Formal and Informal Institutional Nexus with Entrepreneurial Growth: The Role of the Political Development Index

  • The study aims to examine the interaction of formal and informal institutions for strengthening economic development, particularly entrepreneurship growth. The research will also assess the impact of control variables on political index within the formal and informal markets. The research is quantitative, which analyses panel data of 6 years in 22 countries comprising middle and high-income countries with diversified and unique political, economic, and social systems. The findings suggested that reducing the entry regulation and promoting the social capital within the formal and informal institutions would grow formal and informal entrepreneurship and be a greater source for new venture creation. Moreover, the political index, a control variable, was found significant in the relationship of institutional mix with formal and informal entrepreneurship. Entry regulations in formal and informal institutions are a complex phenomenon in the entrepreneurship literature, moderated by the political development index as tested by the current study. The time horizon for this paper is much longer since it analyzes 6 years (2014-2019) of data on 22 developing and developed countries to see the entrepreneurial growth across multiple regions on different income levels, geographic conditions, and contrasting political and social systems.

  • Various policy declarations and institutional experiments involving artificial intelligence are being made in most countries. Depending on how the artificial intelligence policy changes, the role of the government, the scope of the policy, and the policy means used may vary, which can lead to the success or failure of the policy. This study proposed a perspective on AI(Artificial Intelligence) in policy research, investigated the theory of path change, and derived the characteristics of path change in AI policy. Since AI policy is related to a wide range of policy areas and the policy making is at the start points, this study is based on the neo-institutional path theory about the types of institutional changes. As a result of this study, AI policy showed the characteristics of path creation, and in detail presented the conflict relationship between institutional design elements, the scalability of policy areas, policy stratification and policy mix, the top policy characteristics transcending the law, and the experiment for regulatory innovation. Since AI can also be used as a key tool for policy innovation in the future, research on the path and characteristics of AI policy will provide a new direction and approach to government policy or institutional innovation seeking digital transformation.

Using Activity-Based Cost in Menu Engineering for Restaurant Menu Analysis (활동기준원가와 메뉴엔지니어링을 이용한 외식업체 메뉴 분석)

  • The purposes of this study were to investigate methods of applying activity-based cost to menu engineering and to examine the feasibility. A total of 6 menu items of XYZ restaurant in Seoul were selected and the ledger of September 2005 was used for menu analysis. The menu mix percent of beef sirloin steak (61.95%) and beef tenderloin steak (17.13%) were labeled as high, whereas BBQ pork ribs (4.94%), salmon fillet (2.66%), seafood platter (5.77%), and teriyaki chicken (7.56%) showed low menu mix percent. In addition, the contribution margin for BBQ pork ribs (29,000 won), salmon fillet (25,810 won), seafood platter (22,400 won), and teriyaki chicken (22,000 won) were higher than the average contribution margin (21,957 won), and those for beef sirloin steak (21,200 won) and beef tenderloin steak (21,900 won) were lower than average. When popularity and contribution margin were applied in menu engineering, BBQ pork ribs, salmon fillet, seafood platter and teriyaki chicken were classified as puzzles and beef tenderloin steak and beef sirloin steak as plowhorses. Menu engineering using popularity and operating profit, which was calculated from activity-based cost, also gave the same results, whereas the additional label for activity cost placed BBQ pork ribs and salmon fillet in the brain teaser category. Ranking analysis on variables estimating menu profitability using Spear-man's ${\rho}$ revealed that there were no significant correlation between variables, which means the estimation of menu item profitability could differ by methods of analysis. With these results, it was concluded that activity-based cost would help to establish more detailed marketing strategy for a restaurant.

  • Although there have been many studies on laws and systems for the proliferation of autonomous vehicles, studies on the activation of autonomous vehicles from a strategic perspective are insufficient. This study examines the issues and problem solving methods of autonomous vehicles. Based on this, plans to activate autonomous vehicles from a strategic point of view are proposed. In order to solve the issues and problems of autonomous vehicles, it is necessary to clearly establish legal and institutional standards based on the reinforcement of the safety of autonomous vehicles. In the event of a traffic accident, who is responsible for the accident and responsibility for compensation should be prioritized. Diffusion strategies are established according to the level of autonomous driving for the activation of autonomous vehicles in strategic perspective. In addition, governmental support policies should be used as triggers for initial activation, and marketing mix strategies should be implemented based on segmentation, targeting, and positioning strategies.

S&T Policy for SMEs: Lessons Learned and Implications from Korea

  • This article puts forward the opinion of a policy expert, who had been involved in Korea's science and technology policy for 30 years, about technology policy for SMEs. This article first explains why technology policies for SMEs are needed, and from what point of view. The next section looks at the current problems facing Korean SMEs, followed by the introduction of past and current polices to support SMEs. The comparison between current issues facing SMEs and past and current policies leads to lessons that can be learned. There are four lessons for the policy itself and three for the implementation of these policies. As for policy, the first four are about stages of development, concentration, R&D and diffusion, and policy mix. The latter three are policymakers, institutional building, and cooperation between ministries. This article makesfour suggestions for future policy: the importance of startups' culture, cooperation with others, infrastructure to reduce uncertainty, and policy monitoring and evaluation.

  • For the past years, there had been some environmental cooperation among East Asian countries to reduce air pollution emissions from China. However, the progress of cooperation has been under developed because of lacking financial support, poor design of planning, and weak economic incentives for the industries. In this paper, some practical approaches have been suggested. First, electric trade to make Asian Grid among countries will be good alternatives for the fossil fuel, such as coal, for China. Secondly, natural gas pipeline from West China to Siberian pipeline would change the whole energy mix in this area around 2010, Therefore, it is very promising area for the energy industries to involve in gas project and get rid of many institutional barriers from China. Lastly, environmental industry is growing fast in East Asian. In China, waste treatment and management, air pollution control, and water quality management are some promising areas for the future. Hence it is desirable for Korea, Japan and China to make a eco-fund or company to boost up environmental technology as well as environmental market size.

  • The study has try to analyze firm-level marketing strategy for making inroads into United Arab Emirate(UAE) in the Middle East Rrgion. Korea's pharmaceutical medicine industry can overcome that growth limit by strategically advancing into the world market even the its market share is slight as of 2013. The results of Marketing Mix strategies to enter the UAE pharmaceutical medicine market are as follows: STP strategy and Marketing Mix strategy based on the findings of this study, the practical implications of the following. First of all, domestic pharmaceutical industries in Korea due to the domestic market, growth in the various institutional devices have limits on the expansion. On the other hand, supports the Government's active policy of UAE health care industry is booming. UAE Government medical facilities and health care in the health care industry in 2010 to improve the level of 80 billion dollars of investment. The UAE's medical sector is equipped with independent regulatory regime by the Emirates. The UAE is a foreign worker influx has been showing a high population growth rate, over the last 30 years, UAE resident population has increased about 7 times. The UAE Government to improve the quality of medical services, the private sector and the public to encourage the signing of partnership (PPP) can also be found in the regulation of foreign direct investment. The results of this study would play a role in analyzing a marketing strategy to make inroads into UAE pharmaceutical medicine market.

A National Vision of the Hydrogen Economy and Action Plan ('친환경 수소경제' 구현을 위한 마스터플랜 - 연료전지산업 및 중장기 신.재생에너지 개발비전 -)

  • This study is to establish a national vision of the hydrogen economy and design a roadmap to materialize it. A goal is set to supply 15% of final energy consumption with hydrogen energy in Korea by 2040. Selecting the transportation sorter as the main target, more than 50% of vehicles on the road will be replaced with fuel cell vehicles (FCVs) while $20{\sim}30%$ of electricity demand in the residential and commercial sectors might be replaced with power generation by fuel cells. If this goals were attained as planned, primary energy demand would be reduced by 9%, resulting in improved energy mix in which fossil fuel consumption is greatly reduced whereas renewable energy increases by 47%. Furthermore, GHG emissions will be reduced by 20% and self-sufficiency in energy is enhanced up to 23%. If the hydrogen economy is to materialize, the government needs to implement institutional arrangements such as new legislations, organizations, and fiscal measures to facilitate the process. In addition, the private sector's participation is highly recommended to mobilize fund needed for the huge investment to build an infrastructure in preparation for the hydrogen economy. Arrangements for codes and standards are also required to promote industrialization of fuel cells and hydrogen production and consumption.

The Changes of Social Welfare Services in Korea - Analyzing the Changing Relationship between Actors - (한국 사회복지서비스의 변화 - 행위자간 관계의 분석 -)

  • This paper aims to analyse the recent changes in social welfare services from a relational perspective. Discourses of the privatization of welfare state, the welfare mix approach, and consumerism have provided frames for interpreting the changes in social services in Korea. The nature of social welfare services, being a "relational goods" requires its focus to be in its relational aspects: the relation between service user and service practitioner; the relation between service user and provider; the relation between service user and government; the relation between service practitioner and provider; the relation between service practitioner and government; and the relation between service provider and government. Analysis of such relations will explore their transformation toward formalness and equality in social welfare services. In conclude, the study reveals a process of modernization, defined as a transition from informal relations to formal contractual relations, based on one's rights, responsibilities and obligations. Previous relations, of paternalistic, arbitrary and hierarchical characteristics, can be seen as being substituted by more formal, institutionalized and equalized relations. In terms of service purchasing contract between service user and service provider and employment contract between service provider and service worker are recognized with the latter characteristics. This relational analysis leads a discussion concerning the creation of institutional basis of one's rights and responsibilities in the fields of social welfare services in Korea.

  • The goal of this study is to analyze the problem and performance of life sympathy policy and to present development plan. For this, literature, and empirical research were performed. The analysis showed the problem of life sympathy policy in the following manner. That is the confusion of the mix of department, the lack of publicity, the uncertain of persistence and the lack identity of the monitor, the absence a unified operating instructions on the monitor, the insufficient to activities and operations housewife monitors etc. To vitalize life sympathy policy and operational needs of aspects of the institutional and the activation. First, The task of activation of the institutional challenge is to modify the related law, strengthen the organization, strengthen the personnel, expand the scope of participation monitors. The improvement of the operational aspects of the policy include strengthening integration and connectivity, the construction of policy promotion environment that reinforce feedback and outcome of life sympathy policy, And the energization of on-line activities needs the reinforcement of the operating system, etc. Through the activation of the sector policy, the application of the idea of housewives, and the participation of government policies will be a lot of contribution to the development of South Korea in the 21st century.
