Status and Development of International Exchange at Qingdao University (칭다오대학 국제교류 현황 및 발전과제)

  • Today's society is against the backdrop of rapid development and rapid change. As an important social entity, universities are inevitable to strengthen international exchanges and cooperation to meet changes in society. International exchange and cooperation will be one of the five new professions of universities following talent training, scientific research, community service, cultural transmission and innovation. The study explores various aspects of Qingdao University's international exchange and cooperation status, including organizational operations, international projects, international academic exchanges, and international cooperation schools, and presents problems and implications. To better achieve international exchange and cooperation of universities in the future, we would like to provide a useful reference. The focus is on enriching vocational theory of higher education and further supplementing related theoretical systems such as international exchange and cooperation and internationalization of higher education.

  • Nowadays , The function of telecommunication contributes to maintaining the peace of the world, and the internetional cooperation in the communication field can not be emphasized too much. The pioneers in telecommunication field devoted their lives to the Infinite love for humanity. However, the modern communication system in our country was initiated, in the later part of the Lee-Dynasty, not for the international cooperation but for the invasive avarices of the neighbouring nations such as Japan and China. The true internationaL cooprration should be based on the love of humanity and the peace of the world such as the pionreers. This paper proposes to resoarch the historic process of initiation and development of the international organs relating to telecommunication as well as the intenational elecomunication network. Finally, I will make the foIlowing suggestions for the promotive direction of the true international coonperation, 1. Intensification of the radio administrative power 2. Promotion of the international cooperation on the man-power and economy in telecommunication field. 3. Establishment and Adjustment of the research institutes Of telecommunication. 4. Mediating Effect of Cooperation with the Police on Compliance with the Law in Model of Procedural Justice and Police Legitimacy

  • The main purpose of the research is to examine the mediating effect of cooperation with the police on compliance with the law in the causal relationship between procedural justice and police legitimacy and criminal deterrence. This research employs a survey questionnaire to evaluate procedural justice, police legitimacy, cooperation with the police, and compliance with the law. The number of subject of the study is 312 citizens residing in Daegu metropolitan city and some cities of Gyeongsangbuk-do province. The study employs Structural Equation Model by using AMOS 24 to analyze the mediating effect of cooperation with the police on compliance with the law. As the result of analysis, the mediating effect of cooperation with the police on compliance with the law is statistically significant at the level 0.01. The key findings of this study is that in the community-based policing, cooperation with the police and compliance with the law are very important determinants in controlling and deterring crimes and the police need to reinforce a cooperative relationship with residents to reduce crimes through strengthening the willingness of compliance with the law.

  • In the light of necessary analysis on the cooperation and development between ports and shipping line, and the characteristic of cooperation between international ports and shipping lines, the article analyses the operating strategies in actual shipping lines benefits to the cooperation between ports and shipping lines. After all-round analysis on the cooperation and development between ports and shipping lines, the author presents the running model of ports and shipping lines in Far East, which is the integration of operation between ports and shipping lines (namely integration of logistics service network).   • This study is intended for international cooperation in the field of LED were analyzed. The results, LED wide coverage areas, and a promising future is expected to grow fast enough to occupancy for a major national technology is a competitive situation. Chip Scale Package, including our country, such as LED manufacturing technology that might be competitive in parts, but new technologies such as renal substrate R&D and technology development still active preemption is not the situation. Renal substrate, particularly, large-diameter sapphire, large size/large LED manufacturers, such as a promising area for future research and development support will be needed. To do this, previous research in this area and the U.S., Japan cooperation in such studies also will need to expand. Bibliometrics way through this study, analytical techniques and analytical tools used in the integrated analysis of the usefulness and necessity of the system development were found.

  • Europe outlined its technological development strategy in the "EU 2020 Strategy". The goal is to lift the EU's technological level above that of the United States or Japan. In particular the EU 2020 Strategy aims to make the EU the world's leading knowledge society. The research purpose of that article is to focus on international technological cooperation. Chapter two examines the EU's international technological cooperation approach. Chapter three analyses the EU 2020 Strategy in terms of development, background and content. Chapter four looks at the involved countries for technological cooperations and scrutinises possible policy alternatives. In chapter five is given a conclusion.

What Drives International Technology Cooperation?: Joint R&D Cooperation in Defense Core Technology (국제기술협력 결정요인에 관한 연구: 무기체계 핵심기술의 공동연구개발 중심으로)

  • This research paper is to identify factors affecting the need for international cooperation in defense science and technology sector. This study set a new hypothesis based on the previous research in terms of the theory of transaction cost, knowledge-based and technology readiness level perspective. After setting a new hypothesis, the following facts were found. First, it showed that the greater the importance of defense technology also increases the need for international technology cooperation for its technology. Second, the relatively higher distance of technology comparing to the developed countries was the need for international technology cooperation to be bigger. Lastly, the relatively higher technology readiness level of technology showed the negative relationship with the need for international cooperation. This results showed that the international cooperation in defense science and technology was regarded as complementary to get their short knowledge. The results of these analyzes showed that the international defense cooperation should be push forward based on the level of technology comparing to the developed countries and the technology readiness level.

Survey of International GNSS Organizations (국제 GNSS 기구 동향 조사)

  • In this paper, we survey recent trends of International Global Navigation Satellite System (GNSS) organizations such as the International Committee on GNSS (ICG), International Civil Aviation Organization (ICAO), International Maritime Organization (IMO), and International Telecommunication Union (ITU), and investigate their impact on the maritime and aviation sectors. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. ICG develops a variety of satellite navigation enhancement systems. ICAO establishes international aviation regulations and standards to enhance aviation safety and security. IMO establishes international shipping conventions and rules to protect and regulate the shipping environment. Lastly, ITU establishes international communication regulations and standards. Investigation of such international organizations plays an important role in increasing the efficiency and reliability of GNSS systems. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. In the future, interoperability and compatibility with new satellite navigation systems and other GNSS and satellite navigation enhancement systems must be secured, so and thus investigation of international organizations must be conducted first.

  • International technological cooperation between Korea and Germany is important from a strategic perspective, especially from the view of hub Asian countries around China and Japan. The Korean strategy has emphasized technological cooperation with Germany, an established hub for the EU. However, German and Korean technological cooperation requires supporting policy by the German government for further technological cooperation with Korea. Active support policies for international technical cooperation have been considered for implementation within the main countries. The German government has increasingly recognized Korea as an important partner country. This paper seeks to identify support policies for German small-to-medium size enterprises (SMEs) for greater technological cooperation. Study results found that German SMEs need to strengthen networks in Korea.

Science and Technology of North Korea: Its Strengths and Potential Areas for North-South Cooperation

  • This study examines the technical level of North Korea's S&T and identifies areas for potential North-South cooperation. First, North Korean media is analyzed for situations and trends from 2010 to 2015. Despite some commendable achievements, North Korean S&T remains lacking in basic science and commercialization potential. Despite an awareness of the importance of international cooperation, North Korea is hampered by international sanctions and their own caution, consequently concentrating their efforts on China. Details of their cooperation reflect their interests and needs to a certain extent, although their collaborations were mainly in the form of meetings and conferences rather than active joint research. To assess the potential areas of cooperation with South Korea, this study also draws on interviews with NGOs and professionals working with North Korea. The country's present situation is analyzed and some practical examples of possible cooperation is suggested. North Korea has the potential to expand its cooperation not only with South Korea but with many other countries. North Korea also promisingly expresses interest in cooperation.
