후 새로운 국가가 탄생하며 유럽의 지도가 바뀌었다. 전쟁에서 승리한 연합국들은 1919년 국제연구협의회(International Research Council) 를 창설하고 그 산하에 국제 수학연맹 (IMU) 을 만들어 은밀히 독일계의 수학자들을 배제하는 정책을 수립하였다. 그러나 시간이 감에 따라 그 정책은 심한 비판을 받았고 1928년 ICM에는 모든 수학자들이 초대를 받았다. 결국 그 정책을 반대하던 많은 수학자들의 노력으로 1932년에 IMU가 폐지되었고 수학자들은 다시 하나가 되었다. IMU는 1951년에 재창조 될 때까지 거의 20년간 사라졌었다. 첫 번째 IMU가 존속하던 시기는 정치가 수학회에 영향을 끼쳤던 시기로 평가되어지고 있다. 이 논문에서는 1920년부터 1932년까지의 ICM과 제 1차세계대전이 수학협회와 수학자들에게 끼친 영향 등을 알아봄으로써 20세기 초반의 수학계의 발전상을 연구하고자 한다.

EXPLORING THE CHALLENGES TO USAGE OF BUILDING CONSTURCTION COST INDICES GHANA

  • Price fluctuation contract is imperative and of paramount essence in the construction industry as it provides adequate relief and cushioning for changes in the prices of input resources during construction. As a result, several methods have been devised to better help in arriving at fair recompense in the event of price chang es. However, stakeholders often appear not to be satisfied with the existing methods of fluctuation evaluation, ostensibly because of the challenges associated with them. The aim of this study was to identify the challenges to usage of building construction cost indices in Ghana. Data was gathered from contractors and quantity surveying firms. The study utilized survey questionnaire approach to elicit responses from the contractors and the consultants. Data gathered was analyzed scientifically, using the Relative Importance Index (RII) to rank the problems associated with the existing methods. The findings revealed the following among others; late release of data; inadequate recovery of costs; and work items of interest not included in the published indices as the main challenges of the existing methods. This study will provide useful lessons for policy makers and practitioners in decision making towards the usage and improvement of available indices.

Beyond SARS-CoV-2: Lessons That African Governments Can Apply in Preparation for Possible Future Epidemics

  • Severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) has placed unprecedented pressure on healthcare systems, even in advanced economies. While the number of cases of SARS-CoV-2 in Africa compared to other continents has so far been low, there are concerns about under-reporting, inadequate diagnostic tools, and insufficient treatment facilities. Moreover, proactiveness on the part of African governments has been under scrutiny. For instance, issues have emerged regarding the responsiveness of African countries in closing international borders to limit trans-continental transmission of the virus. Overdependence on imported products and outsourced services could have contributed to African governments' hesitation to shut down international air and seaports. In this era of emerging and re-emerging pathogens, we recommend that African nations should consider self-sufficiency in the health sector as an urgent priority, as this will not be the last outbreak to occur. In addition to the Regional Disease Surveillance Systems Enhancement fund (US$600 million) provided by the World Bank for strengthening health systems and disease surveillance, each country should further establish an epidemic emergency fund for epidemic preparedness and response. We also recommend that epidemic surveillance units should create a secure database of previous and ongoing pandemics in terms of aetiology, spread, and treatment, as well as financial management records. Strategic collection and analysis of data should also be a central focus of these units to facilitate studies of disease trends and to estimate the scale of requirements in preparation and response to any future pandemic or epidemic.

우리나라 수출입기업의 AEO 인증제도 도입에 따른 혜택 및 기대효과에 대한 연구 (A Study on the Benefit and Expected Effect of Introducing an AEO Programmes)

  • The World Customs Organization (WCO) has designed standards to secure and to facilitate the ever-growing flow of goods in international commerce since 9.11 terrorism in U.S.A. These standards are set forth in the SAFE Framework of Standards, which was adopted by the WCO Council at its 2005 Sessions and the SAFE Framework incorporates the concept of the Authorized Economic Operator (AEO), and the Council directed the WCO to develop more detailed implementing provisions for the AEO concept. It is considered to be reliable in customs-related operations and ensures an equivalent level of protection in customs controls for goods brought into or out of the customs territory, whereas it is difficult for many Korean companies to make a decision of introducing the AEO certification programs because of a lack of cost and benefit information. In this article, We have reviewed the definition and the developing status of an AEO programmes and have studied the benefit and expected effect through documentary research methods. Therefore, it is essential for Korean companies to be certified the AEO programmes from Korea customs service for increasing security in international supply chains through risk management and customs compliance, in addition, the key-driver in the future will be expectations from the business community to work with AEO partners.

  • Article materials reflect the results of scientific research and generalization of experience concerning quality measurement of student's educational activities in the context of innovative development of the educational process, which is ensured by introducing educational innovations. The main point of monitoring of higher education students' activities and also phenomenon of education quality, particularly its results, are determined in the research. Guided by the scientific theory and personal experience of scientific and pedagogical activities, the attempt to single out the key components, important indicators and to introduce component indicator model of quality of higher education students' activities on the qualimetry base has been performed. Methodical solutions concerning the application of the developed model to determine the dynamics of pedagogical students' educational achievements by particular educational components in the process of innovative development of educational process are proposed. The advanced studies that relate to the development of methods for monitoring the quality of pedagogical higher education students' activities on the basis of systemic, competence and qualimetry approaches taking into account the levels of education and chosen specialties have been decided.

  • By limiting population and land resources, a high-density urban form has become the inevitable choice for central cities in the rapid growth of many large cities in China. Due to the shift in urban growth and focus, high-density urban areas require restoration and improvement. This study intends to combine ancient and new districts, establish strategies for enhancing urban function, spatial utility, industry, and transportation, and thus enhance regional holistic effectiveness, by performing in-depth research.
