Public Opinions on Inter-Korean Economic Cooperation: A Survey Analysis

  • This research attempts to provide an in-depth analysis of the public perceptions of inter-Korean economic cooperation. KDI survey data with a sample size of 1,000 were subjected to empirical analyses. By means of ordered logit estimations, we derive the following results. First, there is a significant effect of age on economic cooperation perceptions, where younger generations tend to be more negative. Second, the group who has positive view on the economic cooperation tends to prefer large-scale, domestic-entity-funded cooperation projects, whereas the group who has negative view tends to prefer small-scale projects and projects funded by international organizations. According to these results, prioritizing trade with the involvement of international organizations is likely to be an effective measure to alleviate potential political constraints and to achieve sustainable long-run economic cooperation systems when pursuing the economic cooperation.

Trends in North Korea's Inland Water Fish Farming and Measures to Promote Inter-Korean Cooperation (북한 내수면 양식 동향과 남북협력 추진 방안)

  • The purpose of this paper is to confirm the trend of inland water fish farming in North Korea and to suggest a plan for inter-Korean cooperation. North Korea's inland water fish farming laid the foundation for production in the 1950s and 1960s, and production facilities were expanded until 1980. In the midst of the severe economic crisis in the 1990s, North Korea paid attention to inland water fish farming as an alternative to food production. The military took the lead in expanding the aquaculture industry and catfish farming was encouraged. In the Kim Jong-un era, North Korea's inland fish farming continues the tradition of catfish farming and promotes a policy of expanding inland cage farming. This study comprehensively reviewed recent inter-Korean relations, North Korea's food crisis and acceptability, and UN sanctions. As a result, inland water fish farming is the most promising field for inter-Korean cooperation in the field of fisheries. In the initial stage of inter-Korean cooperation in the field of inland water fish farming, humanitarian aid projects such as feed and seed support can be promoted. In the stage of expanding inter-Korean cooperation, knowledge sharing program and materials and facilities support projects can be promoted. Development cooperation and direct private investment are possible at the full-scale stage.

  • There is no disagreement that the construction sector will play an important role in inter-Korean economic development cooperation. However, very few studies have been made at North Korea's construction technology. North Korea shows a lot of differences from South Korea, from the quality standards of building materials to construction technology. It is clear that these differences will be a stumbling block to the promotion of construction projects in the inter-Korean cooperation stage. Therefore, the start of inter-Korean economic development cooperation should be preceded by work to clearly recognize each other's differences and lay the foundation for integration or compatibility. The purpose of this study is to compare the construction technology of rebar concrete construction. We compared the differences with Korea's construction method based on the construction books recently published in North Korea, and derived the characteristics of North and South Korea for each detailed process of reinforced concrete construction.

  • Inter-Korean Economic Cooperation needs to a different strategy for developing synergy effects, suggesting they should be selected for role to the unification Korea. In the this paper, Three policy-strategies is suggested as follows. Firstly, Economic Cooperation Driving Committee of Inter-Korean Digital Cultural Content is necessary the recovering of cultual consubstantiality and the operating of business partnership in the divided peninsular. Secondly, To cultural contents cooperation between South-North Korea. the exchange of learning and information must be activated constantly. as the cultural contents is creative industrial, it needs for imagination and creative of human and understanding of a fine arts, a traditional arts. Thirdly, A policy and system is inevitable to construction of Inter Korean Cooperation Digital Contents. South-North Korea, including a North Korea having a excellent cultural heritage, must jointly recovery for cultural contents. Under social-economic system, a consumers of digital contents pay to the format creator many royalty. Therefore, We must prepare to roll out a series of new creative contents, and have competitive advantages in the global market.

The Effect of Inter Korean Agriculture Trade on Trade Structure in Northeast Asia (남북 농업부문 교역이 동북아(한·중·일)의 교역구조에 미치는 영향 분석)

  • Until now, research on inter-Korean economic cooperation and economic integration has been limited to the areas of the two Koreas. However, Korea is connected with many countries in Asia through the global value chain. Thus, if inter-Korean trade deepens, it may affect the trade structure of neighboring countries. In order to establish a specific inter-Korean economic integration policy when North Korea becomes a normal state in the future, an analysis that reflects the trade structure including Northeast Asia must be preceded. Therefore, in this paper, the impact of inter-Korean trade on Korea, China and Japan was analyzed using the international input and output table containing actual trade data. The scope of analysis was limited to agriculture, reflecting North Korea's demand for economic cooperation. The results show that trade in the agricultural sector between the two Koreas did not have a significant effect of production and value added. but when China and Japan participate in trade with North Korea, the production effect was calculated to be as high as 4 million dollars in Korea and up to 10 million dollars in Japan. And China showed up to 520 million dollars. In addition, the value-added effect was calculated up to $1 million in Korea, up to $4 million in Japan, and up to $250 million in China.

  • This paper explores the hub-and-spoke system as the structure of the global economic network that presents obstacles for international cooperation. With its exclusive jurisdiction and control over the hub, a powerful state can employ coercive economic measures to compel and deter unwanted behavior of rogue states and even its allies. Against this backdrop, this study analyzes the cases of the US blocking access to its market by Chinese Huawei as well as the case of Japan in restricting trade for highly advanced goods to South Korea. This analysis reveals that both measures are forms of secondary boycotts, which affect not only the entities within their jurisdiction but also others located in third countries. In addition, this paper extends its findings to free trade agreements and offers implications on the outward processing scheme for the Gaeseong Industrial Complex in the KORUS FTA and the Korea-China FTA. These events result in a gray-risk for South Korea, a country that aims to resolve North Korea's denuclearization and inter-Korean economic cooperation.

A Study on Intra-Regional Cooperation in Trade and Investment : The Case between Incheon, Korea, and Three Provinces in Northeastern China (인천과 중국 동북 3성 지역 간 교역 및 투자 협력에 관한 연구)

  • This study was conducted in order to develop inter-local cooperation strategies between the City of Incheon, in Korea, and three provinces in northeastern China. We begin with a description of the history of and prospects for trade between Korea and China, an explanation of the current economic status of Incheon, statistics on the economy, trade and investment trends in the region, and information on the ports of the three Chinese provinces. The following strategies are suggested for inter-local cooperation based on the current circumstances. First, cooperative industrial strategies and economic investment for promoting the mutual concerns and interests of China and Korea were developed. Second, a practical way of utilizing the Incheon Industrial Park located in Dandong, China, was devised to stimulate industrial and investment cooperation. Third, a method of building a network among major ports in Korea and other Northeast Asian port cities was developed. Fourth, an international logistics transportation system that makes connection between sea, land and air easier through logistics standardization was suggested in preparation fur the changing environment of logistics brought about by the opening of the new Incheon International Airport. Fifth, methods of Improving port facilities are suggested. And, finally, the role and necessity of the Incheon City Interchange Center in executing inter-local cooperation strategies is described.

A Study on the Effectiveness of Investment Protection in North Korea (대북 투자보호의 실효성 제고 방안에 대한 고찰)

  • The investment agreement prepared at the beginning of inter-Korean economic cooperation in 2000 can be evaluated as very ineffective as a product of mutual political and diplomatic compromise rather than an effective protection for our investment assets. South Korean companies suffered a lot of losses due to the freezing of assets in the Geumgang mountain district and the closure of the Kaeseung Industrial Complex, but they did not receive practical damage relief due to institutional vulnerabilities. Currently, North Korea is under international economic sanctions of the UN Security Council, so it is true that the resumption of inter-Korean economic cooperation is far away, but North Korea's human resources and geographical location are still attractive investment destinations for us. Therefore, if strained relations between the two Koreas recover in the future and international economic sanctions on North Korea are eased, Korean companies' investment in North Korea will resume. However, the previous inter-Korean investment agreement system was a fictional systemthat was ineffective. Therefore, if these safety devices are not reorganized when economic cooperation resumes, unfair damage to Korean companies will be repeated again. The core of the improved investment guarantee system is not a bilateral system between the two Koreas, but the establishment of a multilateral system through North Korea's inclusion in the international economy. Specifically, it includes encouraging North Korea to join international agreements for the execution of arbitration decisions, securing subrogation rights through membership of international insurance groups such as MIGA, creating matching funds by international financial organizations. Through this new approach, it will be possible to improve the safety of Korean companies' investment in North Korea, and ultimately, it will be necessary to lay the foundation for mutual development through economic cooperation between the two Koreas.

A Study on the Model of Inter-Korean Economic Integration Based on Industrial Cooperation (산업협력 기반 한반도경제정책의 구상)

  • This study provides a model of inter-Korean economic cooperation suggesting that economic cooperation should be centered on industrial cooperation. As an independent economic zone, the two Koreas will go through a gradual and functional process of cooperation. Also, economic convergence through 'openness and integration' of both markets is a pre-requisite of successful economic integration on the Korean peninsula. This success of the process requires industrialization of North Korea. This study suggests a model of 'the Corea Industrial Development Community on the Korean Peninsula. It aims to support industrialization of the North Korean economy as well as promotion of South Korea's SME competitiveness. It would help meet the demand for improvement of living conditions of North Korean people. Main policy measures includes: 1) co-effort to develop North Korea's provincial industrial zones, 2) upgrading North Korea's 'Jangmadang' into a highly efficient distribution market. Finally, through the construction of the Joint Industrial Development Zone, it is necessary to create a production sharing module for both Korea's industries.

  • For the last 10 years, there were also a lot of exchanges and cooperations between North and South Korea's local governments. Dealing with these exchanges more systematically, local governments had issued many regulations. But in the law level, the current laws regulating exchanges and cooperations between North and South Korea lacked care in the role of local governments in the course of Korea reunification. Therefore, it is necessary to redesign the legal system to support and promote the role of local governments in unification affairs. The purpose of this study is to seek answers to a question how the Inter-Korea forest cooperation project effect on regional economy compared with other forest sectors. Results of this study proved that Inter-Korea forest cooperation project effects on regional economy positively as 'plus investment', not negatively. Forest cooperation project will be resolve Inter-Korea conflicts more peacefully. So government should be supported continuously in the long run in order to raise the performance.
