Health centers provided intensive health care services for local residents according to changes in the times and environment. Public health centers were given various roles such as medical treatment, administration, and service, and the demand for functional reorganization has emerged. We analyzed the literature on the functional restructuring of public health care institutions. In addition, the current status of medical services, which is the main function of institutions, will be analyzed through health insurance statistical data, and detailed contents will be analyzed according to regional types and income levels. As a result of the analysis of medical services at institutions, the total number of patients was 2,238,000, and the number of visits was 11,806 times. Total medical expenses were 169.6 billion won, of which 132 billion won was found to be benefit. When analyzing the number of patients per institution, public health centers had the largest number of 4,326, and the share of benefit was also the highest at public health centers. It should focus on the function of providing local health and medical services related to health promotion and disease prevention in the community. This functional reorganization of public health centers can contribute to forming cooperative relationships with private medical institutions in the local community. For this, first, to establish the role, essential functions for public health centers for preventive health management are established. Secondly, regular manpower expansion and flexible manpower management are required in the human resources sector. Finally, in the organizational sector, it is necessary to establish a step-by-step organizational system according to environmental changes.

2016년 3월 대한민국 국회에서 대(對)테러법인 "국민보호와 공공안전을 위한 테러방지법"이 통과되었고, 이에 근거하여 대테러관련기관의 기능과 역할도 부여되었다. 그러나 대테러관련기관이 그 임무를 수행하는 과정에서 다수의 문제점이 제기되었으며, 이에 관한 다양한 논의가 진행 중이다. 이 연구는 대테러시스템과 관련한 쟁점에 대하여 전문가들에게 '상대적 중요도 분석(AHP)'을 실시하였다. 현행 대테러시스템 개선을 위한 분석결과는 다음과 같다. 첫째, 측정영역의 우선순위는 법제도, 협력, 운영 측면으로 밝혀졌다. 다음으로, 측정요소의 우선순위는 대테러전담기구의 정비, 대테러관련부서의 유기적 공조, 대테러업무의 전문인력양성으로 도출되었다. 이를 통하여 대테러시스템 개선을 위한 정책적 고려사항으로 대테러전담기구의 정비 등에 관한 논의가 필요하다.

본 연구의 목적은 한국과 미국의 회사정리종결기업들의 종결이후의 성과를 주식성과의 관점에서 비교하고, 이들 기업의 회계정보가 한국과 미국의 주식시장에서 어떻게 반영되는지를 비교분석하는데 있다. 본 연구의 주요 결과는 다음과 같다. 첫째, 동종 기업과 비교한 누적초과수익률에 있어서 두 국가의 회사정리종결기업들은 회사정리 종결 이후에 시간이 경과함에 따라 완전히 다른 양상을 보인다. 시간이 경과함에 따라 미국기업들은 Chapter 11을 종결한 이후의 주식성과는 점차 개선되지만, 우리나라의 회사정리 종결기업들의 주식성과는 악화되어 간다. 이를 통해 우리나라의 회사정리제도는 회사정리종결의 지속가능성을 높여주는데 취약하다고 해석할 수 있다. 둘째, 회사정리종결이후 장기적(종결월 +36개월)으로는 양국 모두에서 회사정리종결 기업의 회계 정보가 이들의 주식성과에 체계적으로 영향을 주지 못하는 것으로 나타났다. 본 연구가 비록 우리나라와 미국 간의 비교분석에 국한되었지만, 미국의 Chapter 11 종결기업에 비해서 우리나라 회사정리종결기업은 계속기업으로서의 경쟁력에 문제가 존재한다고 판단된다. 또한 회사정리종결을 통한 기업의 개선이 주식시장에서는 크게 신뢰받지 못한다는 점은 향후 우리나라 회사정리제도의 제도개선에 중요한 시사점을 제공한다고 할 수 있다.

본 연구는 국회기록보존소를 중심으로 하는 국회 기록관리기관의 직제와 직무의 문제점을 파악하고 이에 대한 대안을 제시하는 데 목적을 두었다. 이론적 논의로 국회 기록관리 책임 부서의 직제 연혁을 살폈고, '영구기록물관리기준 표준운영절차'를 준거로 삼아 영구기록물관리기관의 직무를 파악하였다. 이를 바탕으로 국회기록보존소의 직제 현황을 분석하고, 국회기록보존소 직원을 대상으로 직무 조사를 실시하였다. 직제 영역의 개선방안으로 국회 영구기록물관리기관의 재지정, 국회 소속기관 설치, 헌정기념관의 통합적 운영을 주요 과제로 논하였고, 이를 반영한 조직 개편안을 제시하였다. 직무영역으로는 관리대상 기록물 범주 확대와 기록관리 전문 인력 강화의 필요성을 살폈으며, 앞서 제시한 직제 개편에 맞는 담당별 업무분장을 제안하였다.

We report the reorganization of motor network resulted from intensive unilateral coordination training and the effect of cross education on the untrained side in patient with traumatic brain injury using functional magnetic resonance imaging (fMRI). A 22 year-old male patient who had suffered from diffuse axonal injury for 58 months showed coordination deficit in the left hand at initial examination. Intensive motor training including complex finger movements and coordination activities using a metronome was introduced to the patient 4 hours per day for a week. FMRI was performed on a 3T ISOL Forte scanner. All functional images were analyzed using SPM-99 software. Hand function was improved after training not only in the trained left hand, but also in the untrained right hand. There was no activation in the right primary motor area (M1) during left hand movement before training whereas robust activation of left M1 was demonstrated by the right hand movement. Profuse activation of bilateral prefrontal lobes was seen during both hand movements before training. After training of left hand, right M1 became prominently activated during the left hand motion. The activation of bilateral prefrontal lobes disappeared after training not only for the left hand movement but also for the right, which clearly demonstrated the effect of cross education. This case report demonstrated the learning-dependent reorganization of the M1 and the effect of cross education.

본 연구에서는 건측 손의 운동에 따라 환측 손이 대칭적으로 운동하며 두 가지 운동이 가능한 대칭형 상지 운동기구를 개발하고 개발된 대칭형 상지운동 기구를 이용한 6주간의 훈련 후 상지운동 기능 평가인 Fugl-Meyer 검사를 실시하고 기능적 자기공명영상(fMRI)을 통한 뇌 활성화의 변화를 관찰하였다. 편마비 환자를 위하여 건측 손의 운동을 환측 손으로 전달하여 손목의 굴곡과 신전, 전완의 회내와 회외 운동을 유도하는 대칭형 상지 운동기구를 제작하고 제작한 기구의 운동효과를 검증하기 위하여 대뇌병변이나 정신분열증 경험이 없는 오른손잡이인 성인 3명을 대조군으로 선정하고 편마비 발생 후 2년 이상 경과하여 손상된 상지의 자발적 회복과정이 끝났고 제시된 과제 수행이 가능한 만성 편마비 환자 남성 3명을 환자군으로 선정하였다. 제작된 대칭형 상지 운동기구를 이용한 총 6주간의 훈련 후 측정된 Fugl-Meyer 검사에서 훈련에 참가한 모든 편마비 환자들의 상지 운동기능이 현저하게 향상되었다. 또한 만성 편마비 환자를 대상으로 하여 제작된 기구를 적용하여 뇌 활성화를 관찰하기 위해 영상 촬영을 진행하는 동안 모든 피검자들에게 대조군에게는 우세 손을 환자군에게는 건측 손만 손잡이를 잡고 손목의 굴곡/신전 운동(과제 1)을 하고, 양손 모두 손잡이를 잡은 채로 건측 손만을 움직여서 환측 손이 수동적으로 대칭 운동(과제 2)을 하는 두 가지 과제를 수행하게 하였다. 과제 1에서는 운동 전에 비해 대측 SMC의 활성 강도가 증가되고 동측 SMC는 감소하였다. 과제 2에서는 환자에 따라 운동 전에 다양한 영역에서 활성화되다가 운동 후 양측 SMC 및 SMA, PMA 영역 등의 이차 운동영역의 재조직화가 관찰하여 각 과제에 대한 운동 전후의 대뇌 피질의 재조직화가 손의 운동성 회복과 관련이 있음을 확인하였다. 본 연구를 통해 만성편마비 환자에게 본 기구를 적용시켰을 때 물리 치료적 중재로 인한 운동기능 회복 향상과 손 운동에 대한 기능적 자기공명 영상을 비교함으로써 대뇌 피질의 재조직화를 관찰할 수 있었다.

The informal economy is a large part of the urban economy. The informal economy accounts for about half of Pakistan's GDP. This research examined nine different areas of Rawalpindi's Central Business District's business sector (CBD). A survey of 404 respondents from 16 CBD marketplaces enables a comprehensive examination of who works in the informal and formal economic sectors, how much they earn, their goals, perception of their job, and their degree of similarity to the rest of the working population. Furthermore, the statistics illustrate the pro-cyclical connections between the informal economic sector and the formal economy. The Multinomial Logistic Regression (MLR) technique is used for the analysis. The MLR results indicated the informal economic sector holds positive relation with earning members in a family, business expertise, average business sale, and negative relation with education level, satisfaction with government tax policies, household expense, and average investment in the business. From a resilience standpoint, governance is considered an intentional collective action to preserve a stable system condition. Hence, the current study recommends tax reforms and government institution reorganization to mobilize the informal sector and make effective institutional governance.

사회·정치적 패러다임의 변화에 따라 공공기관의 기관업무 및 직제는 시시각각 신설되거나 통합 또는 폐지된다. 효과적인 기록관리 관점에서는 이러한 변화를 반영하여 이전에 구축된 기록물 분류체계와 현행 업무 맥락이 적정한지 검토할 필요가 있다. 그러나 대부분 기관에서는 분류체계 재정비 과정이 실무담당자나 기관 기록물 담당자의 실무 경험적 판단에 의존한 수작업으로 진행되고 있어, 기업의 변화가 적시에 반영되거나 전체 큰 맥락을 통합적으로 파악하기가 어렵다. 이에 본 연구는 이러한 문제를 보완하고 나아가 기록의 효율적인 관리를 위해 자동화 및 지능화 기술을 활용한 기록물 분류체계 재정비 방안을 제안한다. 또한 제안된 방법론을 실제 공공기관에 적용하고, 도출된 결과물을 기관의 기능분류 담당 실무자와 면담을 수행하여 그 실효성과 한계점을 검증하였다. 이를 통해 재정비한 기록물 분류체계의 정확도와 신뢰도를 높여 기록물 관리의 표준화 실현을 도모하고자 한다.

It is nearing the establishment of KAC(Korean Agricultural Chamber) as an institution for intensive reflection of farmer's public opinions in agricultural administration. In this study, researchers examined the management of Agricultural Chambers in France and Japan, which have experienced the action of Agricultural Chamber in advance of Korea. And discussed the anticipated change in agricultural extension taking advantage of departure of KAC. Discourses and movements to establish KAC is putting pressure the existing agricultural extension system into innovation. Taking a side view that there were little contribution of agents belonging to the existing agricultural extension agencies, the problem of restructuring agricultural extension system has assumed very serious dimensions. Therefore, agents in agricultural extension agencies should lay their own view before the probable reorganization of agricultural extension system.

지난 20여년간 고용서비스 분야의 직무는 지속적으로 확대되어 왔으나 직업상담사 자격은 2000년대 초반 직업상담 심리 위주로 개발되었기 때문에 직업상담사 자격의 신호기능과 선별기능이 저하되고 있다는 노동시장의 지적이 많다. 이에 본 연구에서는 고용서비스 전문자격 신설 및 개선방향에 대하여 현업 고용서비스 종사자를 대상으로 설문조사를 실시하였다. 자료 분석 결과 고용서비스 종사자들은 모든 자신의 직무에서 중요도에 비해 현재 능력수준이 부족한 것으로 나타나 기존의 직업상담사 하나의 자격으로 기업지원, 행정관리, 노동시장 프로그램 기획 집행 등 확대된 고용서비스 직무를 모두 담당하는데 한계가 있는 것으로 나타났다. 향후 고용서비스 관련 자격의 개편 방향에 대해서는 새로운 자격을 신설하는 것에 동의하는 비율이 62.6%로 나타났고, 대신 기존의 직업상담사 자격은 전문성을 강화하자는 비율이 67.4%로 나타났다.
