International industrial logistics complex logistics network design (국제산업물류단지 물류네트워크 설계)

  • Companies are facing challenges to have high competitiveness because of continuous oil price rising and CO2 emissions regulations. Thus, companies are trying hard to construct effective logistics and operation system to achieve high customer service quality and saving cost. Also the ec-friendly idustrial complex is needed. Busan is in process to construct GILC(Global Industry Logistics City) in west Busan province to achieve high competitiveness and support lack of industrial complex. To construct this kind of logistics industrial complex, it needs logistics system through proper policy and freight transportation co-operation. Especially, efficient management through logistics hierarchy construction in industrial complex is very important for low cost and eco-friendly point of view. Therefore, this paper aims to analyze logistics system and suggest operation model to present logistics complex construction base data.

An Effective Shipping Transport Operation Plan for the Pan-Yellow Sea Area: Focusing on the Introduction of an Incheon-China Container Liner Route (환황해권 해상운송의 효율적 운영방안-인천/중국 컨테이너항로 개설을 중심으로-)

  • Globalization and regionalization are major trends in the international economic system. The severe competition among countries has signalled the need for a new international trade system as prescribed by the WTO, which regulates international trade practices. Additionally, expanding the activities and role of the Pan-Yellow Sea area in the world has a very important function in terms of regional cooperation and logistics environment. In this paper, the trading conditions and shipping transport problems of the Pan-Yellow Sea area (North-East Asia) were investigated. Shipping transport conditions in the Pan-Yellow Sea area, particularly Korea-China routes, were surveyed as well. A new Incheon-China container liner route was suggested as a partial remedy to some of the shipping transport problems of the Pan-Yellow Sea Area (North-East Asia). The Incheon-China Container Liner route is more efficient than Pusan and Pyungtaek Ports or the car ferry route to China in terms of transport time and expense. The transport burden indicator which includes the time and expense of transport, can be a useful tool in comparing these routes. Accordign to the transport burden indicator, the Incheon-China Container Liner route is more efficient than the Pusan, Pyungtaek, or car ferry routes. To establish a successful liner route between the ports of Inchon and China, there is a need to prepare three measures that contain short-term medium-term and long-term strategies. Furthermore, these measures should be prepared and adopted in phases, in accordance with considerations of future conditions for shipping and logistics in the Pan-Yellow Sea area.

Application of S-100 Standard in the field of e-Navigation

  • In order to improve the existing S-57 standard, International Hydrographic Organization(IHO) has developed S-100 standard, a Universal Hydrographic Data Model(UHDM) expanded from ISO 19100 series standard to hydrographic area, and is in the process of its implementation. International Maritime Organization(IMO) has established CMDS based on e-Navigation strategy data standard as International Association of Lighthouse Authorities(IALA) established IHDM based on aids to navigation data standard and each data standard is linked with the S-100 standard. Fundamental concept and core principles of S-100 standard is suitable not only for the development of a wide range of hydrographic data and service production standard, including the next generation ENC, but also the development of product specification of non-hydrographic area. This study has examined the operation principle of S-100 standard and analyzed its implementation process as e-Navigation data in relation with ENC. It also noted the utilization of S-100 standard based e-Navigation and its potential effect via examining the development cases of S-100 standard-based product specification, such as nautical publication, ship reporting and pilot request, digital routing guide, tide and water level transmission and other important data cases of e-Navigation field.

A Study on Stabilizing Container Terminal Market in Busan Port (부산항 항만하역시장 안정화 방안에 관한 연구)

  • Today, the competition for hub-port is getting fierce and the shipping liners have enjoyed the increased bargaining power over the terminal operators through the mergers & acquisitions (M&A) and strategic alliances. This result leads the competition among terminal operators to attract liner companies and cargoes in their terminals. In demand side, however, there is a limited container cargo volume to handle because of a steady growth of cargo traffic. While, in supply side, continuous development of port terminals increased more competition among ports or terminals for cargoes. In particular the terminal operating market of Busan port is distorted because of the cargo competition between Busan North-port and Newport. The main purpose of this study is to suggest the stabilization measures of container terminal operating market in Busan port through analysis of the terminal operation market structures and market survey analysis method. For stabilizing the container terminal market, this study suggests the improvement of the legal and institutional system such as improvement in determining and reporting system of stevedoring tariff, establishment of fair competition rules etc., the introduction of port pooling system and adoption of volume-linked terminal lease system with cargo volume ceiling system for each terminal operator.

A Study on Safe Operation Standards of Piers based on Mooring Safety Evaluation to Increase Efficiency of Local Management Trade Ports (지방관리 무역항의 효율성 증대를 위한 계류안전성 평가 기반의 부두 안전운용기준에 관한 연구)

  • Local management trade ports are small-sized trade ports, which require active operation to strengthen the local cities' economic power and enhance the local industries' added value. In addition, local management trade ports should berth ships larger than the existing ships to increase efficiency and keep up with the international trend where ships are becoming larger. Furthermore, they should also prepare operating standards. This study selected Okgye Port among local management trade ports. We performed a mooring safety simulation evaluation according to the scenario where a 50,000 DWT vessel is moored at the current 20,000 DWT class pier. The emergency departure criteria were 27kts at 3.2s of wave period and 22kts at 5.0s of wave period at the existing pier. Results showed that mooring limit condition increased by about 50% to 41kts at 3.2s of wave period and 36kts at 5.0s of wave period. This study can be used for strengthening mooring facilities and setting operational standards for safe port operation when large ships are berthing.

  • The important purposes of research in ship operation are to ensure safe navigation, high efficiency of transportation, high accuracy, and security. IMO, develops a broad strategy for incorporating the use of new technologies in a structured way to ensure that their use is compliant with the various electronic navigational and communication technologies and services that are already available. As a base research for E-Navigation, therefore, this paper proposes a maritime information network based on Mesh Network that is one of the maritime broadband solutions. Firstly, this paper analyzes an international port network system and the requirements of port network for E-Navigation. Finally, it designs the maritime information network system based on Mesh Network and shows its validity for E-Navigation.

Development of Quality Evaluation Model for Tug Service in Korea using AHP (AHP를 활용한 우리나라 예선서비스 품질평가 모형 개발 연구)

  • Tug services are essential services to ensure port safety. However, due to the relatively low barrier to entry into the tug service market, the number of service companies has increased, which has led to growing concerns about excessive competition among companies and poor service quality. To solve these problems, it is necessary to prepare a service quality evaluation system, but full-fledged implementation remains far away. The purpose of this study is to develop a tug service quality evaluation model that can be practically applied. To this end, an evaluation model consisting of two major categories, eight middle categories, and 25 detailed evaluation indicators was developed through a literature review, case studies, and expert interviews. AHP analysis is also conducted to derive the relative importance of the evaluation items. As a result of the analysis, it was found that the weight of user satisfaction was higher than that of management evaluation. In addition, the weights for each detailed indicator of management evaluation were in descending order of facility management, company management, and financial soundness, and it was analyzed that the management of facilities directly used for services was important. User satisfaction is in descending order of safety, punctuality, service satisfaction convenience, and transparency. These results show that securing safety is a top priority, and that the inherent quality of services such as safety and punctuality is more urgent than those of the convenience and transparency of the process in terms of providing preliminary services.

The 'One Belt One Road' Initiative and Development of Inland Port in China (중국 '일대일로' 이니셔티브와 내륙항의 발전)

  • China has achieved rapid economic growth in the late 1970s with economic reform and open-door policy. China's economic growth began initially in the eastern coastal areas and from the 2000s expanded to the western and northeastern regions where the economy was relatively underdeveloped. In particular, in 2013 'One-Belt One Road' initiative proposed by Xi Jinping, the current General Secretary of the Communist Party of China is not only a key strategy for China's advancement into the world and also provides important opportunities for the development of these backward regions. Inland Port is the inland logistics hub and plays a crucial role in enhancing access to maritime ports as well as access to adjacent inland countries. Therefore, a number of inland ports have been developed and operated in order to enter into overseas markets and secure resources in the northeastern and western regions of China. This study aims to examine the role and development of inland port in 'One-Belt One Road' scheme. In conclusion, 'One-Belt One Road' will further increase the role of inland port, and in response, the development of inland port will play a pivotal role in one belt one road initiative. In this respect, Korean companies need to consider plans to participate in the development and operation of inland ports in China, which would provide opportunities to spread Northern markets including China, Russia, Central Asia, Eastern Europe.

Study on Operating System Improvements to the Competitiveness of Busan Port (부산항 경쟁력 강화를 위한 운영체제 개선에 관한 연구)

  • This paper focuses on the integration aspect of operators to determine an improvement strategy for the operating system to enhance competitiveness of Busan Port. This Study proposes the following alternatives: valuation standards for the integration of operators, the road map for the integration period, the scope and role setting of integrated operators' participation of Busan Port Authority(BPA), and the separation and linkage North Port and the New Port operators. First, the valuation standards for operator integration should be based on international standards. Additionally quantitative factors such as financial situation, business performance and participating companies' profitability, and the qualitative factors such as management ability, technology, and labor relations should be considered. Second, the timing of North Port's operator integration should be prioritized in the short term in conjunction with the commencement of its phase 2-4, 2-5, and 2-6. The integration of New Port operators should provide a road map for a relatively long-term perspective. Third, the participation of BPA' integrated operators should be considered in terms of publicity as a policy coordinator between terminals and by pursuing the profitability of entering into overseas business by fostering Korean global terminal operators. The scope and role of participation ensures that the experience and technology of the terminal operation business is maximized. Fourth, because physically intergrating the North Port' operator into a single corporate form is difficult, initially establishing a special purpose company to maximize the effect of the integrated operation is necessary. Then, the operators decided to convert to a holding company given the termination of the lease term contract with the State or BPA, and ultimately proposed a merger into a single corporation.

Simulator for Dynamic 2/3-Dimensional Switching of Computing Resources

  • In this paper, as part of the research for the infrastructure of very high flexible and reconfigurable data center using very high speed crossbar switches, we developed a simulator that can model two and three dimensional connection structure of switches with an efficient control algorithm using software defined network and verified the functions and analyzed the performance accordingly. The simulator consists of a control module and a switch module that was coded using Python language based on the Mininet and Ryu Openflow frameworks. The control module dynamically controls the operation of switching cells using a shortest multipath algorithm to calculate efficient paths adaptively between configurable computing resources. Performance analysis by using the simulator shows that the three-dimensional switch architecture can accommodate more hosts per port and has about 1.5 times more successful 1:n connections per port with the same number of switches than the two-dimensional architecture. Also simulation results show that connection length in a 3-dimensional way is shorter than that of 2-dimensional way and the unused switch ratio in a 3-dimensional case is lower than that of 2-dimensional cases.
