  • The national defense electronic procurement system is an information system supporting DAPA, services (Army, Navy and Air Force), and the procurement companies in the electronic bidding. It has contributed greatly to improving the efficiency of the national defense electronic procurement process by providing various information services based on inter-operation among the related parties. However the national defense electronic procurement system is expected to be upgraded to the next version in accord with rapidly evolving infrastructure based on high technology and increasing various communication channels. This paper investigates the satisfaction level of the system users and proposes directions for the next-generation procurement portal.

3D-Distortion Based Rate Distortion Optimization for Video-Based Point Cloud Compression

  • The state-of-the-art video-based point cloud compression(V-PCC) has a high efficiency of compressing 3D point cloud by projecting points onto 2D images. These images are then padded and compressed by High-Efficiency Video Coding(HEVC). Pixels in padded 2D images are classified into three groups including origin pixels, padded pixels and unoccupied pixels. Origin pixels are generated from projection of 3D point cloud. Padded pixels and unoccupied pixels are generated by copying values from origin pixels during image padding. For padded pixels, they are reconstructed to 3D space during geometry reconstruction as well as origin pixels. For unoccupied pixels, they are not reconstructed. The rate distortion optimization(RDO) used in HEVC is mainly aimed at keeping the balance between video distortion and video bitrates. However, traditional RDO is unreliable for padded pixels and unoccupied pixels, which leads to significant waste of bits in geometry reconstruction. In this paper, we propose a new RDO scheme which takes 3D-Distortion into account instead of traditional video distortion for padded pixels and unoccupied pixels. Firstly, these pixels are classified based on the occupancy map. Secondly, different strategies are applied to these pixels to calculate their 3D-Distortions. Finally, the obtained 3D-Distortions replace the sum square error(SSE) during the full RDO process in intra prediction and inter prediction. The proposed method is applied to geometry frames. Experimental results show that the proposed algorithm achieves an average of 31.41% and 6.14% bitrate saving for D1 metric in Random Access setting and All Intra setting on geometry videos compared with V-PCC anchor.

  • The Union of Kansai Governments of Japan is regarded as a bench marking for the successful cooperation, alliance, and cooperation of neighboring local governments. The Union of Kansai Governments was a realization several active plan of the Kansai Economic Federation. The purpose of this study is to examine the roles of the Kansai Economic Federation in the process for establishment of the Union of Kansai Governments, searching for theoretical implications for the inter-municipal cooperation of Gwangyand Bay in South Korea. In particular, this study review the activities and roles of the Kansai Economic Federation in relation with the establishment of a number of promotional organizations and governance systems. We played special attention to the three important factors carried out by the Kansai Economic Federation, that is, the contineous activities, the accumulated research results, and establishment of various promotion organizations and effective governance systems. We suggest, in conclusion, that these three factors would also have very important policy implications for the discussion of inter-municipal cooperation among three cities, Yeosu, Suncheon, and Gwangyang.

The Study for Performance Analysis of Software Reliability Model using Fault Detection Rate based on Logarithmic and Exponential Type (로그 및 지수형 결함 발생률에 따른 소프트웨어 신뢰성 모형에 관한 신뢰도 성능분석 연구)

  • Software reliability in the software development process is an important issue. Infinite failure NHPP software reliability models presented in the literature exhibit either constant, monotonic increasing or monotonic decreasing failure occurrence rates per fault. In this paper, reliability software cost model considering logarithmic and exponential fault detection rate based on observations from the process of software product testing was studied. Adding new fault probability using the Goel-Okumoto model that is widely used in the field of reliability problems presented. When correcting or modifying the software, finite failure non-homogeneous Poisson process model. For analysis of software reliability model considering the time-dependent fault detection rate, the parameters estimation using maximum likelihood estimation of inter-failure time data was made. The logarithmic and exponential fault detection model is also efficient in terms of reliability because it (the coefficient of determination is 80% or more) in the field of the conventional model can be used as an alternative could be confirmed. From this paper, the software developers have to consider life distribution by prior knowledge of the software to identify failure modes which can be able to help.

An Approach for the NHPP Software Reliability Model Using Erlang Distribution (어랑 분포를 이용한 NHPP 소프트웨어 신뢰성장 모형에 관한 연구)

  • The finite failure NHPP models proposed in the literature exhibit either constant, monotonic increasing or monotonic decreasing failure occurrence rates per fault. In this paper, we propose the Erlang reliability model, which can capture the increasing nature of the failure occurrence rate per fault. Equations to estimate the parameters of the Erlang finite failure NHPP model based on failure data collected in the form of inter-failure times are developed. For the sake of proposing shape parameter of the Erlang distribution, we used to the goodness-of-fit test of distribution. Data set, where the underlying failure process could not be adequately described by the existing models, which motivated the development of the Erlang model. Analysis of the failure data set which led us to the Erlang model, using arithmetic and Laplace trend tests, goodness-of-fit test, bias tests is presented.

  • This paper creates a standard node for acquiring sensor data from various industrial sensors (IoT/non-IoT) for the establishment of Smart Factory Digital Twin, and provides inter-compatible data by linking zones by group/process to secure data stability and to ensure the digital twin (Digital Twin) of Smart Factory. The process of the Zone Master platform contains interface specifications to define sensor objects and how sensor interactions between independent systems are performed and carries out individual policies for unique data exchange rules. The interface for execution control of the Zone Master Platform processor provides system management, declaration management for public-subscribe, object management for registering and communicating status information of sensor objects, ownership management for property ownership sharing, time management for data synchronization, and data distribution management for Route information on data exchange.

  • In this paper, domestic standard revision plan of dynamic frequency method which is used both in unmanned automatic toll collection system and manned collection system of the express highway is presented. For such ETCS, the infrared rays (870 nm) of active frequency method and the frequency integrated method (5.8 GHz) are adopted and extended to be operated to the all around the Toll Gate. This standardization plan is based on inter connection reference model between OSI (Open System Interconnection) in process of ITS short range radio communication standardization of 5.8 GHz bandwidth to support traffic information and control system service, and the derived revision plan by starting from physical layer which support interoperability for multiple access between RSE (Road Side Equipment) and OBE (On Board Equipment), in which is categorized into physical layer, data link layer, and application layer. In case of radiation power, existing standard is divided by class1 (within 10 m) and Class2 (within 100 m) according to transmission lengthwhile it is operated with just single standard 'Class1' because of notification of Ministry of Information and Communication in 2004. In the case of the limitation value of incident power in communication area, considering operation plan of ETCS that is on actuality operation the measurements are reflected to the standard. In other wort this paper proposed the improvement standard of incident power, pseudo response in the communication area and radiated power in order to secure stability and compatibility among operator systems about the needed part on ETCS operation.

  • This study can be expressed by gathered and formed into the exhibition space's structure practical progress/ application. For the one model of fascinating exhibition's space thru inter-space's pertinent adjustment, production between spactator and exhibition constituent on an exhibition story-line, I adjusted the focus to follow mentioned methods systematically for the example; An exhibition space is completed to be very impressive and attractive space by proper adjustment and production of M-M/C interface in exhibition storyline. Quantity space is transfered into quality space through the transmission of an exhibition which can be define as the point of an exhibition structure. And also could de transferd into a bodily sensation space that inherent full of interactive constituent. Changeable exhibition constituents (exhibition item and text) that sporadically expatiated (not trimed, the original form) in the process of an exhibition structure draw much higer quality of the optimal solution in optimize process which is given when aggregate again to contextual flow of synthetic exhibition scenario. Reconstruction of individual exhibition constituents to the new story, that is, transference of exhibition text to exhibition context is inspirit to an exhibition by maximize the exhibition effect in connection can be systematized through carrying out an outcentripetalpart. However, since pattern of an exhibition structure that consequtively meet variety spacetime of an exhibittion environmental can't be exist, this study presents centralizing the exhibition plan of Korea communication pavilion of the annual Expo Comm Wireress Korea, sustained process from design proposal, research and analysis to synthesis, development, transmission and management to an example of an applying crystallization.

Development of a Real-time OS Based Control System for Laparoscopic Surgery Robot (복강경 수술로봇을 위한 실시간 운영체제 기반 제어 시스템의 개발)

  • This paper reports on a realtime OS based master-slave configuration robot control system for laparoscopic surgery robot which enables telesurgery and overcomes shortcomings with conventional laparoscopic surgery. Surgery robot system requires control system that can process large volume information such as medical image data and video signal from endoscope in real-time manner, as well as precisely control the robot with high reliability. To meet the complex requirements, the use of high-level real-time OS (Operating System) in surgery robot controller is a must, which is as common as in many of modem robot controllers that adopt real-time OS as a base system software on which specific functional modules are implemened for more reliable and stable system. The control system consists of joint controllers, host controllers, and user interface units. The robot features a compact slave robot with 5 DOF (Degree-Of-Freedom) expanding the workspace of each tool and increasing the number of tools operating simultaneously. Each master, slave and Gill (Graphical User Interface) host runs a dedicated RTOS (Real-time OS), RTLinux-Pro (FSMLabs Inc., U.S.A.) on which functional modules such as motion control, communication, video signal integration and etc, are implemented, and all the hosts are in a gigabit Ethernet network for inter-host communication. Each master and slave controller set has a dedicated CAN (Controller Area Network) channel for control and monitoring signal communication with the joint controllers. Total 4 pairs of the master/slave manipulators as current are controlled by one host controller. The system showed satisfactory performance in both position control precision and master-slave motion synchronization in both bench test and animal experiment, and is now under further development for better safety and control fidelity for clinically applicable prototype.

A Methodology to Establish Operational Strategies for Truck Platoonings on Freeway On-ramp Areas (고속도로 유입연결로 구간 화물차 군집운영전략 수립 방안 연구)

  • Vehicle platooning through wireless communication and automated driving technology has become realized. Platooning is a technique in which several vehicles travel at regular intervals while maintaining a minimum safety distance. Truck platooning is of keen interest because it contributes to preventing truck crashes and reducing vehicle emissions, in addition to the increase in truck flow capacity. However, it should be noted that interactions between vehicle platoons and adjacent manually-driven vehicles (MV) significantly give an impact on the performance of traffic flow. In particular, when vehicles entering from on-ramp attempt to merge into the mainstream of freeway, proper interactions by adjusting platoon size and inter-platoon spacing are required to maximize traffic performance. This study developed a methodology for establishing operational strategies for truck platoonings on freeway on-ramp areas. Average speed and conflict rate were used as measure of effectiveness (MOE) to evaluate operational efficiency and safety. Microscopic traffic simulation experiments using VISSIM were conducted to evaluate the effectiveness of various platooning scenarios. A decision making process for selecting better platoon operations to satisfy operations and safety requirements was proposed. It was revealed that a platoon operating scenario with 50m inter-platoon spacing and the platoon consisting of 6 vehicles outperformed other scenarios. The proposed methodology would effectively support the realization of novel traffic management concepts in the era of automated driving environments.
