In high education, knowledge is the very important resource and output. Knowledge management is the art of creating additional value from academic knowledge assets. The e-community is the network community, newly created by information communication technology, and the critical place that share and transfer people's the various knowledge and thinking and the effective space that can apply knowledge management. If we construct a convenient and useful e-community in our university, we will be able to increase the student's intellectual needs, and create new knowledge. Web-portal will promote the activity of e-community providing easy to access and personalized web circumstance. The emergence of Internet and Web access to all university services will force institutions to rethik everything. We should reconfigure our academic environment in order to adapt information technology and educational change, and must do change management based on their structure and culture.

본 논문에서는 MPEG-21 프레임워크를 Peer-to-Peer Network 상에서 구동시킬 때의 문제점을 해결하면서, P2P의 장점을 최대한 이용할 수 있도록 하는 P2P 방식의 디지털 권한 관리 시스템(P2PDRMEngine)을 설계한다. MPEG-21 프레임워크의 여러 구성 요소들 중 IPMP(Intellectual Property Management and Protection components), DI(Digital Item), Multimedia Contents 등의 구조에 몇 가지 요소를 추가하여 P2PDRMEngine과 MPEG-21 프레임워크가 서로 유기적인 동작을 할 수 있도록 설계하고 또한, DI를 생산, 배포, 사용할 때 사용자에게 편리성을 제공 해주는 기능도 고려한다. P2PDRMEngine은 기존의 MPEG-21 프레임워크의 수행에 지장을 주지 않으면서 보안적인 측면과 요소 간의 기능을 강화하는 데 초점을 맞추어 설계한 시스템이다.

The article examines the process of professional training in educational institutions, media technologies and methods of media communication in the educational space of the institution, characterizes the place of media technologies in the educational space in the context of the term "educational space" itself, systematizes the methods of media communications in education. The peculiarities of media education as a set of means and methods of teaching young people adequate media perception are pointed out.

The main purpose of the study is to determine the features of the functioning of the university as a part of the state structure in the context of marketing management n the context of storing information technologies. Students were obtained due to the following theoretical methods: systems of analysis and synthesis, induction and deduction, comparison, classification, generalization and systematization, idealization and abstraction. It is advisable to study the essence and nature of educational services, as well as the role of education in economic development, relying on the methodology of institutional theory, the theory of stakeholders, which makes it possible to assess the contribution of education to the harmonization of public and individual interests, the formation of appropriate structures and subjects of development, ensuring the building of intellectual potential and quality of life. This study aims to substantiate an interdisciplinary methodology for automated analysis and qualitative assessment of legislation and court decisions. The development of this kind of methodology will make it possible to fill a number of methodological gaps in various research areas, including law effectiveness assessment and legal monitoring. We have defined a methodology based on the interdisciplinary principles and tools. In general, it should be noted that even at the level of qualitative assessment made with the use of the methodology described above, the accumulation of knowledge about the relationship between legal objectives, indicators and computer methods of their identification can reduce the role of expert knowledge and subjective factor in the process of assessment, planning, forecasting and control over the state of legislation and law enforcement. Automation of intellectual processes becomes inevitable in a digital society, but, releasing experts from routine work, simultaneously reorients it to development of interdisciplinary methods and control over their application.

In order to achieve this goal, we consider the following issues: a retrospective analysis of the concepts of "giftedness", "intellectually gifted personality"; the experience of working with gifted youth abroad is analyzed; features of work with gifted student youth are revealed; educational and methodological support and practical work with gifted students are analyzed; an empirical study was conducted to determine the attitude of gifted youth to organizational forms of work with them; developed a scientific circle as a form of work with intellectually gifted student youth. A set of methods is used, in particular: theoretical methods: comparison, analysis, synthesis and generalization; empirical methods: analysis of documentation and results of pedagogical activity, observation.

Recently, as the advent of the knowledge-based society, there are more people getting interested in the intellectual property. Especially, the ICT companies leading the high-tech industry are working hard to strive for systematic management of intellectual property. As we know, the patent information represents the intellectual capital of the company. Also now the quantitative analysis on the continuously accumulated patent information becomes possible. The analysis at various levels becomes also possible by utilizing the patent information, ranging from the patent level to the enterprise level, industrial level and country level. Through the patent information, we can identify the technology status and analyze the impact of the performance. We are also able to find out the flow of the knowledge through the network analysis. By that, we can not only identify the changes in technology, but also predict the direction of the future research. In the field using the network analysis there are two important analyses which utilize the patent citation information; citation indicator analysis utilizing the frequency of the citation and network analysis based on the citation relationships. Furthermore, this study analyzes whether there are any impacts between the size of the company and patent citation relationships. 74 S&P 500 registered companies that provide IT and communication services are selected for this study. In order to determine the relationship of patent citation between the companies, the patent citation in 2009 and 2010 is collected and sociomatrices which show the patent citation relationship between the companies are created. In addition, the companies' total assets are collected as an index of company size. The distance between companies is defined as the absolute value of the difference between the total assets. And simple differences are considered to be described as the hierarchy of the company. The QAP Correlation analysis and MR-QAP analysis is carried out by using the distance and hierarchy between companies, and also the sociomatrices that shows the patent citation in 2009 and 2010. Through the result of QAP Correlation analysis, the patent citation relationship between companies in the 2009's company's patent citation network and the 2010's company's patent citation network shows the highest correlation. In addition, positive correlation is shown in the patent citation relationships between companies and the distance between companies. This is because the patent citation relationship is increased when there is a difference of size between companies. Not only that, negative correlation is found through the analysis using the patent citation relationship between companies and the hierarchy between companies. Relatively it is indicated that there is a high evaluation about the patent of the higher tier companies influenced toward the lower tier companies. MR-QAP analysis is carried out as follow. The sociomatrix that is generated by using the year 2010 patent citation relationship is used as the dependent variable. Additionally the 2009's company's patent citation network and the distance and hierarchy networks between the companies are used as the independent variables. This study performed MR-QAP analysis to find the main factors influencing the patent citation relationship between the companies in 2010. The analysis results show that all independent variables have positively influenced the 2010's patent citation relationship between the companies. In particular, the 2009's patent citation relationship between the companies has the most significant impact on the 2010's, which means that there is consecutiveness regarding the patent citation relationships. Through the result of QAP correlation analysis and MR-QAP analysis, the patent citation relationship between companies is affected by the size of the companies. But the most significant impact is the patent citation relationships that had been done in the past. The reason why we need to maintain the patent citation relationship between companies is it might be important in the use of strategic aspect of the companies to look into relationships to share intellectual property between each other, also seen as an important auxiliary of the partner companies to cooperate with.
