퇴원손상환자조사를 이용한 지역간 운수사고 양상 비교 (Inter-regional Transport Accident Mode Comparison Using National Hospital Discharge Patients Injury Survey)

  • 이 연구의 목적은 질병관리본부의 퇴원손상환자조사 자료를 이용하여 경제적 수준이 낮은 지역이 그렇지 않은 지역에 비해 다른 운수사고 양상을 보이는지를 규명하는 것이었다. 지역의 경제적 수준은 재정자립도를 지표로 삼아 5개로 구분하였다. 이 연구의 주요 결과는 다음과 같다. 첫째, 운수사고는 25-44세 그룹까지 증가하다가 그 이후에는 감소하는 양상을 보였다. 둘째, 운수사고의 유형은 승용차의 빈도가 가장 높았고 길 또는 간선도로에서 가장 많은 사고가 발생하였다. 셋째, 지역에 따라 운수사고 유형에 차이가 있었다. 넷째, 응급 입원율은 지역에 따라 차이를 보였으나, 소득수준에 따른 차이는 없었다. 마지막으로 소득수준이 낮은 지역은 골절, 자상, 개방성 상처와 같이 심각한 손상이 주로 발생하고 소득수준이 높은 지역은 염좌, 긴장, 탈구와 같이 상대적으로 덜 심각한 손상이 주로 발생하는 등 손상 양상의 지역간 차이가 발생하고 있었으며 이러한 지역간 차이는 통계적으로 유의하였다(p<0.05). 따라서, 지역간 소득 수준에 따라 운수사고 양상이 차이가 발생하고 있으므로 정부 및 지방자치단체는 이를 고려한 차별화된 운수사고 예방전략을 수립해야 할 것이다.

물환경분야 남북한 협력방안 (Cooperation plan between South-North Korea in the water environment sector)

  • With growing expectations for economic cooperation between the two Koreas, there is much interest in participating in the construction of infrastructure in North Korea. In particular, water and sewage infrastructure is the four major social infrastructures in addition to housing, transportation, electricity and telecommunications. North Korea is known to have severe water pollution and ecosystem destruction in major rivers, water pollution and soil pollution in mining areas are serious, and water and sewage infrastructures in cities other than Pyongyang are known to be weak. Preemptive investment in water supply and drainage in North Korea is the foundation for securing the quality of life of the North Korean and is the foundation of public health and industry. It is a leading investment to reduce the cost of unification and is a new growth engine for the water reloded industry. In this study, we proposed a plan to exchange and cooperate in water environment for building water infrastructure of North Korea by examining the data related to water quality, water resources, water disaster, related legal system and human resources exchange situations in North Korea.

중국 해협양안 중재센터(海峽兩岸仲裁中心) 중재규칙의 특징과 남북상사중재위원회 중재규칙 제정의 시사점 (Features of Arbitration Rules of Chine se Arbitration Center Across the Straits and Implications of the Establishment of Arbitration Rules of South-North Commercial Arbitration Commission)

  • As the disputes in the investment and civil/commercial sectors of China and Taiwan have increased due to active cross-strait economic exchanges, the Chinese government is addressing cross-strait disputes through various dispute resolution methods. In recent years, the Arbitration Center Across the Straits (ACAS) has been established to resolve disputes between cross-strait parties, while ACAS Arbitration Rules have been enacted and enforced. ACAS Arbitration Rules are prepared by referring to the Arbitration Act of China and Taiwan, the relevant provisions and practices of the China International Economic and Trade Arbitration Commission (CIETAC) Arbitration Rules and the cross-strait practical affairs of the China International Economic and Trade Arbitration Commission, and the cross-strait practical affairs giving consideration to the specificity of the cross-strait relationship and the characteristics of economic and trade disputes. Therefore, this paper has compared the features and main contents of the ACAS Arbitration Rules with those of the CIETAC Arbitration Rules. This refers to arbitration proceedings such as form and effect of arbitration agreement, decision of place of arbitration, and organization of arbitral tribunal; the provision of consolidation of multiple contracts and arbitration, and the provision of joinder of arbitration parties, which are implementing the "principle of party autonomy" with streamlining arbitration proceedings and reducing costs; "common, simple, and small sum arbitration proceedings which require shorter arbitration proceedings depending on the size of the arbitration object; and regulations on the "interconnection of mediation and conciliation" which is characteristic of China's arbitration system. Based on the above-mentioned main contents of the ACAS Arbitration Rules in China, there are some implications to be considered in the establishment of the Arbitration Rules of the South-North Commercial Arbitration Commission which will be applied to solve commercial and investment disputes arising from the Inter-Korean Economic Cooperation process, suggesting implications such as the need for the rapid composition and operation of the South-North Commercial Arbitration Commission, requirements for selecting arbitrators, expansion of the object of arbitration, specification of concreteness in deciding the place of arbitration, need to create a variety of arbitration proceedings, and application plan of the International Center for Settlement of Investment Dispute (ICSID) or Third Power Arbitration Agency.

Analyzing the Business and Environmental Implications of Agricultural Policy Changes in North Korea

  • The agricultural policy of Kim Jong-un's regime inherits the economic reform policy of the Kim Jong-Il period, which expands the autonomy of production and allows the market to dispose of products. The formation of markets represents an important factor in the business environment, as it indicates the establishment of fundamental conditions for management. However, major crops are still mainly managed by the state, and the government implements agricultural policies, such as emphasizing "Juche Farming." This study analyzed the impact of transition economic policies during the Kim Jong-un period on agricultural production using variability. Production variabilities increased for minor grain crops compared to previous years, but those of major grain (rice and maize) and horticultural crops did not change significantly. Even the production quantity of horticultural crops decreased, which is different from previous predicts that the expansion of the North Korean market would increase the consumption power of North Koreans and promote horticultural crop production. This study underscores the imperative for North Korea to develop policies aimed at stabilizing crop yields in the face of production variability. It proposes the establishment of an agricultural early warning system as a feasible solution to enhance agricultural infrastructure and promote inter-Korean cooperation.

국제협력을 통한 원자력 민감기술 확보방안에 관한 연구 (A Study on the Acquirement of the Sensitive Nuclear Technology Through International Cooperation)

  • The objective of this study is to propose how to acquire through international cooperation the sensitive nuclear technology, so called reprocessing technology. In spite of the need to reuse spent fuel, the transfer of the sensitive technology has been tightly controlled by the nuclear advanced countries due to the fear of nuclear proliferation and, in fact, it would be impossible to secure it by the economic means. In this regard, as a means of acquiring the sensitive nuclear technology, this study proposes the following; 1) President's declaration concerning the peaceful uses of nuclear energy, 2) the establishment and maintenance of national basis through inter-ministerial cooperation, 3) as a confidence building measure, the efforts to strengthen our role in the international nuclear community, and 4) the establishment of the synthetic feedback system to efficiently coordinate. In line with those stated above, this study suggests that it be necessary to invest consistently for developing new technologies and cultivating human resources. Furthermore, this study proposes the necessity to resolve the problems lying ahead by the national consensus achieved through the discussions among the public concerning the sensitive nuclear technology.

Proposal of Human and Technical Support for the Establishment of Spatial Information in Preparation for the Unification of South and North Korea

  • This study considered measures to support the establishment of surveying and spatial information in preparation for the unification of South and North Korea and the subsequent construction of national infrastructure. The organization identified and analyzed spatial information about North Korea, road and railway-oriented SOC construction projects, and examined the applicability of the latest technologies to narrow the technical gap with North Korea and quickly establish land spatial information. To prepare a support process appropriate for the situation in North Korea, technical and human support details and considerations were reviewed through a case analysis of spatial information construction for developing countries. In addition, the main result was "Presenting Efficient Utilization of Human Resources and Equipment for the Establishment of Spatial Information in North Korea," establishing an efficient utilization plan for the human resources and equipment needed in the support process based on technology support. It is expected that the South Korean government will minimize the negative impact on future land infrastructure construction by first conducting research in inter-Korean economic cooperation and national infrastructure construction and establishment of spatial information construction plans.

북한 섬유 및 의류산업 경쟁력 분석 (Competitiveness of the Clothing and Textile Industry in North Korea)

  • This study investigates the competitiveness of the clothing and textile industry in North Korea, compare to those of China, Hong Kong, India, Indonesia, Japan, South Korea, Thailand, and Vietnam from 1993 to 2010; in addition, it explores the potential cooperation between South Korea and North Korea. First, a revealed comparative advantage (RCA) was used to investigate the competitive performance of clothing and textile industry in North Korea. The results reveal that North Korea and Viet Nam had superior comparative advantages from 1993 to 2010. Second, in order to investigate the factors that affect the competitive performance, depth interviews based on Porter's Diamond of Competitive Advantage were designed and completed by government officers and practitioners working in the clothing and textile industry field. The results show that cheap labor, the stable demand of South Korea and China for basic products, lack of supporting and related industries, and organizational power highly influence the competitive performance of clothing and textile in North Korea. This result provides insight into the potential and limitations of the clothing and textile business. In addition, this study provides a better understanding of the effects of inter-Korean economic cooperation in socialist states.

5.24 대북조치와 향후 대북정책 과제 (May 24 Measures and Future North Korea Policy)

  • In south Korea, the so-called 'conservative-liberal' rivalry over the assessment of the government's North Korean policies is seen to be impeding the road to right policy choices. For example, the liberals accused former President Lee Myung-bak's hardline policy of provoking Pyongyang and leading to a deterioration of inter-Korean relations, while the conservatives appreciated it for helping nurture mutually beneficial inter-Korean relations in the longer term by compelling North Korea to observe international norms. However, such debate over the vices and virtues of Seoul's North Korea policies is hardly meaningful as the measuring sticks used by the liberals and the conservatives are entirely different matters. The two major goals South Korea must pursue with its North Korean policies should be 'peaceful management of division' and 'change in North Korea'. The former is related to maintaining stability within South Korea and promoting co-prosperity with North Korea. For this, the nation needs to engage, encompass and assist the Pyongyang regime. The second goal is also necessary since South Korea, as a divided nation, must seek a unified Korea under the system of democracy and market economies by bringing change in North Korea. For this, South Korea needs powerful leverages with which it can persuade and coerce the North. This means that the nation is destined to simultaneously chase the above-mentioned two goals, while also both recognizing and negating the legitimacy of the North Korean regime. This situation necessitates Seoul to apply flexibility in reconciling with Pyongyang while applying firm principles to sever the vicious circle involving the North's military provocations. The May 25 Measures, which banned trade and economic cooperation with the North except those related to humanitarian assistance, were taken as sanctions against Pyongyang for sinking the South Korean corvette Chonan in March 2010. The Measures were taken by the Seoul government immediately after a multinational investigation team discovered evidence confirming that the South Korean naval ship had been torpedoed by a midget North Korean submarine. Naturally, the May 24 Measures have since then become a major stumbling block in inter-Korean exchange, prompting opposition politicians and concerned entrepreneurs to demand Seoul to unilaterally lift the Measures. Given the significant damages the Measures have inflicted on inter-Korean economic relations, removing them remains as homework for both Koreas. However, the Measures pertains to the 'principles on national security' the Seoul government must adhere to under all circumstances. This is why North Korea's apology and promises not to repeat similar provocations must come first. For now, South Korea has no alternative but to let North Korea solve the problems it has created. South Korea's role is to help the North do so.

동해북부선 철도의 경제적 효과 (Economic Analysis of the Donghae-Bukppuseon Railway)

  • This study analyzes the Domestic Economic Ripple Effect (DERE) of the Donghae-Bukpuseon Railway (DBR). Input-Output Analysis and Scenario Analysis are employed. First, the future demand is approximately 6.86 billion people, 1.4 billion tons of logistics, and future forecast production is 1.2 trillion won for passengers, and 0.15 trillion won for logistics. Second, the production inducement (PI) coefficient of the railway industry is 2.080, the value-added inducement (VAI) coefficient is 0.680, the import inducement (II) coefficient is 0.32 and the employment inducement (EI) coefficient is 6.45. Third, for the DERE, PI is 2.846 trillion won, VAI is 0.939 trillion won, II is 0.446 trillion won, and EI is 8,737 people/1 billion won. Fourth, PI is approximately 2.8 trillion won, and the payback period is 35 years. Scenario 1 (a 50% increase in the demand for tourism) takes approximately 27 years, Scenario 2 (an 100% increase), 20 years, and Scenario3 (an 150% increase), 16 years. The successful way of the DBR is to enlarge the linkage effect of trans-railways for which international cooperation and agreements are needed. Also, even if the DBR is isolated due to worsening inter-Korea relations, the development of tourism resources is important for public investment feasibility.

벤처기업집적시설의 현황과 문제점 및 개선방안에 관한 연구 서울시 관악구 벤처타운 사례를 중심으로 (Review and Prospects on Venture Firm Accumulation Center: The Case of Kwan-Ak Venture Town)

  • 이 글에서는 관악구에 소재한 벤처집적시설물 사례로 현재 각 지방자치단체에서 추진하고 있는 벤처집적시설 지원정책의 현황과 문제점 및 개선방안을 살펴보았다. 조사결과 관악구 벤처집적시설에 입지한 업체들 대부분이 1997년 이후 설립된 신생업체들로 주로 소프트웨어개발을 담당하는 10명 이하의 소기업인 것으로 나타났다. 조사대상업체들의 연구개발형태와 혁신성 정도를 살펴보면 신제품개발이나 기존제품개량과 같은 기술혁신분야는 상당히 앞서있는 반면, 기업간 공동연구와 같은 분야는 매우 취약한 것으로 나타났다. 한편 연구개발에 필요한 정보나 아이디어의 출처를 살펴보면 기업내부와 대학연구기관 혹은 기업지원기관을 선택한 비율이 상대적으로 높은 것으로 나타났다. 이밖에 기업활동은 지역연계를 살펴보면 생산과 연구개발은 관악구에 대한 의존도가 상대적으로 큰 발전, 판매 및 정보서비스 비중은 서울시에 대한 의존도가 큰 것으로 나타났다. 업체간 소속감을 묻는 질문에는 동일한 건물에 입주하고 있는 업체들끼리 동질감을 느끼고 애로사항 등을 공감하고는 있지만 아직까지 구체적으로 모임을 결성하거나 인력을 공유하는 등의 적극적인 유대관계는 만들어가지 못하는 것으로 나타났다. 조사결과를 통해 알 수 있는 사실은 향후 벤처집적시설에 대한 지원이 단순히 입지 지원에 그치는 것이 아니라 유${\cdot}$무형의 시스템 창출을 통해 지역경제의 성장에 기여할 수 있도록 해야 한다는 것이다.
