Intellectural Property Rights and Innovation: Evidence from EPO Patenting Data (특허권강화는 기술혁신에 대한 유효한 인센티브인가? EPO 특허자료를 중심으로)

  • Using panel data, this paper investigates the impacts of the strengthening of intellectual property rights (IPRs) on innovative activity. The estimation results indicate the following important implications. First, IPRs alone do not play a significant role. Second, the effect of IPRs is strong and significant only when it is interacted with complementary environments for innovation. This finding suggests that IPRs play a significant role only via a specific channel of interaction such as the stage of economic development, institutional environment and trade openness. Third, the significant correlation is not identical across countries implying that some countries were positively affected while others were negatively affected. Those countries are identified as well.

Capacity Building Programs for Emerging Countries by the Korean Regional Innovation Model: Policy Analysis and Suggestions (한국형 지역혁신모델의 신흥국 전수사업 : 정책분석과 제안)

  • Recently, emerging countries have been paying attention to Korean economic development policy, trying to adopt the Korean regional innovation model. Korea is also interested in exporting its regional innovation model and enhancing economic cooperation with those countries. This paper aims to analyze the capacity-building programs of the Korean regional innovation model for emerging countries and suggests policies for it. For this purpose, the local innovators' participation patterns in the process of collaborative learning/networking/interaction are investigated with a focused group-interview method. From an analysis of the programs supported by Korean organizations, this study finds that the correlation coefficient between the training time of capacity building and the participation rate of local members' collaborative learning is very high (0.975). Since the correlation coefficient between the participation rates of collaborative learning and networking is relatively low (0.667), a policy to link local collaborative learning to networking should be provided. As the correlation coefficient between the participation rates of networking and interaction is high (0.950), networking is a key to regional innovation. This study recommends activity programs to promote networking among local innovators, rather than training and consulting programs. As introduced in the Chungnam Techno Park case, this study suggests that the capacity-building program should include programs to initiate a collaborative learning network, to create a local-demand, regional innovation model, and to operate the regional innovation platform, which should be done by local innovators in the emerging countries.

  • The social capital of an organization is recognized as the origin of the knowledge capital creation, and it becomes the mechanisms which explain the interaction of members or which accelerate the behavior of the members to attain the goal of an organization (Park, 2001; Jang et al., 2011). Lots of researches show that this causal relationship empirically exists. Social capital and knowledge capital of an organization are one of the most important competitive advantages that a company needs. They are also the main dynamic drivers of the innovation activity. This study analyzes the relationship and examines the impact and role of an organization's social capital on intellectual capital and innovation activities in an organization. In other words, the main purpose of this study is to analyze the impact of social capital on the intellectual capital and innovation activities of, in particular, China local companies. This study empirically analyzed the survey data collected from the employees of the companies located in China. Our empirical results of this study showed that social capital has significantly causal effects on intellectual capital partially and also showed the intellectual capital has significantly positive effects on the innovation activities partially.

A Comparative Analysis on the Performance Factors of CDMA and WIPI Technology Policies : Focusing on System of Innovation, Governance Structure, and Path Dependence (CDMA와 WIPI 기술정책의 성과요인 비교분석 : 혁신시스템, 거버넌스구조, 경로의존성을 중심으로)

  • This study comparatively analyzes the cases of CDMA (Code Division Multiple Access) and WIPI (Wireless Internet Platform for Interoperability) to find out the success and failure factors of technology policies in the field of mobile communication industry. For this purpose, the two cases are analyzed through a new analysis framework, which is made by combining System of Innovation with a range of variables derived from precedent studies, such as external environment, institutions, technological system, governance structure, and interactions of actors. The results of analysis show that in the CDMA case, the following factors led to success ; Korea made good use of the external opportunities in the early stage of digital communication technology and adopted a suitable governance structure for the technological system. Main actors in Innovation System had strong will for success and engaged in cooperative interaction. For the WIPI, however, the timing of technology policy was inappropriate and a unsuitable governance structure for technological system was chosen because of path dependence. The Innovation System failded to respond efficiently to the situation where conflicts among actors had intensified, US trade pressure had increased and innovative smartphones emerged. The results of this study provide the practical implications for the success of technology policy; namely it is important to choose a governance structure that suits the external environment and characteristics of technology and to activate cooperative interactions among actors in Innovation System.

  • The aim of this paper is to identify the characteristics of social economy in social farming practices, and to explore three core factors of experiment, openness and locality, which have a significant impact on the working-mechanism of social innovation. Though a few social farming practice appear nowadays in Korea, it can be witnessed social economic factors such as cooperation between networks and solidarity actors, pursuing social values in social farming. On the basis of the conceptual framework on the social economy characteristics, this study examines case analysis in order to find the possibilities as a social innovation of the social farming. Three farms perform multiple functions of care, labour integration, training in farming area, and sometimes make collaboration work with artists and local residents. Social farming can be social innovation practices in the view of the interaction of experiments, openness and locality within the context of an innovation process, networking, enhancing social capital.

Analysis on structure of National Innovation System in IT (IT분야 국가혁신시스템 네트워크 구조 분석)

  • This study was conducted with the network-related viewpoint to see the aspect of interaction among innovation factors of this country's national innovation system in information and communication sector. For this, the relations in which institutions have conducted a joint study of national R&D projects supported by the government were analyzed by the method of Social Network Analysis. As a result of the analysis, the network of national innovation system in information and communication sector of this country turned out to be "small world network." Based on the result, it was found out that innovation subjects in the sector of this country closely exchange knowledge and information. In addition, among innovation subjects in the network, the proportion of research institutions was relatively high and the proportion of enterprises was relatively low, which confirmed that the activity for technical innovation has been made under the lead of the government. Further study is required to find out what effect the network structure of national innovation system has on the success of innovation.

Comparative study of thermal gelation properties and molecular forces of actomyosin extracted from normal and pale, soft and exudative-like chicken breast meat

  • Objective: The objectives of this study were to investigate the thermal gelation properties and molecular forces of actomyosin extracted from two classes of chicken breast meat qualities (normal and pale, soft and exudative [PSE]-like) during heating process to further improve the understanding of the variations of functional properties between normal and PSE-like chicken breast meat. Methods: Actomyosin was extracted from normal and PSE-like chicken breast meat and the gel strength, water-holding capacity (WHC), protein loss, particle size and distribution, dynamic rheology and protein thermal stability were determined, then turbidity, active sulfhydryl group contents, hydrophobicity and molecular forces during thermal-induced gelling formation were comparatively studied. Results: Sodium dodecyl sulphate-polyacrylamide gel electrophoresis showed that protein profiles of actomyosin extracted from normal and PSE-like meat were not significantly different (p>0.05). Compared with normal actomyosin, PSE-like actomyosin had lower gel strength, WHC, particle size, less protein content involved in thermal gelation forming (p<0.05), and reduced onset temperature ($T_o$), thermal transition temperature ($T_d$), storage modulus (G') and loss modulus (G"). The turbidity, reactive sulfhydryl group of PSE-like actomyosin were higher when heated from $40^{\circ}C$ to $60^{\circ}C$. Further heating to $80^{\circ}C$ had lower transition from reactive sulfhydryl group into a disulfide bond and surface hydrophobicity. Molecular forces showed that hydrophobic interaction was the main force for heat-induced gel formation while both ionic and hydrogen bonds were different significantly between normal and PSE-like actomyosin (p<0.05). Conclusion: These changes in chemical groups and inter-molecular bonds affected protein-protein interaction and protein-water interaction and contributed to the inferior thermal gelation properties of PSE-like meat.

  • S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. The major countries including Japan, U.S., Finland elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. This study deal with several issues related STI governance from the post-catchup innovation and holistic innovation policy and examine arguments on governance design. And then new schemes and alternatives of 1)governance design for sustainability, 2)design of policy coordination and integration mechanism, 3)reorganization of S&T administration system will be discussed.
