The Peace Effects of Inter-Korean Trade and the Political-Economic Separation: Analysis of the Reciprocal Effects of Inter-Korean Relations and Inter-Korean Trade

  • This paper empirically examines the relationship between inter-Korean trade and inter-Korean relations over the past three decades. It asks two questions: (1) Does inter-Korean trade contribute to improved inter-Korean relations and peace on the Korean Peninsula? (2) Does improved inter-Korean relations lead to increased inter-Korean trade? The study employs a time-series causal relationship analysis methodology to answer these questions. The findings show that during the progressive government's reign, inter-Korean trade was not impacted by inter-Korean relations. This is due to the implementation of a political-economic separation policy towards North Korea. Moreover, the increase in general trade and processing on commission did enhance inter-Korean relations, reflecting the "inclusive policy" aimed at achieving peace on the Korean Peninsula through inter-Korean trade. In contrast, during the conservative government's reign, inter-Korean relations had a direct impact on inter-Korean trade, with deteriorating relations leading to a significant decrease in trade. This was due to the implementation of North Korea policies that were linked to politics and the economy.

  • This paper aims to elucidate the historical significance and issues about DPRK-Japan relations in terms of the Korean Peninsula-Japan relations. The first issue is the 'Treaty on Basic Relations between Japan and the Republic of Korea', and DPRK-Japan relations during the Cold War. The Relations Order between the Korean Peninsula and Japan, of 1965 ("65 Order), was closely linked with inter-Korean relations. The second issue is a critical re-interpretation of previous studies on the Stockholm agreement. Previous studies have focused on analyzing the question "Why did North Korea and Japan agree to Stockholm?", In other words, what was the intention of North Korea and Japan in Stockholm? This paper adds to raise the question of "How Did the Stockholm can be agreed?", to critically review the analysis performed by the previous studies. Through the analysis of this question, this paper reveals that the relationship between North Korea and Japan is on the qualitative change. And, based on this analysis, this paper argue that the South Korean government should attempt more active engagement and deploy more comprehensive approach to improve the relationship between North Korea and Japan.

  • Since July 7 mutual declaration in 1988 which is a landmark for South-North Korean relations, Inter-Korean Trade has been set out. During the period, the Inter-Korean Trade has been ups and downs depending on the Inter-Korean relations and economic situation of both countries. South Korea became one of the major three trading countries of North Korea's trading partners in 2000, when the sum of annual trade volume reached the record 425million US dollars. A rapidly increasing number of countries including North Korea are developing national policies and strategies to promote the digital economy, recognizing the potential benefits of e-business as an engine of growth and development. However, the trade structure of South-North Korea remains very simple in terms of its contents. Furthermore trade procedure many limitations especially electronic commerce in North Korea has many obstacles to working properly. The information in Inter-Korean trade cannot be shared in common. South Korean firms have suffered repeatedly trial and error and excessive competition took place among South Korean firms. Institutional inertia related to mutual trade, political and military Impacts on Inter-Korean economic relations, abnormal industrial structure of North Korea and insufficiency of SOC could be mentioned as major problems in Inter-Korean trade as well. Several measures should be taken in order to cope with those problems. First of all, South Korean government should provide valuable information to business firms about North Korean economy and business environments. It is suggested that forums related to inter-Korean trade hold in regular base between South and North Koreas and establish the system of business information sharing. Second, the government should improve various laws and regulations to respond to the realistic needs of inter-Korean trade. That is, detailed measures should be taken to guarantee investment in electronic commerce. Third, it is desirable to start with the mutual agreement between South and North Korea.

Analysis of the Behavioral Factor for Constructing Cooperative System of Local Administrators (자치단체장의 협력체제 구축을 위한 행태적 요인분석)

  • This study did not only raise the necessity of inter-governmental cooperative relations, but explored the plans to induce the more desirable cooperative relations. Accordingly, the study aimed to explore the plans to induce the desirable inter-local governmental cooperative system for festering and developing the sound local governmental system by the indexes of human cooperative capacity as policy means for establishing inter-governmental cooperative relations. The findings show that the behavioral factors of local administrators in the process of inter-local governmental cooperation are characterized by the fact that they belong to the necessary factors for inter-governmental cooperation, though different in extent. Based on this, the present study is expected to lay groundwork for the empirical studies of behavioral characteristics of local administrators in the future.

  • This paper proposes inter-level causal reasoning to implement synergistic approach. We decompose KOSPI prediction model into economy and industry level. Two kinds of intra-level QCOM are combined in inter-level QCOM via Inter-level relations. Downward reasoning is achieved by propagating the disturbance in the higher level to lower level while upward reasoning is to analyze the reverse cases.

  • Guanxi could be regarded as communities based on blood, regionalism, school ties centering on individual person. It has been used as a means of personal interests security and acquisition. What is more, it has formed a mode of socio-economic order, which is an inter-obligation relations based on mutual benefits. In practice, it is necessary to understand and accept guanxi in China, as it is a key factor to understand consumer patterns, inter-firm relations and extra-firm relations between firm and government. In this context, the main aim of the reserach is to identify the impact of guanxi on the business activities of Korean foreign direct investment firms in China by investigating their networks based on guanxi.

  • In this study, we aimed to build the basic calculation model for linkage effects of fishery industry among Korea, China and Japan. For the calculation, we reconstructed the asian international input-output table, and on the basis of the reconstructed table, we made some analyses on the inter-relations among 3 nations focusing fishery industry. As the results, some positive backward linkage offsets of the fishery industries were found among 3 nations, and especially, production inducing effect of Chinese fishery industry to Japanese supplier was remarkable.

A Study on the Inter-Korean Cooperation for Natural Disaster Damage Reduction Using Spatial Information

  • As inter-Korean relations progress, the issue of natural disasters which could directly affect the lives of the people in both Koreas, has not yet been discussed. Considering the current status of inter-Korean relations and the ongoing disaster-related damage in North Korea, it is imperative to establish a technical plan at the pan-governmental level to reduce the damage from natural disasters. The purpose of this study is to secure the Korea Peninsula against natural disasters by organizing South Korea's science and technologies related to natural disasters in order to reduce the damage, and to evaluate the applicability of said technologies. The situation of natural disasters in North Korea for 17 years has been summarized and reclassified based on eight types of natural disasters. Technologies related to natural disasters in South Korea were also investigated and reclassified. Based on the data, a priority evaluation was performed and the prioritization of technology application for each natural disaster type in North Korea was calculated through a quadrant analysis. As a result, the three major categories of high-priority technologies were classified as natural disaster monitoring with remote sensing and spatial information technology, construction of research basis and database based on geographic information system (GIS) and integrated management of complex natural disasters.

Trends in North Korea's Inland Water Fish Farming and Measures to Promote Inter-Korean Cooperation (북한 내수면 양식 동향과 남북협력 추진 방안)

  • The purpose of this paper is to confirm the trend of inland water fish farming in North Korea and to suggest a plan for inter-Korean cooperation. North Korea's inland water fish farming laid the foundation for production in the 1950s and 1960s, and production facilities were expanded until 1980. In the midst of the severe economic crisis in the 1990s, North Korea paid attention to inland water fish farming as an alternative to food production. The military took the lead in expanding the aquaculture industry and catfish farming was encouraged. In the Kim Jong-un era, North Korea's inland fish farming continues the tradition of catfish farming and promotes a policy of expanding inland cage farming. This study comprehensively reviewed recent inter-Korean relations, North Korea's food crisis and acceptability, and UN sanctions. As a result, inland water fish farming is the most promising field for inter-Korean cooperation in the field of fisheries. In the initial stage of inter-Korean cooperation in the field of inland water fish farming, humanitarian aid projects such as feed and seed support can be promoted. In the stage of expanding inter-Korean cooperation, knowledge sharing program and materials and facilities support projects can be promoted. Development cooperation and direct private investment are possible at the full-scale stage.

Assessing Agenda Setting for the South Korean Peace Initiative of Moon Jae-in

  • Former South Korean President Moon Jae-in implemented a project called the Peace Initiative, which prioritized a "peaceful and prosperous Korean Peninsula" as the core national agenda and involved using a peace-based frame instead of a unification approach to address inter-Korean relations from a different perspective. This initiative was evaluated in this study using a revised version of the pyramid model to assess the input-output-result process underlying the project and determine whether it generated results that differed from those achieved by the previous administration. To these ends, this research compared Moon's key presidential speeches with those of his predecessor, Park Geun-hye, as input, news commentaries and responses from major players as output, and the trend of perceptional and attitudinal changes in public opinion as results. Although Moon failed to accomplish significant policy effects on inter-Korean relations because of geopolitical challenges and the transfer of power to the conservative party, the analysis revealed that the input, output, and partial results of inter-Korean dialogue reflect some progress.
