경관영향 요소별 경관 대비성 평가 - 자연경관에 도입되는 건축물을 중심으로 - (Evaluating the Visual Contrast Rating of the Landscape Impact Factors - A case study for the Buildings in Natural Landscape -)

  • While cities became bigger and bigger since 1990s, many indiscretely high buildings started to be built in the mountain areas inside a city and in the rural areas in the suburb of each city. To regulate such indiscrete developments, the government prepared for some relevant legal and institutional criteria by having enacted the "Landscape Act" and established a strong management means in the legal and institutional aspects by having introduced the natural landscape deliberation system and the landscape deliberation one into the "Natural Environment Conservation Act." However, since some uniform levels of absolute height and no. of stories are suggested legally and institutionally, it is hard to consider the effects of a real building structure onto the relevant landscape. Accordingly, this thesis is intended to grasp the contrast of the landscape elements in the allowable height section, which is presented through landscape sensitivity. As the results from the visual contrast rating on a small apartment complex located in Dangjin and a large scale of apartment complex in Seosan as the apartment complexes surrounded with natural landscapes that were selected as the subjects of this study, the following conclusion can be finalized. First, there were deducted some factors, that is, forms, lines, colors, textures and sizes as the ones with which can measure and evaluate the contrasting properties when a structure gets into a natural landscape. Second, in case of a small scale of apartment complex (in the foreground) compared to a large one (in the foreground), it was found that the contrasting properties were bigger. In addition, it was also found that the contrasting property of the landscape factor of the foreground compared to that of the middle one becomes bigger depending on a distance. Third, as the results from an evaluation on the contrasting properties of the landscape factor depending on the changes of each floor of a structure, it was found that the factors, that is, forms, lines, colors, textures and sizes are very significant. Among those factors, the factors, forms and lines in a small scale of apartment complex (in the foreground) showed each log regression. But in all of the other cases, they showed each line regression. Fourth, as the results from examining the regression coefficients of the landscape factor, the coefficients of the shapes and lines have similar coefficients and the colors and the textures have similar ones, too. In case of the sizes of apartment complexes, the colors and the textures of a large apartment complex (in the foreground) have similar coefficients, in case of that in the middle ground, the shapes and lines have similar coefficients. Fifth, as the results from estimating the contrasting properties of the landscape factor on the floors within the allowed scope of the landscape sensitivity, it was found that the contrasting property was 3.5 to 4.9 in case of a small scale of apartment complex (in the foreground), but 2.5to 3.7 in case of a small scale of one. In case of a large scale of apartment complex, the value was 3.5 to 5.3, but in case of a large one in the middle ground was 2.9 to 4.9. Sixth, it was comprehended that the contrasting properties of the landscape factor become different depending on each size of apartment complex and the distance of a view point. In this study, it is intended to find the meaning from the aspect that the results can be used as the baseline data for comprehending a proper range of heights of structures objectively during a natural landscape deliberation or a landscape deliberation.

구미국가산업단지의 진화 과정의 특성과 그 동인 (Evolution Characteristics and Drivers of Gumi National Industrial Complex)

  • 본 연구는 클러스터 적응주기 모델에 기반하여 구미국가산업단지의 진화 과정의 특성과 그 내 외적 동인을 분석하였다. 구미국가산업단지는 공간적 산업적 영역의 확대를 통해 비약적인 발전을 거듭하면서 우리나라 대표적인 IT산업 클러스터로서의 위상을 차지하고 있다. 그러나 1990년대 이후의 성장기, 2000년대 중반 이후의 성숙기 그리고 2010년대 중반부터의 성숙정체기로 진화한 이후 쇠퇴기로 들어서고 있다. 이는 기반구축기에서 성장기를 거쳐 성숙기로 진화하기까지 구미국가산업단지에 크게 영향을 미쳤던 국제적 국가적 수준의 외적 동인이 아닌, 대기업의 역외 유출, 중소기업의 미흡한 연구역량 그리고 획기적인 제도적 기반의 미흡과 같은 내적 동인이 중소기업들의 경영상 어려움을 가중시켰기 때문이다. 따라서 외부 충격에 대한 회복력 강화를 통해 구미국가산업단지가 재활성화기로 진화하도록 하기 위해서는 무엇보다 국가적 차원에서 영세 소기업의 역량강화에 초점을 두고 중앙정부 및 지자체, 그리고 지원기관의 역할을 보다 확대할 필요가 있다. 또한 지역경제를 이끌어 갈 중견기업을 집중적으로 육성시켜 이를 지역에 성공적으로 뿌리내리게 하여 구미국가산업단지가 지속가능한 혁신 생태계로 거듭날 수 있도록 해야 할 것이다.

  • This study aimed to suggest the implications to improve the management system of permanent public rental housing. For this purpose, qualitative data were collected by using the in-depth interview with 13 staffs of community welfare center and management office in permanent public rental housing complexes and 2 times of advisory committee meetings. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Based on the results, some implications including institutional support and social complementary cooperation were suggested in terms of short and long term period.

A Case Study of Resolving Conflict in Energy Infrastructure Siting by the Solar PV Project

  • The growing demand for new energy infrastructure has often been encountered with the difficulties of siting in power plants and electric transmission lines. Siting such large-scale and complex facilities produces so many-sided issues that it is highly necessary to develop an approach to resolving the related problems and conflicts. This paper introduces how the stakeholders have handled the issues and resolved conflicts with residents opposed the construction of 765 kV transmission line. The solar photovoltaic power generation, called "Hee-Mang Sunlight Power project", is used for persuading residents to agree with constructing high-voltage transmission line and sharing benefits. It is considered how the project performance such as generation output and resident's profits is and proposed what the project should be revised and supplement. The project is shown that the intractable spiting in energy systems can be smartly resolved with cost-effective institutional solutions instead of relatively expensive technical ones.

  • 최근 국내 의료기기산업은 선진국에 비해 빠른 성장을 지속하고 있고, 기술수준도 점차 향상되고 있다. 그러나 국내 산업은 높은 수입비중, 낮은 투자여력, 전문인력 부족 등 전반적인 경쟁여건은 여전히 취약한 문제점으로 나타났다. 이에 본 연구에서는 세계 의료기기시장과 산업에 대해 살펴봄으로써 의료기기 산업의 발전방안을 모색하였다. 또한 의료기기 수출확대방안으로 단기적인 정책의 효과보다는 중장기적인 접근이 필요하며, 정부의 제도 개선 및 지원, 영세성을 극복할 수 있는 생산단지 클러스트화. 시장세분화 및 해외마케팅 강화 등이 필요하다고 하겠다.

  • Research in the decision sciences has continued to develop a variety of mathematical models as well as software tools supporting corporate decision-making. Yet. in spite of their potential usefulness, the models are little used in real-world decision making since the model solution processes are too complex for ordinary users to get accustomed. This paper proposes an intelligent and flexible model-solver integration framework that enables the user to solve decision problems using multiple models and solvers without having precise knowledge of the model-solution processes. Specifically, for intuitive model-solution, the framework enables a decision support system to suggest the compatible solvers of a model autonomously without direct user intervention and to solve the model by matching the model and solver parameters intelligently without any serious conflicts. Thus, the framework would improve the productivity of institutional model solving tasks by relieving the user from the burden of leaning model and solver semantics requiring considerable time and efforts.

  • The purpose of this study is to analyze the characteristics of landscape for historical areas in Italy and suggest a planning directions and consideration points for historic landscape in residential complex. This study is consisted of four areas as followings: The first part, as a theoretical study, reviews the research method of this study. The second part, the concept of historic cultural landscape and its scope. The third part, focalizes the characteristics of landscape management and concept of the historic area. The last part, as a field planning, analyses the characteristics of urban landscape planning and architecture. The result of analytical reviews is synthesized and used to suggest the major strategies and guidances for the future landscape in terms of physical, socio-cultural, and institutional aspects under consideration of Korean situations.

  • The university administration building is one of the most important structure in campuses in terms of its functional roll providing all the institutional services and its symbolic value that represents the school. But we can still find many universities carrying on without administration buildings, And even though in the cases that have their own administration buildings, the architectural qualities of the buildings often can not meet the basic requirements for a worthwhile administration building. Because of its complex and complicated nature, planning and designing university administrative facilities are not an easy task to be successful. This study aims to provide the basic directions in designing university administration building through the survey of the facilities in the existing campuses.

도심 옛 마을 내 빈집활용의 방향성 도출에 관한 연구 - 청주시 안덕벌 일원을 중심으로 - (Reuse of Vacant Houses in the Old Settlements of Urban Area - Focused on the Andeokbeol in Cheongju City, Korea -)

  • This study is to seek for the reuse of vacant houses in the old settlement of urban area, focused on the Andeokbeol in Cheongju city, Korea. The following results were derived. Firstly, the maintenance and reuse methods of vacant houses are made for a number of house type as well as a variety of locational characteristics(flatland, gentle and steep slope) of the Andeokbeol. Secondly, reuse plans of vacant houses are established for a variety of classes such as local residents, artist and youth activist around cultural complex(Cheongju old cigarette factory), and outsiders. Thirdly, owners, users and intermediaries of vacant houses should find a solution to the reuse of them in company with Andeokbeol residents. And also institutional and administrative support measures are established for reuse of vacant houses.

  • 인구가 증가하고 경제가 발전하면서 한정된 수자원에 대한 다양한 수요자의 수자원 확보 경쟁이 발생하고 있다. 이러한 현실로 인해 법과 제도에 의한 물배분에 대한 관심이 커지고 있는 실정이다. 본 논문에서는 한정된 수자원을 확보하기 위한 수요자에게 배분하기 위한 유역 전체를 고려한 최적의 물배분 기법을 개발하였다. 이러한 물배분 기법은 유역 전반에 걸친 분석를 고려할 때 최적화 기법에 의존할 수밖에 없으며 제시된 모형은 경제적 효율성, 형평성, 지속가능성의 목적을 달성하기 위하여 노력하였다. 적절한 사례연구를 통하여 기존의 수리권 시스템과 더불어 제시된 모형을 검토 되었다. 도출된 결과는 복잡한 수문학적 시스템뿐만 아니라 법적, 제도적 제약조건 하에서의 적용성을 보여 주고 있다.
