In this paper, real-time water quality monitoring system of small water supply facilities based on IEEE 802.15.4e-2012 DSME MAC and IEEE 802.15.4g-2012 PHY standard is presented, which is capable to acquire for highly reliable water quality information in the wide outdoor areas for effective water quality management of small water quality facilities is distributed in the long distance and remote areas. Previously, Long distance transmission is difficult in most water quality sensor module is using RS-485 protocol. But with this system, even in harsh outdoor environment, it is possible to establish a radio wave sensor in a wide area network, and not only water quality sensor shall be connected to the wireless system, but also wireless integrated management system shall provide more effective way of management of the numerous small water supply facilities spread throughout the community, so that the administrator can remotely monitor the data of water turbidity, pH, residual chlorine in the water-supply, water-level, and generate alarm to cope with risks. The management of small water facilities is done by residents will be very effective to notice water quality information of small water facilities to residents.
There are about 40,000 chemicals used in Korea and 300 new types of chemicals are added to the list every year, influencing quality of air, soil and water. Water quality standards that serve as the basis for water quality management have been proved inefficient and insufficient compared to those of advanced countries. This study aims to improve the existing water quality standards. Most importantly, the water quality standards need to take into account not only protection of human health but also aquatic resources. To that end, water quality criteria need to be set by monitoring each watershed every year and conducting risk assessment. Criteria for human health are set at $10^{-6}$ cancer risk level, and for aquatic life at conservative level, adopting the methodology of the U.S. and Australia, respectively. After carrying out technical and economic feasibility studies, more conservative criteria will be used to decide final water quality standards. The development of this system to establish integrated water quality standards for both human health and aquatic resources protection is urgently needed.

In Korea, water management policy had been successfully conducted until late 1980's. During the period, fundamental needs of human-being, such as requirements of drinking and irrigation waters and flood protection for living, had been satisfied. However, most of recent water problems occurred after the late 1980's such as water quality management and new water resources development, have been unresolved and accumulated. Because, our water governing institutions have become ineffective as water management issue has been changed gradually from fundamental human needs such as water supply and/or flood protection to complex/integrated issues, for example, river restoration. To solve those water problems accumulated, we needs a new paradigm of water governing institution such as setting up national water management committee and river basin committee, in order to coordinate water-related ministries' policies and establish national water resources planning in an integrated format.

Most of our rivers are fragmented by the presence of at least one large dam. Dams are often the most substantial controller of the flow regimes and aquatic environments of natural river system. The quality of downstream water released from a stratified reservoir is highly dependent on upstream reservoir water quality. Thus, an integrated modeling approach is more efficient, compared to fragmented modeling approach, and necessary to better interpret the impact of dam operation on the down stream water quality. The objectives of this study were to develop an integrated reservoir-river modeling system for Daecheong Reservoir and its downstream using a two-dimensional laterally averaged hydrodynamic and water quality model, and evaluate the model's performance against field measurement data. The integrated model was calibrated and verified using filed data obtained in 2004 and 2006. The model showed satisfactory performance in predicting temporal variations of water stage, temperature, and suspended solid concentration. In addition, the reservoir-river model showed efficient computation time as it took only 3 hours for one year simulation using personal computer (1.88 Ghz, 1.00 GB RAM). The suggested modeling system can be effectively used for assisting integrated management of reservoir and river water quality.

Lake water quality assessment information is useful to anyone involved in lake management, from lakeshore owners to lake associations. 11 provides lake water quality, which can improve how to manage lake resources and how to measure current conditions. It also provides a knowledge base that can be used to protect and restore lakes. SWMM was applied to simulate the discharge and pollutant loads from Boryeong watershed, and WASP5 was applied to analyze the changes of water quality in Boryeong freshwater lake. In each model, the most suitable parameters were calculated through sensitive analysis and some parameters used default data. Simulated in SWMM and measured discharge showed the accuracy of 88.6%. T-N and T-P exceeds the criteria in the simulation of water quality in Boryeong freshwater lake, and control of pollutant loads in the main stream showed the most effective way. Integrated water quality management system was developed to give convenience in the operation of SWMM and WASP5 and data acquisition.

Individual dam water management is the comprehensive management of all water-based analyzes, quantity, quality, and comprehensive disaster management as a way to analyze and change. K-water is mainly the four river basins, and multipurpose dams and integrated water management is realized, and such information and communication system for integrated management of water resources is also a user-centered development, dam management, so that you can perform and built electronically be. The information communication system is configured to manage the operation of the control system of the equipment controlling system lower sensor and based on data collected from a field to store information, and to control the remote equipment capabilities. In this paper, the integrated management of water sector bodeung dam Information and Communication System for the best ways to learn about the system's security measures and systems to evaluate for weaknesses.
The Doam lake watershed was designated as a non-point pollution management area in 2007 to improve water quality based on watershed management implementation. There have been studies of non-point source reduction with respect to the watershed management impacting the pollutant transport of the reservoir. However, a little attention has been focused on the impact of water quality improvement by the management of the dam operation or the guidelines on the dam operation. In this study, the impact of in-lake management practices combined with watershed management is analyzed, and the appropriate guidelines on the operation of the dam are suggested. The integrated modeling system by coupling with the watershed model (HSPF) and reservoir water quality model (CE-QUAL-W2) was applied for analyzing the impact of water quality management practices. A scenario implemented with sedimentation basin and suspended matter barrier showed decrease in SS concentration up to 4.6%. The SS concentration increased in the scenarios adjusting withdrawal location from EL.673 m to the upper direction(EL.683 m and EL.688 m). The water quality was comparably high when the scenario implemented all in-lake practices with water intake at EL.673 m. However, there was improvement in water quality when the height of the water intake was moved to EL.688 m during the summer by preventing sediments inflow after the rainfall. Therefore, to manage water quality of the Doam lake, it is essential to control the water quality by modulating the height of water intake through consistent turbidity monitoring during rainfall.
The important changes in water environment management in Korea can be summarized as the enactment of Act on the Integrated Control of Pollutant-Discharging Facilities. Therefore water quality impact assessment should be reexamined and be revised. This study examines the present water quality impact assessment items (permissible discharge limits, standards for effluent water quality including Total Pollutant Load Management System) and considers the land use regulation for water quality conservation and NVZs(Nitrate Vulnerable Zones of EU and England). It also considers lately adopted standards(maximum discharge standards, permissible discharge standards, and marginal discharge standards etc) based on Act on the Integrated Control of Pollutant-Discharging Facilities and then compares Korean BAT and its counterpart control technology of U.S.A. And it also compares the items of water quality impact assessment with those of Integrated Control of Pollutant-Discharging Facilities, based on EIS reporting items. This study suggests five improvement measures for water quality impact assessment. First reflection of discharge impact analysis on impact prediction and assessment, second reflection of permissible discharge standards on agreed standards in the EIA procedure, third, reflection of diversified BAT on mitigation measures in the EIA procedure, forth introduction of land use regulation such as NVZs, finally strengthening linkage between water quality items and land use items etc.

Recently, as the extreme drought continued due to the reckless development and the dramatical climate change, national concern about the water management issues has been increased rapidly around the world, especially in Korea. Meanwhile, it is necessary to analyze and review the related cases in Australia, where they have developed the consistently, eco-friendly and systematically management from the national level, which is similar to that of Korea in difficult circumstances. Australia has been suffered by repeated droughts and floods due to low rainfall and dryness, and water disputes were begun with immigrant settlement in the 1890s. In the early days, water management agreements for efficient distribution of water resources, water use regulation programs, and federal water laws were enacted, and now the established water management system in which development and conservation are assumed to be well balanced. In Korea, however, in the past, the Ministry of Environment was responsible for water quality issues while the quantity was managed by the Ministry of Land, Infrastructure and Transport, and the main local departments for water management were divided. Therefore, it was difficult to manage the integrated water management due to problems such as duplicated works, excessive investments, and inefficiency. To resolve this situation, in 2018, all water management functions were unified, such as enacting the fundamental water-related laws, thereby laying the foundation for the integrated water management system for each basin. From 2019, even the integrated water management system was implemented, we are promoting the effect of sustainable water resource management. In order to establish a management policy for efficient and eco-friendly water management, the IWRM (Integrated Water Resource Management) of Australia, which has been devised in various ways, was analyzed and compared with the present situations and cases occurred in Korea, and the implications from this study would be suggested the future of IWRM in Korea.
There has been continuous efforts to manage water resources for the required water quality criterion at river channel in Korea. However, we could obtain the partial improvement only for the point sources such as, waste waters from urban and factory site through the water quality management. Therefore, it is strongly needed that the best management practice throughout the river basin fur water quality management including non-point sources pollutant loads. This problem should be resolved by recognizing the non-point sources pollutant loads from the upstream river basin to the outlet of the basin depends on the landuse and soil type characteristics of the river basin using the computer simulation by a distributed model based on the detailed investigation and application of Geographic Information System (GIS). The purpose of this study is consisted of the three major distributions, which are the investigation of spread non-point sources pollutants throughout the river basin, development of the base maps to represent and interpret the input and outputs of the distributed simulation model, and prediction of non-point sources pollutant loads at the outlet of a up-stream river basin using Agricultural Non-Point Sources Model (AGNPS). For the validation purpose, the Seom-Jin River basin was selected with two flood events in 1998. The results of this application showed that the use of combined a distributed model and an application of GIS was very effective fur the best water resources and quality management practice throughout the river basin
