The Integrated Offshore Standard Specification (IOSS) involves Korean shipyards, classification societies, research institutes, the Korean industrial society, engineering companies, and oil companies with the objective of reducing costs and risks without compromising safety in international offshore engineering procurement construction (EPC) projects using new standardized bulk components and qualification procedures. The activities of the IOSS include the analysis of the existing rules and regulations to achieve the best standardization, which is reflected in the best practices, and minimize the variables in regulations and rules. In addition, a standard inventory of shapes and dimensions, referred to as specifications, is proposed in the IOSS. In this paper, the aluminum tertiary standardization part (IOSS S102-1/2 S104: Specification for Structural Tertiary Design) is presented with the details of the procedures, background reviews, and cost-benefit analyses of the design and verification methods for standard designs in the IOSS standardization items. Based on the cost-benefit analysis, the application of standardized aluminum tertiary items to offshore projects has significant advantages in terms of maintenance and repair compared to the carbon steel tertiary items utilized in current industrial practices.
When compared to land territorial claims, maritime claims have not attracted as much attention from the public as well as the academia. However, after the ICOW (Issue Correlates of War) data was published and was expanded to include maritime and river claims, there have been many quantitative studies that analyze maritime claims or separate different types of territorial claims to explain various mechanisms over different types of territorial claims. These quantitative studies have provided valuable explanations about the onset and the management of maritime claims. This research tries to review these quantitative research. Most studies about maritime claims, especially regarding the management of claims, analyze maritime claims based on two different levels of factors. First, from the perspective of systemic level, several studies focus on the role of international institutions and systemic level of democracy to explain the management of maritime claims. Second, at the dyadic level, many studies explain how the issue salience, past experience, the presence of resources, joint democracy, and relative power influence the occurrence of peaceful settlement attempts or conflictual behaviors over maritime claims. Based on the review of these literature, this research tries to identify several factors to explain the Dokdo issue and to encourage peaceful settlement attempts over the Dokdo issue.
High turbid water in the River has been one of the major concerns to the downstream residence. Especially in the Nakdong River basin severe turbid water problem occurred in year 2002 and 2003 due to the typhoon Rusa and Maemi consecutively. The main objective of this study is to develop turbid water management system in reservoir downstream of the Nakdong River combining physically based semi-distributed hydrologic simulation model SWAT with 1-dimensional dynamic water quality simulation model. SWAT model covers the area from the upstream of the Imha and Andong reservoir to the Gumi gage station for the purpose of estimating flow rates and suspended sediment of the tributaries. From year 1999 to 2007 runoff simulation for 8 years $R_{eff}$ and $R^2$ ranges $0.46{\sim}0.9$, $0.54{\sim}0.99$ respectively. Through the linkage of models, outputs of SWAT model such as suspended sediment and flow rates of the tributaries can be incorporated into the 1-dimensional dynamic water quality simulation model, KoRiv1 to support joint reservoir operation considering the turbidity released from Imha and Andong reservoir. The applicability of model simulation has been tested for year 2006 and compared with measured data.

Purpose: This study aimed to suggest strategies for advancing local-government-based accreditation systems and surveyor training in long-term care facilities in Korea. Methods: A comprehensive review of the literature including research papers and official reports issued by governments from the United States, Australia, and Japan was conducted to explore domestic and international policies related to long-term care facility certification and accreditation systems. Results: The USA has two types of care quality assurance systems including mandatory certification (5-star rating system) by the Centers for Medicare and Medicaid Services and voluntary accreditation by the Joint Commission on Accreditation of Healthcare Organizations. Australia operates a government-based mandatory accreditation system for all long-term care facilities through the Australian Aged Care Quality Agency. Japan, particularly the Tokyo district, operates a third-party evaluation system that involves the voluntary participation of long-term care facilities. Conclusion: This study provides several strategies to enhance accreditation processes and surveyors'expertise. For instance, motivating facilities to voluntarily participate in accreditation is necessary by 1) providing sufficient and continuous consultations and feedback about how to improve care quality, 2) differentiating accreditation domains and indicators from the national health insurance certification system, and 3) actively utilizing accreditation results and providing incentives.
Purpose - The purpose of this study is to analyze the market power of the Korea Container Shipping Market (Intra Asia, Korea-Europe, and Korea-U.S.) to verify the existence of collusion empirically, and to answer whether the joint actions of liner market participants in Korea have formed market dominance for each route. Precisely, it will be verified through the Lerner index as to whether the regional market of Asia is a monopoly, oligopoly, or perfect competition. Design/methodology - This study used a Lerner index adjusted with elasticity presented in the New Imperial Organization (NEIO) studies. NEIO refers to a series of empirical studies that estimate parameters to judge market power from industrial data. This study uses B-L empirical models by Bresnahan (1982) and Lau (1982). In addition, NEIO research data statistically contain self-regression and stability problems as price and time series data. A dynamic model following Steen and Salvanes' Error Correction Model was used to solve this problem. Findings - The empirical results are as follows. First, λ, representing market power, is nearly zero in all three markets. Second, the Korean shipping market shows low demand elasticity on average. Nevertheless, the markup is low, a characteristic that is difficult to see in other industries. Third, the Korean shipping market generally remains close to perfect competition from 2014 to 2022, but extreme market power appears in a specific period, such as COVID-19. Fourth, there was no market power in the Intra Asia market from 2008 to 2014. Originality/value - Doubts about perfect competition in the liner market continued, but there were few empirical cases. This paper confirmed that the Korea liner market is a perfect competition market. This paper is the first to implement dynamics using ECM and recursive regression to demonstrate market power in the Korean liner market by dividing the shipping market into Deep Sea and Intra Asia separately. It is also the first to prove the most controversial problems in the current shipping industry numerically and academically.
Korea has studied FTA over 20 years since FTA with Chile. More than 3,000 Articles have been published in journal so far. Thus, this study aims to present the direction that should be taken by Korean FTA study by using Meta-Analysis for FTA study which has been carried on so far. Many researchers publish several articles each year, showing high quotation index and H-index. However, Korean FTA study lacks network with overseas researchers and fusion study with other sciences. 65.4% of Korean FTA study is carried on Independent research and 91.1% of them, in joint research by fewer than 2 persons. Further, the Subject of FTA study is not diverse and too uniform. Out of total studies, 24.3% of them are related to rules of origin and 15.3% of them, to China, showing that theme of study is quite partially concentrated. This is large difference with overseas FTA study. Study on rules of origin is only 1.5% in overseas. Korean FTA study needs to diversify subjects of study and to balance between academic aspect & practical aspect. When it comes to study methodology empirical analysis assumed large portion in both Korea and overseas countries. Empirical analysis assumes 18.3% in Korea and 47.3% in overseas, both of which are quite high. However, qualitative study such as FGI/AHP, in-depth interview, case analysis is quite rare in Korean FTA study. Partial concentration of countries for study subject needs to be rectified also. In Korea, countries for FTA study is China 15.3%, EU 10.0%, USA 6.3%. In overseas, China assumes only 3.7% of study subject. It is required for Korean FTA study to extend study subjects & study area by forming global study network and to extend qualitative study with microscopic study.
Despite international cooperation, piracy has not yet been eradicated in major waters around the world. From the perspective of South Korea, which is absolutely dependent on exporting and importing, it's a lifeline for us to secure safe maritime traffic so it is a situation we have to be vigilant about maritime safety and security. However, criminal law on punishment of piracy is still insufficient and legislative consideration is needed. Since pirates are regarded as enemies of humankind, all nations can punish pirates regardless of their damage. The international community has done its best in cooperation from hundreds of years ago to secure maritime trade through this universal jurisdiction and marine transportation in international waters which is an essential space for military activities, particularly in the Gulf of Aden, the advanced nations have dispatched fleets to combat maritime security threats through joint operations to crack down on Somali pirates. Even if universal jurisdiction is allowed for piracy in accordance with the International Convention on Human Rights and the United Nations Convention on the Law of the Sea, it is difficult to effectively deal with piracy if it not fully complied with a domestic legal system for this purpose or is stipulated as different from international regulations. In other words, universal jurisdiction corresponding to international norms and constitution of piracy should be defined in criminal law in accordance with criminal statutory law. If the punishment of pirates by unreasonably applying our criminal law without prejudice to such work can lead to diplomatic disputes in violation of the Universal Declaration of Human Rights or other international norms. In South Korea, there is no provision to explicitly prescribe piracy as a crime, but punish similar acts like piracy in criminal law and maritime safety law. However, there is a limit to effective piracy punishment because we are not fully involved in internationally accepted piracy. In this study, we critically examine the proposals of the constitutional elements of piracy, propose the legislative direction, and insist on the introduction of globalism to pirate sins.
The idea of creating an International Space Exploitation Agency (tentative title: hereinafter referred to ISEA) is only my academic and theoretical opinion. It is necessary for us to establish ISEA as an international organization for the efficient and rapid exploitation of natural resources in the moon and other celestial bodies. The creation of ISEA as a new international organization is based on the Article 11, 5 and Article 18 of the 1979 Moon Agreement. In order to create it as a preliminary procedure, it needs to make the Draft for the Convention on the Establishment an ISEA among the space-faring countries. The main contents of this paper is composed of (1) introduction, (2) joint exploitation of the natural resources (Heliumn-3, etc.) in the moon and ISEA, (3) activities for the exploitation of moon and other celestial bodies by the space-faring powers, (4) legal problems and Solution for the exploitation and mining rights of the natural resources in the moon, mars and celestial bodies, (5) procedure of creating an ISEA, (6) the principal points that need to be included in the draft for the ISEA convention, (7) conclusion. The creation of an ISEA would lead to a strengthening of the cooperation among the States deemed essential by the global community towards joint undertakings in space and would act as a catalyst for the efforts on the exploitation of the natural resources moon, mars, Venus, Mercury and other celestial bodies and allow resources, technology, manpower and finances to be centrally managed in an independent fashion to the benefit of the space-faring countries. It is desirable and necessary for us to create ISEA in order to promote cooperation in the field of space policy, law, science technology and industry etc. among the space-faring countries. The creation of the ISEA will be promoted the international cooperation among the space-faring countries in exploration and exploitations of the natural resources in the moon, Mars, Venus, Mercury and other celestial bodies. Finally, it should be noted that the political drive will be necessary not only to set up the organization ISEA, but also study a subsequent measures. It is also necessary for us to create the ISEA in order to develop the space industry, to strengthen friendly relations and to promote research cooperation among the space-faring countries based on the new ideology and creative ideas. If the heads (president or prime minister) of the space super-powers including the UNCOPUOS will be agreed to establish ISEA at a summit conference, 1 believe that it is possible to establish an ISEA in the near future.

Purpose: This study aimed to investigate the performance of patient engagement nursing services perceived by nurses and necessity in Korea. Methods: This study was a descriptive research. A total of 205 nurses participated in the study. The Smart Patient Engagement Assessment Checklist was developed by the investigators to assess patient engagement nursing services performance and necessity. The data were collected using online survey. Descriptive analysis and $x^2$ analysis were performed using SPSS 25.0 program. Results: The mean age of participants was $36.6{\pm}8.5years$ and the mean working experience was $12.92{\pm}9.23years$. Seventy eight percent of participants reported that patients and family participated in care as advisors through customer's suggestion or patient satisfaction assessment. The rate of patients' and family's engagement in care as advisors was significantly higher in tertiary hospitals ($x^2=28.54$, p<.001). About 89% of participants communicated with patients and family to make clinical decisions with a multidisciplinary approach. The rate of communication for multidisciplinary decision making was significantly higher in tertiary hospitals ($x^2=6.30$, p=.012). With regards to nurses' bedside patient handoff, 22.0% of participants reported that they were performing bedside patient handoff, and there was no significant difference between type of hospitals. About discharge planning, 72.2% of participants reported utilizing discharge checklist. Conclusion: Currently, patient engagement nursing services are applied partially in Korea. It seems that care protocols to be applied for patient engagement nursing services are insufficient. Therefore, patient engagement care protocols need to be developed to improve patient's health outcome and safety.
This study investigates the trend of the patent applications and the future direction of ICT in Gyeongbuk Province by employing patent portfolio analysis, one of the methodology of map analyses for industry-related ICT issues. Thus, this study aims to investigate the ICT development trend based on ICT patent information in Gyeongbuk Province. The promising technologies in ICT industry are extracted by applying patent portfolio analysis, one of the patent map analyses. The analysis results can be applied to the establishment of research and development strategies. This study extracts ICT trend by applying International Patent Classification to the patents registered in Gyeongbuk. For promising technologies, this study analyzed the patents based on the ICT Classification Code. Based on the analysis results, this study presents the trend of patent application, technology share, patent activity status, the trend of patent application by each technology according to ICT classification, the growth stages of ICT market, registration parties for patents, joint researches of research parties, and primary parties of patent applications. After drawing promising technologies, this study provides the future progress direction of ICT industry in Gyeongbuk Province. The research results also can be applied to securing technology competence and developing strategy of technology policy.
