2010년 1월부터 방송법 시행령 개정안 발의로 PPL의 간접광고가 가능해지면 PPL의 양적 증가는 물론 PPL의 방법도 점차 다양해지고 있다. 그러나 PPL이 가진 가능성을 실현하기 위해 넘어야 할 제도적이고 정책적인 측면의 문제점들이 존재하며, 이를 좀 더 구체적으로 검토하는 작업이 요구되고 있다. 따라서 본 논문에서는 국내 및 해외국가의 PPL규제에 관한 연구를 통해 국내의 PPL 활성방안을 마련하고자 하였다. 먼저 PPL의 시장 상황을 살펴보고, 한국의 PPL시장이 외국과 비교했을 대 어떤 상황에 있는가를 알아 보았다. 이를 위해 미국, 일본 및 중국과 유럽의 주요 국가의 PPL규제방식이 한국과 어떻게 다른가를 살펴 보았다. 또한 PPL 규제와 관련된 문제점과 쟁점들을 살펴보고, 현실적인 PPL 규제방안에 대해 연구하였다. 그에 따라 PPL 규제에 대한 개선방안을 제시 하였고, 기업과 정부 차원에서 PPL 활성화를 위한 방법 등을 제시해 보았다.

In the past, trades with the Latin American markets were not active since the South Korean companies simply considered them substitute markets whenever exports were slow. However, the importance of these markets is highlighted anew thanks to the signing of the Korea-Chile Free Trade Agreement (FTA). Presently, Latin American nations are pursuing FTA with various nations in the world, regardless of the geographic boundaries, in order to vitalize their economy and attract foreign capital. Despite these efforts to liberalize the market, Latin American regions continue to restrict importation by leveraging diverse set of trade regulation policies. This research examines trade regulation policies in the Latin American regions and proposes Korea's countermeasures.

Concerning the regulation of Internet service and the control of electronic commerce in China, It has not specific regulation and various rules or measures to enforce it yet. The common regulatory measures are that online business in some special areas must acquire a license or approval from relative agencies in advance. But whether licensing is an effect regulatory measure still takes time to verify. Accordingly these measures must be unified or coordinated to be enforced effectively. In order to encourage the development of E-Commerce, China will need to focus on developing rules that take advantage of the internet to encourage the economy, and establishing new legal rules or amending the traditional law to create a safe and secure legal environment for online transactions.

This paper aims to analyze the status and prospects of chinese e-commerce, review previous literature, and provide future direction for cooperation with far east asian area This study deals with the reform, the open and entering WTO of China economy to suddenly change domestic IT industry, legal regulation of Chinese e-commerce market and cooperation with far east asian area. Especially, Chinese e-commerce market is much developed in recently, but relative legal system is unsatisfactory. Therefore this paper research firstly the present conditions and characteristics of Chinese e-commerce market, secondly Chinese e-commerce policy and legal regulation tendency, thirdly the e-commerce activity between Korea and China, and cooperation with far east asian area.

This paper presents a new switch-control approach for multiphase interleaved converters. Development of the proposed technique is based on control-signal generation for multi-unit synchronization. Current sharing among the switching cells and voltage regulation are achieved by means of a multi-loop control scheme regardless of changes in input voltage and load. System stability is ensured by single-pole compensation. This proposed technique is straightforward, reliable and inexpensive, and can be applied to any higher number of cells without difficulty.

Electric motor systems account for more than half of all electric systems and the amount of energy consumption of those is almost 70 percent of total energy consumption of electric motor systems in industry. As electric motor systems are very responsible for global electricity savings and environment protection. Many international organizations are supporting standards and policy development processes to improve the efficiency of electric motor systems. Many standards are being developed at technical committee of IEC that has been required in order to support the implementation of efficiency regulations. High efficiency standards and levels for electric motor systems are slowly being introduced and compulsory in many countries. Therefore understanding the international efficiency evaluation standards and the regulation of electric motor systems of each country is important. This paper presents the current status and trends of international evaluation standards and regulations about the efficiency of electric motor systems.

국제해사기구(International Maritime Organization ： IMO)에서는 선박에서 발생되는 오염물질 등에 대한 규제강화를 위하여 최근 새로운 해사환경협약의 채택 및 발효를 강력히 추진하고 있다. 우리나라는 국제해사기구의 A그룹 이사국으로서의 국제적인 위상과 해양환경 보호를 위하여 현재 발효되고 추진 중에 있는 협약들에 대한 연구와 대처를 효과적으로 하여야 한다. 이 논문은 해양관련 환경규제협약인 패기오염방지협약, 선박의 유해방오도료 사용규제협약, 밸러스트수 배출규제협약, 선박으로부터 오수에 의한 오염방지를 위한 협약 등의 주요 현안을 파악하고 분석하여 이에 따른 대응책을 제시하고자 한다.

위성을 이용한 방송사업을 위해서는 방송사업을 위한 권리 이외에 위성궤도 및 주파수 자원의 이용을 위한 권리가 필요하며, 이에는 국제전기통신연합(ITU)가 정한 무선규칙 및 국내 전파법 등의 제도가 적용된다. 무선규칙은 위성용 주파수 및 궤도의 이용에 대해서 이용자 및 이용자에 대한 관할권을 갖고 있는 정부가 다른 무선국에 위해한 영향을 주지 말아야 할 의무와 그와 관련된 국제조정을 수행할 의무를 규정하고 있다. 이를 이행함에 있어서 제기되는 것은 국제규범으로서의 무선규칙을 준수함과 동시에 국내 산업 발전 및 기업의 해외 경쟁력 강화에 기여하는 제도의 수립 및 이행이다. 이러한 견지에서 국내 사업자가 위성망을 실질적으로 발사, 운용하고 있지 않더라도 위성망을 확보할 수 있는 권리를 갖도록 하고, 사후적으로 동 사업자에게 국제조정의무의 이행을 부과하는 방안이 효율적이다. 아울러 그러한 방안은 국제 규범의 국내 이행 방식으로서 적정하다고 판단된다.

The article is devoted to the formation of approaches to improving the system of administration of customs payments in modern conditions. It is established that important components of the administration of customs payments are customs expertise, customs value assessment, and control over the declaration of goods to ensure the completeness and timeliness of customs duties payments to the budget. It is found that the practice of customs administration shifts the emphasis of foreign trade regulation to the use of the principles of work implying the use of the latest technologies for the preliminary electronic exchange of information, remote customs clearance of goods without the physical presence of an official, and consistent application of risk management. It is established that an important place in the structure of the state authorities regulating the foreign economic activity is given to the customs service. Furthermore, the existing problems in the implementation of international trade operations necessitate the improvement of approaches to the customs regulation of export-import activities of enterprises.
