  • This paper proposes a statistical model of 3-D positions when tracking moving targets using the uncooled infrared (IR) stereo camera system. The proposed model is derived from two errors. One is the position error which is caused by the sampling pixels in the digital image. The other is the timing jitter which results from the irregular capture-timing in the infrared cameras. The capture-timing in the IR camera is measured using the jitter meter designed in this paper, and the observed jitters are statistically modeled as Gaussian distribution. This paper derives an integrated probability distribution by combining jitter error with pixel position error. The combined error is modeled as the convolution of two error distributions. To verify the proposed statistical position error model, this paper has some experiments in tracking moving objects with IR stereo camera. The 3-D positions of object are accurately measured by the trajectory scanner, and 3-D positions are also estimated by stereo matching from IR stereo camera system. According to the experiments, the positions of moving object are estimated within the statistically reliable range which is derived by convolution of two probability models of pixel position error and timing jitter respectively. It is expected that the proposed statistical model can be applied to estimate the uncertain 3-D positions of moving objects in the diverse fields.

  • Military vessels are complex weapon systems consisting of various integrated onboard equipment. Since their acquisition of military equipment takes a long period of time and a prototype ship is deployed and tested, vessel development has relied on its proprietary process. However, due to the growing complexity of onboard equipment technology, application of systems engineering (SE) process has become indispensable. Nonetheless, an effective design process complementing the existing design with the SE has not yet been developed. As such, we have studied an improved basic design process for submarines based on SE. To do so, we analyzed the processes for the basic design, technical review, and requirement management. Included reviews and requirements are SRR, SFR and PDR, and SSRS, SSS, and SSDD. By combining the results in the SE framework, we built an improved basic design process that can be applied in parallel with the SE-based technical review and requirement management. To assess the process, we applied our proposed model to the submarine development undergoing the basic design phase. It is possible to effectively manage the requirements, design artifacts and improve traceability, and also utilize them as test and evaluation materials. The SE-based basic design process is expected to be useful in other kinds of vessel design.

  • As the need for anti-terrorism legislation has been continuously argued, Anti-terrorism act has been enacted and enforced. On the other hand, there still remain a lot of points to be discussed regarding the definition of the concept of terrorism, matters of human rights violations, strengthening authority of the investigation and intelligence agencies, and mobilization military forces for the suppression of terrorism. Also, reviewing Anti-terrorism act and its enforcement ordinance draft, this legislation seems to regulate terrorist groups like IS. If so, in the case of terrorism of North Korea or domestic anti-government organizations, whether this law would be applied could become an issue. In the case of terrorism of North Korea, Ministry of National Defense has a right of commandership in the military operations, however, it is also possible to apply the article 4 of Natural Security Act a crime of performing objective-or a crime of foreign exchange on Criminal law as legal grounds for not military terrorisms but general investigations. Therefore, it is necessary to involve consideration about this matter. Furthermore, in the view of investigation, Anti-terrorism act and its enforcement ordinance draft do not mention Supreme Prosecutors Office and Ministry of Justice that conduct investigations. In the case of terrorism, the police and prosecution should conduct to arrest criminals and determine crimes at the investigation stage, however, any explicit article related to this content in Anti-terrorism act and its enforcement ordinance draft was unable to be found. Although Anti-terrorism act is certainly toward preventive aspects, considering some matters such as prevention, actions on the scene, maneuver after terrorism, arresting terrorists, investigation direction, cooperation, and mutual assistance, it is necessary to reflect these contents in Anti-terrorism act. In other words, immediately after terrorists attacks, it is possible to mobilize the military operations by Integrated Defense act in order to arrest them in the case of military terrorism. Nevertheless, because both military terrorism and general one are included in the investigation stage, it needs to begin an investigation under the direction of the prosecution. Therefore, above all, a device for finding out the truth behind the case at the investigation stage is not reflected in the current Anti-terrorism act and its enforcement ordinance draft. Accordingly, if National Intelligence Service approaches information at the prevention level in this situation, it may be necessary to come up with follow-up measures of the police, the prosecution, and military units.

  • Recently, the development and production of weapons systems for military products have been increasing. Therefore, there is a need for an efficient quality control method suitable for limited resources and manpower for the manufactured military products. Military munitions are characteristically developed and produced as business contract units. In addition, business and quality control are done by contract. For this reason, many contracts are concluded in one producer and similar products are often produced. Business and quality control also require extensive manpower and effort. If a company produces several similar products, a more efficient management approach is required. This study therefore examines these problems in an attempt to present solutions by analyzing the types of munitions contracts and the characteristics of products produced by one company. Based on the results, a method is proposed to manage the contract-specific management methods by company, that is, by business site. The method is applied to an engine manufacturing company and the integrated management plan is verified and its effectiveness confirmed. The effect of facility-wide method was a reduction of QA manpower and an improvement in maintaining quality assurance and stability through management of the workforce and contract grouping method.

  • North Korea's rapidly advancing drone development and operational capabilities have become a significant threat to South Korea's security. The drone incursions by North Korea in 2014, 2017, and 2022 demonstrate the technological advancement and provocative potential of North Korean drones. This study aims to closely analyze the military threats posed by North Korean drones and seek effective countermeasures. The research examines the development level of North Korean drone technology, its military applications, the characteristics and patterns of recent drone incursions, the adequacy and limitations of South Korea's current response systems, and future countermeasures. For this purpose, domestic and international research literature and media reports were reviewed, and specific North Korean drone incursion cases were analyzed. The results indicate that North Korea's small drones possess technological features such as small size, low altitude, low-speed flight, long-duration flight, and reconnaissance equipment. These drones pose threats that can be utilized for reconnaissance, surveillance, surprise attacks, and terrorism. Additionally, South Korea's current response systems reveal limitations such as inadequate detection and identification capabilities, low interception success rates, lack of an integrated response system, and insufficient specialized personnel and equipment. Therefore, this study suggests various technical, policy, and international cooperative countermeasures, including the development of drone detection and identification technologies, the utilization of diverse drone neutralization technologies, the establishment of legal and institutional foundations, the construction of a cooperative framework among relevant agencies, and the strengthening of international cooperation. The study particularly emphasizes the importance of raising awareness of the North Korean drone threat across South Korean society and unifying national efforts to respond to these threats.

In order to grasp and analyze the real state of the country important facility private security guards directly, the questionnaire, that is the general measurement tool, was utilized and the guard whom it works in the airport, the port region and general work place, that is the national important facility of Busan and Ulsan area, was aimed at. The enough survey object was illustrated to the facility and person in charge in the security company and the item was previewed and the total 400 sheets was distributed and 331 sheets (82.8%) except the doubleness subject intention and incongruent questionnaire was utilized for the analysis. The statistic processing of collected data utilized the SPSS version 15.0 the statistical package program through data coding and cleaning process and performed the frequency analysis, reliability analysis, t-test, one way analysis of variance, Pearson analysis, and regression analysis. The relationship of the office given condition actual condition of the guard about the national important facility and job satisfaction degree was classified into the interpersonal relationship, task characteristic, office environment, and complement factor and the difference of the job satisfaction degree according to the general characteristic was verified. If the conclusion obtained through the method of study described in the above looked at, for as to general tendency, the low wages and poor field environment was continued. In the general characteristic, the man was higher than the excitation about the job satisfaction level. As there was lots of the age and the scholarship was low, the age was high. And as there was lots of the career and income, the police of a petition or search and guide staff was high and the job satisfaction degree in which relatively the employee and the other job group is high so that the case of being the former student incidence can be the poorest was shown rather than the facility security agent. As the interrelation analysis result job satisfaction was high, the change of occupation pseudo was low and the organizational commitment degrees was increased. The regression analysis result job satisfaction degree was exposed to reach the meaningful effect on the change of occupation pseudo and organizational commitment. It had an effect on the change of occupation pseudo as the task characteristic and office ambient level was low. It had an effect on the organizational commitment as the extend of satisfaction about the task characteristic and interpersonal relationship, complement, and office ambient level were high. If the research result of this time is integrated, the support of the political system including the interpersonal relationship thesis between top and bottom of the organized I and substantial complement actualization is urgently needed between the office given condition improvement effort in the country important facility defense manpower field and police of a petition and special guard.
