The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.

Currently broadcasting and telecommunication has integrated, And IPTV Service has appeared who called TPS(Triple Play Service) which integrated with broadcasting, telecommunication and Phone Service. IPTV provide broadcasting service and VOD(Video on Demand) service, and it must be satisfied digital content security. For this condition, IPTV Forum working on standardization of interface for digital content security. The Security solution for broadcasting and VOD are CAS(Conditional Access System) and DRM(Digital Rights Management). But these solutions manufactured by many vendors, so there is no inter-operablity. And after finished standardization of interface for CAS and DRM system, the problem of inter-operability with them will be issued. For this reason, Rights management system which possible to operate independently with platform is necessary. In this paper, To protect multimedia digital content, we designed and implemented Conditional Access Management System.
For the domestic digital contents, it is particularly important that the planning and mediating functions should cover the whole Industries so that dividends and assistance to reach all the way back to the primary contents-creating level, where economic risks are especially high. A proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We can broadly define cooperation frameworks into two; one between the central and the local governments and another among private-sector groups, such as companies, associations and groups. These players in the framework have differing, sometimes, conflicting views regarding the digital contents industry whether the digital contents should aim for skilled applicability or the abstract or whether the emphasis should rest on public interest or profitability. Immature competition and lack of trust among these players also give rise to such inefficiencies as overlap in investments, inexpertness and inefficient use of resources. We have proposed and realized the National Integrated Cooperation System to bridge these gaps among the major players in the industry. The National Integrated Cooperation System rests on the following major functions. The first major function of the NICS is to decipher any ambiguity that may be embedded in external Inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our NICS has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. NICS has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.
Integrated Social Welfare Management System is an information system that comprehensively manages information and services regarding diverse welfare benefits provided by the government. It is designed to improve efficiency of social welfare administration and the service delivery system. The system is found to have significantly contributed to efficiency of the welfare delivery system by reducing the workload of public officials who are responsible for welfare administration in local governments and changing the way they work for the better. This study analyzes the costs and benefits of the Integrated Social Welfare Management System and describes what it has achieved for the provider and recipients. The system has enhanced efficiency of the welfare delivery system and enabled case management, the function social welfare public officials are supposed to do. Ultimately, the system will play a key role in building a consumer-centered welfare administration environment in the future.
In the process of virtual inertia control (VIC), the frequency regulation capability of the directly-driven wind turbine with permanent-magnet synchronous generator (D-PMSG) on wind farm is related to its rotor kinetic energy and capacity margin. This paper proposes the method for assessing the D-PMSG frequency regulation capability and defining its coefficient according to the operating state of wind power generators. In addition, the calculating method of parameters in VIC is also discussed according to the principles of primary frequency regulation and inertia response of synchronous generators. Then, by introducing the capability coefficient into the proportion-differential virtual inertia control (PD-VIC) for power coordination, a coordinated virtual inertia control (C-VIC) strategy is developed, with the consideration of the difference in frequency regulation capability between wind power generators. The proposed control method can not only give full play to the frequency regulation capability of wind power generators, decrease the movements of the pitch angle control system but also bring some self-coordination capability to different wind power generators thus to avoid a secondary drop in system frequency. The simulations and experiments prove the proposed method to be effective and practicable.
In Korea nearly all the subjects teach environmental education in the secondary school. In addition we have a separate environmental education subject (environmental subject). This could be a very strong point in the Korean environmental education. The environmental subject and the other subjects, however, overlap in teaching materials and methods in almost all aspects. Because of this, the environmental subject has not done its job effectively, and is sometimes considered as an unnecessary surplus. To effectively play its own role in environmental education, the subject should focus on environmental issues rather than on contamination, which it is focusing on now. The contamination-focused environmental subject simply teaches nearly the same contents that the other subjects teach. In addition, it makes students visit actual sites related to pollution in order to encourage them to be aware of the severity of pollution. However, it has difficulty in teaching how environmental problems occur in a society and how the social decisions are made to resolve the problems. To overcome this difficulty the environmental subject should employ discussion classes more substantially, which let students investigate social aspects as well as scientific aspects of environmental problems and make integrated decisions through interdisciplinary approaches, to make students understand social mechanisms of environmental problems. The subject should focus on teaching what factors influence producers' and consumers' behavior and what factors they should consider when they have to make decisions on environmental issues. It should leave teaching technical knowledge and skill to the other subjects, and train students by the integrated approach which makes them see technology through a sociologist's eye. Although such integrated approach is emphasized in the environmental subject, environmental teachers should be trained to understand technological knowledge and skill in profound depth.

A model is presented in this paper to provide understanding of the supply chain integration and supply chain information practices' impact on the manufacturing industries. The supply chain information practices play a crucial role in sharing information between the members of SC network. Thus, it is important to develop a comprehensive understanding of the differences and similarities among ISI and information management. It will allow firms to systematically evaluate and carefully choose the information strategy. The empirical findings of this research offer essential and interesting insights about what role SCI, supply chain information and Supply chain ISI play in determining Malaysia's financial performance. The theoretical gaps addressed in this study are of significant importance, since a little empirical evidence is available regarding system infrastructure and supply chain information management's effectiveness. This research provides further paths of exploring system infrastructure and information management, thereby defining the manufacturing industries' next step in SCM struggle i.e. modifying total integrated SC principle in other manufacturing firms. The Resource-based theory discovered organizational resources as an essential organizational success ingredient. Therefore, in order to recognize its potential value, internal resources, for instance, information system and management must be fully utilized.
The purpose of this study was to explore children's experiences in a series of creative drama activities based around the use of picture books. The subjects were a total of 17 children 4 years of age. The research, implemented over the courses of 10 weeks, was integrated into their daily education curriculum. The children's drama activities were collected by participant observation, field notes, audio and videotape transcriptions, documentation of the young children's drama activities (eg. pantomimes, role plays & improvised expression, improvisations). The analysis reveals the following findings : 1) even shy and passive young children tried to participate in pantomime activities after reading books. 2) In role play & improvised expression activities, young children were immersed in the improvised situation and spontaneously expressed their emotions and thoughts as actors without the use of any scripts, in an impromptu manner. 3) In improvisation, young children collaborated with other children to create the improvisation by extending or transforming the content of the picture books through their own ideas.
Purpose: Communication skills are considered as one of the essential requirements in medical education, and the training often involves exercising medical interviews with standardized patients(SP) or role play. This study investigated the helpfulness of the communication skills training programs for students' performance on the clinical performance examination (CPX). Methods: Fourth-year students who have taken one of two communication skills programs(exercising communication skills with SP or elective communication skill course with role play) completed a questionnaire on their evaluation of the helpfulness of communication skills programs immediately after finishing the CPX. Then, the programs were objectively assessed by comparing all fourth-year students' CPX scores between program participants and non-participants. Results: About 70% of participants answered that the programs were helpful to perform clinical clerkship and CPX. However, there was no difference in either the total CPX score or 2 categorical scores(integrated clinical encounter, communication and interpersonal skill) between program participants and non-participants. Conclusion: Although the students felt that the communication skills programs were helpful to their clinical activities, this study failed to find objective evidence of any effect of the programs on the CPX results. Communication skills training should be continued during clinical clerkship to maintain or enhance the skills, and it is necessary to introduce more effective methods for precise evaluation of students' communication skills.
The purpose of this study is to help create environments for early childhood education according to the principles of Constructivism. Generally, preschools in Ulsan Metropolitan City were used as samples for this study More particularly, 116 kindergartens were surveyed by telephone to evaluate their education programs. Four kindergartens that completely or partially used Constructivism in their programs were chosen as primary subjects for this study The results of this study were as follows: First, it was discovered that preschool education in Ulsan uses an integrated education model based on activities and Montessorie. Constructivist programs were also present using Project Approach, Reggio Emilia and Piaget. Second, the number of infants per class averaged 29.3. The average infants per playroom was 2.38$m^2$. It seems, therefore, that there is a lack of sufficient space for activities. Playroom furniture is primarily used for storage and it lacks variety and flexibility of use. The interior of preschools in related to materials, color and images also showed little difference among schools. Third, it was found that virtually every play space did not have adequate water playing and sand playing sections. Instead, the space for the large-muscle activities of big groups was used for this purpose. Fourth, kindergartens that use the principles of Constructivism plan to specialize their activities. Those only partially using Constructivism showed conventional tendencies and small play spaces that would be defined as inadequate according to Constructivism. This study, therefore, demonstrates that preschool education based on Constructivism are not being well-implemented in concert with other programs.
