A Study on The Workforce Agility and Operational Performance of Distribution Center - Focused on Busan New Port Distripark - (인력의 민첩성과 물류센터의 운영성과에 관한 연구 - 부산 신항 항만배후단지를 중심으로 -)

  • This research examined the mediation effect of Workforce Agility (WA) on the relationship between environmental uncertainty and operational performance. We manipulated the control variables that are known to be affected by employment flexibility. Employment flexibility is caused by idiosyncratic characteristics of Korean port system. The analysis was tested by Baron & Kenny's method. The result indicates that each path of the proposed model is significant. Furthermore, the mediation effect was checked with the Sobel Test. The research revealed that environment uncertainty poses an indirect effect on operational performance. Both supply/demand uncertainty and technological uncertainty affected operational performance through the mediation effect of WA. Most of the distribution centers located in Busan Newport Distripark are operated in a bimodal labor (human resource) system which includes both permanent employees (workers) and temporary employees (workers). This empirical research provides theoretical and managerial implications by suggesting ways to increase efficiency in distribution center operation through WA enhancement, and to improve the unloading labor system.

  • Currently, most logistics use containers. The construction of new port and high speed medium size container ship for the transportation of merchandise have become very important. The problem of ship stability is also important because of its direct influence on the loss of human life, ships, and merchandise. The stability of a container ship during its operation is not a large problem because it is well considered in the design process. However, the assessment of ship stability during container loading/unloading in port still depends on the expertise of experienced personnel. In this paper, a model based simulation system is introduced, which is able to assess ship stability during container loading/unloading, using ENVISION, a general purpose simulation system.

  • This study aims at helping Chinese container liners keep constant competitiveness in the heated competition Analytic Hierarchy Process (AHP), a mathematics-based, multi-criteria decision analysis methodology is applied in the study to the performance evaluation on the three biggest Chinese container liners: COSCON, CSCL, and Sinolines. Through the final results of AHP model, we completely learn the current situation of Chinese liners, therefore they are able to enhance the competitive advantage from modifying operation strategy and competition strategy in accordance with the shipping market.

  • Although all costs concerned in transportation be separated by region and each terms and conditions of Incoterms that state cleary them who have to pay the charges. But, almost lcl exporters donot want to pay their charges the carriers at loading port eventhough they make the contracts with the importer as FOB and CFR of Incoterms. And the carrier have been do not bill the FOB charges to the shipper. Now, there are no more Incoterms in LCL transportation. So, the importer have been payed loading port charges twice, first, the contract with the shipper, secondly, through the destination charge. These problems make decreasing of trading volume and increasing of logistics costs. We suggest every traders and carriers separate the costs as per the price terms and conditions of incoterms and bill/receive the costs separated the trader who have to pay the charges as per their price terms. It will bring mutual success in the world and increasing trade.

  • A series of internatinoal standards in connection with safety of ships, safety management and operation of company, and pollution prevention at sea has been provided in ISM. And that Cheapter IX has been adopted in SOLAS with ISM as its annex gives this code mandatory effect On the eve of the implementation of ISM by IMO. Administrations, classifications, other maritime industry organizations as well as all shipping companies assessmentand evalution have been made inthis paper to thedevelopment of marine safety culture through the discussion of the general recognition of safety culture by IMO and her Contracting States, thenecessity for establishing unity of benefit and safety in a shipping company, the development of scientific safety managment systems and new reflections of safety culture in internation shipping industries.

  • Ship Pilotage is one of the most important parts in the construction and development of Shanghai International Shipping Center as it has the fundamental function for the promotion and speed-up of the ship navigation and cargo operation. Recently, Shanghai Maritime University and Shanghai Harbour Pilotage Administration Station had carried out a research project of 'Study on Ship Safety Pilotage in the Shanghai Harbour by Way of FSA (Formal Safety Assessment)'. The aim of this project is to put out some proposes of the decision-making for the improvement of the safety pilotage in Shanghai habour through the way of the FSA. Now these proposes of the decision-making have been adopted and conducted in practice and satisfactory results have been achieved. In the paper, some detailed information, methods and ideas about this research project have been introduced and explained for improving the safety pilotage in Shanghai Harbour.

  • This paper focuses on the frozen storage warehouse located in Busan area, and it is because Busan is the most dense area in Korea. Busan is a port city, and almost all of the frozen refrigerated cargo imported from abroad is concentrated. By taking advantage of its strength as a fishery industry as well as importing, Busan is building the largest international fishery logistics base in Northeast Asia and plays an important role in the export of refrigerated cargo is. Therefore, although the freezing and chilling facilities seem to be developed with the latest technology, the reality is not so. Most of them are functioning as a warehouse, that is, a storage function, and a considerable number of refrigerated warehouses are in a state of aging. Therefore, in this paper, the facility and function restructuring of the freezing storage warehouse have been set as a solution task, and the introduction of the cold chain system containing the latest smart technology has been proposed as a solution.

A study on installation location of radar for minimizing blind area in the construction of VTS system of Kangjeong Port (강정항 VTS 시스템 구축시 음영구역 최소화를 위한 레이더의 위치설정에 관한 연구)

  • We have studied the efficient operation of the radar and the appropriateness of the installation location, when constructing the VTS system. As the Civil-Military Complex Harbour (Kangjeong Port) is completed in 2016, we set the control area within 10 nautical miles centering on Kangjeong Port, and found out and removed the operational radar blind area of VTS system to provide safe navigation information for vessels that navigating this area. Assuming that two international cruise ships entering at the same time, we performed the radar simulation and compared the images by considering the three sites of Kangjeong Port, Miaksan and Seoguipo Port. Simulation results for a single radar installed at Kangjung Port indicate that the blind area was largely affected by two large cruise ships and the surrounding islands. The blind area due to Kogunsan was considerably large when installed in Miaksan, but the blind area due to the influences of Beomseom, Moonseom and Seopseom was negligibly large. It seems that additional radar installation is necessary as a complementary solution to solve this blind area. When two radars were installed at Miaksan and Kangjeong Port, the residual blind area due to the Seopseom was $0.25km^2$ at 0.1~0.33 nautical miles in the southeast direction from Seopseom. In addition, the remaining blind area with two cruise ships mutually influenced was $0.18km^2$, which did not occur with a single cruise ship.

Ways to Improve Activation of Port-Type Free Trade Zones (항만형 자유무역지역의 활성화를 위한 제도 개선에 관한 연구)

  • The free-trade-zone system has been implemented in industrial-complex-type free-trade zones with a focus on the manufacturing industry since 1970, and was intended to attract foreign investment and increase trade by providing benefits such as tax reduction and deregulation to tenant companies. However, foreign investment in these industrial-complex-type free trade zones has decreased significantly. On the other hand, port-type free-trade zones have great potential to attract foreign investment for development due to the increase in port traffic. The developmental trends in the free-trade-zone system have been studied primarily in the manufacturing industry, and those studies must be extended. In this paper, the role and operation of free-trade zones are examined and problems highlighted. We analyzed a business model specialized in port-type free-trade zones to identify problems, propose measures to improve the system for re-exporting domestic goods to the customs area for storage, and upgrade overall operations. The effects of our measures were analyzed by simple simulation. These proposed improvements in the operation of port-type free-trade zones will help attract foreign companies to these international logistics hubs and global delivery centers.

  • The issues of environmental pollution and labor safety on ship recycling in the undeveloped countries such as India, Bangladesh, etc have been proclaimed. For this, IMO has been actively participated in resolving such problems since 1998 and then finally the International Convention for the Safe and Environmentally Sound Recycling of Ships is going to be adopted in this year. The convention provides the design, construction, operation and preparation of ships in order to facilitate safe and environmentally sound recycling as well as the safe and environmentally sound operation of ship recycling facilities. Therefore, the purposes of this study are to introduce the major contents of ship recycling convention and its time of entry into force and to analyse stakeholders' strategies toward it so that Korea will have a better position for the establishment of a mechanism regarding regulation stringency on environmentally sound ship recycling.
