Recently, Korea shipping companies have been internally/externally difficult to manage their fleet due to the high price of bunker, wage and low cost of charterage and freight. To solve these problems, some shipping companies have tried to set up a new business regarding offshore plant supply vessel(OSV). Owing to the absence of big oil field near the Korea coast, OSV market has not been gradually progressing as far. This study intends to review the legal review of both international and municipal law for the OSV. Therefore I have provided basic legal information to the domestic shipping companies which have desired to enter the OSV's market and suggest legal revision harmoniously to identify the problem in the municipal law.

This paper developes a multiple-item scale instrument (called SHIPQUAL which is designed to measure the quality of shipping industry. The procedures of developing instrument were followed by recommendations on the developing measures of marketing constructs. We divided shipping service quality into 4 demensions (reliability, conformability, timely/completness, safety) by empirical study. These demensions and scales were varified through the assessment of reliability and validity. Finally, we suggested potential applications of the scale into the shipping industry.

UN 산하의 국제해사기구(International Maritime Organization, IMO)는 2016년 10월 24일 열린 해양환경보호위원회 70차 회의에서 2020년부터 선박에서 사용되는 연료유에 포함된 황함유량 허용치를 기존 3.5%에서 0.5% 이하로 제한하기로 결정했다. 따라서 2020년 이후부터 전 세계를 항해하는 모든 선박은 연료유의 황 함유량을 0.5% 이하로 낮춰서 운항을 해야 한다. 지속가능한 경영을 위해서 국제적 환경규제에 대응하여 각 선사의 상황에 적합한 해결책을 강구하여야

This document analyses the empirical study result of the safety quality management system(SQMS) induction. This analysis is composed as the following. First of all, we take a brief look at (he present Korean situations after the SQMS induction. Next, we analyse the effect of the SQMS induction, then we indicate the conclusion, suggestion, limits and future course of this study. We divided the effect of induction in 21 factors. The result was 3.5 out of 5 perfect Points, which shows the high preference. Higher points were scored with international companies than domestic ones, the companies accepted before 1998 than the ones after 1998, and large enterprises than smaller ones.

The repeal of the block exemption for liner conferences and the abolition of any "special EC antitrust regime" for the shipping industry marks an important step in European maritime competition policy. This article examines the origins and the rationale of the EC antitrust immunity granted so far to the shipping industry and explains the causes of this historical change. Moreover, based on the precedents which have appeared so far, a general assessment is offered under this new EC regime on agreements restricting competition in the liner shipping industry, in particular horizontal ones: conference and tariff/freight arrangements will be doomed, whereas the legitimacy of consortia agreements should not be cast in doubt; a case-by-case analysis will be the approach as regards exchange or dissemination of information by shipowners in the market, and the relevant case law which emerges on these matters in other industries will be the criterion for their evaluation. Finally, a few remarks are made in respect of the international dimension of the decision to outlaw liner conferences and hence carve out EU Member States from the UN Code of Conduct regime.

이 연구는 해운기업의 안전관리체제 도입에 따른 성과를 실증 분석하였다. 먼저 안전관리체제 도입 후 국내 현황을 간단히 살펴보았다. 이어서 안전관리체제 도입 성과를 분석하였다. 21개 항목으로 조사한 결과, 5점 만점에 3.5점으로 전반적으로 도입성과가 높은 것으로 나타났다. 내항 해운기업보다는 외항 해운기업이, 98년 이후 가동기업보다는 그 이전 기업이, 중소기업보다는 대기업에서 ISM시스템이 정착되고 도입 성과도 높은 것으로 분석됐다.

본 논문에서는 국제해사기구의 데이터수집 시스템 도입에 따른 MRV 지원 및 국제해운 에너지 효율 포탈 시스템에 대한 기술적 검증을 수행하였다. 데이터 수집 시스템과 연료 사용량 데이터 수집 방법론을 포함하는 SEEMP 가이드라인의 주요 내용을 검토하고, EU MRV와 차이점을 분석하여 MRV에 대한 국내 해운선사의 대응전략을 제시하고 이에 대한 MRV 지원시스템의 기술적 적합성을 검토하였다. MRV 지원시스템은 배출량 데이터를 원시단계에서 최종단계까지 통합 관리함으로서 검증을 위한 비용과 업무 효율성을 높일 수 있으며, 현재 해운선사의 보고절차를 유지하면서 데이터 변환 기능을 통해 표준양식으로 배출량 데이터를 수집하고 보고 할 수 있다. 또한, 포탈시스템에 대한 접근권한을 구분하여 해운선사의 데이터 수집과 보고, 검증자의 데이터 검증업무를 지원할 수 있으며 전자적인 방법으로 보고서 제출이 가능하여 MRV 국제 규제에 대한 대응이 가능하다.

이 연구는 COVID-19 판데믹 전후 즉, 2019년부터 2021년 현재까지의 해운경기와 동향분석을 통해 이번 컨테이너 해운호황을 면밀히 분석하고 그 원인을 알아보았다. 또한 이 연구는 우리 해운기업이 포스트 코로나 시대에 지속가능한 성장을 위해 정책방향을 제언하였다. 연구 결과, COVID-19 확산이 유발한 수요감소에 대한 대응으로 선사들이 선박가동중단(idle)을 늘렸다는 언론 보도와는 다르게 스크러버 설치를 위해 가동중단선박이 급속히 늘어난 것을 확인하였다. 이 연구에서 제언한 정책방향으로는 선박공급과잉의 원인 분석과 해운산업 증요성에 대한 전국민적 공감대 확보가 필요하다는 것이었다. 구체적으로 첫 번째, 해운정책으로 인해 오히려 선박공급과잉이 심화되었는지 알아볼 필요가 있다는 것, 두 번째, 해운정책의 기조 특히, 호황기 정책 기조를 재검토할 필요가 있다는 것, 세 번째, 불황기 공급확장 정책 이외에 호황기 공급조절 정책과 같은 해운정책의 포트폴리오를 구성해야 한다는 것 등이다. 마지막으로, 정책 당국과 해운 관련 국책연구기관의 해운경기 예측력을 제고시켜야 하며, 지속적으로 선사CEO 대상 선박투자 세미나를 개최하고, S&P 전문가 및 해운시장 분석가를 양성해야 할 것을 주장하였다.
