The areas be affected maritime police authority of the Republic of Korea, are largely classified as inland waters, territorial waters, exclusive economic zone and continental shelf(hereinafter referred to as "domestic sea area") and high seas. Of these, the maritime police authority in domestic sea area follows a municipal law that accommodates the United Nations Convention on the Law of the Sea(UNCLOS). In addition, this Convention shall apply on the high seas. Meanwhile, on the high seas, foreign vessels other than domestic vessels are allowed to be subject to limited jurisdiction only for the anti-mankind criminal acts, such as piracy etc. this is in accordance with the principle of "Freedom of the high seas" and "maritime flag state," under this Convention. However, the illegal acts of foreign vessels that threaten the security of coastal states and the safety of ships on the high seas can cause many types of crimes other than anti-mankind criminal acts, and the jurisdiction of the coastal states exercised may lead to conflicts between countries. Therefore, this article would like to suggest a plan for institutional improvement to maintain international maritime order on the high seas and secure maritime police authority in coastal states.
Supercomputers have played an important role in various fields such as science, industry, national security and solutions for social issues, and their demand is increasing significantly as their use is strengthened in areas using big data and AI. Recently, competition for global exascale system development is accelerating based on various architectures, and the era of exascale computing is expected to come in the near future. However, the foundation of the domestic supercomputing ecosystem was lost due to the decline of the server industry in the past, and although the related law was enacted to supplement and foster it, it has not been able to perform its function smoothly. Therefore, this article examines the problems in the current legal system through the analysis of the relevant legal system and the status of the supercomputing ecosystem, and suggests improvements so that the relevant legal system, which can accommodate the reinforcement of the role of the government·national center·professional center, support for industries, promotion of commercialization of research results, and flexibility of government promotion policies, can prepare the basis for the promotion of the supercomputing R&D project.
The O2O services in the healthcare sector have only been in full swing for about three years, and unlike existing O2O consumer goods, the scale and scope of the dispute are more complicated due to restrictions on medical treatment. In this study, O2O service platform operators and medical institutions' roles and responsibilities were redefined as a countermeasure for resolving disputes in healthcare O2O services and the laws for changing the transaction environment. A change in institutional mechanisms was proposed. This study looked at the types of consumer disputes related to healthcare O2O services as insufficient information problems, problems in the course of medical service implementation, problems with immunity provisions for platform operators, cancellations, and non-compliance with refunds. All the information generated during transactions in the healthcare sector was extensive in scale and included the most sensitive information among personal information, stressing the importance of ensuring security. The area that started in the O2O range before the medical institution visit also proposed a plan to establish a system for the delivery of proven information as a pre-medical person. The scale and growth will grow faster, given that consumers can experience the information they want anytime, anywhere they want. However, the platform broker's role, a link player, will become more important because consumers who use the service will have their first meeting with non-face-to-face product providers. On the other hand, service providers may have side effects of misleading consumers by providing false information or misleading consumers through exaggerated advertisements. The O2O service market is expected to expand beyond distribution and dining out to the entire industry. However, since it is challenging to check accurate statistics on the detailed market, various disputes and consumer protection measures will be required for each detailed market, and comprehensive leading solutions will be essential in the future.

As mobile forensics has emerged as an essential technique, the demand for technology development, education and training is increasing, wherein images are used. Academic societies in South Korea and national institutions in the US and the UK are leading the Mobile Forensic Image development. However, compared with disks, images developed in a mobile environment are few cases and have less active research, causing a waste of time, money, and manpower. Mobile Forensic Images are also difficult to trust owing to insufficient verification processes. Additionally, in South Korea, there are legal issues involving the Telecommunications Business Act and the Act on the Protection and Use of Location Information. Therefore, in this study, we requested a review of a standard model for the development of Mobile Forensic Image from experts and designed an 11-step development model. The steps of the model are as follows: a. setting of design directions, b. scenario design, c. selection of analysis techniques, d. review of legal issues, e. creation of virtual information, f. configuring system settings, g. performing imaging as per scenarios, h. Developing a checklist, i. internal verification, j. external verification, and k. confirmation of validity. Finally, we identified the differences between the mobile and disk environments and discussed the institutional efforts of South Korea. This study will also provide a guideline for the development of professional quality verification and proficiency tests as well as technology and talent-nurturing tools. We propose a method that can be used as a guide to secure pan-national trust in forensic examiners and tools. We expect this study to strengthen the mobile forensics capabilities of forensic examiners and researchers. This research will be used for the verification and evaluation of individuals and institutions, contributing to national security, eventually.
Due to the lack of attendance management system, the training conducted by each existing institution was handwritten at the site and managed in writing about the attendance of participants. It not only takes a lot of manpower and time to store and search, but also has a lot of difficulty in storing. In this paper, we design and implement an integrated smart attendance management system using barcodes. Through this, the attendance system of training applicants is developed, security related to attendance is strengthened, and training attendance data is computerized and collected. In addition, standards for necessary data are selected so that each institution can efficiently manage and utilize training information data. The proposed system can add various institutions in a single construction, making it easy to expand institutional management and can expect additional cost reduction effects. In addition, it is expected that the quality of education will be improved by increasing the convenience of training managers who use the management system provided and controlling/managing attendance data of users.
An educational outcome cohort has been established at Keimyung University School of Medicine to help make educational policy decisions and improve educational programs based on data. The purpose of the educational outcome cohort is to support educational policy decisions for achieving graduation outcomes smoothly and to accomplish the intended human resources development of the university through objective analyses and regular monitoring, providing continuous feedback. The data collected for the educational outcome cohort include the student identifications of freshmen, entrance exam scores, premedical and medical school grades, titles and forms of student academic research, the results of psychological testing, scholarship recipient lists, volunteer clubs, and so forth. The data are collected using an information utilization agreement approved by the Institutional Review Board, and the collected data are encrypted and stored on a dedicated computer for enhanced personal information security. Proposals to access and utilize the educational outcome cohort data must be discussed and approved by the Educational Outcome Cohort Committee, which decides on the scope and method of utilization. The collected and managed educational outcome cohort data have been used to develop comparative programs to improve students' competency and to support admission policy decisions through an analysis of the characteristics and performance of medical school students. The establishment and utilization of the educational outcome cohort will play an important role in determining the School of Medicine's educational policies and suggesting new directions for educational policies in the future.
The investment agreement prepared at the beginning of inter-Korean economic cooperation in 2000 can be evaluated as very ineffective as a product of mutual political and diplomatic compromise rather than an effective protection for our investment assets. South Korean companies suffered a lot of losses due to the freezing of assets in the Geumgang mountain district and the closure of the Kaeseung Industrial Complex, but they did not receive practical damage relief due to institutional vulnerabilities. Currently, North Korea is under international economic sanctions of the UN Security Council, so it is true that the resumption of inter-Korean economic cooperation is far away, but North Korea's human resources and geographical location are still attractive investment destinations for us. Therefore, if strained relations between the two Koreas recover in the future and international economic sanctions on North Korea are eased, Korean companies' investment in North Korea will resume. However, the previous inter-Korean investment agreement system was a fictional systemthat was ineffective. Therefore, if these safety devices are not reorganized when economic cooperation resumes, unfair damage to Korean companies will be repeated again. The core of the improved investment guarantee system is not a bilateral system between the two Koreas, but the establishment of a multilateral system through North Korea's inclusion in the international economy. Specifically, it includes encouraging North Korea to join international agreements for the execution of arbitration decisions, securing subrogation rights through membership of international insurance groups such as MIGA, creating matching funds by international financial organizations. Through this new approach, it will be possible to improve the safety of Korean companies' investment in North Korea, and ultimately, it will be necessary to lay the foundation for mutual development through economic cooperation between the two Koreas.

This study aims to analyze the causes and characteristics of conflicts arising from the relocation of national defense facilities, focusing on the Jeonju Aviation School relocation project, and to explore effective conflict management strategies. As urbanization progresses, military facilities initially located on the outskirts of cities have been integrated into urban areas, increasing the need for relocation. This process frequently results in conflicts among the government, the military, and local residents due to differing interests. This study employs a combination of literature review and surveys to examine perceptions of conflict causes and resolution strategies. The findings reveal that the primary conflict factors include inadequate information provision and consultation, noise and property value decline, and unilateral decision-making processes. Participatory decision-making was found to be effective in resolving conflicts. Based on these findings, the study proposes policy recommendations such as institutional improvements, enhanced information disclosure and communication, comprehensive compensation systems, and strengthened expertise in conflict management. This research is significant in empirically confirming the importance of participatory decision-making in national defense facility relocation projects and providing specific policy suggestions for conflict management.
Agricultural water management has gained enormous attention in the developing world to alleviate poverty, reduce hunger and conserve ecosystems in small-scale production systems of resource-poor farmers. The story of food security in the $21^{st}$ century in India is likely t o be closely linked to the story of water security. Today, the water resource is under severe threat. The past experiences in India in general and in Andhra Pradesh in particular, indicated inappropriate management of irrigation has led to severe problems like excessive water depletion, reduction in water quality, water logging, salinization, marked reduction in the annual discharge of some of the rivers, lowering of ground water tables due to pumping at unsustainable rates, intrusion of salt water in some coastal areas etc. Considering the importance of irrigation water resource efficiency, Krishna Western Delta (KWD) of Andhra Pradesh was purposively selected for this in depth study, as the farming community in this area are severely affected due to severe soil salinity and water logging problems and hence, adoption of different water saving crop production technologies deserve special mention. It is quite disappointing that, canals, tube wells and filter points and other wells could not contribute much to the irrigated area in KWD. Due to less contribution from these sources, the net area irrigated also showed declining growth at a rate of -6.15 per cent. Regarding paddy production, both SRI and semi-dry cultivation technologies involves less irrigation cost (Rs. 2475.21/ha and Rs. 3248.15/ha respectively) when compared to transplanted technology (Rs. 4321.58/ha). The share of irrigation cost in Total Operational Cost (TOC) was highest for transplanted technology of paddy (11.06%) followed by semi-dry technology (10.85%) and SRI technology (6.21%). The increased yield and declined cost of cultivation of paddy in SRI and semi-dry production technologies respectively were mainly responsible for the low cost of production of paddy in SRI (Rs. 495.22/qtl) and semi-dry (Rs. 532.81/qtl) technologies over transplanted technology (Rs. 574.93/qtl). This clearly indicates that, by less water usage, paddy returns can be boosted by adopting SRI and semi-dry production technologies. Both the system-level and field-level interventions should be addressed to solve the issues/problems of water management. The enabling environment, institutional roles and functions and management instruments are posing favourable picture for executing the water management interventions in the State of Andhra Pradesh in general and in KWD in particular. This facilitates the farming community to harvest good crop per unit of water resource used in the production programme. To achieve better results, the Farmers' Organizations, Water Users Associations, Department of Irrigation etc., will have to aim at improving productivity per unit of water drop used and this must be supported through system-wide enhancement of water delivery systems and decision support tools to assist farmers in optimizing the allocation of limited water among crops, selection of crops based on farming situations, and adoption of appropriate alternative crops in drought years.
The National Pension of Korea is a public social security system designed to alleviate social risks and poverty that has had a major impact on the quality of life for the aging population. However, a rapidly aging population and low fertility threaten the sustainability of national pension in Korea. The National Pension Research Institute publishes a nancial projection every ve years; consequently, the government has lowered the entitlements for the sustainability of national pension based on the projection results. The current reform of the pension system that arbitrarily reduces the entitlements might detract from the income security role of the national pension for pensioners without accounting for the highest elderly poverty rate in the OECD countries. We first discuss methods for the financial projection of the national pension in terms of population, subscribers, and pensioner projections in order to estimate the pension reserve fund and the financial depletion year. We also conduct a sensitivity analysis for population variables, institutional variables, and economic variables based on pension reserves and the financial depletion year. We evaluate intergenerational fairness between the income hierarchy by conducting a money's worth analysis. Finally, we investigate the possibility of the sustainability of national pension by adjusting pension contributions and entitlements (income replacement rate). A new dependency ratio shows that a simple reform of the national pension does not secure the sustainability of the national pension without adapting a pay-as-you-go system.
