This study which was started to identify the factors that change the security level of military organizations, analyzed the data collected from articles written by the active officers in the Defense Daily Journal hoping to improve the military security level by the qualitative research method called Grounded Theory, and establish causal relationship how organizational members respond to insider security threats. As a result of the analysis, the causal condition is 'the security threat of the insider', the contextual condition is 'the specificity of the military organization', the central phenomenon is 'the conflict of values as a soldier', the arbitrary condition is 'the security consciousness', Strategy is 'the responds to security threats', and the result was 'security level change'. The core categories can be presented as 'the degree of conflict of values on insider security threats' and two hypotheses have been derived. First, the members of the military organization strongly felt the conflict of values about security threat as the tendency to emphasize security was strong, and they helped to develop the security level of organization by responding strongly. Second, the stronger the tendency to focus on colleagues, respond weakly to security threats. And it undermines the security level of the organization. Finally, in order to improve the security level of the organization, it is necessary to establish a solid security consciousness and to make institutional development to support it.

The growth strategy has to be restructured and segmentation market needs to be driven in order to cope with the changing conditions of company from the perspective of administration. And private security guarding service companies must refrain from excessive competition while improving the contracting method such as minimum price bidding, etc. From the perspective of policy, the functions of relevant organizations such as the National Police Agency, security association, etc, and mutual cooperation must expand. Also, the profit generation event needs to be privatized and the more positive perception toward the private security guarding service is necessary. In addition, security exhibition and seminar can be expanded to lay the groundwork for the advancement of private security system. From the legal and institutional perspective, the security guarding service related law must be revised and the certification system must b introduced to cope with the changing requirement. The security guarding instructor system must be strengthened to ensure a faithful and earnest implementation of duty to instruct, supervise and educate security guarding personnel. From the perspective of security guarding system's operation, professional security technique must be introduced and applied, and the volunteer application system must be established. In addition, standard 'security guarding manual' must be crafted, and the equipment for security guarding must be modernized to ensure an efficient operation of private security guarding services.

There has been a adverse balance between Korea and U.S. in defense trade. This paper investigates the current status of the defense trade imbalance in terms of numerical values, and also analyzes the institutionalized barriers to Korea defense exporters imposed by laws and regulations. It is found that the amount of Korea defense import is several tenfold that of the export to U.S. in 2011. The barriers are analyzed to be the american laws and regulations. The buy american act is applied to the U.S government procurements and the Berry amendment is applied to the defense procurements. These two laws has been implemented by the defense federal acquisition regulation which allows U.S. Dept. of Defense to buy only american products. To overcome the barriers, Korea ought to sign a defense MOU with U.S., so that the buy american act and the Berry amendment can be waived.

In response to the increasing emphasis being placed on the importance of international cooperation as part of global efforts to cope with growing non proliferation, and security, concerns in the nuclear field, the Director General of the International Atomic Energy Agency (IAEA), Mohamed ElBaradei, appointed an international group of experts to consider possible multilateral approaches to the nuclear fuel cycle. The mandate of the Expert Group was three fold: ${\bullet}$ To identify and provide an analysis of issues and options relevant to multilateral approaches to the front and back ends of the nuclear fuel cycle; ${\bullet}$ To provide an overview of the policy, legal, security, economic, institutional and technological incentives and disincentives for cooperation in multilateral arrangements for the front and back ends of the nuclear fuel cycle; and ${\bullet}$ To provide a brief review of the historical and current experiences and analyses relating to multilateral fuel cycle arrangements relevant to the work of the Expert Group. The overall purpose was to assess MNAs in the framework of a double objective: strengthening the international nuclear non proliferation regime and making the peaceful uses of nuclear energy more economical and attractive. The Group identifies options for MNAs - options in terms of policy, institutional and legal factors - for those parts of the nuclear fuel cycle of greatest sensitivity from the point of view of proliferation risk. It also reflects the Groups deliberations on the corresponding benefits and disadvantages (pros and cons) of the various options and approaches. Although the Expert Group was able to agree to forward the resulting report to the Director General, it is important to note that the report does not reflect agreement by all of the experts on any of the options, nor a consensus assessment of their respective value. It is intended only to present options for MNAs, and to reflect on the range of considerations which could impact on the desirability and feasibility of those options.
This paper aims to explore the institutional traits of the federal employees pension system in the United States and the direction of its reform. Currently the United States has two systems of the federal employees pension. One is CSRS, the other is FERS. The former was firstly introduced in 1920 as a generous DB pension well before the establishment of the Social Security System(OASDI). What led to the latter, FERS was the Social Security Amendment Act of 1983 and Federal Employee Retirement System Act of 1986. The crucial difference between the CSRS and the FERS is the contrasting characteristic of their relationships with OASDI. The CSRS has just one source of retirement benefit(DB pension) without OASDI benefit, whereas the FERS has three sources(OASDI benefit, basic annuity(DB), DC typed TSP benefit). When it comes to FERS, what matters most is TSP(Thrift Savings Plan).
The government and private companies are endeavoring to help the digital healthcare industry grow. This includes easing regulations on the big data industry such as the amendment of the Data 3 Act. Despite these efforts, however, there have been constant demands for the amendment of laws related to the medical field and for securing medical data transmissions. In this paper, the Data 3 Act of Korea and the legal system related to healthcare are examined. Then the legal, institutional, and technical aspects of the strategies are compared to understand the issues and implications. Based on this, a legal and institutional strategy suitable for the digital healthcare industry in Korea is suggested. Additionally, a direction to improve social perception along with technical measures such as safe de-identification processing and data transmission are also proposed. This study hopes to contribute to the spread of various convergent industries along with the digital healthcare industry.

The results of this study showed that work overload, invasion of privacy and some of work uncertainty were the main factors positively influencing the security stress.

Important crime prevention is emphasized. Depending on the type of criminal act itself, but with many material and human damage because it is a threat to the safety of civil life. The traditional police power of the police in patrolling the derailment by the diversification of the crime, globalization, organizing, specialization, and ferocious anger by far exceeds the capabilities of the police crime prevention are occurring. Civilian police crime prevention organizations in the area of the region as a base for complementary activities, and even if the purpose of commercial availability, but many organizations is the autonomous and spontaneous personality voluntary work civic life is to serve as the safety fence. But that suits the role of these organizations and social support and lack of institutional support and practical and effective crime prevention activities has not been effective. Law reform and the role of the Organization for the maintenance of redundancy, or a series of systematic effort to equip networks and take advantage of the functional and has been factory.
