Earthquake Damage Assessment of Buildings in Urban Area using Disaster Management Platform (재난관리플랫폼을 이용한 도심지 건물군의 지진피해평가)

  • Because of its physical characteristics, earthquake has a great impact on a wide area in a short time, so it needs a resilience based seismic countermeasures to restore the community function. For this reason, in this study, the seismic damages of urban buildings were assessed stochastically by virtual earthquakes using public data information and disaster management program(Ergo-EQ). A geographical map reflecting geological characteristics of the target area was created with the buildings and topographic data in Dalseo-gu, Daegu City. In addition, an integrated database including building characteristics was modified to be linked with the Ergo-EQ program. The seismic damages for the buildings were evaluated through the exceedance probability of four different damage levels. From the damage results, it can be identified not only the seismic damage of each building, but also the major factors affecting earthquake damage.

  • Recently, public participation in government policy design has been further expanded and public services perceived by users are expanding. At this time, the role of the digital government and the direction of the service to be pursued are user-centered, and above all, it is necessary to focus on the keywords of pre-emptive, preventive, and customized. In order to propose service quality improvement in the public sector, service user-centered classification and monitoring are integrated and the usability of government documents is improved. It is necessary to identify the needs of whether to provide a path for public participation. In the post-corona era, people are accessing quarantine information from the digital government every day. The government should proactively respond to the acceleration of digital transformation and the non-face-to-face demands of the people who experience non-face-to-face daily life. In order to evolve into a smart organization along with the innovation promotion plan and to provide customized services, it is necessary to use existing guides for institutional and technical improvement, along with new technology and data-based analysis, to strive for change management. The government should seek counter-measures that have advanced one step ahead by incorporating new high-tech IT with user-centered necessary services. This study aims to derive improvement plans to provide user-centered digital government service design when designing public services and collecting public opinions. Based on the e-government development model research and the existing research on user-centered service design in the public sector, institutional and technical measures are provided for the improvement of digital government service design.

  • Artificial Intelligence (AI) techniques have been effectively used for image classification, object detection, and image segmentation. Along with the recent advancement of computing power, deep learning models can build deeper and thicker networks and achieve better performance by creating more appropriate feature maps based on effective activation functions and optimizer algorithms. This review paper examined technical and academic trends of Convolutional Neural Network (CNN) and Transformer models that are emerging techniques in remote sensing and suggested their utilization strategies and development directions. A timely supply of satellite images and real-time processing for deep learning to cope with disaster monitoring will be required for future work. In addition, a big data platform dedicated to satellite images should be developed and integrated with drone and Closed-circuit Television (CCTV) images.

  • The perforrnance and portability of mobile applications can be greatly increased by adopting proxy modiles which exists between the conventional system and the device. When mobile devices collaborate with the conventional computers, there are problems to address: a battery life problem, limited input and output methods, and intermittent wireless connection. Those issues are magnified in the multimedia collaboration environment since it works in a real-time condition and the size of the message in the system is big in many cases. Additionally, because multimedia collaboration system softwares are too heavy and complex for mobile devices, it is veη hard to integrate them with conventional systems. In this paper, we describe our design and its implementation of a novel approach to map events (i.e. messages) using a proxy for mobile applications. We adopt a proxy to provide a content adaptation (i.e. transcoding) where the message contents are customized. Also, we design a mobile version publish/subscribe system to provide communication service for mobile device in loosely coupled and flexible manner. We present our empirical results which show that our design can be efficiently implemented and integrated with a conventional multimedia collaboration system.

A Study on the Development of GIS based Integrated Information System for Water Quality Management of Yeongsan River Estuary (영산강 하구역 수질환경 관리를 위한 GIS기반 통합정보시스템 개발에 관한 연구)

  • The government has recently carried out monitoring to attain a better understanding of the current situation and model for prediction of future events pertaining to water quality in the estuarine area of Yeongsan River. But many users have noted difficulties to understand and utilize the results because most monitoring and model data consist of figures and text. The aim of this study is to develop a GIS-based integrated information system to support the understanding of the current situation and prediction of future events about water quality in the estuarine area of Yeongsan River. To achieve this, a monitoring DB is assembled, a linkages model is defined, a GUI is composed, and the system development environment and system composition are defined. The monitoring data consisted of observation data from 2010 ~ 2012 in the estuarine area of Yeongsan River. The models used in the study are HSPF (Hydrological Simulation Program-Fortran) for simulation of the basin and EFDC (Environmental Fluid Dynamics Code) for simulation of the estuary and river. Ultimately, a GIS based system was presented for utilization and expression using monitoring and model data. The system supports prediction of the estuarine area ecological environment quantitatively and displays document type model simulation results in a map-based environment to enhance the user's spatial understanding. In future study, the system will be updated to include a decision making support system that is capable of handling estuary environment issues and support environmental assessment and development of related policies.

  • The research of psychological supporting systems as safety and welfare for disaster victims damaged psychologically as well as physically by a sudden disaster to return to effectively their social life has been carried. The domestic National Emergency Management Agency(NEMA) is operating the Disaster Victim Psychology Support Center that helps with curing damaged psychology and studies the transmission system of psychology management services, the classification of victims for disaster psychology support, and emergency consultation method to systemically support disaster psychology management. However, current psychology supporting centers provide the simple information for supporting centers such as medical and social welfare organizations. The development research of IT-based management systems to obtain needed information to construct the proposed systems curing psychological damage is still primitive step. Therefore, this paper shall propose a GIS-based integrated management system for victims and managers to effectively share related information one another and to return to victims' social life as soon as possible. Also, we implement a simple prototype system based on the Web. The proposed system supports the spatial search and statistical analysis based on map as well as keyword search, because having the location information on disaster victims, damage occurrence places, welfare and medical institutions, and psychological supporting centers. In addition, this system has the advantage reducing the frequency of disaster damage by providing aids in making efficient policy systems for the managers.

Development and Application of National Environment Atlas Using Environmental Spatial Information (환경공간정보를 활용한 국가환경지도시스템 구축 및 활용 방안)

  • Unlike traditional environmental problems, current environmental problems occur due to by complex reasons. These complexities highlight the importance of precise spatial based analysis and expeditive use of environmental information when an environmental problem arises. However, the traditional environmental information has many problems because they are mainly numerical based and scattered in various systems. To overcome these problems, providing integrated environmental spatial information is important. Thus, a research was conducted on establishing national environment atlas system and its implications for policies. Firstly, this study selects 275 out of 2,701 materials and information from Ministry of Environment and related organizations. Secondly, total 64 thematic maps specific business support are Produced to support establishment and implementation of environmental policies. In addition, the produced thematic maps are privatized. Thirdly, the study analyzes total 17 systems and environmental thematic maps of Ministry of Environment and relevant organizations to connect the information on the business support thematic maps. As a result, 1,314 applicable spatial information and 39,331 applicable database based on spatial information based are selected, and a standardization plan is established. Fourthly, the study suggests a stepwise implementation plan for developing a national environment atlas system. The development of national environment atlas system will help establishing an environmental policy based on more relevant and accurale information.

A Study on the Construction of Indoor Spatial Information using a Terrestrial LiDAR (지상라이다를 이용한 지하철 역사의 3D 실내공간정보 구축방안 연구)

  • Recently, importance of indoor space is on the rise, as larger and more complex buildings are taking place due to development of building technology. Accordingly, range of the target area of spatial information service is rapidly expanding from outdoor space to indoor space. Various demands for indoor spatial information are expected to be created in the future through development of high technologies such as IT Mobile and convergence with various area. Thus this research takes a look at available methods for building indoor spatial information and then builds high accuracy three-dimensional indoor spatial information using indoor high accuracy laser survey and 3D vector process technique. The accuracy of built 3D indoor model is evaluated by overlap analysis method refer to a digital map, and the result showed that it could guarantee its positional accuracy within 0.04m on the x-axis, 0.06m on the y-axis. This result could be used as a fundamental data for building indoor spatial data and for integrated use of indoor and outdoor spatial information.

Efficient Publishing Spatial Information as GML for Interoperability of Heterogeneous Spatial Database Systems (이질적인 공간정보시스템의 상호 운용성을 위한 효과적인 지리데이터의 GML 사상)

  • In the past, geographic data is constructed and serviced through independent formats of its own according to each GIS(Geographic Information System). Recently the provision of interoperability in GIS is important to efficiently apply the various geographic data between conventional GIS's. Whereupon OGC(Open GIS Consortium) proposed GML(Geography Markup Language) to offer the interoperability between heterogeneous GISs in distributed environments. The GML is an XML encoding for the transport and storage of geographic information, including both the spatial and non-spatial properties of geographic features. Also, the GML includes Web Map Server Implementation Specification to service the GML documents. Accordingly the prototype to provide the reciprocal interchange of geographic information between conventional GIS's and GML documents is widely studied. In this paper, we propose a mapping method of geographic in formation between spatial database and GML for the prototype to support the interoperability between heterogeneous geographic information. For this method, firstly the scheme of converting geographic in Formation of the conventional spatial database into the GML document according to the GML specification is explained, and secondly the scheme to transform geographic information of GML documents to geographic data of spatial database is showed. Consequently, the proposed method is applicable to the framework for integrated geographic information services based on Web by making an offer the interoperability between already built geographic information of conventional GIS's using a mapping method of geographic information between spatial database and GML.

Application of Geophysical Methods to Cavity Detection at the Ground Subsidence Area in Karst (물리탐사 기술의 석회암 지반침하 지역 공동탐지 적용성 연구)

  • Investigations of underground cavities are required to provide useful information for the reinforcement design and monitoring of the ground subsidence areas. It is, therefore, necessary to develop integrated geophysical techniques incorporating different geophysical methods in order to accurately image and to map underground cavities in the ground subsidence areas. In this study, we conducted geophysical investigations for development of integrated geophysical techniques to detect underground cavities at the field test site in the ground subsidence area, located at Yongweol-ri, Muan-eup, Muan-gun, Jeollanam-do. We examined the applicability of geophysical methods such as electrical resistivity, electromagnetic, and microgravity to cavity detection with the aid of borehole survey results. The underground cavities are widely present within the limestone bedrock overlain by the alluvial deposits in the test site where the ground subsidences have occurred in the past. The limestone cavities are mostly filled with groundwater or clays saturated with water in the site. The cavities, thus, have low electrical resistivity and density compared to the surrounding host bedrock. The results of the study have shown that the zones of low resistivity and density correspond to the zones of the cavities identified in the boreholes at the site, and that the geophysical methods used are very effective to detect the underground cavities. Furthermore, we could map the distribution of cavities more precisely with the study results incorporated from the various geophysical methods. It is also important to notice that the microgravity method, which has rarely used in Korea, is a very promising tool to detect underground cavities.
