A Study on Origin issues of Inter-korea trade (남북교역의 원산지문제에 관한 고찰)

  • The inter-korean trade volume has increased since 1989 and it reached 724million dollars in 2003. In a quantitative respect, it has grown 38 times last year compare to in 1989 but there are several problems in a qualitatively respect. First, take-in(import) with disguised origin raise a serious problem in the korea market. Second, products with made in DPRK will have difficulties to export in overseas markets. Last, take-out(export) of some product is also difficult because of catch-all issues etc. The purpose of this paper is raise a question in argument about inter-korea trade issues and hope to be studied by many brilliant scholars. We also need to understand about inter-korea trade issues and our special conditions which are a divided country.

A Study on the Organization and Operation of the Inter-Korean Commercial Arbitration Committee in Gaeseong Complex (개성공단에서의 남북상사중재위원회 구성.운영에 관한 연구)

  • As all aspects of international activity have kept growing in good transaction, transnational investments, joint ventures, and the licensing of intellectual property, it is inevitable for disputes to increase across national frontiers. International disputes can be settled by arbitration and ADR. In the situation presented in the paper, any dispute shall be finalized by arbitration and conciliation in the Gaeseong Industrial Complex. Inter-Korean Commercial Arbitration in the Gaeseong Industrial Complex has become the principal method of resolving disputes in trade, commerce, and investment in accordance with the "Agreement on South-North Commercial Dispute Settlement Procedures," "Agreement on Organization and Operation of Inter-Korean Commercial Arbitration Committee," and the Annexed Agreement on "Organization and Operation of Inter-Korean Commercial Arbitration Committee" (2013). But the follow-up measures of the said agreements have not been fulfilled. Some prerequisite measures of the Inter-Korean commercial arbitration must be satisfied. In order to proceed with arbitration and conciliation in the Gaeseong Industrial Complex, we need to ask the following: Does the status of an arbitrational matter? Should an agreement to arbitrate contain a choice of law clause? Should one provide for one arbitrator or three? How should the arbitrators be selected? What is the relation between party-appointed arbitrators and the presiding arbitrator (neutral arbitrator)? Do arbitrators compromise more than the litigation? Can conciliation be combined with arbitration? To execute the enactment of arbitration regulations, the contents of the Arbitration Rules of the Korean Commercial Arbitration Board (South) and the Korea International Trade Arbitration Committee (North), together with the Korean Arbitration Act and External Arbitration Act of North Korea and the UNCITRAL Model Arbitration Law and UNCITRAL l Arbitration Rules are reflected in the Rules. There are many aspects of the Inter-Korean Commercial Arbitration. It is essential to understand key elements; namely, the arbitration agreement, appointment of arbitrator, arbitral proceeding and arbitral award, and enforcement and setting aside of arbitral award. This research deals with five chapters. Chapter 1 provides the introduction. Chapter 2 deals with trade volume between South and North Korea and the kinds of dispute in Gaeseong. Chapter 3 addresses contents and follow-up measures of the agreement on the "South-North Commercial Dispute Settlement Procedures," "Agreement on Organization and Operation of Inter-Korean Commercial Arbitration Committee," and the Annexed Agreement on "Organization and Operation of Inter-Korean Commercial Arbitration Committee" (2013). Chapter 4 features the problems and tasks of the pertinent agreements. Chapter 5 gives the conclusion. Enabling parties to find an amicable solution to the dispute in the Gaeseong Industrial Complex can lead to a useful and appropriate framework either through direct negotiation or by resorting to conciliation or mediation in accordance with pertinent agreements and follow-up measures contained in the agreements.

Multiple-Period Repetitive Controller for Selective Harmonic Compensation with Three-Phase Shunt Active Power Filter

  • This paper presents a shunt active power filter (SAPF) for compensating inter-harmonics and harmonics when inter-harmonics content is evident in the grid. The principle of inter-harmonics generation in the grid was analyzed, and the inter-harmonics effect on repetitive controllers was discussed in terms of control performance. Traditional repetitive controllers are not applicable in inter-harmonic compensation. Moreover, the effect of an ideal controller on harmonics signals was analyzed on the basis of the internal model principle. The repetitive controller was improved in the form of a basis function according to theoretical analysis. The finite-dimensional repetitive controller, which is also called the multiple-period repetitive controller, was designed for the control of multiple periodic signals. A selective harmonic compensation system was developed with SAPF. This system can be used to compensate harmonics and inter-harmonics in the grid. Finally, system control performance was verified by simulation and experimental results.

The Relationships of Adult Children's Caregiving Burden and Inter-generational Solidarity with Marital Satisfaction (부부의 노부모 부양부담 및 세대간 결속과 결혼만족도에 관한 연구)

  • The purpose of this study was to investigate the relationships of adult children's caregiving burden and inter-generational solidarity with marital satisfaction. Self-administered questionnaire method was performed to collect data from 259 couples who lived in Chollabuk-Do province I'he major results of this research were as follows: First, there were significant differences in caregiving burden, inter-generational solidarity, and marital satisfaction between husbands and wives. That is, the level of caregiving burden was found to be lower for husbands than for wives, while the degrees of marital satisfaction and inter-generational solidarity were higher for husbands than for wives. The levels of caregiving burden and inter-generational solidarity were also found to be different according to parents financial capacity and social activities. Second, Both husbands' and wives' marital satisfaction were positively correlated with inter-generational solidarity and negatively with caregiving burden. Finally, results of multiple regression analyses showed that husbands' marital satisfaction was negatively influenced by strain and positively by affectional solidarity after controlling the effect of age, educational level, and parents' social activities. Wives' marital satisfaction was negatively affected by strain resulting from caregiving burden, indicating that the higher the strain, the lower the degree of wives marital satisfaction.

Performance improvement in bottom-contact pentacene organic thin-film transistors by the PMMA layer insertion

  • For the bottom-contact pentacene organic thin-film transistors (OTFTs), the insertion of a thin PMMA layer $(20{\AA})$ between the pentacene and the electrode improves the electrical performances, such as carrier mobility and on-current magnitude, about 4 times larger than those of the devices without the PMMA. The performance enhancement is presumably due to the decreased contact resistance between metal and pentacene by inserting the thin PMMA layer.

  • A silicon based OELD driving circuit that has a new type of column driving method is proposed to reduce the driving circuit area. In comparison with the conventional method, latches in each column are removed and one DAC (digital-to-analog converter) drives several column lines. To make the DAC operate during a specific period for the low power consumption, a simple DESG (DAC Enable Signal Generator) circuit was devised and confirmed by the simulation.

Block-Time of Arrival/Leaving Estimation to Enhance Local Spectrum Sensing under the Practical Traffic of Primary User

  • With a long sensing period, the inter-frame spectrum sensing in IEEE 802.22 standard is vulnerable to the effect of the traffic of the primary user (PU). In this article, we address the two degrading factors that affect the inter-frame sensing performance with respect to the random arrival/leaving of the PU traffic. They are the noise-only samples under the random arrival traffic, and the PU-signal-contained samples under the random leaving traffic. We propose the model in which the intra-frame sensing cooperates with the inter-frame one, and the inter-frame sensing uses the time-of-arrival (ToA), and time-of-leave (ToL) detectors to reduce the two degrading factors in the inter-frame sensing time. These ToA and ToL detectors are used to search for the sample which contains either the ToA or ToL of the PU traffic, respectively, which allows the partial cancelation of the unnecessary samples. At the final stage, the remaining samples are input into a primary user detector, which is based on the energy detection scheme, to determine the status of PU traffic in the inter-frame sensing time. The analysis and the simulation results show that the proposed scheme enhances the spectrum-sensing performance compared to the conventional counter-part.

The Effects of SW Development Project with Social Collaboration tool on Inter-relationship Change of Women's University Students (소셜협업도구를 활용한 소프트웨어 개발 프로젝트가 여대생의 대인관계변화에 미치는 영향)

  • This paper deals with inter-relationship change of women's university students on the process of SW development project using social collaboration tool. Inter-relationship is one of the basic vocational competency in NCS(National Competency Standards) of Korea. We redesigned the curriculum of "Software Engineering" subject for this study and composed the project teams of students to develop software. The details of inter-relationship are satisfaction, communication, faith, friendliness, sensitivity, openness and consideration. From the result of this study, faith, openness and consideration have positive effect but satisfaction, communication, friendliness and sensitivity have no meaningful effect. The surveys were conducted in the beginning of semester and the same surveys were conducted again in the end of semester. The results were verified by paired t-test with SPSS 18.0. It is significant that the using of social collaboration tool for team project has positive effect on inter-relationship change, especially faith of women's university students. This study has some limitations for generalization but has meaning as new trial to enlarge the basic vocational competency of students in major subject, "Software Engineering". We expect new study for inter-relationship change of students to evaluate generality based on the proposed method in this paper.

Analytical Study on Inter-Cell Handover via Non-Concentric Circles in Wireless Heterogeneous Small Cell Networks

  • In this paper, we propose a novel inter-cell handover approach from a new perspective in dense Heterogeneous and Small Cell Networks (HetSNets). We first devise a cell selection mechanism to choose a proper candidate small cell for the UEs that tend to implement inter-small cell handover (ICH). By exploiting the property of a typical non-concentric circle, i.e., circle of Apollonius, we then propose a novel analytical method for modeling inter-cell handover regions and present mathematical derivation to prove that the inter-small cell handover issues fit the property of the circle of Apollonius. We design an inter-cell handover algorithm (ICHA) by means of our proposed handover model to dynamically configure hysteresis margin and properly implement handover decision in terms of UE's mobility. Simulation results demonstrate that the proposed ICHA yields lower call drop rate and radio link failure rate than the conventional methods and hence achieve high Handover Performance Indicator (HPI).

Inter-Annual and Intra-Annual Variabilities of NDVI, LAI and Ts Estimated by AVHRR in Korea

  • This study analyzes time variability of the normalized difference vegetation index (NDVI), the leaf area index (LAI) and surface temperature (Ts) estimated from AVHRR data collected from across the Korean peninsula from 1981 to 1994. In the present study, LAI defined as vegetation density, as a function of NDVI applied for the vegetation types and Ts defined by the split-window formulation of Becker and Li (1990) with emissivity of a function of NDVI, are used. Results of the inter-annual, intra-annual and intra-seasonal variabilities in Korea show: (1) Inter-annual variability of NDVI is generally larger in the southem and eastern parts of the peninsula than in the western part. This large variability results from the significant mean variation. (2) Inter-annual variability of Ts is larger in the areas of smaller NDVI. This result shows that the NDVI play a small role in emissivity. (3) Inter-annual variability of LAI is larger in the regions of higher elevation and urban areas. Changes in LAI are unlikely to be associated with NDVI changes. (4) Changes in NDVI and Ts are likely dominant in July and are relatively small in spring and fall. (5) Urban effect would be obvious on the time-varying properties of NDVI and Ts in Seoul and the northern part of Taejon, where NDVI decreases and Ts increases with a significant magnitude.
