  • As a recent technology, it is possible to partially grasp the occurrence of displacement of the entire building through artificial intelligence technology for big data through scanning. However, scanning and data processing take a lot of time, so there is a limit to constant monitoring, so constant monitoring technology of building behavior that combines wireless remote sensors and 3D shape scanning is required. Therefore, in this study, artificial intelligence program coding technology is linked. In addition, a technology capable of real-time wireless remote measurement of structure displacement will be developed through technology development in response to safety management that combines existing building technologies such as sensors. Through this, it is possible to establish an integrated management system for safety inspection and diagnosis.

네트워크 기반 지하형 탄약고의 물류 발전방안 연구 (Logistics Development Plan for Underground Ammunition Depots based on Network)

  • 지하형 탄약고에 보관된 탄약의 물류는 저장공간의 특성상 지상에 보관된 탄약의 물류 보다 더 많은 어려움을 내포하고 있어, 이러한 문제점을 해결하여 지하형 탄약고의 물류를 향상 시키고자 본 연구를 실시하였다. 그래서 물류 개선을 위한 항목으로 경계, 안전, 환경, 물류체계, 장비설비, 수명관리 등 6개를 선정하였다. 그리고 AHP 기법으로 전문가들의 설문을 받아서 Expert Choice 프로그램으로 분석하였다. 분석 결과 안전, 경계, 수명관리, 장비설비, 물류체계, 환경 순으로 중요도가 높음을 확인하였다. 선정된 항목과 설문 결과를 토대로 지하형 탄약고에서 물류를 향상 시킬 수 있는 네트워크 기반 통합 플랫폼 구축 방안을 제시하였다. 본 연구는 향후 지하형 탄약고를 신축할 때 통합 플랫폼 구축을 위한 근거자료로 활용될 것이다. 본 연구는 군의 다른 물자를 저장하는 저장시설과 민간 기업의 대형 저장시설에서도 적용이 가능할 것으로 기대된다.

천안지역 배 과원에 서식하는 포식성 이리응애류 (응애아강: 이리응애과) (Phytoseiid Mites (Acari: Phytoseiidae) of Pear Orchards Cheonan Area in Korea)

  • 이리응애류는 잎응애류 뿐 아니라 녹응애류, 총채벌레등 많은 해충들의 중요한 포식자이다. 천안지역 배 과원에 봄과 가을 사이에 서식하는 이리응애류를 조사한 결과, 순 이리응애속 6종이 조사되었다. 긴털이리응애(Amblyseius womersleyi). 긴꼬리이리응애 (A. eharai)와 꽃병이리응애 (A. kokufuensi)는 주로 과수 잎에서, 알락이리응애 (A. makuwa)는 지면 잡초와 과수 주간에, 북방이리응애( A. finlandicus)는 과원 주변에서 발견되었다. 각 종의 분류학적 특징과 생태적 특성을 정리하여, 향후 배과원 응애류 종합관리 측면에서 생물적 방제 전략 수립 방안에 대해 고찰하였다.

행동기반안전관리 프로그램이 안전행동, 안전 분위기 및 만족도에 미치는 영향 (Effect of Behavior Based Safety Program on Safety Behavior, Safety Climate and its Satisfaction)

  • This study has performed to identify the effect of safety behavior, safety climate and its satisfaction through the Behavior Based Safety Program for 5 sites of the same Company. The study result indicated that the level of recognized safety behavior, climate and its satisfaction improved by conducting observation of worker behavior, jobsite feedback, displaying feedback chart, safety training, behavior modification committee. Additionally, the participation level of safety activity and conformity level of safety rule improved. The recognized level of safety climate improved together with recognized safety value by management, safety participation of direct boss, communication with each other to be dealt with safety matter, safety training material to be contained unsafe behavior and practical hazard, understanding and conducting safety standard. In addition, The recognized level of satisfaction improved together with safety behavior and climate. As a result, this program provided an opportunities to correct worker's unsafe behavior to safe behavior in conjunction with increasing number of observation, providing additional time to have a safety check, safety suggestion to improve work situation and a permit to work rule. It will be integrated into health and safety management system to be able to reduce industrial accident.

Establishing and Designing the Financial System for the Research Program of the Deanship of Scientific Research at Northern Border University

  • The study aimed to realize one of the basic requirements for designing and building the integrated automated system for scientific research at Northern Border University, which includes the establishment of an automated interconnected system to manage all academic and financial operations of scientific research. From receiving the budget of the funded research courses, then the regular financial regulation of all the research team's rewards, the cost of publishing, translation and equipment, then receiving the research plans and linking them financially, preparing the total and detailed financial value for all stages, then financial disbursement operations, financial closure of research when published, and preparing financial reports The research team used the analytical approach to build the main and subsidiary requirements for designing the financial system, and the study concluded that all the elements required for the stages of financial management for scientific research at Northern Border University can be met based on sufficient by sequencing these processes and how they are sequenced as e It is designed in the research study.

방위사업에 적용 가능한 시스템 엔지니어링 표준에 대한 고찰 (A Study on the System Engineering Standard Applicable to Defense Program)

  • The system engineering should be actively applied to successfully develop a complex and advanced weapon system, because the system engineering uses a multidisciplinary approach. Therefore, this study proposed a system engineering process for a successful weapon system development. According to the national standard policy, an IPT aspect system engineering standard must adapt the ISO/IEC/IEEE 15288. It also asks for tailoring with considering the IPT characteristics as a weapon system acquisition institution. The IPT aspect system engineering process to acquire a weapon system can be expressed with 3 process groups (Agreement, Technical Management, Technical) and 20 processes. There was a need for an institutional framework to hire retired experts from related organizations as consultants to apply the low-cost and high efficiency system engineering in the weapon system acquisition field.

  • 돌발상황은 미리 예측하여 대응할 수 없으며 신속한 대응이 이루어지지 않을 경우 2차사고와 상당한 교통지정체가 발생하기 때문에 돌발상황 사전사후 전 과정에 대한 효율적인 대응 및 처리를 위해서는 매뉴얼 개발이 필요하다. 그러나 현재 국내에는 관리적 차원의 돌발상황 대응 및 처리에 대한 매뉴얼은 전무하며, 돌발상황에 대한 정의마저도 담당실무기관별로 상이하다. 따라서 본 연구에서는 고속도로 돌발상황관리체계의 요소기술에 대한 종합적인 문제점 분석과 조치 및 대응체계, 실무상의 매뉴얼 작성방안을 제시하였다. 현재 국내에는 관리적 차원의 돌발상황 대응 및 처리에 대한 매뉴얼은 전무하며, 돌발상황에 대한 정의마저도 담당실무기관별로 상이하다. 따라서 본 연구에서는 고속도로 돌발상황관리체계의 요소기술에 대한 종합적인 문제점 분석과 조치 및 대응체계, 실무상의 매뉴얼 작성방안을 제시하였다. 본 연구의 기본내용은 다음과 같다. 첫째, 국내외 돌발상황관리시스템 매뉴얼 현황을 살펴보았다. 둘째, 돌발상황관리 시스템 매뉴얼 유형설정을 위해 관리단계별, 관리기관별, 돌발상황 유형별로 구분하여 유형을 설정하였다. 셋째, 돌발상황관리시스템 매뉴얼 작성지침개발을 위해 매뉴얼 작성지침의 기본방향을 설정하였다. 또한, 현장 대응매뉴얼, 교통관리센터 대응매뉴얼로 나누어 구성요소를 구분하였고 세부 작성내역을 설정하였다. 본 연구의 활용방안 및 기대효과를 요약하면 고속도로 돌발상황관리시스템 구축 기준 제시, 국내 고속도로 교통관리시스템의 돌발상황 관리시스템 개선, 교통관리시스템 관련 실무자 교육교재 활용 등이다.

해양플랜트 및 선박의 네트워크 통합 관리 시스템 운용 모듈 개발 (Implementation of an operation module for an integrated network management system of ship-based and offshore plants)

  • 본 논문에서는 현장 및 원격지에서 해양플랜트 및 선박의 내부 IP기반 네트워크 장비의 운용, 설정과 원격지 통제 지원을 위하여 네트워크 장비, CCTV, PAGA, IP-PBX, Legacy를 연동하고 원격지에서 장비의 상태, 작업 상황, 알림 등의 모니터링과 제어가 가능한 네트워크 장비 통합 관리 시스템의 운영 프로그램을 구현하였다. 개발된 운용 프로그램을 위성지구국과 운항중 선박에 적용하여 선육간 통신 구간에서의 데이터 유실 및 송수신 지연에 대한 성능을 시험한 결과 FBB, MVSAT 환경에서 네트워크 장비, PAGA, IP-PBX, Legacy의 실시간 모니터링 및 제어와 CCTV의 제어 기능이 정상적으로 동작함을 확인하였다. 단 데이터량이 비교적 큰 CCTV 영상 수신과 음성 데이터의 송수신은 다소 지연되어 데이터의 실시간 송수신을 위한 데이터 압축 및 변환 기술 개발이 필요함을 확인하였다.

성과연동지불제도의 확대 가능성 고찰 (The Possibility of Expanding Pay-for-Performance Program as a Provider Payment System)

  • This paper investigates the possibility of expanding pay-for-performance (P4P) program as a provider payment system, in terms of financial, economical, and political sustainability. In order to expand the sustainable P4P, P4P should have usefulness in terms of economic value as well as efficiency in the financial aspects of health care. More importantly, the P4P would be politically sustainable only when both providers and consumers can accept. Korea's healthcare system seems to have logical ground for the P4P program financially and economically. However, how well the P4P can work remains to be proven in its implementation. After 43 tertiary hospitals applied the P4P program for acute myocardial infarction (AMI) and C-section in 2007, the number of hospitals adopting the P4P program for AMI and C-section has increased to 316 in 2011, and an incentive for hospitals applying the P4P has risen to 2% from 1% of health insurance benefits. This shows that the P4P program introduced by Health Insurance Review and Assessment Service is quite successful. In addition, people are aware of the need for improved P4P program and policy alternatives have been already made. Therefore, it is very important to come up with politically supportable strategies that can make providers and consumers accept the P4P program while maintaining the governance of the existing health insurance policy. To this end, there are some tasks to be considered. First, the expansion of the P4P program should be placed on the agenda of the Health Insurance Policy Review Committee, the highest decision-making body, and a separate agency for P4P planning should be established. Second, for more efficient P4P program, the processes of review and assessment, currently carried out separately, should be integrated into a single process. Third, infrastructure to measure the quality of medical services should be sharply expanded. Fourth, the current paradigm for the assessment should be changed. Lastly, a P4P program for consumers should be considered. Given that the consumers in Korea can use medical services freely, the National Health Insurance Corporation could initiate the P4P program for consumers as a means of controlling excessive use of medical services and adjusting consumer's moral hazard.

Design of Real-Time Monitoring System for Recycling Agricultural Resourcing Based on USN

  • In this paper, we propose a integrated real-time monitoring system for recycling agriculture resourcing based on USN. We design and implement the monitoring system so that we can integrate the quality control of farmyard and liquid manures, barn environment monitoring, and positioning information control into a total management system performing recycling of excrement and manure. Selection of sensors and sensor-node construction and requirements, structure of wire/wireless communication networks, and design of monitoring program are also presented. As a result of operating our system, we can get over various drawbacks of conventional separated system and promote the proper circulation of excrement up to the farmyard. We confirm that these advanced effects arise from the effective management of the total system integrating quality control of farmyard/liquid manure, barn/farmhouse information, and vehicle moving monitoring information etc. Moreover, this monitoring system is able to exchange real-time information throughout communication networks so that we can construct a convenient information environment for agricultural community by converging IT technology with farm and stockbreeding industries. Finally we present some results of processing using our monitoring system. Sensing data and their graphs are processed in real-time, positioning information on the v-world map offers various moving paths of vehicles, and statistical analysis shows all the procedure from excrement occurrence to recycling and resourcing.
