Opportunities for Synergistic Collaboration between U.S. and Asia in Construction Business, Research, and Education

  • "The world is flat" as the popular author Thomas L. Friedman declares in his best belling book about the progress of business globalization in the $21^{st}$ century [3]. Construction projects and related businesses have been global since the 1800's, but it has never seen such rapid transformation in both scope and depth as in the past decade. Construction projects today often bring together international design talents, construction management firms, local and international labor forces, and global suppliers. On a visit to Dubai in the United Arab Emirates on the Persian Gulf, a person will experience the complexity of globalization of modern construction projects- with Arab owners, European engineering and design companies, American construction management teams, Korean general contractors, Jordanian subcontractors, and labor forces from Thailand, Indonesia, Turkey, and Sri Lanka. A count of material suppliers reveals over 60 countries involved, covering all continents. Indeed construction projects are getting more and more complex and competitive, as is the project execution. The trend toward globalization poses both challenges and opportunities to construction and engineering companies competing on a global scale. While global competition may be a threat to many companies, there are, however, many opportunities for synergistic collaborations that can create win-win scenarios for construction business, research, and education. This paper presents some of the opportunities between the U.S. and Asia in business integration, research collaboration on technologies, and educational development, which may mutually benefit countries on either side of the Pacific.

Framing advocacy event: Comparing news coverage and Facebook comments of the Belt and Road Forum in Pakistan and the USA

  • With regard to the recent developments in public diplomacy, the increasing fusion of strategic communication appears necessary. China engages in public diplomacy with a strategic purpose to shape its national image abroad. Hosting diplomatic advocacy event is regarded as an instrument with expectations to present reliable and responsible image and promote international collaborations. The present research focuses on the Belt and Road Forum (BRF) in May 2017 with the objective to analyze its outcomes and influence on the international news agenda, news frames, and foreign citizens' comments online. The quantitative content analyses are used to compare the media reports (N=364) and Facebook users' comments on the selected news (N=957) between the US and Pakistan. Results reveal that Pakistani media provided more diverse frames and attributed more positive evaluations to the BRF than the US media. However, Facebook comments expressed more unfavorable opinions toward the BRF and China's image with rare differences between two countries. In conclusion, the BRF has served as an eye-catching advocacy of Chinese foreign policy, as it influenced the news agenda in two selected countries. However, news frames vary due to the differences in media system and the involvement in the BRF. China's public diplomacy practices follow a traditional top-down communication which needs meticulous subdivision of target stakeholders, delicate messaging strategies, and integrated tactics.

A Study of Research Publication Ethics for Social Science Researcher

  • Purpose: This research article aim is to critically examine the ethical principles that govern research publication in social sciences and to identify and analyze the everyday ethical challenges social science researchers face during the publication process. Also, the research explores the factors contributing to ethical violations in social science research publication. Research design, data, and methodology: The present research has conducted comprehensive literature analysis and the authors of this research has figured out total 24 significant prior studies in the current literature dataset for the literature review and finding section. The procedure of data obtaining included the elimination process to screen dissertation papers, conference papers, and internet sources. Results: Previous The sociologies, given their emphasis on the human way of behaving and interactions, demand heightened ethical considerations due to the potential impact of research findings on individuals and society. Therefore, understanding and upholding ethical standards are essential for researchers at all career stages. Conclusions: In order to retain the integrity, legitimacy, and societal influence of research findings, ethical issues are crucial and the necessity for flexible and comprehensive ethical frameworks is highlighted by the rapid evolution of research methodology, digital platforms, and interdisciplinary collaborations, adding new dimensions of ethical complexity.

북극의 관리체제와 국제기구 : 북극이사회(Arctic Council)를 중심으로 (Arctic Governance and International Organization : A Focus on the Arctic Council)

  • There is increasing consensus that global warming is seriously affecting the Arctic region. Sea Ice decreases and sea level rise have led to environmental change in Arctic Ecosystems, while also making the Arctic sea route more accessible to humans. There are complicated international governance dynamics in play, in addition to commercial and scientific interests in the Arctic region. This provides a unique opportunity for Korea to lead the future direction of Arctic policy in response to the global issues such as climate change and economic or scientific interests. Korea acquired Ad-hoc Observer status of the Arctic Council(AC) in 2008, which is the only pan-Arctic intergovernmental organization. It consists of six working groups: ACAP, AMAP, CAFF, PAME, EPPR, SDWG that implement research, survey, and monitoring. AC's Observer country has the opportunity to participate in a diverse range of activities such technical and expertise support, research and monitoring, financial support and conference organization. In order for Korea to expand its activities in the Arctic region, we suggest the following approach: First, Korea should become more actively engaged with the Arctic Council and its activities; Second, Korea should construct organized collaborative networks of national experts to respond to Arctic issues; Third, Korea should develop collaborations with Arctic states; Finally, Korea should intensify its research on international relations and international laws related to the Arctic region.

국제재난기구 협업을 통한 적시적 재난대응 (Time-critical Disaster Response by Cooperating with International Charter)

  • 최근 복합적 대형 재난이 빈번히 발생하면서 전지구적인 재해 재난 모니터링을 위해 인공위성 센서, 항공/지상 LiDAR 등 다양한 관측센서들이 활용되고 있다. 특히, 전지구를 주기적 반복적으로 관측하며 cm급 고해상도 공간 영상정보를 제공하는 상업 위성은 국가적 재해 재난 발생에 대한 전조 모니터링에서부터 신속한 복구 등 재해 재난업무에 그 활용범위가 확대되고 있다. 그러나, 기존의 독자적 위성운용 시스템만으로는 광역적이고 준실시간적 대응을 요하는 재해 재난 상황 대응에는 한계가 있으므로, 다중 센서가 탑재된 탑재체 운용, 여러 대의 탑재체를 연동하여 적시에 위성영상을 확보하기 위한 긴밀한 국제적 협력체계가 필요하다. 본 논문에서는 지난 2011년 발생했던 국내 폭설 및 집중호우 재난 대응을 위해 국립방재연구원과 국제재난기구인 International Charter와의 협업을 통하여 신속한 위성영상 수급과 자료처리, GIS 분석, 지도화(mapping)함으로써 적시적으로 의사결정지원이 가능한 재난관리 체계를 제시하였다.

남북 천문분야 협력방안 기초 연구 I (PRELIMINARY STUDY OF COOPERATION BETWEEN SOUTH AND NORTH KOREA IN THE FIELD OF ASTRONOMY I)

  • We summarize our preliminary study on the research cooperation method in the astronomy field between Republic of Korea (South Korea) and Democratic People's Republic of Korea (North Korea). To investigate the recent astronomical activities of North Korea, we have surveyed the published records of research papers and international collaborations associated with North Korean astronomers. We found only 4 astronomical papers among the identified 260 SCI papers related to North Korean researchers for the past 11 years. North Korean astronomers had very few interactions with the international astronomical society before rejoining IAU in 2012. Recently, North Korea made several astronomical research exchanges with China and Netherlands. They seemed to attend several international conferences and present their research results. We have studied possibilities to establish international networks to encourage the cooperation between South and North, and suggest to start collaboration in the historical astronomy. The collaboration can be expanded gradually to other fields in astronomy. There are many obvious political difficulties to have interactions with North Koreans. However, it will be necessary to make a long-term plan considering the reunification.

  • B2C e-commerce is now sufficiently stable. Judging from its success, we can expect B2B to similarly improve business processes for a better return on investment. To achieve B2B e-commerce, many consortia have been trying to develop a B2B framework. As a result, the ebXML is started as an international standard for B2B e- commerce based on XML. The exchange of information between two parties requires each party to know the other party's supported business collaborations, the other party's role in the business collaboration, and the technology details about how the other party sends and receive messages. In some cases, it is necessary for the two parties to reach agreement on some of the details. The ebXML CPP and CPA specification defines how to describe these. In this paper, we'll describe our design and implementation of an ebXML CPP and CPA editor which enables each party to create and edit his profiles and which automatically composites two CPPs. Although it is possible to create and edit CPP and CPA documents with general-purpose XML editor, it is not easy to create and edit CPP and CPA documents with a general-purpose XML editor. Moreover, the detailed procedures for CPA formation from CPPs are currently not provided in the specification. Therefore, we propose two approaches for a CPA formation in addition to easy-to-use user interface.

The Role of Internal and Network Constraints on Alliance Ambidexterity Decisions in Technology Intensive Industries

  • Previous studies on strategic alliance formation have largely overlooked the effects that organizations' routine development can have on the relationship between organizations' network position and their alliance ambidexterity strategy. This study extends ambidexterity research by adding internal and network perspectives and examining their cumulative effects on alliance ambidexterity. We first acknowledge the interplay between organizations' internal knowledge exploration/exploitation strategies and organizations' alliance ambidexterity and determine that organizations with a high level of internal knowledge breadth are more likely to make focused alliance decisions. Second, our analysis of 145 US-based information technology organizations with an active alliance behavior reveals that having well-formed routines as a result of previous collaborations strengthens the tendency of brokerage organizations to follow alliances that focus on either exploration or exploitation. Although most alliance studies have commonly argued in favor of an ambidextrous approach, this study provides critical evidence that both internal knowledge exploration/exploitation strategies and development of routines constrain organizations' alliance formation decisions, guiding them towards a more focused approach.

An Intercultural Experiment to Build Life Science Innovation in Korea

  • The establishment of Institut Pasteur Korea (IP-K) has been an intercultural experiment, which transplanted a French research organization with many foreign researchers into Korea to grow a new institution as a long-term collaboration. The Mission of the newly founded institute has been to develop more effective ways of generating value with basic life science research in the face of a world-wide Pharma crisis. The challenges have been i.) to invent new technologies and approaches in drug discovery, ii.) to convince the Korean stakeholders of their inherent value, iii.) to induce Pharma industry to adopt the new technologies and iv.) to create a context in the Korean R&D landscape where the new institute could contribute tangible benefits. If Institut Pasteur Korea has succeeded in all counts, then due to a somewhat skewed and unlikely set of cultural complementarities between Korea and France. The abstract and conceptual French approach was matched by Korean pragmatism, linearity and relentless improvement towards the defined development goal. IP-K has become an example for innovation made in Korea, which is now re-imported into Europe. As the project could arguably not have succeeded in either partner county alone, it highlights the benefits of longterm, in depth international collaborations.

Discovering Gene-Environment Interactions in the Post-Genomic Era

  • In the more than 100 genome wide association studies (GWAS) conducted in the past 5 years, more than 250 genetic loci contributing to more than 40 common diseases and traits have been identified. Whilst many genes have been linked to a trait, both their individual and combined effects are small and unable to explain earlier estimates of heritability. Given the rapid changes in disease incidence that cannot be accounted for by changes in diagnostic practises, there is need to have well characterized exposure information in addition to genomic data for the study of gene-environment interactions. The case-control and cohort study designs are most suited for studying associations between risk factors and occurrence of an outcome. However, the case control study design is subject to several biases and hence the preferred choice of the prospective cohort study design in investigating geneenvironment interactions. A major limitation of utilising the prospective cohort study design is the long duration of follow-up of participants to accumulate adequate outcome data. The GWAS paradigm is a timely reminder for traditional epidemiologists who often perform one- or few-at-a-time hypothesis-testing studies with the main hallmarks of GWAS being the agnostic approach and the massive dataset derived through large-scale international collaborations.
