A Study on International Convention on Oil Pollution Preparedness, Response and Co-operation for Domestic Legislation (유류오염 대비.대응 및 협력에 관한 국제협약의 입법론적 고찰)

  • Recently , our govermment makes effort to prevent oil pollutin at sea. However, we still remain vulnerable to oil spills near the borders it shares with China, Japan and Russia due to legal and administrative impedements associated with cross-boundary spill response activity. For a reasonalbel domestic implementation of the International Conventions related oil pollution , our government has already accepted several Conventions such as SOLA 74 , MARPOL 73/78, STCW 78, CLC 69 and FC 71 except an International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990. Therefore, this paper explores comprehesive legal structure applicable for future domestic legislation of international preparedness , response and co-operation on the base of the Convention, 1990. And also preliminary legal researches are to be done for earlier acceptance of the Convention, 1990. Consequently it is necessary to prepare natinal contigency plan and bilateral or multilateral agreements for oil pollution preparedness and response with adjacent natinos prior to acceptance of the Convention . In addition , it is also necessary that neighboring nations must take action to facilitate cross-boundary activities by responders providing responder immunity protection and by removing potential impediments to response activities by appropriate law and other requirements such as customs , immigration , and safety training.

  • Civil aviation cybersecurity challenges are global in nature and must be addressed using global best practices and the combined efforts of all stakeholders. This requires the development of comprehensive international strategies and detailed plans for their implementation, with appropriate resources. It is important to build such strategies on a common methodology that can be applied to civil aviation and other interrelated critical infrastructure sectors. The goal of the study was to determine the methodological basis for developing an international civil aviation cybersecurity strategy, taking into account existing experience in strategic planning at the level of international specialized organizations. The research was conducted using general scientific and theoretical research methods: observation, description, formalization, analysis, synthesis, generalization, explanation As a result of the study, it was established the specifics of the approach to formulating strategic goals in civil aviation cybersecurity programs in the documents of intergovernmental and international non-governmental organizations in the aviation sphere, generally based on a comprehensive vision of cybersecurity management. A comparative analysis of strategic priorities, objectives, and planned activities for their implementation revealed common characteristics based on a single methodological sense of cybersecurity as a symbiosis of five components: human capacity, processes, technologies, communications, and its regulatory support. It was found that additional branching and detailing of priority areas in the strategic documents of international civil aviation organizations (by the example of Cybersecurity Strategy and Cybersecurity Action Plan) does not always contribute to compliance with a unified methodological framework. It is argued that to develop an international civil aviation cybersecurity strategy, it is advisable to use the methodological basis of the Cyber Security Index.

  • International organizations related to air transport such as ICAO, IATA, ACI are forecasting that the number of passenger will grow about 4.4% annually up to 2015. Therefore, the innovation of given system technology and operation procedure is required in global scale to cope with the increase of air traffic demand. CNS/ATM infrastructure based on satellite is considered to play key role in order to solve the problems due to the dramatic increase of air traffic demand over the world. Free flight concept in the air transport operation has been proved with CNS/ATM infrastructure especially in USA and Europe. Therefore, it is necessary to develop key technologies to overcome technology gap and to secure international competitiveness in Korea. ADS-B is an important issue, and new element technologies should be considered as essential items which were shown in Capstone project. Nowadays, the free flight concept is combined to Air Transport Road Map such as NextGen project in USA, SESAR in Europe. In this process, free flight is included in the concepts such as ATM(Air Traffic Management), aviation security and safety, environmental protection and economy development, wide area weather variable reduction service, information integration and application between the related authorities (civil/military) etc. The purpose of research is to establish mid-term and long-term infrastructure plan and strategy for free flight realization in Korea. The analysis of action target and equipment construction status, phase construction plan of infrastructure has been performed by considering mid-term and long-term free flight plans of USA and Europe.

A Study on the Development of the Account Management Program in Korea Customs Service (한국 관세청의 기업상담전문관 제도 발전방향에 관한 연구)

  • Under the circumstance of increasing international trade volumes and limitation of customs human resources, it is necessary to shift the customs' revenue collection activities and audit method from a transaction-based approach to an account-based approach. Thus, in 1997, U.S. Customs services established the Account Management Program. The Account Management Program is designed to increase importer compliance and improve customer service through one-on-one interaction with business entities and a designated Customs representative(Account Manager). The Account Management Program is a comprehensive process that includes the following stages and activities ; selection of a potential Account, establishment of the Account, management of the Account. In 2009, Korea Customs service introduced and executed the Account Management Program. But owing to its early stages, Korea Customs service does not suggest effective direction of development of the AM program. So I can propose the following improvements of the Account Management Program in Korea. Firstly, the Account Managers have to be assigned more traders than AEOs(Authorized Economic Operators). Secondly, it is necessary that Customs service appoints part-time port Account Managers to help more traders to improve customs compliance. Thirdly, thought should be given as to Account can be expanded to encompass both small and medium enterprises(SME) by providing customs brokers managing their customs business on the behalf of the SME with the Account Managers. Lastly, Customs service has to establish performance measures and action plan for the Account Management Program.

  • As the global air traffic volume has shown a rapid increase, doubling every 15 years since 1977, domestic and international air traffic control services and air navigation safety facility operation management system and status review It is necessary to present the feasibility of establishing an air traffic control agency with integrated functions and establish an operating system for an independent dedicated agency to provide advanced air traffic control services in preparation for the future air transport environment. In particular, in 2021, the national ATM reformation and enhancement (NARAE) a customized comprehensive plan for operations, facilities, and systems to handle air traffic safely and efficiently by actively reflecting changes in the navigation environment such as international policies and standards as this is established, the role of the air traffic control agency becomes more important, and an improved action plan for the control and navigation operating system must be promoted.

A Simulation Method For Virtual Situations Through Seamless Integration Of Independent Events Via Autonomous And Independent Agents

  • The extent and depth of the event plan determines the scope of pedagogical experience in situations and consequently the quality of immersive learning based on our simulated world. In contrast to planning in conventional narrative-based systems mainly pursuing dramatic interests, planning in virtual world-based pedagogical systems strive to provide realistic experiences in immersed situations. Instead of story plot comprising predetermined situations, our inter-event planning method aims at simulating diverse situations that each involve multiple events coupled via their associated agents' conditions and meaningful associations between events occurring in a background world. The specific techniques to realize our planning method include, two-phase planning based on inter-event search and intra-event decomposition (down to the animated action level); autonomous and independent agents to behave proactively with their own belief and planning capability; full-blown background world to be used as the comprehensive stage for all events to occur in; coupling events via realistic association types including deontic associations as well as conventional causality; separation of agents from event roles; temporal scheduling; and parallel and concurrent event progression mechanism. Combining all these techniques, diverse exogenous events can be derived and seamlessly (i.e., semantically meaningfully) integrated with the original event to form a wide scope of situations providing chances of abundant pedagogical experiences. For effective implementation of plan execution, we devise an execution scheme based on multiple priority queues, particularly to realize concurrent progression of many simultaneous events to simulate its corresponding reality. Specific execution mechanisms include modeling an action in terms of its component motions, adjustability of priority for agent across different events, and concurrent and parallel execution method for multiple actions and its expansion for multiple events.

  • Recently, Namak New Town is under construction adjacent to Mokpo City, and New Great Harbour Bridge between Mokpo City and Koha Island is designed to be built across Inner Harbour of Mokpo. Citizens' concerns about and participations in 「Campaign for Shaping Mokpo into Beautiful Seaport」 are required to make up the sight of Mokpo harbour beautifully. The of 「Master Plan for the Development of Beautiful Mokpo Seaport」 was reviewed. Citizens' levels of consciousness of and participation in 「Campaign for Shaping Mokpo into Beautiful Seaport」 were ascertained through questionnaire surveys of citizenry opinions, and prerequisites and requirements for the success of 「Master Plan for the Development of Beautiful Mokpo Seaport」 were suggested on the basis of the results of questionnaire surveys. As most of citizens are not satisfied with the existing urban environment in Mokpo City, the urban environment and the view of Mokpo are required to be made up according to the natural, social and environmental characteristics of Mokpo and its adjacent Islands in coastal waters. In order to cultivate citizens' basic cultural consciousness and sense of public kindness, cleanliness and orderliness, various educational programs are required to be developed and executed. Only when local government of Mokpo City collects the public opinions and continues to shape Mokpo into international beautiful seaport in the direction of a reflex of public opinion, Mokpo harbour can be made up into international beautiful seaport successfully with citizens' positive participation in citizenry practicable action plan.

Natural Environmental Protection System in North Korea-Economic and Legal Perspectives (북한의 「자연보호구법」을 중심으로 한 자연환경보호제도 고찰 -경제분석의 한계)

  • Natural environmental protection system in North Korea is rarely understood mainly because of lack of information in scientific and legislative fields. Legislation is very important to achieve goal for protected areas, which are described in "Natural Protected Area Law(NPAL)". Cabinet of North Korea has authorities to lead the Central Agency for Land and Environment Conservation(CALEC). Designation and managements of natural protected areas are regarded as CALEC and local governments responsibilities. There are many differences between South and North Korea. Especially legislation system has many differences. North Korea's Labor Party is superior to the Government and Labor Party's order has at least the same authority to regulate and manage the national policy and means. With NPAL, CALEC organizes the national plan for natural protected area and regulate the activities of the Agencies for Land and Environment Conservation in the aspects of action plan, budget and other resources. For the reunification in the future, legislation system of North Korea should be understood.

A Study on the Aviation Safety Policy and Enhancement of Aviation Safety for Low Cost Carriers in Korea (한국의 저비용항공사 안전 향상을 위한 안전정책 연구)

  • This study is to know the Enhancement of Aviation Safety for Low Cost Carrier in Korea through the long and mid term air safety policy. Especially, the aviation safety authorities of the developed countries in aviation establish action plans under the system plan of central government. Then the countries implement those plans systematically to the related aviation business so that they promote efficient air safety policy implementation. At this time, the Korean government should present the vision about an air safety and systematic strategic plan to cope with the future aviation industry change. Also, it is needed to establish a specific aviation safety action plan. Namely, an air safety master plan and long-term road map must be established. This paper deduces some implications through the abroad cases of aviation safety plan, and then tries to find the applying method of the implications to Korea in the rapidly changing aviation market in the 21st century. It is expected that this paper will help the Korean aviation industry to play a major role in the future. In oder to get suggestions aviation policies of advanced countries with regard to aviation safety, we have looked at the aviation policies of the U.S., the U.K., Australia and Japan, and also LCC's states overseas, LCC's safety policies in Korea, and aviation safety status. Since existing LCCs and new LCCs based in Korea have become the new concept, this new market for LCC has been booming recently. Around Southeast Asia, while there are some LCCs including Air Asia which is supported by the government of Malaysia with emphasis on safety, there are other LCCs, which have failed to achieve confidence in safety and have led to aircraft accidents and financial mismanagement, so we need to verify the safety of overseas LCCs, try to improve domestic LCCs in order to fly international routes and aid international aviation safety. LCCs have been increasing lately thanks to open skies policy and a wide variety of flights.lines. Air Busan, Jin Air, Jeju air, Eastar Air are in service. so the risk of new potential hazards may increase. Therefore it is necessary to take the initiative in aviation markets inside and outside of Korea and the safety management of new LCCs should be taken more seriously than ever before. Among overseas aviation safety policies, we need to implement the FAA's Filght Plan which has a specific Business Plan. I hope this thesis will help improve aviation safety locally and internationally.

Outcomes and Evaluations of Ulsan Eco-city Model (울산형 생태도시 모델의 평가)

  • Ulsan made its contributions to modern Korea as an industrial city. In the 1960s, Ulsan was appointed as a special industrial zone. After that, industrial complexes were built without environmental considerations so Ulsan was once called "the polluted city". However, in the early 2000s, the main concern of Ulsan's policies was gradually shifted from the economic growth to the environmental issues. In order to enhance the environmental quality and to make the Ulsan more environmentally friendly eco-city where human and nature coexist, Ulsan city declared "The Eco-polis Ulsan" in 2004 based on "The Master Plan for Eco-polis Ulsan" which included the eco-industrial park as an action plan. This study aims at defining the concepts of eco-city and policies to build Ulsan-style eco-city as environmentally friendly city and proposing Ulsan as a role model to cities and towns of developing countries. In addition, Ulsan's EIP project which will be implemented for 15 years from 2005, is elaborated including regulatory issues and technologies to be applied.
